1 What is COST?

European Cooperation in Science and Technology

COST is an intergovernmental framework for pan-European cooperation in and coordination of research activities. Founded by a

ministerial conference in 1971, COST is the oldest European initiative for collaboration in science and technology. This research ini-

tiative makes it possible for the various national facilities, institutes, universities, private industry and SMEs to work jointly on a

wide range of R&D activities.

Basic research and research in the pre-competitive area

Today, COST – together with Eureka and the EU Framework Programme (Horizon 2020) – is one of the three major pillars of joint

European research activities in the European Research and Innovation Area ERA. These three complementary structures have dif-

fering areas of research. COST is orientated towards basic research and research in the pre-competitive area. Through the dyna-

mism of European cooperation, a structure as flexible as COST offers the possibility of recognizing and taking up current develop-

ments in a timely way. Multidisciplinary thinking and integrated research activities enable COST and Switzerland to work together

in important research areas at an early stage, and also to take on a leading role.

36 member states; one cooperating state

Today, COST comprises 36 member states: Austria, Belgium, Bosnia-Herzegovina, Bulgaria, Croatia, Cyprus, Czech Republic,

Denmark, Estonia, F.Y.R. of Macedonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Lithuania, Lux-

embourg, Malta, Montenegro, Netherlands, Norway, Poland, Portugal, Republic of Serbia, Romania, Slovakia, Slovenia, Spain,

Sweden, Switzerland, Turkey and United Kingdom. Israel is a cooperating state.

2 Switzerland’s position within COST

Switzerland, a member with full rights

Switzerland has been a member of COST since its formation in 1971 and has the same rights and duties as the other member

states. The State Secretariat for Education, Research and Innovation SERI deals with all administrative and financial aspects of

membership in COST. COST works together with the Swiss Mission to the EU and the Directorate for European Affairs (DEA) at the

Federal Department of Foreign Affairs (FDFA) where appropriate.

3 How does COST operate?

Main characteristics

Cooperation within the framework of COST is based on four fundamental characteristics:

� Concerted Actions: The sole instrument of COST are the so-called COST Actions. These Actions are networks of research-

ers from the participating COST member countries. An Action has as its objective the coordination of nationally funded

research activities on a given theme at the European level.

� Bottom-up: Researchers from any COST member state and from the cooperating state can propose an Action following

their own scientific interest. Generation of new COST Actions is carried out through a published open call for proposals.

� Voluntary nature of participation: Each COST member state is free to decide whether it wishes to take part in a specific

COST Action.

� National financing of research: Research is financed by each member state in accordance with its own rules; only the

administrative costs of pan- European coordination are borne by COST funding through the EU Framework Programme

Horizon 2020.

Key science and technology fields

COST is open to all scientific fields. Currently, it comprises nine science and technology fields and the possibility to run interdisci-

plinary (“trans-domain”) Actions:

� Biomedicine and Molecular Biosciences (BMBS)

� Chemistry and Molecular Sciences and Technologies(CMST)

� Earth System Science and Environmental Management (ESSEM)

� Food and Agriculture (FA)

� Forests, their Products and Services (FPS)

� Individuals, Society, Culture & Health (ISCH)

� Information and Communication Technologies (ICT)

� Materials, Physical and Nanosciences (MPNS)

� Transport and Urban Development (TUD)

� Trans-Domain (TDP)

This scientific structuring may be modified in the near future to better suit research overstepping the classical disciplinary bound-

aries and to better illustrate its thematic openness.

COST Actions (= research programs)

COST Actions are bottom-up science and technology networks open to researchers, scholars and stakeholders with a four-year

duration and a minimum participation of scientists from 5 COST member countries.

Memorandum of Understanding MoU

The formal basis of each Action is a Memorandum of Understanding (MoU), which (in a legally nonbinding sense) sets out the in-

tention of the parties to achieve the objectives of the research program with the available resources. If at least five countries have

accepted the MoU, the Action starts and research can begin. Actions remain open during their four-year lifetime, involving addi-

tional participants who want to contribute.

Technical Annex

Each COST Action has a specific scientific subject and clearly defined objectives, whose achievement results from national re-

search activities (projects) coordinated within the Action. The scientific and managerial description of a COST Action is given in

the so-called Technical Annex.

