A U.S. company has recognized Cornwall’s $32 mil-lion Benson Centre for design and environmental excel-lence, following a competition that attracted 115 entries.

American Buildings Company also selected the proj-ect as Green Building of the Year and granted the projectrunner-up honours in the competition’s overall Buildingof the Year category.

The centre, which includes three NHL-sized rinks, afield house with a walking track, and a tennis court, re-ceived financing through a joint effort between the Cityof Cornwall, provincial and federal funding and a sig-nificant community fundraising initiative.

Chris Markell of Bourgon Construction Ltd. nomi-nated the project, designed by Barry • Bryan AssociatesLimited, architects and engineers. Bourgeon workedwith general contractor Pomerleau.

“Having worked on the project I know first-hand

how much thought went into the design and construc-tion of the Benson Centre,” said Markell. “Cornwall isvery fortunate to have such an excellent facility to meetthe needs of both residents and visitors.”

American Buildings Company’s annual Excellencein Design competition celebrates the ingenuity and cre-ativity of builders and roofers. “Our thanks go out toMr. Markell for nominating the Benson Centre,” saidMayor Bob Kilger. “This award not only recognizes thehard work of dozens of professionals who worked ondesigning and building the facility, but it also showcasesCornwall to the world.”

The Benson Centre’s design and construction in-volved a multi-year project overseen by a group of sen-ior city administrators: Stephen Alexander, RichardBourdeau and Christine Lefebvre. “At the time, this wasthe largest building project ever undertaken by the Cityof Cornwall,” says Alexander. “Community input wasessential to designing a building that has been immedi-

ately embraced by everyone – it has become a populargathering spot for many citizens.”

Judges from American Buildings Company re-viewed more than 115 entries this year in the categoriesof Agricultural, Church/Religious Centre, Commercial,Government/Institutional, Green Building, Manufactur-ing/Industrial, Office, Recreation, Retail, Retrofit Roof-ing, Roofing, Self Storage, Transportation andWarehouse/Distribution. Then judges considered nom-inees for Building of the Year and Roof of the Year.

“We appreciate the hard work and dedication of ournetwork of builders and roofers,” said Ron Kuenkler,president of American Buildings Company. “We are ho-noured to work with such a talented group and were im-pressed with the many deserving projects that wereentered in this year’s Excellence in Design competi-tion.”

The Benson Centre is in the process of being certi-fied as a LEED building.

The level of development activity in the City of Cornwallremains very high and shows little sign of slowing down.Private sector investments in logistics, commercial retail andresidential projects have been joined by significant publicsector projects, pushing the value of municipal building per-mits to record levels.

The city issued 476 building permits in the first ninemonths of 2012, with a value of more than $65 million inconstruction costs. Forecasts suggest 2012 building permitscould reach as high as $100 million, which follows morethan $150 million in permits issued in 2011. The averagevalue of building activity is typically $56 million per year.

“Our office continues to be busy as activity remainsstrong across industrial, commercial and residential sectors,”says chief building official Chris Rogers. “We continue toassist developers and contractors with projects ranging insize from small residential renovations to large industrialprojects.”

Several large projects have boosted development activityin Cornwall over the past few years.

The city recently completed construction of the BensonCentre, a $32 million multi-sports facility, and St. LawrenceCollege has also completed a $14 million renovation of itsCornwall campus. Across town, the Cornwall CommunityHospital is concluding work on a $120 million redevelop-ment, while the Federal Bridge Corporation is halfwaythrough a five year, $79 million project to replace the Sea-way International Bridge.

This year, work began on a $55 million expansion of theCornwall Wastewater Treatment Plant - the largest construc-tion project ever undertaken by the City of Cornwall. Theproject will upgrade the treatment process to include second-ary treatment and will increase the plant’s overall capacity.

“This project will give Cornwall a state-of-the art-facilitywith increased capacity to accommodate future growth anddevelopment,” says Norm Levac, general manager of mu-nicipal works. “City engineering and environmental servicesstaff are working very closely with the contractor to ensurethis technologically demanding project is successful.”

A key growth area of the Cornwall economy has been thelogistics sector. In 2009 Shoppers Drug Mart built a 600,000sq.ft. distribution centre beside the 1.4 million sq. ft. distri-bution centre for Walmart Canada in the Cornwall BusinessPark. Work is now wrapping up on the construction of abrand new 1.3 million sq.ft. distribution centre on 169 acresfor Target. The retailer is expected to take possession of thebuilding from builder Broccolini before the New Year.

