COUNCIL PROCEEDINGS CITY OF McINTIRE

Mayor Tony Koenigs called the regular January meeting of the McIntire City

Council to order at 7:40 p.m. on Tuesday, January 14, 2014, with council members Joseph Koenigs, Tadd Tetzner and Brenda Stevenson present. The oath of office was recited by the council and Mayor.

Koenigs moved and Tetzner seconded to appoint Patti Shane and Bryan Kulow

to fill the vacancies on the council. All voted aye. Shane was present and took the oath of office.

The Mayor then called for approval of the meeting agenda. Koenigs moved to

accept the agenda, seconded by Stevenson and carried. Stevenson moved to accept the minutes seconded by Koenigs and carried.

The clerk presented the treasurer’s report to the council. The clerk reported that the December 31, 2013 checking, savings and CD’s balance is $205,370.70. Koenigs moved and Stevenson seconded to approve the treasurer’s report. All voted aye.

The clerk presented the following bills for approval:

Koenigs moved and Stevenson seconded to approve the bills. All voted aye. The clerk reported the following income for last month:

Mitchell County Taxes 387.63 Mitchell County TIF 1,400.60 First Security Bank Interest 19.09 State of Iowa LOST 856.43 State of Iowa Road Use Tax 645.16 Mitchell County Road Use Tax 303.43

Residents Garbage & Bags 114.00 Mayor Koenigs opened the Public Hearing concerning the changes in the Bike Trail Ordinance at 7:55 PM. There were not any public comments presented to the council. The council reviewed the streets that will be added to the Bike Trail Ordinance. Those streets are Main Street from First Street to Third Street, Third Street from Main Street to Munson Street and Munson Street from Third Street to Fourth Street. Shane moved and Tetzner seconded to close the Public Hearing at 8:00 PM. All voted aye. Koenigs moved and Shane seconded to waive the other two Public Hearings and adopt the Bike Trail Ordinance as presented and to have the clerk post the new ordinance in three public place in the City of McIntire. All voted aye. Elaine Govern planned to attend this meeting, but was unable to because of the weather. She will attend at a later date. Govern was going to update the council on signage for the bike trail. The clerk will contact County Engineer, Rich Brumm concerning the design and placement of the bike trail.

With the help of the council, Mayor Koenigs made the following two year term appointments and designations:

• Designate First Security Bank & Trust of Riceville as the official depository • Set the second Tuesday of the month as the date of the regular city council

meeting starting at 7:00 PM at the McIntire City Hall • Set the following rates: mileage rate for reimbursement will be the then current

federal rate; occasional day labor will be $10.00 per hour or the then current minimum wage and truck driver at $25.00 per hour

Koenigs moved and Tetzner seconded by RESOLUTION 2014-1 TO APPROVE THE ABOVE COMMISSIONS, RATES, HIRING, OFFERINGS, APPOINTMENTS AND DESIGNATIONS. All voted aye.

The clerk updated the new council about past ideas and developments concerning housing developments and possible annexation. More information will be available at the next meeting. The clerk informed the council that the city is charging the citizens less for their garbage than Jendro Sanitation is billing the City. Tetzner moved and Shane seconded

to raise the garbage fee effective April 1, 2014 to $7.15 per month and $6.15 per month for senior citizens. All voted aye.
