Course Cadet Joining Instructions

INTRODUCTION

Congratulations on your selection to attend an Atlantic Region Cadet Summer Training Centre (CSTC).We hope you will find your summer experience challenging, rewarding, fun and above all, safe Thisbooklet provides you with some information about the CSTC that you have been selected to attend. TheseJoining Instructions and other information about your CSTC are available on the Atlantic Region Cadetsweb site www.cadets.ca

Atlantic Region operates five CSTCs throughout the region: Argonaut Army CSTC located in Oromocto,NB; Greenwood Air CSTC located in Greenwood, NS; HMCS ACADIA Sea CSTC located in Clementsport,NS; HMCS AVALON Sea CSTC located in St. John’s, NL; and the Regional Gliding School located inDebert, NS. Atlantic Region aims to provide a high calibre of training to all cadets chosen to attend aCSTC.

Experience over the many years of operating CSTCs has shown the requirement to have well establishedbasic rules and regulations necessary to ensure the good health safety and well being of the cadets Allcadets will be required to conform to these rules and regulations. Parents/guardians must realize that itwould not be possible to accommodate those who would cause conflict or obstruct the routine of the CSTC.In the rare case where cadets pose a major disciplinary problem they will be returned home afternotification by telephone to their parents/guardian, their cadet unit, and Area Cadet Officer. It is stressedthat such occurrences are rare and that every attempt is made to correct the problem before resorting tothis action. It is extremely important that the staffs at the CSTC are able to contact the parent! guardian ofa cadet at all times. If for any reason your contact number changes please notify the CSTC immediately atthe numbers located in the attached annex.

It is of the utmost importance that all cadets who are attending a CSTC follow the instructions containedherein. Enjoy your summer experience and good luck!

TRAVEL INSTRUCTIONS

1. Transportation instructions for Atlantic Region cadets and staff proceeding to and from CSTCs canbe found at Annex K.

CADET UNIFORM AND CLOTHING REQUIREMENTS

2 Cadets are to ensUre that all unifOrm and sports clothing items fit properly andare in aserviceablecondition All special or environmental clothing required by cadets will be issued upon arrival and must bereturned prior to leaving the CSTC Cadets are to arrive with the items identified in the appropriate CSTCahnéx located at the end Of this instruction.

3 All items of kit and personal belongings must be clearly labelled, with a permanent marker with thecadet’s name and the cadet corp/squadron number Cadets are reminded that they are solely responsiblefor any valuable items brought to the CSTC as the Canadian Forces under normal circumstances will notbe held liable for the loss or damage of valuables brought to the CSTC by cadets Cadets bnngingvaluables to the CSTC are encouraged to obtain personal insurance to cover the replacement cost of theseitems To eliminate any valuables being stored or security problem it is recommended that the cadets notbring jewellery, expensive clothing, etc. to the CSTC.

FORBIDDEN ITEMS

4, The following items are absolutelyforbidden and shalinot be brought to CSTC Under anycircumstances:

a. weapons of any kind (rifles, handguns, knives, etc);

b. pornographic materials;

c. non-prescription drugs;

d. stereos;

e. laser pointers;

f. alcohol or tobacco products; -

g. two-way radlos (e.g. walkie-talkies); and

h. laptop computers.

CELLULAR TELEPHONES AND COMMUNICATIONS DEVICES

5. Cadets will be authorized to bring cellular telephones to the CSTC. As the Commanding Officer,Regional Cadet Support Unit (Atlantic), I must advise that strict controls will be imposed in the use of thesedevices RCSU(A) does not take any responsibility for the loss or cost of inappropriate use of a cellulartelephone Personal communication devices such as cellular phones and blackberries are valuable itemsEach CSTC will advise Cadets on the policy for securing and use of cellular telephones Cadets will berequired to follow this policy as cellular telephones have the potential to be disruptive when it underminesthe integrity of an individual’s right to pnvacy adversely affects the quality of teaching or learning and/orinterferes with the efficient operation of the CSTC While cadets are permitted to bring personalcommunications devices with them to a CSTC,theydo so with the understanding that:

a Cellular Telephones shall be locked in the Cadets locker at all times Thecommunications device can only be used at designated times, within a designated area, asdirected by the CSTC At all other times the cellular telephone must be turned off andsecured in the Cadets locker Cell phones are considered a phone first and having oneturned on during the day as a camera, calculator, music player or watch iS not acceptable.

