From the Colonel’s Desk

Omaha Team,

Welcome to the Omaha District Corps Day 2017, and thank you for another year of world class service to our Nation. Our team, to include our families, has selflessly served together as a strong team of teams to make this country better during a period of significant challenges, deep political divides, and unprecedented national scrutiny. Most importantly, you all have done it with the highest level of professionalism, humanity and humility representing the epitome of selfless service.

The theme for this year’s Corp’s Day is “A World-Class Organization”. Our Congressionally authorized missions in civil works, environmental restoration, military construction and support to other agencies takes us around the “world.” However, it is our Omaha District team members that provide the “class.”

It’s important for us to take time today to mark moments in history to ensure we never lose perspective in the significant and unique contributions to the history of this great Nation.

On June 14th, this country will recognize the 242nd birthday of the United States Army, and two days later the 242nd birthday of the U.S. Army Corps of Engineers. Of interest is that on July 4th, we will mark only the 241st birthday of the United States. That means the U.S. Army Corps of Engineers is actually older than the Nation itself. We can all be proud of our legacy of service as well as being a foundational part of this great experiment called the United States of America.

Since January 1934, the Omaha District has written its own chapter as part of the Army story. Since the founding days of Capt. Young and his team building the Ft. Peck Dam, the district has grown, adapted, and evolved to meet the ever-changing challenges faced by this country. Last year, we continued to meet these challenges to accomplish our mission with over 2500 projects on the books and a total FY16 in excess of $1.5 billion.

The Omaha team is characterized by hard work and our ability to get our missions accomplished well. While this is a laudable reputation for our team, it is also important to take the time with our family to relax and enjoy each other’s fellowship away from the office. From the wise and talented retirees who have returned to join us today, to the newest member of the team, I hope you all take the time to get to know each other better, meet our extended family members, strengthen the bonds of our great team, and to learn what I have come to know during my time on the Omaha team… that the people of this district are something special, truly “World-Class.”

Norma I. Kolbe Memorial AwardRecognizes a member of the support services, secretarial, administrative or clerical staff who displays the ability and consistent willingness to provide service and help. This person shows a positive attitude toward work and the office team and does not place personal gain over the needs of fellow workers.

Jodi OdensOffice Automation Technician at Fort Randall Dam Project

Jodi embodies what it means to be a Civil Servant in everything she does. She seeks to serve those around her gladly and with a sense of duty and demeanor which makes one want to work with her. She exemplifies teamwork, and her humble attitude always puts the team’s accomplishments before her own, if she mentions her own at all. Her upbeat and uplifting attitude lifts those around, and she is a joy to work with. If Jodi doesn’t know the proper procedure, she is incredibly proactive in researching and finding the appropriate regulation. She is the first one to say “yes, I can help with that” or “I don’t know, but I’ll find out for you”. In fitting the description of “Service Oriented, Positive Attitude, and Team Player,” it is only befitting that the Norma I. Kolbe Award is granted to Ms. Odens for 2017.

For outstanding, loyal, and unselfish service to the Omaha District in going above and beyond to provide Real Estate services to the District, the Army, the Department of Defense, and the Nation. Mr. Whalley is commended for his forward-thinking and tireless devotion to mission accomplishment. John is an inspiration to his peers and superiors alike. He is an invaluable member of the Omaha District team and embodies the spirit of the General William M. Hoge Award, which annually recognizes sustained, unselfish and noteworthy contributions to the Omaha District.

Mr. William D. Mulligan

Service: July 1976 – February 2009

William D. Mulligan is officially honored today for his more than 30 years of service to the Omaha District, U. S. Army Corps of Engineers.

Mulligan is truly deserving of being a member of the Gallery of Distinguished Civilian Employees for having achieved the highest standards of excellence and making significant and noteworthy contributions to the mission, reputation and prestige of the Omaha District and the U. S. Army Corps of Engineers.

He is best known as the Branch Chief and Congressional Liaison for the Civil Works Branch in Planning, Programs, and Project Management Division, otherwise known today as P3MD. From budget operations to running and managing a large civil works program to serving as the Deputy District Engineer, he accomplished all missions to a standard of excellence. He solved problems and created high-performing teams while willingly coaching and mentoring our next generation of leaders.

From July 1976 through February 1978, Mulligan began his career with the U. S. Army Engineer District, Omaha, which was located at 215 North 17th Street, as the Chief of Military Accounting Unit, with responsibility for maintaining military accounting records for the Omaha District and (then)Missouri River Division. This work included a wide range of appropriations both direct and reimbursable.

He moved on to Budget Analyst from February 1978 to January 1980 assisting the Chief, Budget Branch in formulating and executing District Office operating budgets and preparing budget execution plans, as appropriate, for military and civil appropriations.

It was from March 1981 through January 1989 that he served as the division Budget Officer providing staff guidance and assistance to technical elements of the Division Office and Districts relating to military and civil budgeting and funds control.

For another 10 years from January 1989 to December 1999 he would be the Director of Resource Management for Missouri River Northwestern Division, providing a full range of financial and fiscal management services to the Division Engineer and staff members. Division’s mission included a diverse military, civil, and national hazardous, toxic, and radioactive waste programs with a $1.3 B workload and 5,260 employees.

Serving as the Deputy District Engineer and Chief of Programs and Project Management he was responsible for overseeing one of the largest civil, military, and environmental remediation missions in the Corps in 2003. In an area encompassing 11 states and with an annual District budget of more than $550 million, he ensured the focus was on customers and effective execution in more than 1,000 projects.

From 2003 through the end of his USACE career in 2009 Bill had oversight responsibility for the programs and project management activities related to execution of the Omaha District’s large, complex, and diversified Civil Works program.

Gabriella E. Linbrunner is the granddaughter of Dezso and Annette Linbrunner.

Her hometown is Papillion, Nebraska. She is a Senior at Papillion La Vista South High taking

Advanced Placement and Honors classes. Gabriella also participates in the Education Academy in an effort to jumpstart her career in becoming a teacher.

Outside of school she is active in Volleyball, Cheerleading, Show Choir, Varsity Choir, National Honors Society, and Student Council. Her additional hobbies are mentoring children at an elementary school and working at Cold Stone Creamery.

Gabriella began singing in 4th grade when she joined the Carriage Hill Elementary School Choir and has been singing ever since.

Most recently she sang at the SAME Industry Day and performed at last year’s Corps Day.

Northeast High School. An Air Force veteran, he has been to South Korea, numerous stateside bases and was deployed half a dozen time to Iraq, Afghanistan, Turkey, Kuwait, Oman, and Qatar.

It was at Tim’s 16th years in the Air Force that he cross-trained from Traffic Management into Contracting.

Shortly after hanging up the uniform in July 2016 he joined the Omaha District and continues to support the district in contracting.

Prior to this he worked various odd jobs including as a telemarketer, radio DJ, bartender and even working in the costume/gaming department at Chuck E. Cheese.

His hobbies include music, writing scripts and plots for movies/TV shows. He is a musician at heart (a percussionist) and has been involved in several failed bands, although he still hangs on to his tight leather pants just in case.

His dream is to be on “Mystery Science Theater 3000. And his greatest joy in life is his four children and his wife Kelly.