One notable project has been a major facelift of the NAVCENTRE Conference Centre overlooking the St. LawrenceRiver. In addition to several key interior design upgrades,NAV CENTRE has also completely overhauled its fitnesscentre, restaurant and opened a new spa facility.

The building permits also reflect approximately100 new residential dwellings and a sizable amountof commercial development including an expansionof the commercial plaza at Brookdale and Tollgate toaccommodate three new retailers. Brookdale Ave.and downtown Cornwall have also seen a busy con-struction season with redevelopment of local restau-rants, offices and commercial enterprises.

“We are confident building activity will continuethroughout the remainder of 2012 and into 2013,” saidMark Boileau, manager of economic development.“There are a number of projects about to breakground, such as the Kings Landing residential devel-opment on Montreal Road, which will add to thesefigures.”

Cornwall projects worthy of note

An Oct. 21 open house wrapped up the develop-ment phase of one of the most unique residential proj-ects in Cornwall’s history.

A lodge-style retirement residence overlooking theSt. Lawrence River on the banks of the CornwallCanal, the architectural elements of Riverdale Terracefeature a mix of wood beam and stone on the exterior,and interior luxury finishes.

The project was constructed by Tri-Star Living Inc.,a company with a 25-year history of custom-homebuilding, commercial development and retirement

homes throughout Eastern Ontario. “There is nothinglike this in Cornwall,” says Tri-Star owner JC Godard.“We paid special attention to every detail, adding de-sign flourishes where you would not necessarily expectthem.”

Riverdale Terrace offers 95 units ranging from stu-dio to one-bedroom apartments with each featuring ei-ther a balcony or terrace and common roomsoverlooking the St. Lawrence River on each floor. Thebuilding boasts a large dining room on the main floorand a large rock pond with waterfall in the courtyard.

The recreation floor features a movie theatre, bowlingalley, indoor mini-putt course, pool room and fitnessroom. Residents have access to housekeeping services,on-site banking and postal services, a chapel, and a hairand nail salon.

Godard also plans to bring in live music everymonth. “Our commitment was to create a home atmos-phere people will want to share with their family andfriends,” he says. “It is our hope that our staff will be-come our tenants’ extended family.”

building is situated on 169 acresin the Cornwall Business Park.

operational in early 2013.

North Channel BridgeA four-phase effort, the $80 million North Channel

Bridge project is expected to be completed in 2016 and will replace an older structure connecting Cornwall

and Cornwall Island. Bob Peters, the city’s senior development officer, reports the North Channel span

will require 3,475 cu. m. of concrete poured over 440tonnes of reinforcing steel bar, and will use 1,600 tonnes of

structural steel. “The bridge also must cross the CornwallCanal, and that construction has required the use of 830 cu.

m. of concrete and 100 tonnes of reinforcing steel bar.”

The bridge deck incorporates new concrete and reinforcing technology developed in partnership with the

National Research Council (NRC) and the design team. The next major step will take place in March when the

formworks will be prepared for casting the bridge deck.

Cotton Mill LoftsRMP Construction Ltd. is beginning construction

of the next phase of the Cotton Mill Lofts residentialdevelopment project. Plans call for an additional 141residential units in three different buildings overlook-ing the St. Lawrence River. Earlier this year a $12million 54-unit condo building was completed withthe help of City of Cornwall's CIP programs.

There are a number of condo options, includingone and two-bedroom plans as well as penthousesuites overlooking the river. Prices will range fromroughly $160,000 to $470,000.

A new commercial plaza is being proposed for the CornwallBusiness Park. The project is being spearheaded by BTB Real EstateInvestment Trust, which currently owns more than one million sq.ft. of warehousing/manufacturing space in Cornwall.

The project would entail the development of a 15-acre parcel ofland strategically located at the intersection of Marleau and Bound-ary Road. The property is only one km south of the Boundary RoadHighway 401 interchange, and is near the Walmart, Shoppers DrugMart and Target distribution centres.

The proposed development calls for a significant redevelopmentof an existing 106,000 sq. ft. building, and the construction of fivenew buildings which would add another 110,000 sq. ft. to the build-ing.

“The site would be ideal for service industrial or wholesale op-erations,” said Terry Landon of Re/Max Cornwall. “Units wouldrange in size from 8,000 to 27,000 sq. ft., making it a very versatileproperty to market.”