COST legal status and structures at the European level

A short description of the governance and structure of COST is given in this section and illustrated in figure 1. More details are

available on the COST website (www.cost.eu) and in the brochure “About COST” which is available from the website (download)

or from the COST Association in Brussels.

Legal status of COST

In 2013, COST acquired the legal status of an international not-for-profit association under Belgian law and established the

“COST Association”, thus ensuring the intergovernmental nature of COST and its European dimension. The COST Association

now consists of 36 member countries and one cooperating state.

COST Ministerial Conference

The COST Ministerial Conferences, which are held on average every five years, give the political guidance for COST.

Committee of Senior Officials (CSO)

The Committee of Senior Officials is the decision-making body of COST and the general assembly of the COST Association. It is

made up of up to two representatives of each member state and of the cooperating state. The CSO is responsible for the strat-

egy of COST and also decides on the proposed new Actions. The members of the Committee of Senior Officials are responsible

for the linkage between the decisions at European level and the management of COST in the respective states.

Executive Board (EB)

The Executive board is responsible for the management and administration of the COST Association. It is composed by the

president and vice-president of the CSO, and by at least five other delegates of the CSO. It supervises the implementation of

decisions, policies and planning adopted by the CSO, oversees the management of the budget, the realization of COST activi-

ties, and those of the COST Administration.

COST National Coordinator (CNC)

Each COST Member Country and the Cooperating State nominate one COST National Coordinator. The role of the COST Na-

tional Coordinator (CNC) is to:

� Nominate delegates to the COST Review Boards and to COST Action Management Committees (MC), while accepting the

COST Action’s Memorandum of Understanding (MoU);

� Advise and inform scientists and institutions in their countries on all COST related matters (e.g. Actions, participation, Open

Call for COST Action proposals).

CNCs may have an additional portfolio of measures relevant only to their respective home country.

COST Scientific Committee

The Scientific Committee is composed of 37 internationally recognized scientific experts (one per COST member country and

cooperating state). The members of this Committee are nominated by the Committee of Senior Officials for a two-year term,

renewable once. It supervises the evaluation process of the COST Action proposals and prepares the list of new Actions to be

approved by the CSO. The Committee also advises the CSO in issues relevant for COST’s scientific strategy.

Review Panels

The main task of the Review Panels is to elaborate the ranking of the submitted Action proposals based on peer review by

external experts and to resolve problems in finding a consensus related to the reviewed proposals. Every COST country can

propose 18 scientific experts (3 for each of the following domains: natural sciences, technology and engineering, medical

science and health, agronomy, social sciences, humanities), for a duration of two years. These experts are nominated by the

COST National Coordinators (CNC). During each call for proposals, 4 to 6 Panels are constituted according to the number and

scientific fields of the proposals.

Management Committee (MC)

Each COST Action includes a Management Committee (MC), composed of the delegates of the parties (participating countries).

It is the task of this Committee to coordinate the national research work within the COST Action, so that the Action’s objectives

can be achieved in accordance with an exact milestone program.

Chairperson of the Action

Usually, the initiator of a new Action makes her- or himself available as chairperson of the respective COST Action. An Action

chair is supported in the management of the Action by a vice-chair, a steering group (usually the working group leaders) and

the Management Committee. The country of the chair of a COST Action has the right to nominate also two MC members.

COST Administration

The COST Administration supports the CSO and the Executive Board in the administrative management of the COST Associa-

tion. It manages the call for proposals and the evaluations of the proposals, and oversees the implementation of COST activities

in the COST Actions. The COST Association is responsible for all COST activities and the staff of the COST Administration in

Brussels. The COST Administration maintains a comprehensive homepage.

4 COST structures in Switzerland

State Secretariat for Education, Research and Innovation SERI

The State Secretariat for Education, Research and Innovation SERI is responsible for all administrative and financial aspects of

COST in Switzerland. The SERI decides on the participation of Switzerland in new COST Actions on request of researchers. In addi-

tion, it determines the allocation of a COST dedicated budget line to COST cooperation activities and to the submitted and peer-

reviewed research projects (see page 11). The SERI appoints the Swiss delegates to the Management Committees (through the

COST National Coordinator) and to the Scientific Committee (through the CSO member). SERI/COST is an unit of the SERI.

