What are the County’s Current “DATA” Efforts

• The Interactive Energy Atlas of Los Angeles County

• Hosting & development of DOE’s Suite of Commercial Building Analysis Tools• SEED

• Energy Asset Scoring

• Building Synch (Energy Auditing schema)

• Utility Billing Data tracking & reporting for municipal agencies (EEMIS, 15,000+ Service Accounts)

What is the Energy Atlas

• Reporting platform that combines GIS, energy, GHG, economic, population & climatological data

• Represents drivers of consumption & the resulting GHG, economic and social factors

• Tracks patterns over time

Energy Atlas – Ultimate Goal

• Influence policy, tariff, reliability, social awareness & EE program design decisions– Without having relevant data from the IOU’s, LG’s were

severely limited in pursuing local codes & ordinances that could have influence energy consumption

– The Atlas work that has already taken place provided significant input into LA City’s required benchmarking/reporting ordinance currently being put into effect

Atlas - Sample Results• LA City Impacts– Data Analysis showed that building energy accounted for

51% of GHG total emissions– 50% of energy consumed by the local building stack, came

from 4% of the buildings– ‘Profile Reports’ have been generated at the

neighborhood, city, COG & County levels– Combining ‘Atlas’ & ‘Solar Map’ in order to combine actual

energy & demand with solar potential at the neighborhood level

Atlas’s History

• Development is led by UCLA’s Institute of the Environment

• Originally started with data from LA City’s DWP• Expanded with CPUC provided data from the local

IOU’s territory• Funded by CPUC grant funding administered by LA

County

Other Aligned Regional Data Infrastructure Efforts

• LA County/SoCal REN is offering integrated analytical tools in a centrally hosted & administrated platform

• All offerings are based on a suite of related DOE tools– SEED, enables municipalities to gather EPA’s PM facility benchmark

data– Energy Asset Scoring, assesses the physical & structural EE of

commercial & multifamily buildings– Building Synch, common schema for Energy Auditing

ALL TOOLS UTILIZE DOE’S BEDES DATA SCHEMA

Aligned Regional Data Infrastructure Goals

• DOE tools will enable LG’s in administering & gathering Benchmarking, Auditing & Asset Performance ratings Commercial Buildings within their jurisdictions– The County is already hosting & administering DOE’s SEED

for use by the City of Los Angeles, the County will offer SEED to any LG wishing to utilize their services

– The County is currently in a collaborative partnership developing DOE’s Building Synch capabilities in order for Building Owners to easily evaluate their facility with other tools, including DOE’s Asset Scoring application