The existing building currently houses the regional distributioncentre for Canada Post, which will remain there.

BTB REIT is an unincorporated open-ended Real Estate Invest-ment Trust (REIT) which began its real estate operations in 2006.To date, it has acquired over 50 income-producing office, industrial,and retail properties. The majority of its properties are located inQuebec, although it also maintains an Ontario real estate portfolioin Cornwall and Ottawa.

BTB owns several strategically-located properties in the Corn-wall Business Park, which has seen a significant amount of devel-opment activity over the past five years.  Shoppers Drug Mart andmost recently Target have built large regional distribution centresin the park. This activity has created other positive spin-offs, andthe provincial government is currently completing a redevelopmentof the Highway 401 interchange at Boundary Road.

Landon says he believes the timing could not be better forBTB’s proposed development.

“We have just begun to talk to the City about the necessary stepsregarding re-zoning and site plan approval,” he said. “Initial reac-tion has been positive and we are looking forward to moving aheadwith this project.”

One of Cornwall’s busiest intersections is about to get afacelift with a major redevelopment of the Seaway Centre com-mercial plaza at the intersection of Brookdale and VincentMassey.

The Seaway Centre is a 12.6 acre site that is home to threecommercial buildings totalling more than 155,000 sq.ft. Majortenants include Metro, Value Village, Dollarama and Pet Valu.The property has more than 750 parking spaces.

The proposed development calls for a significant reworkingof the existing 75,000 sq. ft. building on the eastern portion ofthe property which currently houses the StarTek call centre.  Anew facade would be built, allowing for the creation of newretail units ranging in size from 2,500 to 25,000 sq. ft. TheStarTek offices would remain in the rear portion of the build-ing, which was formerly home to a department store.

“We are excited about this project as it will create the opti-mal use of this well-established and popular shopping destina-tion” said Edward Goldberg of Diamond Trust Seaway Inc.,the property’s owners. “We work closely with our tenants togive them the best opportunity for success and this investmentwill benefit the entire area.”

Goldberg is already in talks with potential tenants who areexcited at a chance to get frontage on the very busy BrookdaleAvenue.

Brookdale connects Highway 401 to the Seaway Interna-tional Bridge. It is Cornwall’s busiest commercial street, andretail locations are hard to come by and much sought after.  TheSeaway International Bridge is currently being rebuilt and thenew bridge is scheduled to open in late 2013.

Goldberg expects to begin construction in the next severalweeks. “We have confidence in Cornwall’s economy over thenext several years,” he said. “New employers are setting up inthe city, attracting new residents. Cornwall also offers somevery attractive and affordable residential options, and babyboomers are choosing the city as a place to retire. This all bodeswell for commercial properties such as the Seaway Centre.”

The revitalization of Cornwall’s urbancore is in full swing and the signs of renewalare hard to miss.

In the heart of the city, the restoration andupgrading of several buildings is complete.Business owners and landlords are reinvest-ing in their properties, giving these proper-ties a fresh new look in the process. Joiningthem are a growing number of entrepreneursbuying their own properties or renting aspace and turning it into something new.

Michael Galvin and Jeff Allaire are twosuch entrepreneurs. They recently relocatedtheir computer retail business, ComputerSense, to a newly-renovated building theypurchased in the Le Village business district.

With new residential development occur-ring in the east end of the city, including newlofts planned for the Cotton Mills districtnext door, Galvin believes they are right inthe middle of Cornwall’s next big develop-ment area. The lure of owning property wasalso a big factor in the decision to relocate.“We were at a point where it made moresense to pay ourselves rather than pay some-one else (for rent),” he says.

A few short blocks away, Shawn Maloneyalso reinvested in his business - a Ford deal-ership that has been a Cornwall landmark formore than 50 years.

“Reinvesting where our customers liveand work makes good business sense,” saysShawn Maloney, dealer principal at MillerHughes Ford Lincoln.

Both Galvin and Maloney received assis-tance through the City of Cornwall’s Heartof the City Community Improvement Plan(CIP).

The CIP is designed to assist propertyowners by offering financial incentives suchas tax increment grants and interest-freebuilding restoration loans for property im-provements. Community improvement plansare a key tool in stimulating downtown revi-talization efforts, and many municipalitieshave established similar programs, but fewhave been as successful as Cornwall’s.