COST National Coordinator

In Switzerland, the COST National Coordinator fulfills all administrative tasks in connection with the operation of COST in Switzer-

land. He/she informs about COST, its rules and regulations.

Mission of Switzerland to the European Union

The Mission of Switzerland to the EU fosters contacts with the EU authorities in general and cooperates with the SERI/COST unit

whenever necessary.

Interdepartmental cooperation

The Directorate for European Affairs (DEA) of the Federal Department of Foreign Affairs advises the SERI in matters of European

and international law.

Swiss representatives in the Management Committees

For each COST Action, the SERI appoints up to two representatives to the Management Committee of the Action. In this Commit-

tee, the delegate (or coordinator) represents all Swiss researchers taking part in the Action. On the national level, the delegate

identifies, coordinates and informs the Swiss participants and other researchers, where appropriate.

5 How does participation in COST begin?

If Switzerland-based researchers consider it an opportunity for advancing scientific, technological or social knowledge, they can de-

cide to launch a new COST Action or to participate in an existing one. Both scenarios are described below and outlined in figure 2.

Switzerland-based researchers launch a new COST Action

Switzerland-based researchers can launch a new COST Action: in accordance with the bottom-up principle, the initiative for a new

COST Action comes from the researchers. The following points have to be considered for a launch:

Open Call

It is possible to submit proposals at any time. However, there are usually two Collection Dates (=deadlines) annually.

The Open Call is a one-stage submission process with four subsequent phases:

1. Proposal submission by one main proposer on behalf of a network of researchers;

2. Proposal Evaluation by independent external experts and ad-hoc Review panels;

3. Proposal selection by the Scientific Committee;

4. Proposal approval by the CSO.

Swiss Action acceptance

Once the Action has been approved by the CSO, the SERI/COST carries out the procedure for accepting the MoU. On request

of researchers and based on a statement of interest for a specific COST Action, the SERI decides about participation in an Ac-

tion and accepts the MoU.

Switzerland-based researchers wish to join an existing Action

If Switzerland-based researchers would like to participate in an Action which has already been approved by the Committee of

Senior Officials, they should contact COST at the SERI.

6 How does the participation in COST develop?

Nomination of the Swiss MC delegates

After a participation has been decided by the SERI, Switzerland-based researchers interested in a COST Action agree jointly with

the SERI on the two Swiss delegates in the Management Committee of the Action.

Implementation of an Action

Swiss participation in an Action takes place on the basis of research projects, with funding of the research coming from sources

such as the Swiss National Science Foundation SNSF, the Commission for Technology and Innovation CTI, the SERI, and/or other

sources or in the form of contributions by private industry. In each case, the researchers involved agree with the National Coordi-

nator to present their research activities regularly within the framework of the various working groups of the Action.

Networking tools

The activities within the Action include networking tools such as meetings, workshops, seminars, short scientific visits to other

laboratories and institutions (Short Term Scientific Missions), joint publications, other dissemination activities, etc.

7 The SERI fosters participation in COST with a dedicated budget line

Switzerland is one of the few COST member states to have a dedicated credit line for boosting their national participation in

COST. This consists of a committed credit voted by the Swiss Parliament for a period of four years.

This COST-dedicated budget-line serves the following purposes:

� Coordination and cooperation: Financing of coordination activities, i.e. activities which are connected to international COST

activities organized in Switzerland and of the organization of meetings and seminars with dissemination purposes and

which are not covered otherwise.

� Research contributions: Financing of research projects which need support in terms of their internationalization. This is

primarily in the form of contributions to staff resources (PhD students and postdocs), travel expenses and consumable

materials. The research infrastructure is provided by universities or other research institutions.

� Swiss contribution to the COST Fund (running budget of the COST Association).

� With the acceptance of an Action by Switzerland, a public research subsidy is not assured. If a state subsidy is desired,

an application must be made to the appropriate bodies (e.g. SERI, SNSF, CTI, etc.) and is subject to the specific rules and

procedures of the corresponding funding agency.

Research contributions: submission of project proposals, evaluation process and contracts

If a researcher seeks project funding by the SERI, an application must be submitted to the SERI/COST unit. The most up-to-date

information related to project submission is to be found on the SERI/COST website (please check the website for updates to

these Guidelines). The procedure of application and proposal evaluation at the SERI is described in the following section (avail-

able also as a separate flyer and shown schematically in figure 3).

