The below table provides an update on major projects and plans as identified in the Council Plan 2017-2021.

PROJECTS UPDATE STATUS

AUSTRALIAN KELPIE CENTRE

This project involves the construction of a new facility including an interpretive display and Visitor Information Centre.

• The construction of the Australian Kelpie Centre was completed in May 2018 and was opened to the public during the Kelpie Festival 2018.

PORTLAND LIBRARY REDEVELOPMENT

This project involves a redevelopment of the existing library in Portland to provide a more functional and modern space.

The redeveloped Portland Library was completed and unveiled to the public on 4 August 2018.

PLANS UPDATE STATUS

RECREATION PLAN

The Active Your Way Glenelg Sport and Active Recreation Plan 2019-29 will guide Councils planning and investment in recreation programs, services and infrastructure over the next 10 years.

The Active Your Way Glenelg Sport and Active Recreation Plan endorsed by Council at the June 2019 Ordinary Council Meeting.

The Active Your Way Glenelg Sport and Active Recreation Plan will inform the planning and provision of sport and active recreation over the next 10 years.

CAPITAL WORKS UPDATE

Achieved On Track In Preparation Delayed Ahead of Schedule

The below table provides an update of the status of Council’s priority plans, as identified in the 2017-2021 Council Plan.

PLANS UPDATE STATUS

FORESHORE MASTERPLAN

This plan involves the creation of a masterplan identifying future redevelopment of the Portland foreshore.

• The Portland Foreshore Masterplan was discussed at the Ordinary Council Meeting on 27 February 2018. The Foreshore Masterplan has now been staged for implementation pending funding.

OPEN SPACE STRATEGY

This plan involves identifying future open space needs of the Shire.

• The Glenelg Open Space Strategy was endorsed at the May 2019 Ordinary Council Meeting.

COMMUNITY PLAN

This plan involves consultation with the communities within the shire to develop a clear vision and community aspirations for the shires future.

Community engagement stages of the project is now complete, bringing the project up to stage four, where the work of the community reference group commences.

The public will be invited to submit feedback on the draft plan in May/June.

GLENELG SHIRE TRACKS AND TRAILS STRATEGY

This plan involves identifying a direction for development and promotion of tracks and trails within the shire.

Draft Tracks and Trails Strategy and the Casterton to Branxholme Rail Trail Feasibility Study have recently been on public exhibition which closed at the end of February.

Four drop in sessions were held in Heywood, Portland and Casterton and several submissions were also made via the Your Say platform.

PROJECT COMMENCED Changing Places facility construction was completed and opened to the public in July 2019.

Cultural Heritage Management Plan has been completed for the entire masterplan. The Indigenous Land Use Agreements and Coastal Consent will be applied in upcoming stages.

All Abilities Play Space construction was completed in March 2020, which incorporated public art and indigenous culture into the play space design.

Meet with government and industry representatives to promote investment and government funding in the shire

Regional Development Victoria Barwon South West Regional Director, Paul Roth, visited on 29 January 2020, and undertook a tour of key Shire priority projects and private investments within the Shire.

Sustainable Economic Growth for Regional Australia (SEGRA) conference took place in Mt Gambier SA in mid-September, is an opportunity for collaboration with Glenelg Shire Council.

Create strategies to encourage new business development

Identify a space for start-ups to use within the shire and work with emerging businesses

Not a current priority for this quarter.

Support the growth of existing businesses

Provide support to business groups in Portland, Heywood and Casterton

Small business workshops and small business bus hosted in Casterton and Nelson. Business Networking evening scheduled to take place in conjunction with Business Vic "Digital Opportunities Roadshow" workshop.

The next round of Designated Area Migration Agreements (DAMA) workshops on hospitality have been postponed in the Shire due to the corona virus situation as at March 2020. To be rescheduled later in 2020.

Develop three marketing initiatives per year to promote Growing Glenelg

A weekly digital e-newsletter has become integrated in the weekly digital communication cycle, encouraging online news sharing and ensuring the most up-to-date news can be delivered to residents.

