Annual Business Plan and Budget
The Annual Business Plan is now available for comment and will be put to the June Council meeting for
final consideration. Some of the critical elements:
Rate rise limited to 3%
Additional capital to be spent fixing roads within the township plub kerb and footpaths
CWMS charges adjusted to help ratepayers in the first year of connection:
Fixed charge $275.00
Variable charge $250.00
Rubbish tip to be free disposal for green waste etc from 1 July 2016.
High Tide
Monday 9th May 2016
The combined high tide plus wind and atmospheric conditions provided plenty of challenges around town
and at Lucky Bay. The back of the shacks were inundated. We are planning in the coming weeks to build
up the height of Lucky Bay Boulevard to a level sufficient to have stopped the water crossing the road.

Hatchery for Cowell
Council at the May meeting agreed to underwrite the building of an oyster hatchery and
nursery at Cowell to guarantee the future of the oyster industry in the harbour. The oys-
ter growers met in a public meeting last week to better understand the project. Council
will now assist the project to pass through development approval and meet other gov-
ernment regulatory requirements.
Lucky Bay Management Plan
Council approved an updated Management Plan to go to the Minister for approval. The plan is intended to
obtain from Government an extension of the lease to 2046.
Foreshore Development
Included in the Annual Plan is $150,000 to progress the foreshore redevelopment by performing more de-
sign and engineering for consultation by the community.
Skate Park
It is good to see the skate park taking shape. The contractors
Trinity Skate Parks should be in Cowell this week to com-
mence the next phase of the work.
Operations Manager
Mr Ian Clarkson was the successful applicant for the role of Operations Manager. In short this role runs the
Depot side of Council. Ian comes from a vast background in roads and civil construction. Ian has previous
council experience in a similar position. Welcome to the team!
Development
Development approvals for April were:
Oval Lights, Solar Panel Installation, 2 x sheds and a jetty $98,000
The Building Rules Assessment Officer from the City of Whyalla will be here on Tuesday 7th June 2016. If
you would like an appointment, please call Council office on 8629 2019.
Rainfall for the Month
For your information the rainfall collected for the month of April was 15mm

Community News
Pyrotechnics Night
The Franklin Harbour Community Development Group would like your input into the date of the annual Pyrotechnics display.
Both Christmas Eve and New Years Eve fall on a Saturday and “Cowell’s Big Bang” is traditionally on the Saturday between Christmas and New Year.
Some things to bear in mind:
The annual Christmas Pageant could be on Friday 23rd December
The Lucky Bay crowd will probably stay put on NYE
Are there other more suitable dates in December/January?
There has been some thoughts that maybe a street party/market could be held in con-junction with the fireworks
