This phase is dedicated to prepare the interviews with the technical-economic representatives of the project participants

- Lecture of all relevant documents concerning specified ERTMS implementation projects

- Creation of a questionnaire regarding cost elements, cost structure, KPIs, system specifications, etc.

- Define, at UIC HQ level together with the ETCS and GSM-R experts, a first draft of a KPI and cost structure as a basis for the discussion in the interview phase

In order to prepare the two technical workshops of the next phase, the project participants will be fully informed via a personal or telephone interview:

- Discuss along the prepared questionnaire regarding possible KPIs, cost elements and cost structures, system specifications, etc.

- Costs of implementation (research, development, construction)

- Costs of exploitation- Costs of maintenance- Benefits from the

implementation

Bring together and discuss the inputs of the interview phase and develop a framework of KPIs and structure of cost elements to benchmark:

- Animation of one workshop for each Infrastructure costs and Rolling Stock costs

- Discussion, moderation and documentation of the workshops

- Decision on a possible follow up workshop or consensus and validation of the indicators

Workshops results will be delivered to all participants with request of feedback and comments:

- Analysis of the results and creation of a document including the common set of indicators

- Deal with feedback and reactions

- Schedule follow up workshop if necessary

- Prepare the presentation for the ERTMS SC in order to validate the results

Workshops results, the KPI library and the cost structure will be presented to the UIC ERTMS Steering Committee for an official validation:
