Friends of Scouting Highlights:

We have raised to date $1,050,739 (79.9% to goal) as districts and $1,526,053 (83.6%) as a council.

5 Districts have achieved 100% ‐ Colonial, Patriot, Aquia, Mattaponi and Western Shore districts.

We have conducted 766 unit presentations across NCAC in 2016.

Colonial, Patriot, Seneca, Aquia, Mattaponi, Western Shore, Appalachian Trail and Goose Creek Districts are all tracking Gold for JTE in Friends of Scouting for 2016.

Council and District Overview

MissionCouncil: The purpose of the council is to guide and support districts for the achievement of the movement’s purpose.

Nominating Committee: Determine the needs for district volunteer leadership to assure adequate and balanced strength in the functional areas of Finance, Membership, Program and Unit service.

Identify and recruit: • Men and women with the skills to serve on the District Committee who

make the commitment to support Scouting in the district.• Nominees for the positions of District Chairman, District Vice-Chairmen

and Members-at-Large.• An individual to be recommended to the Council Executive Board for

appointment and commissioning as District Commissioner.

The District Nominating Committee Process

Role of the Chair 1. The District Nominating Committee Chair meets with the current District Chair and the District Executive to review the condition of the district to include:

• Achievement of district goals.• Resources needed to support each district function.• Effectiveness of current members of the District

Committee.• Use “District Nominating Committee” worksheet.• Stress Confidentiality

• Considers potential nominees for the position of District Chairman.

• Selects best qualified person for District Chair and makes personal contact to obtain agreement to serve.

• Begins to develop list of new prospects for the District Committee based on balanced needs for district Function.

• Begins to contact current District Committee members who are to be nominated to serve again for the coming year to obtain their agreement to serve.

3. The District Nominating Committee :• Considers recommendation for the District Committee submitted by individuals.

• Considers and selects nominee(s) for District Vice-Chairs.

• Considers and selects individual to be recommended to council Executive Board for

appointment and commissioning as District Commissioner.

• Works with the District Chair to appoint District Committee members.

• Makes personal contacts with nominees to obtain their agreement to serve.

• Continues to contact selected current District Committee members to obtain their

agreement to serve again.

• Continues to identify new prospects for the District Committee and contacts them to

obtain their agreement to serve.

The District Nominating Committee Process - Timeline

May 2016District Executive and Field Director assist District Chairman in developing a prospect list for the Nominating Committee. Three to five members plus the Nominating Committee Chairman are the norm and should include active Scouters and Community leaders. The District Chairman and Secretary (District Executive) submit the Nominating Chairman and committee prospect list to the Deputy Scout Executive.

June 2, 2016Nominating Committee Orientation for Key 3.

July 2016Nominating Chairmen are announced to the Districts. Chairs recruit committee members

July/August 2016Publish formal notice of the District Annual Meeting. Identify Nominating Committee Members.

August 2016Complete District Self‐evaluation Guide and District Committee evaluation process

September 15, 2016District Nominating Committee begins identifying prospects, recruiting new members, and confirming existing members (if desirable.)

October/November 2016District Nominating Committees meet and finalize all nominations.

November 1, 2016District Annual Business meeting date, location, and time sent to Marriott Scout Service Center

District OperationsDistrict Operation Discussion Items:

Next National Capital Area Councilwide Key 3 Meeting will take place on Thursday, September 29, 2016 and will be held at the Northern Virginia Community College,  Richard J. Ernst Community Cultural Center, 8333 Little River Turnpike, Annandale, Virginia.  

Dinner will be served at 6:00 PM with Service Area Meetings and our Council Key 3 Meeting will begin promptly at 7:00 PM. 

September 29th will feature budget and goal setting for 2017.
