Agenda: M ark Sherren will provide an overview of how we got to where we are today ( who, what , when, where, why) , and our plan moving forward. M ayor M inerva M cCourt from the Town of Cornwall will speak on the Town’s behalf regarding the project . Dale Conroy from Stantec will discuss the result s of the analysis of the alignment opt ions that Stantec undertook . This is what lead to the select ion of the preferred alignment . After the presentat ion, we will break out into various stat ions in the room where you will have the opportunit y to discuss the project or ask staff any quest ions you have concerning the project .

What: Cornwall Perimeter Highway

The idea of a Cornwall Perimeter Highway has been discussed for many years. At that t ime of the original report , there were t raff ic capacit y issues on the North River Causeway as the causeway was only one t ravel lane in each direct ion. The proposed Cornwall Perimeter Highway alignment that was pursued years ago included a new bridge over the North River.



The idea of a Cornwall Perimeter Highway has been discussed for many years. At that t ime of the original report , there were t raff ic capacit y issues on the North River Causeway as the causeway was only one t ravel lane in each direct ion. The proposed Cornwall Perimeter Highway alignment that was pursued years ago included a new bridge over the North River. Some propert ies had been purchased along this originally proposed alignment . Since then, addit ional lanes have been added to the ex ist ing causeway to address t raff ic capacit y issues. This, coupled with the high cost of a new bridge ( $60,000,000) , led to the decision of ut ilizing the ex ist ing North River Causeway as part of the perimeter highway corridor.

The Department is proposing to access federal funding for this work through the New Building Canada Fund program. The overall project has been divided into phases with the init ial phase being the current const ruct ion of the M aypoint and Poplar Island roundabouts.

The f inal phase will be the new highway running between the North River Rink intersect ion and the Trans Canada Highway in Clyde River ( approx imately 7.5km) .



At this t ime, the remaining phases of the Cornwall Perimeter Highway are considered proposals and not projects. Prior to becoming a project , the remaining work is subject to federal funding approval under the New Building Canada Fund. The sect ion of the work between the North River Rink Intersect ion and Clyde River is subject to a provincial Environmental Assessment .

When: 2016 to 2019

Work has begun ( September, 2016) to reconst ruct the M aypoint and Poplar Island intersect ions to roundabouts. This work will be completed in November, 2016. The nex t phase is expected to begin in M ay, 2017. This will include the const ruct ion of a roundabout at the North River Rink intersect ion as well as the road work along on the causeway towards Poplar Island. This work will be completed in early July, 2017. Const ruct ion of the new highway alignment between the North River Rink intersect ion and Clyde River is proposed to begin in early July, 2017 and will carry over the nex t two years with an expected complet ion in the fall of 2019.


Why: Safety / Efficiency / Development


- Removing upwards of 100 accesses from the Trans Canada Highway (driveways and street intersections) - Rerouting major truck traffic from the Town core

- Improvements to pedestrian and cyclist safety in the Town of Cornwall as well as along the Causeway

- Opportunities for improving accesses to services (i.e. Terry Fox Sports Complex / APM Centre / Town Hall)

- There will be six fewer traffic lights for drivers approaching Charlottetown from the west - Driving time will be reduced for traffic travelling the Trans Canada Highway west of Charlottetown

- Removing traffic interruptions will reduce vehicle greenhouse gas emissions

- Community development opportunities for local and emerging business operators and residential development
