The Training is divided into SEGMENTS which are designed to provide natural breaks from one topic to another.
Additionally, each SEGMENT is presented within a separate PowerPoint file, with a file name identifier, e.g., PP1 Background & Setting the Stage GS.

• 50% of the evaluation ratings will be based on rigorous and fair qualitative components.
• Qualitative assessment must be evidence-based and include observable and measureable characteristics that are correlated to student performance.

Statutory Requirements
Local board policies regarding evaluations must be based on TLE by 2013-2014 school year.
Data generated from the TLE will be used to drive educational decisions that include:
• Career teacher status• Mandatory exiting of ineffective teachers

Statutory Requirements
Comprehensive remediation plan / instructional coaching are required for teachers rated ineffective or needs improvement.
Reduction in Force policies will use teacher effectiveness as the primary basis for releasing teachers.

OSDE Pilot Year 2012-13
ALL districts (all schools and all teachers) will participate in the TLE Pilot Year.
During the 2012-13 school year, evaluation scores and data from the 3 piloted evaluation systems shall not be used by a school district as the basis of an employment decision UNLESS the school district has adopted the piloted evaluation system as its official teacher evaluation policy / system for the district (replacing the prior evaluation system).

OSDE Pilot Year 2012-13
Districts will provide input and feedback regarding the frameworks to the OSDE, with subsequent reporting to the TLE Commission and the State Board.
All data will be analyzed to determine measurement of effective teaching and each model’s ability to scale up for statewide implementation.

MONITORING
• TPS will collect feedback and monitor trainings provided by its authorized third-party providers to ensure fidelity to the framework
• Third-party trainers will offer additional customized trainings to individual districts.

What We Have Learned…
1. The Tulsa Model is a performance-based evaluation SYSTEM and has an adherence PROCESS.
2. The Tulsa Model is controlled by Statutory provisions.
3. The evaluation data from the 3 frameworks will NOT be used for employment decisions… unless the local Board adopts the relevant model as its official teacher evaluation policy for the district.
