EU initiative launched by the Commission – DG ENERGY in 2008 to endorse and support local and regional authorities in the fight against climate change. Voluntary commitment of signatories to meet and exceed the EU 20-20-20 targets through the implementation of a Sustainable Energy Action Plan

Sustainable Energy Action Plan (SEAP)
• The key document that shows how the Covenant signatory will reach its CO2 reduction target by 2020.
• It defines the activities and measures set up to achieve the targets, together with time frames and assigned responsibilities.

• Build support from stakeholders – Communicate & engage.• Secure a long-term political commitment.• Ensure adequate human & financial resources.• SMART Plan (Specific, Measurable, Achievable, Realistic &
Time-bond) based on Baseline Emissions Inventory.• Integrate the SEAP into day-to-day life and management of the
municipality• Build your team and ensure proper management during
implementation.• Learn to devise and implement projects over the long term.• Actively learn from other cities that have developed a SEAP.