Cadets expecting urgent messages during the day must have the message relayed throughthe CSTC.

b. Communications devices shalt not be used at any time where individual pnvacy must beprotected such as in washrooms or accommodations because of still photo or videorecording features found in these devices Furthermore text messaging features shall notbe used in such a way as to harass an individual or group of individuals or undermine theefficient operation of the CSTC.

c. Only a limited number of AC outlets are available for cadets to use to charge theircommunications devices Charging of such devices will not be done using outlets needed torun fans, air conditioners or other equipment intended for improving the cadets’ quality of lifein their accommodations Furthermore, cadets will be required to “supervise” their devicewhile it is being Øharged.

d Phones found to be turned on at times when they are not supposed to be or are used toharass or violate the privacy of others will be confiscated and returned to the cadet uponcompletion of training Disciplinary action may be considered depending on the severity ofthe;infraction; and

e CSTCs will not accept any responsibility for the security of any device or any costs incurredbecause of unauthorized use or loss

DISCIPLINE

6. Cadets are expected to adhere to the rules of our program, which are designed to teachresponsibility and self-worth, keep everyone safe, ensure fairness, and foster acceptance.

7. All cadets, regardless of age, are prohibited from purchasing, possessing or consuming alcoholicbeverages The use or possession of alcohol or mood altering drugs is absolutely forbidden Thesesubstances will result in an automatic return home and could involve charges under the criminal or juvenilelaws of Canada.

8. A course cadet may be returned home if he I she:

a fails to meet the training standards,

b does not meet the prerequisite requirements for the course

c is declared physically or medically unfit

d has requested to leave for compassionate reasons

e. is a discipline problem; or

f. have a parent/guardian who submits a written request for aReturn to Unit (RTU)

9. Parents Will be notified in advance if a cadet is to be returned home early. Parents are encouragedto contact either the Commanding Officer or Deputy Commanding Officer directly by contacting the DutyOffice/Orderly Room if their child contacts them wishing to return home so the situation can be discussedand every effort made to resolve the issue prior to sending the cadet home and/or the parent coming topick the cadet up When an RTU is requested by the parent/guardian(s), the parent will be required to bearthe cost of return transportation.

10. Inappropriate relationships between officers, staff cadets, and course cadets will not be tolerated.An inappropriate personal relationship shall be deemed to mean a relationship of an emotional romantic,or sexual nature between a staff member (including staff cadets) and cadets and a relationship of a sexual

nature between cadets In all cases, such relationships are strictly forbidden and administrative and ordisciplinary action will be taken as deemed necessary in cases where these policies are violated.

OUT OF BOUNDS

11 The following areas are out of bounds

a. female quarters to all male personnel;

b. male quarters to all female personnel;

c staff quarters to all cadets, and

d. any other area as dèsignatedby the CSTC Cómflianding Officer.

SMOKING

12 Persons under the age of 19 are prohibited from smoking In Atlantic Region CSTCs The AtlanticRegion CSTCs or personnel will not sell, supply or allow cadets to possess tobacco products inaccordance with federal and provincial legislation.

HAIRCUTS

13. Barbering facilities at the CSTC are usually limited; therefore, cadets must have their hair cut priorto proceeding to the CSTC The staff will attempt to arrange visits to a barber with the cost of the haircutbeing the responsibility of the cadet. PASSES

14. The CSTC Commanding Officer may authorize course cadets to leave the confines of the CSTCunder the supervision of family or fnends over the age of 19 Cadets that would like to take advantage ofthis opportunity are required to obtain permission from their respective course supervisor 48 hours inadvance to ensure training is not affected Refer to the individual CSTCs Annex for more information onthis subject Normally the maximum length of time for a pass is 24 hours, preferably on weekends toensure the least possible disruption in your sorildaughterlwards training Authorization is based on thetraining requirements of the course and only with consent by the parent/guardian whom is Indicated inFortress

