ROADS & GROUNDS: (Butch Gulseth) The stopgap measures are holding and no more slides have occurred. Culverts need to be added this summer. The ditches next to the roads need to be cleaned and/or dug out each year. Tom Mills reported that there were slides and damage all over the two lakes; many of the slides were much worse than what the Yacht Club endured. Craig Main added that the drainage system we have in place worked, but just could not handle the tremendous amount of rainfall from the 100-year storm.

MOORINGS & DOCKS: (Jim Gastreich) There is a possibility of purchasing used dock sections in Florence. Several members will be taking a road-trip to check it out.

SAFETY: (Dean Webb) Dean Webb has agreed to be the chair and we all thank him.

BOAT SHED: (John Barney) Spaces available. Contact John. YACHT YAK: (Linda Kridelbaugh) Many members have elected to

receive the Yacht Yak as a PDF file attachment. This month I will be sending the PDF version to members on the �PDF mailing list� and not to everyone. The files are small (434 KB last month) and can be easily printed on your color printer.

BOAT SHOW: (Thad Vincent) March 29th and 30th at the Pony Village Mall. This is the Club�s only public event and an opportunity to meet the community, find new members, and help fill the Senior Sailing School. Thad Vincent is looking for several members to help him at show and a few boats. Please contact Thad at 759-2863.

chairs. Please call to volunteer for a committee. LAND MANAGEMENT: (Bob Mason, Mike Miller, Bruce Harlan, Sam Roth,

Jim Moore) Responding to a question, Bob Mason explained that there are two general ways to contract a timber sale. The timber is identified, cruised, and a contract is made based on the cruised board feet of the standing trees. In the alternate process the timber is identified, cut, loaded and hauled to the mill where it is scaled and payment is made on the scaled board feet of the logs.

New/Old Business

UNIT 9 TIMBER HARVEST PROPOSAL: Unit 9 is to be available to be logged in 2005 under the current constitution. To change the date of the logging stated in the constitution, a constitutional amendment must be passed by the general membership. (See Articles XIII and XV in the yearbook.) The process for logging Unit 9 earlier than the Land Management Plan states requires the Land Management Committee to be consulted and present their finding to the Board. The Board may approve an amendment change proposal that would be voted on by the general membership at a subsequent general meeting. Two thirds of the members attending the general meeting must vote to approve the proposal. The Board passed a proposal to change the date that Unit 9 is available for logging. A small amount of Unit 6 will be needed for the logging-landing site. See the official proposal included in this issue of the Yacht Yak. This will be considered member�s notification of the proposed constitutional change. Members will not be mailed an additional proposal document. Voting will occur at the April 13, 2003 General Meeting. Unit 9 was cruised by an independent cruiser and the numbers presented by Bob Mason in January were confirmed to be accurate estimates.

EDUCATION DONATION FUND: The document has been finalized and is published in this issue of the Yacht Yak. This is the official notification of the proposed amendment to the constitution. Voting will occur at the April 13th General Meeting.

LOAN FOR ROOF: A member who wished to remain anonymous offered a loan of $15,000 at 1% for the purpose of fixing the club house roof. The Board declined

the loan because at this time we have no way to repay it. The Board was appreciative of the generous offer.

RACE DECK: The Board approved spending approximately $2000 to build a new race deck at the Point. Since this was not a budgeted item, the budget will need to be adjusted or the funds will be taken from the money market account. Tom Mills will be leading the project to build a 16� x 20� race deck on the rocky point. His plans include saving the madrona tree. The old race deck will be dismantled later this spring or summer after the rainy season as heavy equipment is needed to remove the flagpole. Please stay away from the old race deck because it is precariously perched on the edge of the bank.

DUES & FEES: All dues and fees are due on March 31st. Trailers space holders -- �pay or vacate�!

WEB PRESENCE: The discussion centered on what web presence does the club want, the purpose of the website, what is appropriate, and what is involved in creating and maintaining a website. A subcommittee will present recommendations at the next meeting. Members are encouraged to give their input.

MEMBER RECOGNITION: A subcommittee will present a variety of ways to honor and recognize long-time, active members at the April Board meeting.

NOTICE OF PROPOSED CHANGES TO HARVEST DATE OF UNITS #9 & #6 and

ADDITION OF �EDUCATIONAL DONATION FUND� TO CONSTITUTION

Submitted by Stephanie Thomas, Secretary At the membership meeting on April 13, 2003 at the Coos Bay Yacht Club clubhouse, there will be a vote on proposed acceleration in harvest date for Units #9 & #6 and a vote on the addition of an �Educational Donation Fund� to the constitution. A two-thirds vote of all present at a meeting is required to adopt either change. As required in the Bylaws, members must be personally present in order to vote. The proposals are as follows:

Resolution of the Board of Trustees of the Coos Bay Yacht Club for the creation of the: Coos Bay Yacht Club �EDUCATION DONATION FUND�.

