ISSUE UNDER CONSIDERATION:
Authorize Additional Funding For The Scranton Industrial Park For South Carolina Department of Health and Environmental Control Required Stormwater Improvements And Associated Required Inspections And Fees In The Estimated Amount Of $625,000 To Be Funded From CPST II Economic Development Funds.
POINTS TO CONSIDER: 1) County Council approved a cooperative agreement with Santee Electric Coop and
Palmetto Economic Development Corporation at the August 20, 2020 council meetingto develop an approximately 150 acre industrial park located in Scranton, SC. In theagreement, Florence County committed $4,885,000 towards roads, spec building sitework, and water and wastewater infrastructure.
2) SCDHEC is requiring additional stormwater improvements with required specialinspections and other fees estimated to cost $625,000.
3) Funding is available in the CPST II Economic Development Funds.
FUNDING FACTORS: $625,000 = Estimated cost of SCDHEC required stormwater improvements and the related required inspections and fees to be funded from CPST II Economic Development Funds.
OPTIONS: 1) Approve as presented.2) Provide an Alternate Directive.

AGENDA ITEM: Other Business DEPARTMENT: County Council/County Attorney ISSUE UNDER CONSIDERATION: Shanda Wahab Is Requesting Council Review Of A Recent Termination And Appeal That Was Denied By The Grievance Committee on Thursday, March 4, 2021. POINTS TO CONSIDER: 1. Shanda Wahab is a former employee of the Lake City Magistrate’s Office who was
terminated effective 2/4/2021 pursuant to a violation of County Policy as outlined in the Florence County Personnel Policy Manual (PPM) Section 15.3A(24) Falsification or misrepresentation of FMLA forms.
2. Ms. Wahab followed the grievance procedures outlined in the PPM and filed an appeal that was reviewed by the Grievance Committee on Thursday, March 4, 2021. The Committee denied the appeal thus upholding the termination.
3. The Human Resources Director Anita Taylor received Ms. Wahab’s “Letter of appeal of employment dismissal” on March 12, 2021. Based on Section 16.2P of the PPM, the Administrator must provide the request to the Chairman of County Council within five (5) calendar days. The document was emailed to the Chairman on March 17, 2021.
4. Pursuant to Section 16.2P of the PPM, “…The County Council will review the written appeal within ten (10) calendar days, at which time the County Council will make its determination whether to review the case or not.”
5. Council is provided with a copy of the Appeal and requested to determine whether to review the case or not.