CSTC FACILITIES

15 A banking system will be in place for cadet use Banking services are set up for each course cadeton arrival at the training centre Cadets may draw their money as needed from the pay office Cadets areencouraged to limit spending money on hand and bank the remainder as a safeguard against loss or theftIt is suggested that spending money brought to the CSTC be secured in their tunic breast pocket to allowfor easy access during the in routine process Money is not to be packed in luggage as cadets arenormally separated from their luggage on arnval to the CSTC To eliminate any valuable storage orsecunty problem it is recommended that the cadet not bnng jewellery expensive dothing, etc to theCSTC.

16. Light refreshments, a variety of food products, souvenirs, and various laundry items are availableat the cadet canteen for purchase by cadets.

17. Pay phones are available within the CSTC to permit cadets to contact home as necessary. It isrecommended that cadets bring pre-paid long distance cards with them to expedite calling home.

RATIONS AND QUARTERS

18. Rations Will be provided at no cost to the cadet. Meals will be designed to provide a well balanceddiet Those cadets that have special dietary needs are to advise the medical staff upon arrival at theCSTC Cadets will be housed in barrack style rooms and provided with an Individual bunk and lockerSheet exchange will be dónè weekly.

19 Washers and dryers or laundry services are available at no charge for cadet use Cadets are toprovidethéir own laundry soap and starch, Which isavailable fOrpUrchasë!n the cadet äahteen

HEALTHY LIFESTYLE

20. In an effort to support and encourage our cadets to adopt a healthy lifestyles (a pillar of theCanadian Cadet Movement) several Initiatives will be continued at Atlantic Region Cadet Summer TrainingCentres in 2012:

a. Canteens will only offer healthy snacks such as fruit, juices and healthier alternatives(baked potato chips and granola bars) rather than the traditional candy pop, chips andchocolate bars;

b Fast food deliveries to Cadet Summer Training Centres will no longer be permitted exceptfor approved events such as organized pizza parties This will apply to all personnel and

c Course and Staff Cadets will not be permitted to bring “junk foodu back into Cadet SummerTraining Centres when theyleáve for àctMties, tours, or shopping trips.

21 Parents and guardians can support this initiative by not sending care packages filled with junk foodto their child Because all packages are opened under the supervision of a staff member, cadets whoreceive packages containing junk food will be given the choice of sharing the contents with friends orhaving it stored with their luggage until the end of their training Items deemed to be perishable will eitherbe shared or discarded.

MEDICAL AND DENTAL CARE

22. All adets are entitled to emergency medial and deritaltréatment while at the CSTC. Sick paradewill be held daily however medical treatment is available anytime If applicable arrangements and costassociated with orthodontic follow-up appointments while the cadet is at the CSTC will be the responsibilityof the parent as these services are not offered at the CSTC and any related expenses are not covered byDND.

23 Cadets who wear glasses are required to bring a copy of their eyeglass prescnption and ifavailable, an extra pair of glasses A sports strap must be worn at all times during sports activities at theCSTCs The wearing of contact lenses is prohibited for any type of training Cadets will assume all relatedexpenses arising from the loss, accident, damage or illness due to contact lens wear.

24. Parents I guardians and LHQ staff need to be particularly vigilant in order to identify any potentialinfluenza like illness (ILl) symptoms Any staff or cadet exhibiting such symptoms within 7 days prior totravel to the CSTC cannot be allowed to proceed on summer employment or training without first receivingappropriate medical clearance Depending on the circumstances opportunities may exist to commenceemployment or rejoin training, once the individual is fully recovered, at a later date Unit COs will beresponsible for ensure that parents / guardians cadets and staff are aware of the symptoms andpreventiOn methods of Spreading ILL

25 Medical screening for all cadets and staff on in clearance at the CSTC will include checking forsymptoms of ILls Personnel showing symptoms of ILl will be isolated from the rest of the population topreventspread and persOnnel who are confirmed tohave ILl wil! be senthome if practical todo so (e.g

person is from the mainland and is able to travel) Personnel from NL and those physically unable to travelwill remain at the CSTC under isolation until they are able to travel or able to commence training.