8 Information on the SERI evaluation procedure for COST project applications

General remarks

Project proposals submitted to the State Secretariat for Education, Research and Innovation SERI for funding within the frame-

work of COST Actions are evaluated according to their scientific quality and to their level of integration in COST:

� Quality: Projects funded by SERI must demonstrate a high level of scientific quality recognized by external experts.

� Integration in COST Action: Projects funded by SERI must be carried out within the framework of an ongoing COST Ac-

tion which has been accepted by the Swiss Confederation. The project must be integrated into the COST network through

active participation, and this must be outlined in the project application.

Overview of the evaluation procedure

Scientific assessment

All project applications are evaluated by independent, external and, as a rule, international experts (peer reviewers). In addition,

other independent experts who are familiar with COST can be called in as consultants.

Transparency

The procedural method employed to reach the funding decision and the basic principles of evaluation are described below. The

applicant(s) is/are informed about the results of the scientific assessment.

Equal treatment

All project applications are treated equally, irrespective of their place of origin, applicant(s) or specialist area. Participation in a

COST Action does not automatically entitle projects to SERI funding.

Duration of the evaluation process

The procedure generally lasts six months.

Funding decision

The funding decision is taken by the SERI directorate.

How to apply for SERI COST funding

� The project submission comprises the completed and signed SERI application form and must be submitted in signed hard-

copy and in electronic form to [email protected]. The project application may be submitted in German, French or English.

However, we strongly recommend that submissions be made in English.

� The submission shall contain a support letter1 from the respective COST Action (written by the Chairperson of the Action or

its scientific secretary) confirming that the planned project is well-integrated into the topic of the COST Action.

The submission deadlines and any other conditions are posted on the SERI website. The deadlines for submission of COST

projects must be adhered to (stamp and date of e-mail applies).

Formal requirements � Every project application must clearly describe the way in which the project is integrated into the COST Action. Furthermore

the benefits for the project resulting from its integration into the COST Action need to be clearly stated.

� A project application intended to ensure the applicant’s own salary is not permitted (e.g. a doctoral student may not submit

his/her own dissertation project). The submission of research projects by researchers who are now retired (if acting as the

main applicants) is not permitted.

� Project applications for doctoral student positions (normal duration of three years) can, as a rule, only be submitted in the

first year of a COST Action.

� Project applications for postdoctoral students and other scientists can, as a rule, only be made during the first two years of

a COST Action in order to guarantee a minimum running term for the project and active cooperation in the Action.

� Research scientists from COST countries are accepted as co-applicants in COST research projects (however, the SERI does

not make payments abroad).

� The recipients of the financial contribution (leading doctoral students, postdoctoral students, researchers) must be enrolled

in or employed by a Swiss higher education institution, research institute or company.

� A SERI-funded project cannot be applied for from outside of Switzerland.

� The SERI does not cover overhead costs.

� The costs associated with providing guidance and supervising project staff may not exceed 20% of the total funding pro-

vided.

� Projects should not end more than three months after the end of the respective COST Action.

� Project renewals may only be requested within the contractually agreed project duration.

� The maximum amount of funding which SERI allocates to an individual project generally does not exceed CHF 180,000 for

the entire project duration.

� The funding made available by SERI to research projects may be used to cover the following expenses:

• Salaries (including social contributions) for scientific employees (in the case of salaries for doctoral students, generally

the Swiss National Science Foundation rates are used);

• Travel expenses which are incurred while carrying out COST activities and which are not covered by the COST Action;

• Visits to scientific conferences in Europe.

• An application must be made for funding for conferences held outside Europe. Reimbursement is made within the

framework of the Swiss Confederation’s travel rates and, in general, up to a maximum of 50% of the travel and

conference expenses.

• Expenses for consumables (no investments: no materials of enduring value, no computers).

As soon as the submission is received, the applicant(s) receives a written confirmation of receipt of submission. The COST unit

of the SERI checks the completeness of the submission, as well as its agreement with the data of the respective COST Action.

At this stage, the applicant(s) may be requested to submit any missing information.

Scientific requirements

All project submissions that fulfill the formal criteria are evaluated by a minimum of three external experts. The SERI/COST selects

these experts on the basis of the list supplied by the applicant(s) and/or from its expert database, or calls in other experts.