Since 2006 more than 150 projects inCornwall have been approved through theHeart of the City CIP. All told, approxi-mately $3.1 million in CIP assistance hasbeen approved, generating an estimated $13million in private sector investment in Corn-wall’s urban core.

The city has a separate CIP program fo-cused on the redevelopment of brownfields.The Brownfield CIP helps fund the rehabil-itation of contaminated lands and has re-

sulted in several acres of clean land nowavailable for development. Since 2005, 24projects have been funded, leveraging in-vestments of more than $34 million.

The assistance offered by the city throughits CIP programs is generated through a spe-cial reserve fund dedicated to downtown re-vitalization efforts, which avoids a directimpact on the property tax base.

Beyond the hard numbers, there are othermeasurements of success – new businessesand jobs being created and supported, moretraffic and activity in the downtown and LeVillage areas and a more appealing and invit-ing atmosphere for workers, residents andvisitors to enjoy.

“The program is working. It’s bringingpeople to the downtown and Le Village areaswho weren’t there before,” said DanaMcLean, planning programs administrator.

McLean said the CIP is creating spin-offeffects throughout the two historic commer-cial areas. Often, she receives calls frombusiness owners after a neighbouring prop-erty has tapped into the CIP to help completesome upgrades.

“The health of a community’s urban coreis often looked at as an indicator of a com-munity’s overall health and we’re in a prettyhealthy state,” said Mayor Bob Kilger. “Thecity will continue to support the revitaliza-tion of our commercial areas wherever pos-sible. Not only does it generate new jobs andactivity, but it also helps to build a sense ofpride among our residents. As we have seenover the last several years, it’s an investmentthat pays huge dividends.”

Cornwall’s NAV Centre has been redeveloped to pro-vide exceptional training and conference resources – thelargest of its kind in eastern Canada.

NAV Centre has 50,000 sq. ft. of meeting space in70 state-of-the-art rooms, 550 guest rooms, dining andbanquet halls, a refurbished 19th century stone farm-house, pool, fitness and spa facilities and outdoor sportsplaying fields.

These standards obviously exceed the original train-ing function for NAV Canada, Canada’s civil navigationand air traffic control service. NAV Centre has becomea competitive venue for special events, trade shows,training and corporate meetings from five to 500 partic-ipants.

“In today’s market event organizers can be chal-lenged to meet budget restraints and the high level ofparticipants’ expectations,” says general manager KimCoe-Turner. “NAV Centre takes those hurdles awaythrough complete meeting planning and the ability tokeep everything under one roof,” she says.

The centre is central and accessible on 70 acres ofparkland adjacent to the St. Lawrence Seaway. “Weoffer shuttle service between Ottawa and Montreal – justover an hour in either direction – so we’re more acces-sible than people may think,” she says.

Creating the visionThe new centre has been designed to reflect its set-

ting’s natural beauty and tranquility. “Throughout thefacility there is a great deal of natural light and uniquespaces so the idea of bringing the outdoors in was easierto achieve,” Coe-Turner said.

Interior designers Marianne Dupont and MarcqusLaver, partners with [in]tempo design studio, made con-ceptual decisions about design and on finishes such asflooring to achieve a seamless and natural flow. “In thenorth and south dining halls for instance carpet tile - partof the centre’s environmental strategy – was chosen witha ‘twig/branch’ pattern to reflect the picturesque loca-tion and bring some of the outside…inside,” says Laver.

Dupont says the air traffic control training facilityhas been progressively transitioning into a hospitalitycentre to serve a whole new clientele, while maintainingits traditional functions. “The centre has a diverse clien-tele so the finishes had to be versatile but sensitive toall end users,” she says. “They had to be upscale butneutral so they would equally suit a special event or atrade show.”

Dupont says the centre’s amenities, including a newenhanced upscale dining lounge, are outstanding whileLaver says the centre is more like an upscale hotel thananything. “You have this beautiful, functional, self-con-tained space in this beautiful setting and it is very muchan all-inclusive oasis.”

The project’s biggest challenges have been meetingtight deadlines while the centre remained in round-the-clock operation.

NAV SpaCreative planning and attention to detail transformed

a former recreation and meeting room space into a tran-quil and welcoming spa.

NORR Ottawa operations manager Mike Swaynesays designers had special challenges in working withinexisting structural columns and electrical elements indesigning the 2,600 sq. ft. renovation. “We had a smallfootprint but specific minimum requirements to adhereto in making the space meet the client’s functional pro-gram,” he says. “Fitting up the HVAC and plumbing tomeet the needs of the spa treatment and massage areaswas another requirement.”