MEDICATION

26 The CSTC medical staff will interview all cadets on arnval at the CSTC Non-prescnption drugssuch as aspirin or cough medicine shall not be brought to the CSTC If required such medicine will beprovided If a cadet requires prescnbed medication for a chronic condition sufficient quantity of theprescription must be brought by the cadet to last the duration of their stay The medical staff will control allmedications The medical staff will determine whether or not a cadet is able to safely secure control, andadminister his/her own medication Cadets that are judged able may be given the responsibility forsecuring controlling and administering their own meds and for attending follow up appointments

27 Cadets who are deemed not able to safely control their own medication will have their medicationadministered by medical staff as appropriate Parentslguardians may indicate in writing if they wish theirchild/ward to control their own medications or not. This request will be considered by medical staff.

COURSE CADET TRAINING BONUS

28. A training bonus of $60.00 per week of completed training will be paid to all course cadets, to amaximum of $360 00 Where a cadet is, for any reason, unable to finish the authorized activity and isreturned to his or her unit (RTU), entitlement for the training bonus shall be determined on a per-diem basisfor each day of attendance. Traveldays do not count astraining days.

DUKE OF EDINBURGH’S AWARD

29 The Duke of Edinburgh’s Award was founded in 1956 by His Royal Highness The Prince PhilipDuke of Edinburgh K G K T The Award came to Canada in 1963 and currently runs in 130 countriesaround the world and is highly regarded by many organizations To date almost 7 million young peoplehave challenged themselves by participating in The Award During the summer training period cadets willhave the opportunity to register for the program if they so choose The cadet registration fee is $20(cheques made payable to The Duke of Edinburg’s Award) Cadets who have previously enrolled in theDuke of Edinburgh s Award program at their home corps/squadron should bring their book to the CSTC asmany requirements of the program can be obtained during the training period If you would like furtherinformation please visit the link below.

INSPECTION OF PROPERTY

30 Because of the large number of cadets attending the CSTC there is a need to conduct inspectionsof cadets and their property, particularly on their arnval The major objective of such an inspection is toensure that each cadet has the necessary clothing and equipment for his or her use during the entireCSTC program Prohibited items found such as knives large stereos or other articles deemed unsuitablewill be confiscated and secured. These articles will be returned prior to the cadet returning home.

PERSONAL BELONGINGS

31. Cadets are responsible for all personal belongings brought to the CSTC. DND is not responsiblefor loss or damage to personal property brought to the CSTC Valuable items brought to the CSTC shallbe recorded on the form contained in annex A and the form turned into the CSTC staff upon arrival.

GENERAL

1. Each year, Atlantic Region Headquarters authorizes the organization and establishment ofCSTCs. HMCS ACADIA is a training centre for sea cadets and is located in Clementsport, NS.

6. Parents and family members are welcome to arrive at the CSTC after 1400 hrs on the day of thegraduation parade. During this time they will have the opportunity to tour the CSTC, meet the staff andtheir children’s new friends.

PARENTAL/GUARDIAN DROP OFF

7. If parents/guardians are transporting cadets directly to the CSTC, they are requested to arriveafter 1400 hrs on the Sunday before the course start date. Cadets are to be dropped off at 268 Marine Dr(commonly called Desmond Piers Building or Headquarters).

ANNEX K - TRANSPORTATION INSTRUCTIONS

1. GENERAL

a. These instructions apply to all Atlantic Region cadets and staff proceeding to andfrom CSTC’s, herein referred to as Pers (personnel), unless otherwise stated. Allpersonnel should print a copy and carry on person while traveling. For thepurpose of this document, the term parent refers to parent/legal guardian and theterm cadet refers to course and staff cadets.

b. The responsible Region or Detachment Movements Officer (Mov 0) will arrangeall travel for Pers. Pers are NOT authorized to amend arranged travel; anyrequests for amendments are to be made to the responsible Mov 0 in a timelymanner, however, changes are not normally authorized.

