This unclassified position reports to the Chief Administrative Officer and is responsible for directing the activities of the Office of Strategy and Intergovernmental Affairs. The Director works closely with the Board of Supervisors and County executives to analyze proposed state and federal legislation, assess the potential impacts on the County of San Diego, and coordinates advocacy efforts on behalf of the County with other government agencies. This Director interacts with statewide organizations such as the National Association of Counties (NACo), the California State Association of Counties (CSAC) and the Urban Counties of California (UCC) to ensure that the County of San Diego’s voice and input is included in their deliberations and legislative discussions. The main functions of this position are:

• Builds effective relationships and strong communications with local, state, and federal delegations• Develops policy recommendations and/or options for the Board of Supervisors in conjunction with

lobbyists, government officials, and civic and industry leaders on major intergovernmental issuesand strategies

• Reviews and analyzes new and revised federal and state laws, codes, regulations, budget proposals,and/or other legislation to determine impacts on the County of San Diego and the region

• Represents the County and directs advocacy efforts on County initiatives• Works closely with statewide county government trade associations• Manages the County’s state and federal lobbying contracts

The ideal candidate for this position will be an experienced legislative and government relations executive who has a thorough understanding of San Diego County government, including operations, fiscal, legal, and programmatic relationships with other government entities. They will also possess a professional history that demonstrates the following experience, leadership competencies, and attributes:

• Knowledge of the broad range of public policy issues in county government and the federal andstate legislative, regulatory, administrative, and budget processes

• Experience framing legislative strategy for advocacy efforts that maintain balance of sometimesdiffering and distinct positions

• Key influencer for impacting legislation and policy decisions for the region• Experience working in Washington, D.C. on Capitol Hill and the California State Capitol• Vision to influence San Diego County in the areas of Affordable Housing, Homelessness,

and Behavioral Health• Interpersonal skills and the ability to establish and maintain effective working and

diplomatic relationships with others• Strong desire to live in one of the most beautiful counties in the nation

Salary & BenefitsCOMPENSATION

Salary placement for this position is dependent upon the qualifications of the successful candidate. Salary reviews are performance-based and goal oriented.

A bachelor’s degree from an accredited U.S. college or university or certified foreign studies equivalence AND ten (10) years of management level experience that demonstrates the ability to perform the essential functions of the classification. Note: A master’s degree or higher degree is highly desirable.
