Executive Summary
This Annual HSE Report looks back on another year of positive progress for the Health and Safety and
Environment (HSE). It captures HSE’s Initiatives, achievements and major activities during the year
2017-18, and how we have used our unique position, expertise and resources to help making GAIL’s
installation safer and healthier places to work. During the year 2017-18 various initiatives undertaken
by corporate HSE are summarized as:
Oil & Gas HSE Conclave on theme “Shaping HSE Culture Amidst Global Challenges”
organized on 8th – 9th December 2017 at Hotel Radisson Blu, Noida.
Consultancy services of M/s. DNV GL hired for review of HSE management system
implementation at GAIL. Study being carried out at PC-Pata, JLPL, HVJ compressor and
Corporate HSE covering all operation segments. Study for Gap identification with respect to
industry best Safety Practices is also under scope of study.
Center for Chemical Process Safety (CCPS) Asia Pacific Regional Technical Steering Committee
Meeting and Process Safety Awareness Programme organized at GAIL Jubilee Tower on 23rd Jan
2018.
In-House Incident Reporting System developed for all sites. Implemented at all RGMCs, NGMC
and Process Control rooms.
Greenhouse gas assessment- is being carried out at Pata and Vijaipur plant to formulize base
line data post modification/ expansion.
Safety Inspection of GAIL’s zonal marketing office buildings carried out to check the suitable
safety and fire protection measures. Safety inspection of zonal marketing office buildings at
Chandigarh, Chennai, Hyderabad and Ahmedabad carried out.
Annual Occupational checkup status of employees incorporated in E-PMS for compelling
employee to undergo annual health checkup

Oil & Gas HSE Conclave organized by GAIL (India) Limited on theme ‘Shaping HSE Culture Amidst Global
Challenges’ at Hotel Radisson Blu, Noida on 8th – 9th December 2017. The theme was chosen to draw
focus on the well needed paradigm shift in our approach and transforming HSE Culture, making
business processes state-of-the-art, maintaining safety and reliability of high risk organizations.
Through, this conclave, efforts were put Oil and Gas Industry learnings and experiences in the field of
HSE Management for the benefit of entire industry. 324 Participants from more than 40 Oil & Gas
organizations and institutions, 11 exhibitors & more than 50 speakers participated in this first of its
kind Oil & Gas HSE Conclave. Internationally Renowned Speakers shared their knowledge and vast pool
of experience on various aspects like HSE Leadership, Contractor Safety, Fire Safety Management,
Process Safety, HSE Benchmarking etc.
Nukkad Natak (skit) was performed by the theatre group Abhigyan Nattya Manch, which was based on
the theme “Oil and Gas Pipeline Safety in the country” and it was organized with the intention to not
only entertain but also communicate the important message regarding safety precautions to be
observed while living in an area close to oil & gas pipelines. The play comprised of three separate
stories which had been intertwined with each other to convey the message of safety. These three
storylines were as follows:
First act entailed the story of the Sarpanch (village head) who decides to encroach upon a piece
of land close to a gas pipeline and build a house, and subsequently dig in the area unmindful of
the hazard to health, and without the requisite permissions.
The second story was a tale of a family which is burning fire close to their house which is a mere
30 meters away from the gas pipeline. The story explained that not only is the area in the vicinity
of a gas pipeline govt. property (and no one individual‟s property per se), it is also very unsafe to
light a fire so close to a gas pipeline as the gas is highly inflammable and volatile.

The third story was a narrative of two thieves who mistakenly assume the pipeline to be an oil pipeline, and wanted to steal the oil with the intention of illegally selling it, and how a lady comes and tells them that it‟s actually a gas pipeline and any crack in the pipeline would lead to gas leakage, which might result in an explosion.
Padmashri Dr. K.K. Aggarwal, the renowned cardiologist and current President of the Indian Medical Association, inaugurated the book. He also gave an enlightening speech wherein he attached a philosophical insight to the concept of health and wellness, and spoke on the numerous benefits of not just allopathy, but also the ancient sciences of Ayurveda and homeopathy.

Ms. Deepa Mallik, an Indian athlete and medallist at the Paralympic Games and a motivational speaker
was invited to the conclave as a guest speaker to share her life story with delegates and inspire them.
She spoke about her life story and how she fought through every obstacle, faced every misguided
perception about living the life of a disabled person and emerged a winner. Through her inspirational
words and bravery, she motivated the audience to not let circumstances impact their vision and to
continue to strive towards personal excellence. Her unwillingness to let any difficulty or obstacle stop
her from achieving her target was a lesson for all those present to never bow to adversity and to only
use it to further fuel their resolve. Through her example, she also encouraged the HSE participants to
place trust in each other, and work together towards establishing robust HSE culture.
Take away of Oil & Gas HSE Conclave is summarized as:
HSE Performance of line managers can be enhanced through building their behavioral and
functional competence, and supported by evaluation against intelligently defined KPIs related to
HSE.
HSE culture cannot be developed in silo by HSE professionals. It is supposed to be collaborative.
Each O&M/ Project personnel should devote time on implement of HSE Management System. Their
KPIs should have 2 to 3 HSE related KPIs.
It is very important to define clear scope of work for contractors, assessing not just their
qualification and but also their HSE capabilities.
It must be the responsibility of the primary contractor to ensure ownership and accountability of
sub- contractors.

Technology integration in HSE implementation is indespsible. It can enable monitoring and
controlling activities across multiple locations at the same time, which means more effectiveness
and less cost.
Benefits of benchmarking include performance evaluation, setting targets and visibility across
organizations and so on.
There must be a fire protection design and installation in place, which starts at the grass root level at
the layout design, then developing active and passive fire protection systems and finally installing,
commissioning and maintaining the fire protection systems.
Mandatory HSE Orientation prior to shifting to new department in industry especially in field
operations and maintenance.
Increasing complexity and stakes in the oil & gas industry demand more investment in process
safety, which is as important in design as it is in operations.
Presentism, a situation where you are present but unable to deliver at work due to condition like
illness, stress, poor focus etc., is a bigger problem at the work place than ‘absenteeism’.
Proactive HSE leading indicators to be incorporated in all processes of HSE management system
System of inclusion of technology like RFID inspection stickers to be mandatorily used for all region
of contractors prior to entry into all sites.
The extent of bio-diversity depletion and impacts of climate change have reached alarming levels.
Corporates must play an increasingly active role to integrate sustainability with their agenda. The
culture of sustainability reporting is very important as accountability and transparency increases
significantly.
Mandatory HSE Orientation of newly joined employees prior to shifting to new deptts in industry
especially in field operations and maintenance is the need of the hour.
Proactive HSE leading indicators to be incorporated in all process of HSE management system.

CCPS Asia Pacific TSC meeting and Process safety awareness Program
Center for Chemical Process Safety (CCPS) Asia Pacific Regional Technical Steering Committee Meeting
and Process Safety Awareness Programme organized on 23rd Jan 2018 at GAIL Jubilee Tower. Industry
experts from ONGC, HPCL, BORL, Reliance, Adani Gas, HMEL, Vedanta cairn, Tata Steel & DNV GL etc.
and Process Safety officers from process plants shared their views and experiences on this occasion.
GAIL Pata team presented “Case Study of High Rise Column’s PSV Discharge Open to Atmosphere” and
Reliance industries process safety executive presented their case study on “Implementing Learnings in
Shift Operations ‘Risk Based Approach” in the program “Learning from Incidents” of CCPS meeting.
Workshop on “Workshop on Process Safety Metrics-Implementing API-RP-754 2nd Edition” conducted
during the program.
CCPS meeting concluded with following take away:
The challenge is to learn as much as possible about the causes of accidents and near misses that
have already happened in order to prevent reoccurrence.
To continuously improve upon process safety performance, it is essential that companies in the
chemical and petroleum industries implement effective leading and lagging process safety
metrics.
Effective Process safety Automation, Risk analysis & Hazard identification in plant operation to
keep the operations running within specified limits and to set more precise limits to maximize
profitability, ensure quality and safety

CCPS Process Safety Professional Certification Course is helpful to ensure Process safety Officer
professional knowledge and commitment to staying current with the latest developments in
process safety.
At the end Sh. Shakeel Kadri, ED (CCPS) honored GAIL by presenting Memento, which was
received by Sh. S P Garg, CGM (HSE), for organizing this meeting.