c. DND is not responsible to transport cadets to any location other than theirprimary residence. Any expense incurred to transport a cadet to a location otherthan primary residence will have to be borne by the parent / guardian. In theevent of a cadets’ primary residence change prior to return from the CSTC,amendments to original travel arrangements will be considered. Parent /Guardians are to ensure that the Mov 0 is contacted ASAP regarding a changein residence.

d. Cadet Pick Up: Parents are advised that if someone other than themselves willbe picking up their child from the training center, home area upon return, or otherlocation, they mustcomplete the Parent Pick Up form at Annex I. Parentsshould also be advised that when picking up cadets, they would be required toshow photo ID. Additionally, parents are requested to contact local Mov StaffASAP if they choose to transport their son I daughter to or from the CSTC in lieuof the provided transportation.

e. Cancellations: Pers originally scheduled to attend a CSTC and who are unableto attend for any reason are to contact their unit Commanding Officer who willcontact the Area Cadet Office, or in an emergency / short notice, please contactthe closest Mov 0 to your area directly (numbers listed below.)

f. Dress and Deportment While Traveling: Cadets must travel in uniform at alltimes; however, tunics are to be packed in your luggage for cadets travelling to aCSTC within the Maritime Provinces. Cadets travelling to CSTC’s outside theMaritime Provinces are to wear their tunics. Additionally, staff traveling withcadets must travel in uniform. All personnel travelling on DND charters will travelin uniform. Cadets are to be at their best behavior while traveling on all modes oftransport.

g. Assistance While Traveling: Movements Staff meet and assist cadets as requiredat major centers while making travel connections and on final destination.Movements’ staff frequently provide meals at this time.

h. Emergency contact numbers: For Tranwortation Inquires only. are provided atthe end of this document for Pers traveling who may otherwise requireassistance.

Travel from destination MOT to CSTC: Travel from the destination MOT (mode oftransport) will be by DND or commercial means. Pers will be met by movements’I CSTC staff who will assist with, or otherwise provide, onward transportation asrequired. If you are not met within 15 mm of arrival at your destination, contactthe local Movements staff (area you are in at the time) as indicated on theemergency contact list below.

j. Overnight Transient Accommodation: Some pers will require overnightaccommodation while traveling to a CSTC. If accommodation is required in alocation which has a Canadian Forces base /Wing, rations and quarters must betaken on base where available. No reimbursement will be made foraccommodation I rations costs without first confirming through the responsibleMov 0 that rations and quarters are not available. If rations and quarters are notavailable, written confirmation must be received from the Mov 0 in order to claimany associated costs. Contact the responsible Mov 0 to arrange for rations andquarters as required. For cadets, this will be done automatically. Overnight CIC(Cadet Instructor Cadre) supervisors will be provided for cadets.

k. Claims and Meal Reimbursement: Cadets are not issued travel claims (DND99’s). Meals are usually provided enroute (e.g. Tim Hortons, Subway,McDonalds) and billed to RCSU(A). Before purchasing a meal, pers are to checkwith Escorts. Where meals are purchased by pers, reimbursement for meals willbe made at the CSTC shortly after arrival. Reimbursement is normally madeaccording to the travel schedule and receipts are not required. Pers arereminded that they are not to accept reimbursement / submit a claim for anymeal(s) provided by Movements or CSTC staff, either purchased individually orby group feeding.

2. AIR TRAVEL

a. ID Requirements: In accordance with Canadian Aviation Transportation SafetyAuthority regulations, Photo ID - One piece of valid government issued photoidentification or 2 pieces of valid government issued identification is required forpassengers 12 years of age or older. Seehttp://passengerprotect.gc. cafidentity.htm I for specific details. Cadets will also berequired to show identification when passing through security points. PhotoIdentification card such as passport, driver’s licence, DND ID card are thepreferred type of photo identification. It is important to ensure that the name,which appears on your ID, is the name, which appears on your airline ticket andtravel documentation.

b. Baggage Information: For travel on most commercial aircraft and DND aircraft,including charters, refer to the information provided below. Checked Baggage:A total of one piece of checked baggage will be accepted per Cadet passenger.The weight shall not exceed 50 lbs (23 Kgs) per cadet. Staff and Staff cadets areentitled to two pieces combined total not to exceed 7OIbs. Overall dimensions(length plus width plus height) must not exceed 62 inches (157 cm). Baggage isnot to be locked while travelling as security personnel may screen it. Below arethe links for each of the airlines, however please keep in mind in most cases youwill be travelling under DND baggage restrictions.

