Background information

Moyne Shire Council has committed funding for the Council-Community Carbon Offset Program (CCCOP) since 2009. The CCCOP encourages the community to plant 3,781 trees each year to fully compensate for an estimated 756 tonnes of carbon dioxide (or greenhouse gas equivalent) emissions from Council’s fleet vehicles. For the 2020 CCCOP, Council is likely to make a formal decision at its November 2019 Ordinary Council Meeting with applicants sent written notification of this decision by early December. Important information Please be aware that:

• The maximum amount of funding available to any one group is $1,500 (GST exclusive) from a total pool of $10,000 for the 2019/20 financial year.

• Projects must occur either on public land (either Council owned or managed OR Community owned or managed) or private land affected by the 2018 Gazette/Garvoc bushfires.

• Projects on roadside reserves are ineligible for funding.• Incomplete applications are ineligible for funding. Applicants are encouraged to

check they have completed all sections and attached all necessary documentation before submitting their application to Council.

• Project applications will be assessed on:o The level of community involvement;o The level of prior planning, site preparation and likelihood of receiving ongoing

maintenance;o The likelihood of improving the existing natural environment (rather than

improving amenity);o The linkage/s with other existing or planned projects; ando Whether the planting is proposed within the area directly affected by the 2018

bushfires.• Preference will be given to applications that:

o Adhere to recommended native plants as per the 2014 Council publication‘Indigenous Plants and Environmental Weeds of Moyne Shire’;

o At least 50% of the total number of plants are overstorey species (i.e. trees and large shrubs);

o Are submitted by groups who have successfully delivered CCCOP projects (and completed final reports) in previous years; and

o Propose planting on properties affected by the 2018 bushfires.• Plants must be in the ground by 29 June 2021.• A brief final report must be completed and submitted to Council by 30 June 2021. A

final report template will be provided to successful applicants. Failure to submit a final report may result in Council seeking a refund of any grant money allocated and may exclude future applications by the same applicant to the CCCOP from being funded.

Approvals In order to be eligible for funding, projects must have the consent of the relevant land owner/manager unless one of the following four exemptions apply:

1. The applicant is clearly the public land manager (e.g. school wanting to plant on schoolland, recreation reserve committee wanting to plant on recreation reserve land, publichall committee wanting to plant around a public hall);

2. The applicant is inherently linked to the public land parcel (e.g. ‘Friends of’ or Landcaregroup wanting to plant on land they have a history of being heavily involved in);

3. The applicant is seeking to plant on land owned/managed by Council; or4. The applicant is the private land owner/manager of a 2018 fire affected property.