Upon a favorable vote, this resolution shall be placed as Article XVI of the Coos Bay Yacht Club Constitution. The Article shall be Titled �Educational Donation Fund�.

Shall Coos Bay Yacht Club accelerate the allowable harvest date of Unit # 9 and #6 to 2003, after the racing season, for a net profit of not less than $50,000.

Coos Bay Yacht Club Education Donation Fund

Resolution of the Board of Trustees of the Coos Bay Yacht Club for the creation of the:

Coos Bay Yacht Club Education Donation Fund. 1. Education Donation Fund: There is hereby created a special reserve fund to be known as the "Coos Bay Yacht Club Education

Donation Fund" for the purpose of soliciting, receiving, administering and expending donated amounts for the equipping and training of both minors and adults in the sport of sailing as a part of the actives of the Coos Bay Yacht Club.

2. Special Reserve Fund: All amounts donated to the Education Donation Fund shall be deposited and invested in a special reserve

fund and be kept separate and apart from other funds and accounts of the Coos Bay Yacht Club, except as may be authorized by the donors of such amounts.

3. Education Fund Board: There is hereby created an Education Donation Fund Board to consist of three members of the Club who

have been active members for at least ten years. Each Education Donation Fund Board member shall be appointed by the Board of Trustees for terms of three years, except the initial appointments shall be for one, two and three years. Vacancies in such Board may be declared by the Board of Trustees whenever a member ceases to be an active member of the Club or fails to attend two consecutive meetings of the Education Fund Board. Appointments to fill vacancies shall be for the unexpired term of the member being replaced. The Educational Fund Board shall elect one of their members as Chair who will call and preside at meetings. The affirmative vote of at least two members shall be required to take any action. The Educational Donation Fund Board shall meet at least once per year in April. The Chair shall have the authority to call additional meetings as necessary. Notice of all meetings shall be given to the Educational Donation Fund Board Members at least five days in advance.

4. Functions and Authority of Educational Donation Fund Board:

a. The Board is delegated the authority to accept or reject donations of funds or personal property on the basis of the conditions, if any, attached to the donation, whether the donation is legal and consistent with polices established by the Club, and whether donated personal property is suitable for its management and use.

b. The Board shall have the authority to authorize the investment, reinvestment, sale, liquidation, expenditure and use of donated funds and property consistent with the terms of the donations and with the purposes provided in the Resolution and with policies established by the Board of Trustees or the Club membership. Investment of funds shall be in low-risk Government Backed or issued accounts. The Club Treasurer shall have actual custody of the Education Funds, and expenditures shall require the signatures of the Treasurer and the Club Commodore. The name of each donor providing $500 or more shall appear on a plaque established for that purpose, and donations shall be acknowledged when received and accepted.

5. Disposition of Assets on Dissolution: On the dissolution of the Coos Bay Yacht Club and there is no successor organization

which will continue to administer the assets of the Education Donation Fund under the conditions and objectives of this Resolution, then such assets shall be transferred to United States Sailing Association, Box 1260 Portsmouth, Rhode Island, 02871, to be used for the purposes stated in this Resolution in the State of Oregon.

6. Placement in Constitution: Upon a favorable vote by at least two-thirds of the membership present at a properly called meeting of the Coos Bay Yacht Club this resolution shall be placed as Article XVI of the Coos Bay Yacht Club Constitution. The Article shall be Titled "Educational Donation Fund".

Passed and adopted by the Membership of the Coos Bay Yacht Club this __________ day of ______________, 2003.

Official Notification of Constitutional Change Proposal. Voting will occur at the April General Meeting, April 13, 2003.

The Gastreich Slide � December 2002 There are not enough words or ways to express our thanks to the many friends who came to our aid during the recent, unintended, landscaping project at our property on the lake. First and foremost is, of course, our "Main Man" and his lovely bride Shari -- without whom, we might have moved totally out of the area, never to be seen or heard from again. Then there�s Tom Kyle, who brought us electricity and telephone with Paul White�s help, Stephanie & Bob Thomas, who took fabulous care of us on New Year�s Eve, as well as brought the whole crew a wonderful lunch on New Year�s Day, relocated our "boat yard", along with Shari, and generally gave us much needed moral support. Tom Mills brought his building expertise, deck supports, hydraulic jacks, etc., while Anjo had us over for snacks and Tom & Jerrys after a long and exhausting day. Lots of offers for help came from many members of the club, including Dave Morgan and Jim Paterson.

