• November 2008: Diputació de Barcelona becames the first supporting structure (now territorial coordinator) of the Covenant of Mayors to promote municipalities adhesion.

Nowadays: 193 municipalities (62%) signed the Covenant, representing more than 90% of total Province’s population

From 2008 Barcelona Provincial Council has spentto draft SEAP

SEAP have been done without cost for the municipalities, and that improved commitment to the Convention.

Frequent problems : Data at municipal scale:

Right now At the moment the latest data that ICAEN can give are from 2008 (electricity)-2009 (piped gas).

For liquid fuels and LPG provincial level data: it is required to make estimates to get to the municipal level of analysis.

Town Council consumptions data: Baseline year: 2005. “old” data; more than 6 years. There are

problems to find files and documents. Some services/facilities are under concession: some problems to

get consumption data via concessionary company, There are very few municipalities which have energy

accountability systems, not just from 2005 but from more recent years.

Dispersion in municipal energy management in large or medium-sized towns: there are different areas / departments involved

In small towns there aren't enough resources: engineers/technicians are part-time or per hours and their priority is to resolve everyday problems.

The plans (SEAP): Energy Assessment Visits

They are very important because: they allow specificity in each SEAP, they give us real knowledge of municipal facilities, so further really specific actions can be proposed, and as for the consultancy responsible of drafting the SEAP those EAV avoid writing “SEAP twins".

Purpose: To know the reality of the state of municipal facilitiesIT IS NOT AN ENERGY AUDIT

• In each SEAP it is required to carry out 10 visits to facilities or buildings considered most appropriate.

• The proposal is made in agreement between the company and the city.

• It requires the presence of the maintainer.

• There must be a report of each visit which concludes the improvements to be made, prioritized according to cost and emissions savings.

MonitoringWe have established a methodology based on Excel, to perform biennial follow-ups (do not require emissions inventory) 3 seminars have been conducted to test the model with 60 municipalities.

• There are some other barriers to that have to be overpassed:

- Small projects are hardly interesting for potential investors

- Lack of knowledge of new financing mechanisms and its legal fitting in the public administration by technicians, legal services

- Lack of coordination between different departments

- Ignorance of actual consumption of the facilities: SEAPs help to update this and make it clear

- No money to invest, but what about maintenance?

- Best practices are not widespread enough

Most actions are run directly to the City Council (58%) on buildings, facilities and public lighting, but there is an important lack of resources.

Barcelona Provincial Council is a beneficiary from the investment facilitation tool ELENA:

1) Identify actions that generate a sufficient return on a reasonable time to make them attractive for potential investors.

2) There are 2M € for studies necessary for the implementation of actions: But as a result of them, € 50M investment should be generated. It is very important the commitment of local authorities to carry out those actions.

2) How? Development of specific financing mechanisms, contracts and technical studies so that the Municipality does get indebted.
