3. M r . Ken Evans of Block Brothers Real ty was p resen t on behalf of M r . & M r s . Woodland concerning t h e proposed subd iv i s ion of l o t s 8 and 9, block 5, s e c t i o n 32, range 2 , p l an 1943, l oca t ed a t t h e south w e s t corner of 97A and 128 Street.

A t t h e present t he two l o t s i n a t a north-south d i r e c t i o n wi th f ron tage on 97A Avenue. A house s t r a d d l e s t h e two l o t s . They now wish t o sub- d iv ide , having t h e two l o t s f a c e on 128 Street so t h a t they w i l l have a vacant l o t which can be so ld .

The subd iv i s ion had no t been approved as t h e T r a f f i c Engineer w a s opposed t o any a d d i t i o n a l veh icu la r access being c r e a t e d o f f 128 S t r e e t , which i s an ar ter ia l road. The access t o the new l o t by t h e l a n e along t h e south boundary of t h e proposed new l o t w a s not considered by the T r a f f i c Engineer as s a t i s f a c t o r y access t o t h e property. The Deputy Planner has suggested t h a t t h e house be r e loca ted on t h e proper ty t o a l low t h e sale of one of t h e e x i s t i n g l o t s .

M r . Evans showed p i c t u r e s of t h e l a n e t o show t h a t t h e l a n e w a s being used by o t h e r s i n the area. t o t h e proposed new l o t s . H e s t a t e d t h a t t h e home i s adequate on t h e proper ty and should no t have t o be demolished. H e s t a t e d t h a t t h e l a n e is being maintained by t h e owners i n t h e area. It i s not maintained by t h e Municipal i ty . - H e s t a t e d t h e r e are no p lans t o upgrade t h e l a n e on subdivsion.

4. M r . Barkved of 11508 - 126A S t r e e t w a s p re sen t wi th a p e t i t i o n regard ing t h e r ad ioad t ive material a t 116 Avenue and 137 Street.

M r . Barkved has f i r s t s t a t e d he was concerned wi th t h i s material as he i s d i r e c t l y a f f e c t e d by t h e r a d i o a c t i v e material where he l i v e s . p e t i t i o n s reques t ing t h a t t h i s material be removed immediately. H e s t a t e d t h a t t h e p e t i t i o n i s s igned by proper ty owners and a l s o by workers a t t h e Por t Mann Railway Yard. H e s t a t e d t h e r e are fou r reasons why t h e material should be removed. The f i r s t is psychological , as i t i s of concern t o t h e r e s i d e n t s of t h e area, secondly i t is decreas ing proper ty va lues , t h i r d l y t h e r e w i l l be environmental d e s t r u c t i o n i f a f lood occurs i n t h e area and t h e material is mixed i n t o t h e area and i n t o t h e r iver and f o u r t h l y i t i s a h e a l t h hazard. He stated that the petitioners are demanding the immediate removal of the material. He stated that the ratepayers are planning to remove the material to the parking lot of the Municipal Hall if it is not removed. He stated that there is also material buried on Anvil Way which should be removed as well.

Alderman Jacobs pointed out to Mr. Barkved that it was illegal for any person to move the material without a permit from the Atomic Energy Board of Canada.

The Mayor stated he would be reporting on this matter further under his report.

He stated that one petition submitted was for over 500 hundred names and the heading was that the petitioners demand that the radioactive waste located at 137 Street and 116 Avenue be removed as it represents a danger to their health. The second petition stated that the citizens of Port Mann and Bridgeview petition the immediate removal of radioactive ore presently being stored on the said property on 116 Avenue. The third petition was signed by the persons working at 13477 - 116 Avenue and 11717 - 138 Street and on the property adjoining the lot where the radioactive contaminated material has been dumped, and the petitioners stated they are totally opposed to this material being left in this area no matter what level of radiation is reported being emitted. They wish the material removed immediately and the land reclaimed to its natural state.

Alderman Ross entered the meeting at this time.

Mr. W. Graham of W. Graham Consultants was present concerning application 77-RZ-190 which had not been approved by Council. were Mr. Cruikshank who owns 50 acres of the property under this proposed development. Mr. Graham stated that there were two other owners involved as well.

Also present with him

This application deals with 72 acres of land north of 20th Avenue, west of 152 Street, which is presently outside the Urban Growth Areas. A written submission was made and outlined by Mr. Graham in regard to this application.