Evaluation criteria

The following criteria are decisive for carrying out a scientific assessment:

� Scientific quality and relevance

� Originality of the research question and degree of innovation

� Theoretical basis and concepts

� Suitability of the chosen methodology

� Scientific record of the applicant(s)

� Budget and efficiency of allocation of funds

� Congruence of the research project with COST Action objectives

� Network considerations

� Additional benefits for the project and for Switzerland as a research location through participation in the COST Action

� Potential applications of research

� Other comments and recommendations of the experts

The integration of a project into a COST Action and the resulting benefits for the project are significant aspects of the evalua-

tion, as the main goal of the COST-dedicated SERI budget line aims at boosting research networking.

Final evaluationThe final evaluation is made and the funding decision taken by the SERI directorate after taking note of the expert opinions. If

necessary, external experts are consulted for a final assessment and decision making.

Timeframe for processing the project application, project start

Processing of the project application generally takes six months. The proposed project starting date should take this time

schedule into consideration.

Notification of the decision

Information regarding the result of the evaluation is immediately relayed to the applicant(s) following the directorate’s decision.

The SERI furnishes the applicant(s) with copies of the anonymized expert opinions on their project application.

Issuance of the contract

If a positive decision has been taken by the SERI, a contract is issued and signed by the SERI in duplicate. One copy is to remain

with the project initiator(s) and the second, countersigned copy is to be sent back to SERI.

Additional information

Delay in project start

The start- and end-dates of a contract are binding. The end-date is not automatically postponed if the project started later than

the foreseen contractual starting date. The contract can only be prolonged upon request of the project director prior to expiry

of the contract, and usually, no additional funding can be granted.

Passing on of project data

Following the conclusion of the contract with an applicant, personal data and data related to the project duration, the granted

amount, NABS allocation, project title, short description, keywords and yearly abstracts of the project are transmitted to the

Swiss Confederation’s ARAMIS research database and made publicly available.

Research contracts

Use of the COST budget is regulated by contracts and financial commitments between the SERI and the institution performing

Research contracts regulate the financing of research work, in particular salaries, travelling expenses and expenditure for con-

sumable materials. It should be noted that in the case of profit-orientated private undertakings (industry, SMEs, consultants,

self-employed workers, etc.) the SERI/COST financial contribution covers up to a maximum of 50% of the project costs.

Obligations of contract holders � If researchers receive financial support from SERI for a research project, they agree to maintain a separate account for the

corresponding money and to submit a scientific and financial report to SERI/COST annually. The respective forms will be provided by SERI/COST or can be downloaded from the SERI website.

� Submission of a financial report has to include an itemization of all expenditures, original or scanned receipts and a confir-mation of the sum total issued by the accounting office of the respective research institution. Usually, accounting offices of research performing institutions produce financial reports upon request.

� COST shifting from one accounting entry to another (e.g. salaries to consumables or vice versa) require justification as well as the SERI/COST’s prior written consent if higher than CHF 10,000.-.

� Investments can’t be authorized in the frame of SERI/COST contracts.

� The SERI/COST projects cannot be transferred to another country (money doesn’t follow researcher).

� Travel to conferences outside of Europe: trips to conference venues outside of Europe require authorization by SERI/COST in order for the costs to be covered (normally up to 50%).

Contributions to COST Conferences and Workshops organized in Switzerland

Some of the costs for COST Action-related conferences and workshops in Switzerland may be covered from the SERI/COST

budget, upon request. This funding is usually provided over and above the funding drawn from the COST Action budget.

The SERI/COST contribution can cover the following types of costs:

� Travel and accommodation costs for Swiss participants (students, PhD students and postdocs)

� Costs for keynote speakers from European countries; decision for non-European speakers on a case-by case evaluation only

� Official meals (max. CHF 75.- per person)

� Miscellaneous costs (rentals, coffee breaks, etc.)

Requests for a SERI/COST contribution should be submitted to the COST unit of the SERI at least two months before the event

is scheduled to take place. Each request is examined and eligible requests receive a contribution if funding is available in the

COST-dedicated SERI budget. This financial support is regulated through a written commitment between SERI and the respec-

tive institution represented by a researcher.
