No, it was not the Packers 28-7 win over the Dallas Cowboys on Sunday, although that did bring a smile to the face of Letroy Guion Jr. The biggest present under Guion’s tree this year is the dropping of a drug-related civil forfeiture case and the return of his new $70,000 Dodge Ram pickup truck along with $190,000 cash and his 9mm pistol. Starke Police Chief Jeff Johnson said last week that all forfeiture claims against Guion have been dismissed. “The chief made the right decision,” said city attorney Dan Sikes, who handles forfeiture cases for the city as well as for the Bradford County Sheriff’s Office. “A civil forfeiture case would have required a full- blown jury trial and been an ugly, drawn-out case.” Johnson’s move in giving up the legal battle for the Guion assets “was sound,” said Sikes. For the benefit of everyone involved, it was time to end it, according to Johnson. The chief did negotiate with Guion’s lawyer, Robert Rush of Gainesville, for the eight-year NFL veteran to pay $5,000 to Sikes for his legal work on behalf of the city in the case over the last eight months. Sikes, as the city’s forfeiture case attorney, receives a percentage of the forfeiture, but receives nothing with a dismissed case. Guion was originally arrested on Feb. 3, 2015, for possession of marijuana, approximately 357 grams, and possession of a firearm. He was released on a $100,000 bond. In the same bag as the marijuana was $190,000 cash, which Guion steadfastly claims was from his cashed football paycheck. That money along with the Ram truck and an unloaded handgun were taken temporarily by the city of Starke. TESTS RESULT IN ‘HEARTBREAKING’ SCHOOL GRADES BY MARK J. CRAWFORD Telegraph Editor Bradford County schools could receive one of their worst report cards yet based on information released last week by the state education commissioner. These are not actual school grades right now, but simulations. They are what the school grades would be if the recommended scoring system were in place. The actual cut scores determining passing levels for the first-year administration of the Florida Standards Assessment have not been approved. Education Commissioner Pam Stewart’s recommendations will be considered by the state board next month. The FSA scores are the primary determinant of elementary school grades, and weigh heavily on middle and high school grades as well. Some on the State Board of Education have criticized the cut scores for being too low. School superintendents, however, joined forces in urging the state to skip grading schools at all during this transitional year. In a letter to superintendents that accompanied the simulated grade data, Stewart wrote, “As you develop your final comments, I am providing you with a simulation of the letter grade each school would earn should the State Board adopt my proposed achievement level cut scores and the school grades rule in its current form. After the State Board adopts the rule and it goes into effect, we will calculate and release the official preliminary informational baseline school grades, which eventually will be the basis for school recognition dollars.” It appears that Stewart’s lenient cut scores resulted a higher number of A and B schools throughout the state. Schools in both Union County and Keystone Heights earned high marks. Not so in Bradford County, where each school received a C with the exception of Starke Elementary, which received an F. County employee killed in Tuesday crash BY STEVE JACKSON Managing Editor STARKE — A Bradford County employee was killed Tuesday, Dec. 15, when the county dump truck he was driving left the road and crashed head on into several pine trees about 7:45 a.m. during an early morning misty rain. Heilbronn Volunteer Fire and Rescue workers said the deceased driver was Robert Hannah, 66, an equipment operator for Bradford County. He was driving alone to a county worksite on a straight-away about a half mile past the Heilbronn Baptist Church when he left the highway to his right, drove on the grassy shoulder for a short distance and hit a small culvert, which propelled the truck into the trees just off the road. No skid marks were apparent on the highway, leading to speculation that Hannah may have suffered a heart attack while driving, causing him to lose control of the vehicle. Heilbronn responders had to use the Jaws of Life to extricate Hannah from the truck’s cab, which was smashed by the impact. He was apparently dead when they finally got him out. “I was inside my house when I heard a loud thumping sound,” said Russell Sandbak who lives at 22147 S.R. 16. Sandbak said he went outside and saw the mangled truck, which had rammed the trees in front of his house just off the highway. Sandbak said he saw two vehicles stop on the shoulder of the road and two men ran to the truck. “There was no way to get the driver (Hannah) out of the truck,” said Sandbak. Following Hannah’s death, Bradford County Manager Brad Carter said, “Our thoughts and prayers are with the family of Mr. Hannah, especially during this Christmas season. “Mr. Hannah was an excellent employee but more importantly, he was a tremendous person. He will be sorely missed by the entire Bradford County family.” Hannah had worked for the county since September 2012. Hannah family members are longtime residents of the Starke area, and Robert Hannah’s brother is Terry Hannah, the owner of a dirt and fill service here. STARKE — A former Bradford High and FSU star football player, currently a multimillion-dollar defensive lineman for the NFL Green Bay Packers, received an early Christmas present recently.

No, it was not the Packers 28-7 win over the Dallas Cowboys on Sunday, although that did bring a smile to the face of Letroy Guion Jr.

The biggest present under Guion’s tree this year is the dropping of a drug-related civil forfeiture case and the return of his new $70,000 Dodge Ram pickup truck along with $190,000 cash and his 9mm pistol.

Starke Police Chief Jeff Johnson said last week that all forfeiture claims against Guion have been dismissed.

Most of Bradford County’s constitutional officers have declared they will run for office again in 2016, but this time they hope to do so without any partisan political baggage.

Each of them — from the clerk of courts to the superintendent of schools — has dropped out of their former political party. Former Democrats, all are now listed as having no party affiliation, which is more commonly called independent.

As one of those constitutional officers, Supervisor of Elections Terry Vaughan said it was the consensus of the group through “informal conversations” to make that move.

“I think especially in my office, I’ve always worked hard to ensure that there was not any partisanship involved in my leadership,” Vaughan said. “I certainly have had an excellent relationship with both Republican and Democrat executive committees here. We just felt like it would send a message that partisanship — political partisanship especially in the environment that we find ourselves today — should not be part of our job administrations. There should at least be no perception of that.”

Vaughan said political party has no bearing on the services the constitutional officers provide.

He said the conversations took place more than a year ago, long before the current political season began.

Sheriff Gordon Smith said neither extreme of the political spectrum represents his positions. “I’m not going to let a party drive my decisions. I make the decisions that are best for my community,” he said.

“When you dial 911, it doesn’t say ‘Press 1 for Democrat, 2 for Republican, 3 for other.’ When you dial, I come.” Smith said. “I serve all of the people, regardless

of whether they voted for me or not.”

“I felt in my position, politics should always be set aside,” he said, although some find that difficult, voting strictly along party lines. There are nonpartisan offices, but no one should be more nonpartisan than the man who is making the arrests, the sheriff said.

“This stuff we’re seeing in Washington and Tallahassee, that stuff’s got to stop,” said Smith of the partisanship. Voters who vote for the party instead of the person are also in the wrong, he said. “They have to look a little deeper.”

Bradford County is now almost evenly split between registered Democrats and Republicans. With more than 6,000 registered in each party, the former still leads with 400 voters. Regardless, in all but the most local elections, voters here favor Republican candidates. When there is partisan opposition within a local race, the Democrat tends to come out on top.

Cross party voting is not so unusual for Florida, which is thought of a swing state in national elections. There are more Democrats statewide than Republicans, yet Republicans control the state legislature and the state’s governors have been Republican since Jeb Bush took over the office in 1999.

Bradford also has more than 2,200 registered with some other or no party affiliation. Other news agencies have noted that voters with no party affiliation constitute the fastest growing segment of the state’s electorate. Steve Bousquet, writing for the Bradenton Herald, called it a “civic rebellion in Florida that could reshape the state’s politics for decades to come.”

Noting their dislike of the negative tone of politics, he also said these disillusioned independents participate less in the political process and tend not to vote.

According to his article, registered Democrats in the state have dropped from 47 to 38 percent of the electorate and Republicans from 41 to 35 percent in the past two decades. In several Florida counties, independents outnumber either Republicans or — as with Clay County — Democrats.

Independence does come at a cost, including for Bradford’s recently independent constitutional officers. They ultimately give up a say in which major party candidates make it to the ballot, as only party members are involved in that selection.

Smith said that in this closed-primary state, registering with a party automatically kept you out of the other party’s primary-level elections anyway. Higher numbers of NPA voters means even less participation in primaries, though, which already experience low voter turnout. It also leaves those decisions in the hands of the most partisan voters — more so if it’s true than no-party voters are less likely to vote in the general election.

Aside with not voting in the primary, running with no party affiliation means that these constructional officer candidates won’t appear on the primary ballot either. They may claim no party loyalty, but those positions — unlike the school board members or city commissioners — are still partisan. NPA candidates will move straight to the November election, however, while multiple challengers from a particular party would still compete for their party’s nomination during the primary.

Smith said not running for the primary wouldn’t change his campaign strategy. He is just hoping to proceed without the prejudgments that come from having a party affiliation and having to convince someone he is the right candidate for them even if he is a member of the opposite party.

On the other hand, an

independent candidate could have twice as many people to convince. Time will tell.

Historically, incumbent constitutional officers other than the sheriff and superintendent have rarely faced opposition. Those offices are usually not contested until its holder retires from office, which happened in 2012 with the tax collector’s office, and could happen again in 2016 if Property Appraiser Jimmy Alvarez retires.

STARKE — An eager lunch crowd took advantage of the Monday burger special when Beef ‘O’ Brady’s opened for business in Starke on Monday, according to general manager Leah Weightman.

Located at 502 N. Temple Ave. at the site of the former armory, Weightman said they are excited about coming to Starke and becoming an active contributor to the community. That includes spirit nights for local schools, from which a school will receive 20 percent of an evening’s sales of full-priced food items.

“We’re big on fundraising. We want this place to feel like home for everybody,” she said. “There’s

no place I’d rather be than at my Beef’s enjoying myself on my downtime. It’s very inviting and very welcoming.”

Weightman, who recently moved here from Dade City, said the restaurant opened with more than 40 people on staff, and they will be looking for additional cooks and managers. Everyone was nervous on the first day, but that subsided when things got moving. That’s when the fun begins, she said.

Beef ‘O’ Brady’s is only Weightman’s second job in the restaurant industry, but since beginning work for the company, she immediately fell in love with it and has learned a lot in two years.

“It’s fun, it’s fast paced, it’s different everyday,” she said,

bragging about the large variety of food on the menu. “I love the food more than anything.”

Beef ‘O’ Brady’s is a family sports pub with a full bar featuring beer (domestic and craft), wine and liquor, but with enough separation between the bar and the dining room to avoid distractions.

The “sports” aspect comes in with the 25 television screens spread around the restaurant, including in the private party room, which is available for meetings and special occasions. But the restaurant is also kid friendly and has a game room with multiple attractions and prizes.

There is also a patio with outdoor seating.

There are specials throughout

the week. The restaurant is open seven days a week from 11 a.m. to 11 p.m. They are also promoting themselves on Facebook at www.beefobradys.com/Starke. Comments are welcome, Weightman said. They want to cater to what the community wants.

“I think it’s going to do really well,” she predicted about Beef ‘O’ Brady’s presence in Starke. Anytime people have run into her in her work clothes, they were full of questions about the restaurant.

“I’ve heard nothing but good feedback,” she said. “It’s a good clean place for families and bar customers and sports fans.”

A grand opening event will be planned around the first of the year.

ColeusColeus were a favorite of my mother’s; she often

had small vases with coleus cuttings in them all over the house. When I was young, I didn’t see the attraction, but now I appreciate their unique colors and the fact that they are very low maintenance and extremely easy to propagate. As if that wasn’t enough, there are also easy to overwinter in the house! Although coleus does flower, it is grown for its brightly colored leaves, which come in shades of green, yellow, pink, red and maroon.

The plant grows in sun to partial shade and will reach 20 to 24 inches tall. There are also trailing types that can be used in hanging pots. Coleus do best in well-drained soils amended with lots of organic matter. Pinch the growing stems of young plants frequently to encourage dense foliage. Remove flowers as doing so appears to keep the plants from going to seed and declining.

Coleus may be used as a potted plant indoors in a sunny window or outdoors in part sun. They are sometimes planted in masses on 12- to 18-inch centers to add a splash of bright color to any landscape. A mass planting looks nice with a backdrop of green shrubs. Cold wet soils and poor cultural practices can result in leaf drop. Pinch young plants or older, leggy plants to encourage branching for a fuller plant.

Coleus is propagated by seed and cuttings. Cuttings as short as 2 inches can be taken from newly grown shoots and rooted in plain water. The seed germinates in 10 to 14 days at 70 to 75 degrees Fahrenheit. Light stimulates germination so seed should not be covered. Set plants outside after the weather has warmed. In USDA hardiness zones 8 to 11, coleus can be set out from spring through late summer. Winter plantings are successful in south Florida in the full sun provided adequate moisture is available.

These heat-tolerant, durable annuals have very few disease and insect problems, but mites may cause the leaves to be puckered and distorted.

Most will grow best in part shade, but there are many new varieties, some of them developed by the University of Florida, that thrive in full sun.

Temperature: Adaptable from 50 F night to 85 F day, higher temperatures encourage stretching. With all coleus, temperature can affect coloration. In general, cooler production temperatures give the most vibrant colors. Cooler

temperatures may slow the crop but as long as light level is appropriate, this will not affect quality.

Light levels: Coleus grow well under moderate to high light levels because lower light levels encourage stretching and lower quality growth. Some varieties change color depending on the light level they are grown under, but newer cultivars were developed for stability under varying light levels.

Media: Optimal media is a standard peat-lite mixture of peat and perlite. Any basic peat-lite mix with full micro nutrient availability is sufficient.

pH: Optimal pH range is 5.5-6.0Fertilization: Any balanced bedding plant

fertilizer. Watering: Optimal watering means keeping

plants lightly moist at all time. Pinch: Removal of the top portion of the plant

stem to encourage branching. An initial pinch promotes lateral shoots and increases branching for most coleus varieties.

It’s easy and affordable to turn one coleus plant into many by taking stem cuttings. Start with a healthy, disease-free plant. Use a sharp, clean knife to cut off a 4- to 6-inch section of stem. Trim the stem a half-inch below the bottommost leaves and remove those leaves. Then just put the stem in a glass of water or a disease-free potting mix like vermiculite.

Then wait. Within a few weeks, small roots will appear. Once your cuttings have a healthy amount of roots, transplant them to a loose, rich potting soil. This technique is a great way to overwinter coleus in colder parts of the state.

Northside Christian Academy student Jorge Villafuerte has received a great opportunity but needs community funding support to help make it happen.

Jorge has been invited to travel to Boston at the invitation of Harvard University to participate in the Congress of Future Medical Leaders and Scientists.

Jorge is a junior who has played for the Bradford Tornadoes, but his mom Angel Johnson said he transferred to Northside this year so he could drive his younger siblings to school for her.

Jorge is a well-rounded student, competing in sports and

maintaining a high GPA. He is also taking college preparatory classes and exploring his interests through a medical skills course

Students are nominated for the Congress of Future Medical Leaders and Scientists by teachers, counselors and principals on the basis of academic excellence, leadership potential and interest in entering the medical profession. Jorge will have an opportunity to learn from and network with mentors in the medical field as well as like-minded students.

“This is the opportunity of a lifetime and I’m very grateful to God and all of those who had a hand in making it possible,”

Jorge said.He hopes the opportunity will

their C’s, but Hampton and Brooker elementary schools received A’s last year, and Starke Elementary went from a C to failing under the simulation.

No school in Bradford County

has received a failing score since grades were first assigned in 1999 (at least once thanks to a temporary rule preventing schools from dropping more than a single letter grade).

While its schools’ grades have fluctuated from year to year, districtwide Bradford has most often been rated a C.

Starke Elementary received just 31 percent of the total possible points this year, struggling with its English and math results, and even more so with science. Even the district’s highest points performers — Hampton Elementary and Bradford High — received only 52 percent of the total possible points.

Hampton had the district’s best math scores, Lawtey had the best English scores, and BHS’ high science score was only outshone by its social studies score. Math was the high school’s problem area.

School Board Member Erica Reddish remarked Monday night that even with low grades expected based on prior information about test scores, the results were still “heartbreaking.”

“I know it’s our first year, and the grades — we expected to come out harsh — but they’re heartbreaking, to be honest with you, some of them,” Reddish said, suggesting teachers be encouraged to collaborate more with one another and the district on which resources and techniques are proving most and least effective.

“I just want their voices heard when it comes to this type of stuff, because I think that they have great ideas as to what could bring these grades up and change the whole atmosphere of testing in our classrooms,” she said.

Superintendents including Bradford’s Chad Farnsworth opposed the state releasing grades this year, in part because FSA is a new test and there is not baseline data from which to chart academic gains.

According to the state, if Stewarts cut scores are approved, 1,159 schools would earn A’s, 627 would receive B’s, 875 would get C’s, 364 would make D’s and 189 would earn F’s. They also believe the test was flawed, although independent studies upheld its validity.

