Australia’s countering Violent Extremism

Vision: the risk of home-grown terrorism by strengthening Australia’s resilience to radicalization and assisting individuals to disengage from violent extremist influences and beliefs.

The benefit of achieving that vision is: The threat to Australia of violent extremism is reduced as individuals and groups choose non-violent expression of views.

Objectives/Outcomes:

1. Identify and divert violent extremists and, where possible, support them in disengaging from violent extremism

2. Identify and support at-risk groups and individuals to resist and reject violent extremist ideologies

3. Build community cohesion and resilience to violent extremism 4. Communicate effectively to challenge extremist messages and support alternative

narratives 5. Communities, both through their own activities and in collaboration with government, play

a vital role in achieving these objectives.

Areas of Work:

Government agencies at all levels and communities are playing a role in each of these five key areas:

Identification and information sharing

• Identifying violent extremist ideology at an early stage and sharing information and intelligence.

Motivation, recruitment and containment

• Understanding the motivations of recruits, methods of recruiters and containing the influence of violent extremist ideology.

Referral and support, diversion and rehabilitation

• Establishing appropriate referral mechanisms for services that support individuals to choose non-violent forms of expression and participate in society.

Education

• Building community resistance to violent extremism by equipping communities with the skills and resources to understand and address extremism and reduce marginalization.

Communication

• Developing key messages that inform and empower communities to challenge extremist ideologies and support the non-violent expression of views. Encouraging the

dissemination of counter-narratives, and providing appropriate communication channels for delivering them.

Funding:

• Although countering terrorism and violent extremism was not a feature of the 2014–15 Budget, the Government announced a $630 million counter-terrorism funding package in August 2014

• The 2015–16 Budget provides a further $326.4 million (including $88.9 million beyond the forward estimates) for counter-terrorism and broader national security measures, most of which will go to the Australian Secret Intelligence Service (ASIS).

• The CVE Program was allocated $13.4 million over four years as part of a $64 million package of measures aimed at countering violent extremism and radicalization, itself part of a broader $630 million counter-terrorism package

UK Prevent

Background:

• The Prevent strategy is a key part of CONTEST, the Government’s counter-terrorism strategy. It aims to stop people becoming terrorists or supporting terrorism. The strategy aims to respond to the ideological challenge of terrorism and those who promote it, prevent people from being drawn into terrorism, and work with sectors and institutions where there are risks of radicalization.

• Work includes disrupting extremist speakers, removing material online, intervening to stop people being radicalized, and dissuading people from travelling to Syria and Iraq and intervening when they return.

• “The most significant terrorist threat is currently from Al Qaida-associated groups and from terrorist organizations in Syria and Iraq, including ISIL”

Key Facts:

• Prevent is delivered locally areas considered to be at greatest risk. Thirty local authority areas are currently classed as Prevent “priority” areas and receive funding from the Home Office for a local coordinator. These 30, plus 14 more “supported” areas, are eligible for funding for Prevent projects.

• Since early 2012, local projects have reached over 45,000 people and have helped young people and community groups to understand and challenge extremist narratives.

• Over 120,000 frontline staff in the public sector have received training to help them identify the signs of radicalization, and know how to access support.

Prevent Duty:

• Local authorities should ensure that publicly owned premises are not used to disseminate extremist views.

• School frontline staff should understand Prevent, be able to recognize vulnerability to radicalization, and know where to go to seek further help.

• Universities should have policies and procedures in place for the management of events on campus, and the use of all university premises, that apply to all staff, students and visitors.

• Police should support individuals vulnerable to radicalization, for example through the Channel program, and support partner organizations to deliver Prevent work.

• Prisons should offer support to an individual vulnerable to radicalization or move them away from an individual of concern. Those who are at risk of radicalizing others should face the removal of privileges and segregation from others.

Building Resilience against Terrorism – Canada

Canada's first Counter-terrorism Strategy, assesses the nature and scale of the threat, and sets out basic principles and elements that underpin the Government's counter-terrorism activities

The overarching goal of the Strategy is: to counter domestic and international terrorism in order to protect Canada, Canadians and Canadian interests.

• Building resilience is the Strategy's core principle. The ultimate goal is a Canada where individuals and communities are able to withstand violent extremist ideologies, and where society is resilient to a terrorist attack

Working through partnerships:

• It would include collaboration with Canada's international partners, security intelligence and federal, provincial and municipal law enforcement agencies, all levels of government and civil society. In particular, the relationship between security intelligence and law enforcement communities has strengthened over time

The Strategy: Prevent, Detect, Deny and Respond

Building Resilience against Terrorism has four mutually reinforcing elements:

• Prevent individuals from engaging in terrorism; • Detect the activities of individuals and organizations who may pose a terrorist threat; • Deny terrorists the means and opportunity to carry out their activities; and • Respond proportionately, rapidly and in an organized manner to terrorist activities and

mitigate their effects.

All four elements contribute to building a resilient Canada. The Prevent element fosters a Canada that is resistant to violent extremism. The Detect and Deny elements ensure Canada is able to identify terrorist activities early, and that it is a difficult target for would-be terrorists. The Respond element engenders a resilient society able to bounce back quickly when terrorist incidents do occur.

On December 18, 2015, Congress passed the Department of Homeland Security Appropria�ons Act, 2016(Public Law 114-113). Sec 543 of the Act and the accompanying Joint Explanatory Statement provide $10million for "a countering violent extremism (CVE) ini�a�ve to help states and local communi�es prepare for,prevent, and respond to emergent threats from violent extremism."

Congress further instructed that "…all funds under the CVE ini�a�ve shall be provided on a compe��ve basisdirectly to states, local governments, tribal governments, nonprofit organiza�ons, or ins�tu�ons of highereduca�on. Eligible ac�vi�es for the CVE ini�a�ve shall include, but not be limited to, planning, developing,implemen�ng, or expanding educa�onal outreach, community engagement, social service programs, training,and exercises, as well as other ac�vi�es as the Secretary [of Homeland Security] determines appropriate."

DHS will announce more details about the grant opportunity and the opening of the applica�on period in thecoming weeks.

Interested applicants are encouraged to begin to complete the following steps that will be necessary tocomplete and submit an applica�on, some steps can take up to four weeks:
