1 SUCCESFUL GRANT SUBMISSION FOR PUTNEY PARK
City of Ryde has been successful in receiving a $100,000 grant under the NSW Department of Attorney General and Justice Graffiti Hotspot Program. Council’s Community Capacity and Events Unit submitted a proposal for a project aimed at reducing the occurrence of graffiti and vandalism at the southern end of Putney Park. The project involves implementing elements of the Putney Park Plan of Management, including creation of pathways, installation of park furniture and landscaping, to activate the space and encourage increased community use of the area, which will support the works currently underway to redevelop the adjacent playground. A concurrent outreach and education program targeting local youth will produce some of the street furniture to be used in the park with the aim of building a stronger sense of connection to the area and pride in the ‘park assets’ in order to reduce vandalism while providing the participants with practical skills. The project is expected to be completed by the 30th of April 2014.

4 DEVLIN STREET PEDESTRIAN BRIDGE - LIFT STATUS
Council resolved on 26 February 2013 as follows:- That the Council records and reports to the lessor all instances of lift stoppage. That the Lessor will provide monthly reports of all lift failures in a summary format to be agreed with Council with these summary reports to Councillors in the CIB until further notice. Status Initial dealings with Top Ryde City under the administrator in relation to obtaining monthly reporting on the lifts met with some resistance due to their dealings with their lift contractor. Subsequent to this, further meetings have been held with the new Senior Management team of Top Ryde City who are more willing to cooperative and are endeavouring to provide the information in the future. Monitoring In the interim, Council staff have been monitoring the lifts on a daily basis over the past month. On one occasion two lights and an emergency light were reported faulty to Centre Management who rectified the situation within two hours. Other than this occurrence, no other faults have been detected. Council’s Customer Service Centre have also been keeping records of complaints relating to the lifts over the past month as follows:-

5 MACQUARIE CENTRE NIGHT WORKS PERMIT
A new approval has been granted to carry out night works from Monday, 15 April 2013 to Friday, 10 May 2013. The approval has generally been granted subject to the same conditions as the last approval granted by Council and allows the noise level limit to be increased to 69dB(A) between 7.00pm - 11.00pm on 3 nights to enable a concrete truck ramp to be demolished. A copy of the application, memo recommending approval and approval letter are attached for information. AMP is still negotiating with the building owners regarding the noise mitigation works at 16 Cottonwood Cresent. However, the proposed mitigation works at 8 Cottonwood Cresent have been completed. AMP received five noise complaints during the last month and Council received two complaints referring to the re-development over the same period. However, the problems do not appear to be related to the night construction works:
� One complaint related to daytime construction noise on Saturdays
� One complaint was found to relate to Council roadworks on Herring Road
� One complaint was found to relate to electricity supply works by Ausgrid
� One complaint was found to relate to a faulty smoke-exhaust fan at the shopping centre
� Three complaints related to noise from unknown sources at times when no construction work was being carried out.
The source of the unknown noises is still being investigated.

6 DA LODGED - 74-76 Belmore St, Meadowbank (Achieve Australia formerly Crowle Homes Site)
Council has received the above Development Application (DA) which will require determination by the Joint Regional Planning Panel (JRPP) as the capital investment value is $43,320,812. The DA was advertised in the Ryde City View insert in the Northern District Times on 17 April 2013. Adjoining property owners were also notified and the advertising period ends 1 May 2012. The site was subject to a Part 3A Concept Plan approval issued by the Planning Assessment Commission on 14 November 2012. The applicaton seeks consent for construction of Stages 1 and 2 of the approved concept plan for the site and subdivision. The proposal will construct two of the approved 6 buildings on site comprising of:-
• Building B located in the north western corner of the site at the corner of Belmore and Junction Street. Building B will range in height from 4 and 7 residential storeys
• Building C located in the north eastern corner of the site at the corner of Junction and Porter Street. Building C will range in height from 4 to 6 residential storey
• A total of 154 residential apartments and three levels of basement carparking spaces is proposed.
• Consolidation of the 6 lots and subdivision into 3 new lots including a Community Title Lot. The following illustrate the proposed development.

7 MEETING WITH MINISTER FOR PLANNING, HON BRAD HAZZARD MP
On 22 November 2011, Council resolved that a report be made through the CIB of any meeting between the Mayor and a State Minister or Local Member where Council business is discussed.
In accordance with this resolution, it is reported that on Thursday 4th April 2013, the Mayor, Acting General Manager and Group Manager – Environment and Planning met with the Minister for Planning the Hon Brad Hazzard MP to discuss a range of planning matters including the two urban activation precincts nominated in Macquarie Park, the retention of the school playing fields in Smalls Road, retention of the “Tennis World” site and Bundarra Reserve and the recent and current Part 3A developments including those at Whiteside Ave and Allengrove Ave.

8 SCHOOL ZONE FLASHING LIGHTS INITIATIVE
The Roads and Maritime Services (RMS) is delivering school zone flashing lights to increase drivers’ awareness of school zones. Cox’s Road has been selected, which will benefit North Ryde Public School and Holy Spirit School. The works will commence in April 2013 and all school zones in this rollout should be fitted with the flashing lights by June 2013. Please find ATTACHED the correspondence from RMS.
