Association Celebrates 65th Anniversaryand Honors David McCorkle’s ServiceThe Pennsylvania Food Mer-chants Association (PFMA) cel-ebrated 65 years of service and its long-time President and CEO David McCorkle during its annual conference, May 8-9, at the Omni Bedford Springs Resort, Bedford, Pennsylvania.

Five former PFMA Chairman read the asso-ciation’s 65 years of accomplishments and saluted McCorkle’s work over the past 35 years during a dinner celebration. Former chairmen Christy Spoa, Ellwood City Save-A-Lot; Scott Hartman, Rutter’s; Louie Sheetz, Sheetz, Inc.; Dan McNabb, Baldwin-White-hall Food Stores; and Paul Rankin, Country Fair, Inc.; and current chairman, Jeff Brown, Brown’s Super Stores; shared accomplish-ments such as starting business services Pennsylvania Coupon Redemption Services and MEMO Financial Services; the Scanning Certification Program, Responsible Tobacco Sales Certification Program and the Thom-as R. and Laura Ridge Scholarship Program. In Harrisburg, our efforts to repeal the onerous sugar-sweetened beverage tax continue to pick up steam. House Bill 2241 was reported from the House Commerce Committee on May 1. The measure would also invalidate any current fees or taxes levied by local governments, including the Sugar-sweetened Beverage Tax in Phila-delphia. We expect the bill to be voted on by the whole House in early June. PFMA sent an action alert to all members asking them to contact legislators in support. We encourage members who have not contact-ed their legislators to please consider doing so as soon as possible.

Using Philadelphia as an example, the Sugar -sweetened Beverage Tax has financially devastated neighborhood businesses, es-pecially grocery stores, affecting not just the business owners, but employees, their families, and customers as well. A study done by Oxford Economics using indepen-dent market research data found that bev-erage sales by grocery stores fell 24% in the city since the tax went into effect, while

equivalent sales in the suburbs in-creased by 14%. As a direct result of the loss of revenue, these businesses have reduced their workforces by near-ly 1,200 jobs, ac-counting for almost $54 million in lost labor earnings and $80 million in local economic losses. At the same time, the Pennsylvania Supreme Court heard argument on the constitutionality of the tax. Tax op-ponents, including PFMA, argued that the tax unlawfully duplicates the state sales tax on the same items. The jus-tices did not offer any indication when they would announce their decision. As always, PFMA staff will continue to monitor legislation introduced and con-sidered by the General Assembly. PFMA

members are encouraged to contact us with questions or concerns about potential ordinances or other governmental action.

PFMA Opposes Philly Prohibition on Flavored Tobacco Products

Kennie’s Markets Hoover Retires; Dempsey Named President & CEO

P.K. Hoover, president and chief executive officer, of Kennie’s Mar-kets, Inc., a five-store operator headquartered in Littlestown, Pa., an-nounced his retirement after 40 years with the company, serv-ing as President and CEO since 1987. Tom Dempsey, Jr. has been chosen to succeed him as President and CEO.

“One of the most important final decisions a CEO can make is the selection of a successor. I am confident I have made the right choice in hiring Tom…an indus-try veteran who has served on Kennie’s Board since 2015. With our organization becoming 100% employee-owned in 2015, Tom already has a dedicated and experienced team to assist him in his new role. I am proud to have served our com-munities and worked with the Kennie’s family of employees and am forever grate-ful to our loyal customers,” P.K. Hoover says.

Tom Dempsey brings to Kennie’s Mar-kets a notable resume of consumer pack-age and retail grocery experience. Most recently he served as the President/CEO of the Snack Food Association spear-heading the organization’s expansion to a global trade association under the newly branded SNAC International. Previously, Mr. Dempsey held several senior man-agement roles with Utz Quality Foods, including President, during his 24-year tenure with the organization.

“I look forward to working with the nearly 500 hard-working employee owners of Kennie’s Markets to continue to serve our local communities the way that P.K. and his family have over the past 50 years. My focus will continue to be supporting our employee owners and providing Kennie’s customers unmatched quality and ser-vice,” says Tom Dempsey.

LEGISLATIVE-REGULATORY UPDATE

Michael Thomas joined the Pennsylvania Food Mer-chants Association (PFMA) on May 14 as association services manager. He is responsible for leading the association’s legislative and regulatory issues research, committee meeting sched-ules and conference and webinar agenda develop-ment.