Even though it looks as if the state will move ahead with assigning school grades, most of the consequences associated with poor performance will not be enforced. The relevance of 2015’s grades has also been question based on their late timing and the fact that 2016 testing will begin within weeks of their release.

They will, however, serve as a baseline for performance in 2016.

The State Board of Education is scheduled to meet on Jan. 6.

Luminaries shed light, emotions at Crosby Lake CemeteryBY STEVE JACKSON

STARKE — The fifth annual Light Up Crosby Lake Cemetery ceremony illuminated the dusk of the early evening Dec. 10 and brightened the hearts and spirits of those attending.

A large crowd turned out for the luminary graveside memorial service sponsored by First United Methodist Church, which Pastor Michael Moore said is important in the “GriefShare Ministry in Advent” impetus of the church for the community.

“We saw this need five years ago and Lisa Frisbee took on the project then and is responsible for every bag and every candle, now battery-powered lights, throughout the cemetery,” said Moore.

Frisbee has been supported by Meaghan Parmenter and others as the ceremony was originally designed to help raise money by charging for a luminary to be placed on a grave. This was started in an effort to raise money to mow the lawn and to provide general upkeep at the cemetery.

Pastor Moore said people also sent in donations once the program started and now Sheriff Gordon Smith and the BCSO partner with the church to help maintain the cemetery throughout the year and to help the annual luminary event in December.

Speaking as the sunset transformed from brilliant orange to darkness in the

moonlight clouds overhead, beaming through the oak tress and Spanish moss in the blissful ambiance of Crosby Lake and Cemetery, Parmenter offered these words of inspiration:

“Welcome everyone. This is the fifth year that the church has done this event. … It is just so beautiful. I invite you to just turn around and look behind you. I know you have been looking towards the stage for a little while, but the vantage point from up here is just so beautiful.

“For most of my life cemeteries have made me very uncomfortable. It was not something that I enjoyed. But when we started this thing five years ago, I just got this peace with the journey of life to this final resting place. It became beautiful to me, which is strange. I probably wouldn’t have told you that five hears ago.

“When Pastor Mike asked me to be a part of this I came out to the cemetery and it was so huge and I thought, ‘Me? Why would you ask me to do this?’ I was so humbled.

“The first year we used live candles and there are a few of you that are here tonight that experienced that. It was quite the journey to light over 3,000 candles by hand.

“We called it Light Up Crosby Lake so the people that came assumed that they were there to light the candles, which was great because the wind was blowing and the candles were

blowing out with it. “We were so stressed out. We

lit the candles two or three times and about 20 minutes before the service began, the wind stopped. It was an incredible moment and we stopped and just looked at each other in relief because the candles began to light up, and it looked just like this.

“In that moment we knew that God breathed life into this ministry. Like me, a lot of people aren’t comfortable in the cemetery, that’s why they are missing tonight. Their hearts would love to be here.

“My grandparents were present the first night that we had this event five years ago and tonight they are in the back part of the cemetery in their “retirement home.”

“It’s even more beautiful now, because I’m on the other side. It makes me feel so grateful that people would take six hours out of their day to put candles in bags to show the light of these loved ones once again, and it’s just so special.

“So, for those of you who have loved ones here, I grieve with you tonight. I know your pain, but you see these lights and you know that the light of Jesus and their soul lives on.

“So, I am going to stop blubbering and read you a poem that I found left behind from my grandmother.”

That poem was “I want you to know.”

Guion’s lawyer arranged a plea bargain with State’s Attorney Bill Cervone on the drug charge and that criminal case was closed

March 24, with Guion avoiding a conviction by agreeing to pay a $5,000 fine for the pot. The gun charge was dismissed.

Contacted this week, Cervone said his office had no involvement in last week’s dropping of the forfeiture claim by the Starke

police. On March 30, Guion signed a

one-year contract with Green Bay for $2.75 million with incentives pushing it to $3.25 million. The NFL suspended him for the first three games of this season but, after NFL-required rehab and

testing, he is back on the team and, according to attorney Rush, has sworn off marijuana. Guion wants to come back to Starke during the off-season and be a positive role model, added Rush.

Sikes, said his message to Guion is: “You are a talented

young man with a bright future, Conduct yourself in a positive manner. Be careful and don’t blow all your money. You could wind up broke.”

Johnson said he told a daily Wisconsin newspaper covering Green Bay that “I just want