Mr. Graham stated that since 1976 they had been trying to get this pro- perty in the Urban Growth Area. was made in November, 1977, at the suggestion of the Aldermen and the Municipal officials. He stated that the application fee of $4,600 has been paid. January, was tabled pending a review of the Urban Growth Areas in July. He further stated that Council has a policy that applications which are meritorious or have a special significance can be dealt with even if they are outside the Urban Growth Area. He asked why this project could not be granted an immediate approval under this policy, particularly since it is bounded on three sides by the existing Urban Growth Area. He stated that development is designed to meet Council Policy. He was asking Council to approve of his application to proceed.

M r . J. Madden of 10276 - 158 Street s t a t e d he w a s speaking on behalf of himself and a l s o t h e owners of l o t s 26 and 29 which f a c e on 158 Street. H e s t a t e d he w a s concerned over t h e proposal adopted by Council las t week dea l ing wi th t h e alignment of t h e sewer on t h e v i c i n i t y of 160 S t r e e t and l O l A Avenue.

E. MAYOR' S REPORT

1. The Mayor stated that the Surrey Centennial Committee is promoting a Logo design for the centennial for 1979 and schools and others will be asked to submit a design. He says that anyone who wishes to submit a design can do so by sending it in to the Clerk's Department.

He also reported that ham radio operators in Surrey will be advertising the fact that the Surrey Centennial is on in 1979 around the world.

2 . He stated that Dr. Eaton of the Atomic Energy Board of Ottawa had advised them that they will move the radioactive material that is stored on 116 Avenue. He stated that he had been advised that it will take some time to move it - approximately two months. It is expected that it will be moved to another location within the Province.

In connection with "Surrey Land Use Contract No. 497 , Authorization By-law, 1 9 7 8 , No. 5610", this Land Use Contract had been reported on in the Manager's Report under item 8723.

Alderman Johnston excused herself from the Council Chamber as she stated that she had not had an opportunity to familiarize herself with the application and the minutes of the Public Hearing in regard thereto as she had been on vacation.

The Manager's report under item 8723 was then considered in which he submitted a report from the Deputy Planner. ported that the Developer has now redesigned his subdivision to include a tot lot of 5,400 square feet at the north-east end of the cul-de-sac and he will pay $8,700 for the development of the tot lot. reported that the temporary turnaround on 184A Street is required because the overall plan for the area indicates the extension of 184A Street to the north when the adjacent property develops. He also re- ported that the School Board had advised them that the existing schools can accommodate the anticipated increase in students from the subdivision.

Preserving as many trees as possible along the south property line and in the east portion of the property;

A minimum of 25 feet buffer being established along the southern property line;

Establishing the amount of soil to be removed and paying the royalty of $0.2 per cubic yard on all soil removed;

A bond of $2,500.00 per acre be placed with the Municipality as security for eventual restoration and landscaping of the site;

Meeting all the requirements of the Federal and Provincial Fisheries Department; and

The Engineer stated that 40 Avenue is a dead end rural road servicing 7 homes and farms east of 184 Street.

The Engineer stated that there were two alternatives, one to initiate a Local Improvement Paving Project which would cost $43,600.00, of which the property owners' share would be $25,352.00. The second alternative is to surface treat this portion of 48 Avenue at a cost of $27 , 600.00.

Alderman Johnston stated that the Surrey Regional Chamber of Commerce complained to her that there are no signs when you leave the Vancouver Airport indicating Surrey or Highway 199 or the directions for people to get to Surrey. When you travel down Highway #99 there is one sign indicating Cloverdale.

Transport with a copy to Benno Friesen, M.P., stating the need for directional signs for people leaving the Airport to direct them to Surrey.

4 . It was then Moved by Alderman Jacobs Seconded by Alderman Jones That the Manager enter negotiations with

the Provincial Department of Highways to get a 70% - 30% split on Municipal arterial roads instead of the present 50 - 50 split. This motion was defeated.

It was pointed out by the Manager that the 50 - 50 split only applied to secondary highways. We get 100% on Provincial arterial roads through Surrey. It was also pointed out that we are now getting assistance under Revenue Sharing Act on major Municipal roads and we received $493,000.00 this year in grants for our Municipal roads. It was now felt that it was not an appropriate time to make any change or further requests on the Provincial Government in this regard.

5. Alderman Watkins stated that Council members had received a copy of the presentation dealing with the Pacific National Exhibition multiplex buildings costing $160 million and stated it would appear that they were perhaps looking to support from the Municipalities in the Regional District both for the complex itself and for improvements to transit to get people to it.