Bourgon Construction was general contractor andproject manager for the spa. Vice president ChrisMarkell says shoe-horning a fully functional spa into apre-allocated space presented challenges but also oppor-tunities for the trades. “Unlike other environments, hereyou have people sitting for periods of time, or laying,and actually looking at the spaces around them,” hesays. “That’s both a challenge and a great opportunityto show real craftsmanship and attention to detail.”

The spa’s Zen-like entrance includes a large circularfloor tile pattern to create a focal access point and a

sense of harmony between the spa treatment area onone side of the corridor and salon on the other. “Theorganic curves of the entrance and use of translucentmaterial creates a sense of flow and relaxation,”Swayne said. “Designers used hardwood floors toprovide a warm and comfortable environment, natu-ral light where it was appropriate and water treat-ments, including a water fountain, to set the mood.”

Markell says many of the finishes, including awater treatment sourced from the United States andglass lockers sourced from Britain, added schedulingchallenges. “These high-end finishes add layers ofbeauty to the surroundings,” he says. “Things like awave feature cast into the wall, glass in non-tradi-tional elements like the lockers and toilet partitionsand a real cedar sauna added layers of complexity butare part of creating the right environment.”

Markell says both management and the spa oper-ator – Linda’s Esthetics – were excellent partners.

NORR met the client’s high sustainability require-ments through efficient mechanical and electricalsystems, a heat pump HVAC design, LED lighting,and low flow plumbing fixtures. “We do a lot of thistype of work but this was a fun project and we en-

joyed being involved with NAV Centre as our client,”says Swayne.

NAV Canada construction manager Brian Lafleurworked on the spa, as well as other renovation as-pects including hallways and guest rooms. “The spawas outside the realm of what I am normally in-volved with so there are aspects I don’t normally getto see which made it interesting and it was great tobe part of the flow and vision.”

Lafleur says various project stakeholders hadcompeting interests. “Aesthetics and functionality arenot necessarily complementary so there was a bal-ance between the visual appearance and functionaluse of space to be balanced,” he says. “Add to thatthe logistics side of facilities management and themechanical workings and you begin to see some ofthe complexities.”

NAV FitGenivar led the complete pool-area renovation in-

cluding new lighting and ventilation upgrades.Marc Lafleur, another NAV Canada construction

manager, oversaw the work. “With the constant hu-midity in pool spaces the HVAC needed upgradingand in the process of that we opened up the ceiling,painted and took care of the roof drains and othermaintenance issues,” he says. “In the pool itself wealso did a re-grouting and upgraded the filtration sys-tem.”

NAV Canada, preferring to use local trades wherepossible, relied on Perras Distefano Construction andDesign Services Inc. and Genivar for this part of theproject. “Both firms were great to work with,” saysLafleur. “Perras Distefano did a phenomenal job of

moving things along, adjusting timelines as new chal-lenges were identified. Their project manager and sitesupervisor were both excellent.”

Lafleur says the space has been consolidated and ren-ovated.

“The old reception desk was well inside the space,”says Genivar’s architectural technician Marc Gauthier.“The desk has been relocated to an outside wall so it pro-vides better security and the old space has been trans-formed into a cardio room.”

Gauthier says the pool, a focal point for the fitnesscentre, has been given a fresh look and new life. “Inopening up the ceiling we exposed beautiful galvanizedsteel joists and metal decking. Now painted white, thespace is brighter and more open and the original colours,which dated the space, are gone,” he says. “Austin Car-roll Pool Construction Ltd. replaced all the pool equip-ment, filter systems and piping so you essentially have anew pool good for another 30 years.”

Lafleur also credits staff at the NAV Centre for theirdaily co-ordination, hands on implementation and com-munication which he called crucial in achieving the tighttimelines required.

Gauthier says it was a pleasure to be involved in theproject and all of the local trades were proud to be partof the work that has gone on here.

Today the NAV Centre is a complete, self-containeddestination on the St. Lawrence River perfect for anyconference, meeting retreat or special event.

The Centre of Excellence for RuralHealth and Education

The Winchester District Memorial Hospital(WDMH) has developed a Centre of Excellence forRural Health and Education – bringing together localhealth and social services on one campus for care closeto home. It includes ‘virtual highways’ to link with re-gional providers and provides education and researchopportunities for long-term local benefit.