In light of the shire’s busy summer events calendar, marketing campaigns were targeted on ensuring the success of these events, supporting local event organisers.

Advertising encouraged residents and visitors alike to attend the variety of family friendly events occurring across the region, highlighting the wealth of opportunities on offer.

Council also facilitated a number of large scale events, such as Hooked on Portland, and cruise ship visits, attracting thousands of visitors and playing a vital role in the stimulating the local economy, promoting our local businesses and all that our shire has to offer.

AusIndustry event held in Portland on 5 February 2020 - How to Build a Resilient Company with Shire representatives attending.

The Australian Institute of Company Directors held a regional conference on 18 March 2020 in Portland hosted by Glenelg Shire and the Port of Portland.

Create partnerships with education providers and establish a direction to support and encourage higher education and upskilling in our community

Community Wellbeing Manager & Children’s Services Manager continue to attend the Regional Beyond the Bell Collaborative Table meetings and Local Action Group meetings.

Children’s Services continue to engage with local education providers. Representatives have met with SW TAFE on 19 February 2020 to engage several education and care students. These students will complete their placements at the services throughout 2020 as part of their course requirements.

Organisational Development offered work placement with a WDEA client in November 2019 and hosted five work experience students in various service areas for 2019.

Support community engagement through volunteering/work placement opportunities for youth through various volunteering organisations and Council events

FReeZA crew members supported youth activities at the Hooked On Portland Heywood Wood Wine and Roses events.

The Live4Life program has commenced with selection of crew members and a Live4Life Induction day that was held on Friday 28 February. Initial planning is occurring with the schools around in school and community events supported by the Live4Life Crews.

Your Say Glenelg project lead continues to provide update on current projects. Currently seeking feedback from managers and project managers regarding the Your Say Glenelg profile to make the page look more attractive and more engaging to the public. In quarter two 2019/20 YourSay Glenelg received participation on the following projects;

Conduct at least one listening post event per quarter

The Listening Post was redefined at the Councillor Workshop on 10 September 2019, transitioning the initiative to project based.

During quarter 3, the 2040 project team hosted seven pop up events around the shire, capturing peoples feedback and ideas.

Support programs to improve health awareness and active communities

Residents report an above-average wellbeing score

Community Wellbeing staff continue to attend Great South Coast Regional Justice Reference Group meetings.

Glenelg Shire continues to work in partnership in health promotion and intervention initiatives such as SEA Change, Livev4Life and Beyond the Bell and support activities of these collaborations.

Assist the community to promote events

The Events Strategy was endorsed by Council in November 2019.

Maintain Council’s involvement in exciting community, cultural and creative events across the Shire

ARTSglenelg presented a sold out first performance in the 2020 season at the Portland Arts Centre and a well-attended classical music performance in Casterton Town Hall which attracted audience from Mount Gambier and Hamilton.

The 2019 Community Satisfaction survey revealed that the residents reported Glenelg Shire at 57 for their satisfaction of the decision council makes on behalf of the community. The state wide average is 55, as an index score out of 100.

Lobby and advocate on agreed local priorities to place Glenelg Shire at the forefront of policy and funding considerations

Community satisfaction with lobbying on their behalf continues to be above average

The 2019 Community Satisfaction survey revealed that Glenelg Shire at 56 as an index score out of 100, and sits above the state-wide average again, at 54 for efforts in advocacy, lobbying on behalf of the community have strengthened over time.

Local Government Bill 2019

On November 13 the new Bill was introduced to Parliament. It will deliver on the Victorian Government’s commitment to modernise how local government works in our state.

There are five key themes to the reforms:

Improved service delivery

Allow councils to focus on better financial management and engagement with their communities to deliver better services

Improved councillor conduct

Set minimum training requirements for candidates and councillors and clearer standards of behaviour with stronger mechanisms to address poor conduct

Stronger local democracy

Increase council and councillor’s direct accountability to the community

Community confidence

Reforms election processes and candidate requirements to increase transparency

New relationships

Remove any unnecessary Ministerial approvals and arbitrary powers to build a new relationship between the State, local government and communities