It was a dark and rainy Monday evening, the 30th of December. Rain was pouring so hard that the satellite reception was gone, so we were watching a DVD, all snuggled in for the night.. We heard a huge rumbling noise, maybe thunder? The dogs went crazy and we realized that a tree must have fallen, accompanied by gurgling pipes and a strong septic smell???? When we turned on the porch lights and opened the front door, there lay an Alder approximately 100 ft.. long across the driveway. Oh well, more firewood. In a few minutes, it started to move, slowly at first. As we backed off, we watched it pick up speed and wrap around the east (kitchen) side of the house, along with a large portion of the hillside, taking with it all the deck posts, footings and all, depositing them in the lake. More rumbling and the rest of the hill came down taking out the main power line, phone and anything in its path.

The decision was quickly made to pack a bag and get out of Dodge ASAP! At this time, by flashlight, we could see that the road was still passable, but who knew for how much longer. We headed down to Osprey Point RV Park, where the fifth-wheel is stored. Not knowing what else to do, our first call was to the Mains (Craig had called us earlier in the day to see if "the squatters" were still afloat). He told us that he would come out the next day to see what needed to be done. With this assurance, we got the RV organized and were settling in, when a knock came on the door and who should be there, but the Mains. A more welcome sight was never seen. Not being able to sleep anyway, they came out to see what could be done that night to get the water off the road. Craig and Jim went out and started digging water bars at around midnight, while Britt and Shari commiserated over a bottle of much needed wine.

Craig estimates that about 300 yards of dirt moved down the hill! We were thinking of getting some topsoil down to the lake side of the house, but hadn�t quite envisioned it happening this way! Everyone came out during the day to assess the damage and work on solutions -- what a great group of friends!

After "mucking about" most of the day in the mud, we went to Bob & Stephanie Thomas� for a fabulous New Years Eve dinner and much needed pampering!

New Years Day brought the group out again, loaded down with mud boots and shovels, Duct tape, overalls, generator, telephone wire, deck supports, etc. Quite a work party ensued. Yes, that is Craig after wading in the mud up to his waist in order to retrieve the main electric cable from the other side of the "ravine".

The following days were taken up with Craig and his brother bringing out enough rock to stabilize the road and hillside. It was a "hairy" prospect, since the slide was at the steepest part of our road. They didn�t lose any equipment, but had a few very shaky moments during this process! Once Craig was done, the rest of the repairs were done by 3-D -- installing a new septic line, burying the electric and telephone and installing a new septic pump, since it had been ripped out of the septic tank and is buried somewhere in the mud.

Almost four weeks later, we finally got to move back home -- HURRAY! Once again, a HUGE THANKS! to all our friends for your outstanding efforts!

From The Race Committee Racing season is just about a month away and it�s time to start thinking about cleaning up that boat and getting it ready to go. First we have the Boat Show at Pony Village on the weekend of the 28th-30th of March. Let�s try to have a good turnout this year. It�s not a lot of fun for the Boat Show chairperson to have to brow beat people. Two weeks later on Sunday, April 13th we will have the first potluck and tune up race. As Sunday the 20th is Easter we will have the first race of the Spring Series on April 27th so hopefully, with a full month between the Boat Show and the first Series, race there will be a good turnout by those of us who seem to have trouble getting our boats ready in a timely manner. This year due to the manner in which the dates fall, the San Juan Western Nationals and the Geary Internationals there will be 12 Spring Series Races, 10 Summer Series Races, 10 Fall Series Races and 16 Sundowners. (The number of drops per series and requirements for club championship will be in the yearbook) There will be a race schedule handed out as well as being published in the yearbook. As the race results of the different classes indicated last year, the handicaps were quite well done. This year they will remain the same as last: Geary 18�s 90.0, MC Scows 90.0, San Juan 21�s 96.6, Laser�s 93.4 and 505�s 83.2. The Portsmouth Yardstick will handicap all others as they come up. Boats racing may be divided into A & B fleets. Anyone may sail in A fleet. B fleet is for sailors who are just starting to race, or have not won a series. Separate A and B fleet starts will occur in the event that there are 3 or more boats who wish to start in B fleet. In the yearbook will be our committee assignments. Every year we seem to have problems with Race Committee and Safety Boat personnel showing up as scheduled. All of us really need to work on taking care of our responsibilities in this area. I will see if I can�t get a post card mailing system of reminders in place to help jog the memories of some of us old guys. However please remember that it is your individual responsibility to be a team player and show up for those jobs. It obviously places a real burden on the sailors who plan on racing, when some one doesn�t show. Please check out the race schedule with the duties on it and be certain that you don�t have something scheduled for that date. If you do have a conflict, immediately work on finding a replacement and also notify me of the trade or change. I will put it on my schedule and try to do follow up with the substitute. As I said before, this has been an irritating issue in the past. Let�s work together and try to make this year better through cooperation and teamwork.