By adopting the measures for safety will also enhance the Reputation of the Organization, Increase in product/profit and decrease the loss as well. It is a commitment that is in the best interests of our customers, our employees and all other stakeholders. We believe that effective HSE management is good business and we are committed to the continuous improvement of HSE management practices. From top management through to entry level, everyone is responsible and accountable for Health, Safety and Environment. Various HSE activities were carried out during the year 2017-18 which are summarized as: Behaviour Based Safety in GAIL Behavior-Based Safety (BBS) is the "application of science of behavior change to real world safety problems" or "A process that creates a safety partnership between management and employees that continually focuses people's attentions and actions on theirs, and others, daily safety behavior. BBS "focuses on what people do, analyzes why they do it, and then applies a research-supported intervention strategy to improve what people do.
In order to move further towards Best in Class
Safety practices, now the difficult journey is to
imbibe Safety in all we think and do.
Implementation of BBS at all sites has
promoted employees to understand causes of
incidents & near misses and correct them
through the behavior of relevant people. Till
date safe behavior has gradually increased
which resulted current year an incident free
year.
Sustaining “Behaviour Based Safety” drive

Observance of Monthly Safety Day
Observance of Safety Day on 10th of Every Month conducted on all work centres. Monthly Safety Day at site was witnessed by senior executive of the level of GM and DGM each month from CO-HSE department.
All site OICs devote complete half day on 10th of each month as a Safety Day to review all the safety related aspects of their installations under their jurisdiction.
Exception Report on Monthly Safety
Day reviewed in three stages. First
exception report is discussed with
regional EDs and then reviewed by ED
(O&M-CO) and finally it reviewed
jointly by Director (HR) and Director
(Projects). This has helped in
enhancing of our safety performance

Occupational Health Audit of PC-Pata, HVJ compressor station- Kailaras, LPG pumping station- Mansarampura and GPU-Vijaipur was carried out by team of Occupational Health Committee members to review the Occupational Health procedures, infrastructure & facilities.
Environment Management
04 nos. Environment Audit of PC-Pata, HVJ compressor station- Kailaras, LPG pumping station- Mansarampura and GPU-Vijaipur was carried out by internal team to review implementation of Environment Management.
Greenhouse gas assessment- is being carried out at Pata and Vijaipur plant to formulize base line data post modification/ expansion.
World Environment Day was celebrated on 5th June 2017 on theme “Connecting People to Nature” to harness the power of Individual to make a difference and create a positive impact on our only single planet.
International Day for Biological Diversity (Biodiversity Day) was celebrated on 22nd May 2017 on theme “Biodiversity and Sustainable Tourism” to increase understanding and awareness of biodiversity issues among people.

Initiatives through Centre for Chemical Process Safety (CCPS) Corporate Professional Membership In view of our target of Zero Incident,
corporate HSE has initiated a series of worldwide industrial incidents occurred in
the past on monthly basis for further strengthening of process safety. It will be useful to learn from incidents of others. Knowledge from these incidents will allow us for comparison with the own situation and systems and enable us to generate creative solutions and to prioritize the measures.

Awards and Accolades
With its continued focus on HSE across its installations, GAIL has won following awards during the year 2017-18.
GAIL conferred with two National Safety
Council of India Awards for the year 2016 to two different units of the Company. ED (O&M-CO) and CGM ( O&M) Vadodara along with HSE officials received two prestigious NSCI awards for the Year 2016 at the hands of Honorable Minister of Labour and Employment, Sh. Bandaru Dattatreya in the award function held on 20th April,2017 at Vigyan Bhawan, New Delhi. GAIL conferred with two awards for following categories: GAIL HVJ compressor station,
Vijaipur declared winner of 2nd Level award - SHRESHTHA SURAKSHA PURUSKAR (Silver Trophy) in manufacturing sector category”
GAIL GPU & Compressor Station, Vaghodia declared winner of 4th level award (PRASHANSA PATRA) in the same above category. ”
GAIL conferred with Award for
“Best Implementation of BBS in Indian
Industry" for Best Practices of Behavioral Based Safety Implementation “from Forum of Behavioral Safety, Mumbai . CGM (HSE) along with HSE official received this prestigious award in BBS National Conference at Mumbai.

system improvement:
1. Occupational Health Audit of four
O&M site to be conducted in year
2018-19 for sensitization to
employees on Occupational Health
and review Occupational Health
Infrastructure, Manpower, and
Equipment etc. in line with
recommendations of Corporate
Occupational Health Committee and
OISD 166.
2. Implementation of new Award
scheme formularized for best GPU
site on the basis of cumulative
health index of employees to
promote health consciousness in
the organization.
3. Implementation of Award scheme
for best employee having lowest
medical expenditure on self to
promote health consciousness in
the organization.
To review the implementation of
Environment Management System, audit
of 04 O&M site is planned for year 2018-
19.
Greenhouse gas emission assessment
undertaken at Pata and Vijaipur plant.
Based on the recommendations of the
assessment, GAIL Pata and Vijaipur are
expected to undertake suitable projects
for GHG emission reduction
HSE workshop is planned to promote HSE
awareness, sharing of new initiatives &
best practices and strengthening of safety
culture
