Project Controls Specialist and Scheduler for the TVA Police and Emergency Management Project – a $6.5M project.

Initial Project Controls Specialist and Scheduler for the TVAP & EM Project. Built the original schedule using P6 for this project and its five sub-projects. Conduct project schedule review meetings and maintain project schedule. Analyze schedule activities to maintain logic and project milestone status.

Using TVA’s PowerPlan program, create and track project work orders, maintain work order balances and analyze against subcontractor’s invoices. Prepare the TVAP&EM’s monthly report.

Over fourteen years’ experience providing project controls support. Provide support to approximately 17 projects. Create and maintain P3/P6 schedules;

develop and maintain planning and budget data through the company’s Project Management Cost Processor system (PMCP) which has been validated as an ANSI/EIA Earned Value Management System (EVMS) and DOE Order 413.3 and 413.3b compliant system.

Retrieve cost data, commitment data, and accrual data from ORACLE, Data Warehouse, PMCP, and STAR systems.

Maintain and conduct analysis on performance and budget data (BCWP, ACWP, CV, SV, etc.); review variances with management for potential impacts and possible corrective actions. Input any changes into P3/P6 and PMCP meeting schedule deadlines.

Prepare Baseline Change Proposals (BCPs) and Trend requests as determined during reviews with managers. Prepare supporting cost and commitment estimates. Incorporate approved cost and schedule changes into P3/P6 and PMCP.Prepare ad-hoc reports as requested by management. These reports collect data through ORACLE, PMCP, Access, Excel, Data Warehouse, PALs, etc. and preparing requested reports or charts.

Distribution Centers and / or Service Centers – Maintain distribution center recovery process for multiple distribution / service centers (i.e., medical, project controls, RADCON, Engineering, and Nuclear Facility Safety). Establish recovery rates. Modify rates during fiscal year based on recovery analysis. Develop and maintain service center structure and recovery process.

Subcontract Coordinator – Provide Project Controls management with subcontract support. Responsible for contract documentation (i.e., scope of work, estimates, purchase orders, work releases and sub-releases). Prepare work releases and sub-releases. Monitor contract period-of-performance and commitments. Maintain performance records, process invoice payments, etc.