“The Centre of Excellence is not just a building,”notes Cholly Boland, CEO. “It is a collaborative effortbringing the services local communities need togetherin one location.”

The Centre of Excellence encompasses WinchesterDistrict Memorial Hospital, seniors’ care including Dun-das Manor Long-Term Care Home, a core primary careworkforce of family physicians and specialists, exten-sive teaching programs supporting more than 300 stu-dents each year, and research programs.

Community health and social service agencies arealso part of the collaborative. A community care build-ing will open in early 2013, housing the Eastern OntarioHealth Unit; the Champlain Community Care AccessCentre; Job Zone d’emploi; and the Ontario Early YearsCentre – organizations key to keeping communitieshealthy.

The new one-storey building will blend in with thelocal neighbourhood and complement the hospital’s ar-chitecture. It is being built to LEED standards, for max-imum efficiency. The general contractor for the projectis Laurin General Contractors in Ottawa and many localbusinesses are involved with the project, including A.L.Blair Construction, St-Lawrence Structures, D&H Fenc-

ing, W.J. Johnston Surveying, SlavkoConcrete Finishing and ViscountGlass.

“We want to ensure our local com-munities have the care they need,close to home,” adds Boland. “OurCentre of Excellence is an example ofthe future of health care, particularlyfor rural communities.” North DundasMayor Eric Duncan says, “We are for-tunate to have this Centre of Excel-

lence for Rural Health and Education in our community.Health care and education are critical to our commu-nity’s overall health and quality of life – and this com-mitment from the Winchester District MemorialHospital is highly appreciated. Glengarry Regional water supply project

The Township of North Glengarry spearheaded animportant regional capital infrastructure project - the $50million Glengarry Regional Water Supply Project(GRWSP) – to address concerns over the quality andquantity of the community’s drinking water source fordecades to come.

Currently, the nearby Village of Maxville has no mu-nicipal drinking water source and local wells have seri-ous quantity and quality issues and in Alexandria, thecommunity’s drinking water source (Garry River water-shed) is costly to treat and not in the best interests of thecommunity for the long term.

The regional water project will take treated drinkingwater from the St. Lawrence via the City of Cornwall’swater system and transport it north through South Glen-garry to service Maxville and Alexandria with a sys-tem  designed with the potential to service othercommunities along the main route in the future. 

A fall 2012 update stated research was ongoing in theareas of geo-technical, surveying, environmental and ar-chaeological assessment with a public report to be de-livered in November 2012. A final design – awarded toCH2M Hill and JL Richards - is expected to be in placeby the spring of 2013 and completion of the project isprojected as a potential for 2015, depending on provin-cial and federal funding availability.

“From an economic development and overall qualityof life perspective, this project will be of great benefitto the Township of North Glengarry as well as othercommunities in the future,” says North Glengarry mayor

Chris McDonnell. “Residential development and busi-ness investment opportunities will be much more likelywith a water supply that is both abundant and safe.”

Cairnview Estates development The Cairnview Estates development project in South

Glengarry is expected to create 280 new homes in thearea and hopes to draw in as many as 20 businesses.

Project spokesman Andy Menard says the first twophases of the large development between the 401 andthe St. Lawrence River include highway commercialzoning, and general commercial zoning, which permitsresidential spaces on upper floors and at the rear of retailspaces, and the potential for single family home con-struction. “There is already a Tim Horton’s, a strip mallwith a new jewellery outlet and additional retail spacefor rent, a stand-alone kayak outlet and a lot sold whichwill be a Thai restaurant. Eight semi-detached homeshave been built and there are 12 more lots for singlefamily homes, with four backing onto a man-made wa-terway that leads to the St. Lawrence.”

Menard says additional commercial investment willlikely include restaurants and retail and future plans callfor a municipal park and seniors’ home. “A new FlyingJ Travel centre was opened nearby and that is alreadypulling people off the highway and into the village,” hesays. “We seem to be getting a lot of interest from peoplecurrently living in Quebec and we expect to continue toattract more people and more services.”

South Glengarry mayor Ian McLeod is optimisticabout the future of his township with developments suchas Cairnview in the works. “We are thrilled to see thisinvestment in our community – adding new employmentopportunities as well as valuable services to our resi-dents. The residential component will allow us to wel-come new families to South Glengarry and we lookforward to the new energy and vitality they will bringto our township.”

Menard says a committee has been put into place tolook at a downtown revitalization program so develop-ment and expansion can continue.