** NOTE **you will be responsible for the fees for excess baggage, so take a fewminutes before leaving home to determine prior to getting to the airport if you arecarrying too much. It will cost you!

d. Carry-on Baggage: One piece of hand baggage may be carried on board theairplane provided that the dimensions do not exceed 18 inches by 16 inches by 7inches (46cm by4l cm by 18cm). Garment/Suit bags are not normallyallowed as carry on baggage. Carry on baggage must be convenient to bestowed in the passenger compartment of the aircraft and is not otherwiseoffensive or objectionable to any other passenger.

e. Excess Baggage: There is normally NO entitlement for excess baggage(including, but not limited to, musical instruments and personal items, such assporting equipment and stereos). Any additional costs incurred as a result ofexcess baggage will be the responsibility of the traveler. For DND aircraft(including charters), excess baggage is strictly prohibited.

f. Restricted Items: Common items which are prohibited from carrying in carry-onor checked baggage are: containers containing flammable and! or otherhazardous material (look for the symbol on the container) nail polish remover,strike anywhere (wooden) matches, and unidentifiable liquids. Prohibited fromcarry-on baggage are penetrating objects such as knives, sharp-ended scissors,razor blades and metal nail files. g. Baggage Ownership: Pers are strictly prohibited from traveling with any baggagenot belonging to them. If Pers are found to be traveling with baggage belongingto other Pers, the baggage will be confiscated and disciplinary measures will betaken. In addition, Pers must be fully aware of the contents of their baggage andmust ensure that it is never left unattended.

h. Baggage Type and Identification: All baggage must be suitable, externallyidentified (full name, destination and home phone #) and packed in suitcases orin similar containers in order to ensure safe and convenient carriage withordinary care and handling. It is also a good idea to identify the inside ofbaggage as external ID tags are sometimes torn off during handling. Suggesttype of baggage due to weigh would be duff le bag (weigh is less than thecommon suitcase).

Electronic Devices: Pers are to ensure that if traveling with any electronicdevices, e.g. Camera or personal music player, they are to be in serviceable andoperating condition (carry spare batteries). Any items to be found not inaccordance with this may be confiscated by security personnel.

j. Camera Film: Camera film should be carried in carry-on baggage as it may bedamaged in checked baggage as a result of new security screening equipment.Additionally, if passengers are concerned about their film, they may request ahand search at the security screening area.

k. Airport Check In: Airport check in 2 hours prior to scheduled departure. Confirmdeparture time with commercial carrier well before scheduled departure. Check inwith the Transportation Officer near the check in counter with traveldocumentation issued by the Mov 0 and appropriate ID as outlined above.

3 COMMERCIAL BUS, TRAIN, AIRLINE TICKETS AND TRAVEL

a. Tickets will take the form of the travel itinerary provided by your MovementsOfficer, which must be presented at the mode of transport. Cadets traveling arefrequently met by Mov Staff to assist with check in. Cadet travel information isemailed to the Unit Contact person.

b. Charter Bus Travel: No tickets are required for DND charter bus travel. A travelinformation sheet will be provided detailing the bus departure and return locationand timings. Pers should be at bus pick up point 30 minutes prior to scheduleddeparture. Pers are permitted to bring no more than two pieces of baggage asper para b above. Any additional baggage will be left behind and if requiredshipped back to the member’s home at the members expense.

c. Bay Ferry Travel: Reservations and pre payment for ferry travel, are normallymade by the Mov 0 for Ferry travel between Digby, NS and Saint John, NB. Anescort will be provided for cadets traveling aboard the ferry.

d. Marine Atlantic Travel: Ferry reservations will not be booked for Staff whodecline DND travel arrangements.

e. Questions and/or concerns: Should be directed to your Unit Contact Officer ifconcerns regarding cadet or staff travel. Alternatively, you may contact theMovements’ staff in your area.