He will also serve as the industry’s liaison to commu-nicate emergency planning issues and provide govern-ment and regulatory cover-age for the newsletter and e-newsletters.

Thomas spent more than 13 years as a legislative staff member with both cham-bers of the Pennsylvania General As-sembly, including as a Senate legislative director and as executive director of the Senate Banking and Insurance Commit-tee. Prior to his public service, he worked as a VA laborer, a literary researcher, and as a mascot for a professional baseball

team and two radio sta-tions.

His introduction to the food industry came as a young child through his uncle’s produce business.

“We are excited to welcome Michael to the PFMA team,” said Alex Baloga, PFMA president and CEO. “His experience working with the General Assembly will be valuable as he helps our members navigate legisla-tive and regulatory issues and assists with planning relevant content for com-mittee meetings.”

Originally from Luzerne County, Thomas earned his bachelor’s degree in English from King’s College, Wilkes-Barre, Pa.

Thomas serves on the Advocacy Com-mittee of the Central Pennsylvania Food Bank and as the local membership officer for the central Pennsylvania chapter of American Mensa.

PFMA recently contacted each Philadelphia City Council member to explain our opposition to Bill Number 180457 by Council member Curtis Jones Jr., which would pro-hibit the sale of certain flavored tobacco products throughout the city. Our members appreciate the critical respon-sibility of protecting the health of the people of Philadelphia and they are committed to preventing underage sales. Accordingly, we commend proactive measures such as the We Card Program, a national non-prof-it organization providing educational and training services to comply with federal and state laws, while working to prevent under-age tobacco and age-restricted product sales. We explained our concern that the pro-posal would simply shift the legal sales of covered tobacco products to competitors in nearby towns and counties, perhaps even out of state. It also stands to reason that,

while there, customers would buy other items as well, further hurting the bottom line of Philadelphia merchants. Beyond inconve-niencing law-abiding adults, this bill hurts businesses in Philadelphia. Also, we offered our support of Bill Number 180522 by Council member Mark Squilla, which would improve the application and renewal process for tobacco retailer per-mit. This legislation would relax limitations on the transferability of a permit between locations operated by the same tobacco re-tailer. This would allow business owners to remain nimble in light of changing business climate and take advantage of opportunities to expand or change their operations. As always, PFMA staff will continue to mon-itor legislation introduced and considered by Philadelphia City Council. PFMA mem-bers are encouraged to contact us with questions or concerns about potential ordi-nances or other governmental action.

After a 16-year hiatus, John Cropper and his family returned to the supermarket business this month with the opening of Crop’s Fresh Marketplace in Downingtown, Pennsylvania.

The 51,000 square foot supermarket is located at the Brandywine Village Shopping Center, 1257 Horseshoe Pike, where Cropper previously operated the supermarket from 1995 until 2002 when he sold the business, including the name, to Associated Wholesalers, Inc. (AWI). Cropper and his partners own the shopping center.

From floor to ceiling, the Croppers renovated every part of the store. It features an open market feel with expansive produce, bakery, deli, prepared foods, meat and seafood departments.

According to Chad Cropper, director of operations, the store will work to source locally grown produce and products, including Martin’s eggs, Four Seasons Produce, Rutter’s milk and Weaver’s of Wellsville smoked meats.

Their prepared foods department will feature hot foods and meals to take home and reheat; fire grilled chicken, sandwiches to order and salads. Chef Jason Barron, a Penn State University graduate, and Store Director Bob Berger, also a trained chef, worked together to create signature dishes for the supermarket. A 30-seat sit-down area allows shoppers to enjoy the prepared foods and coffee Inside the supermarket.

In the bakery, fresh baked pies with the company logo cut out of the crust are a signature item. The family continues its tradition of quality meats with an 8-foot service meat case staffed by a knowl-edgeable butcher.

John’s daughter Amanda worked with DécorWorks, based in Utah, to develop the décor, which features historic photos from the fami-ly’s first IGA Market.

John’s father Bob Cropper opended his first store in 1953 as a Super IGA. He started working with his father at eight-years-old. By 11, he was ordering the dog food in the pet aisle.

“Sixty-five years later we’re coming back to our roots as an IGA and we’re really proud of that,” John Cropper says.

Continuing the family tradition, Cropper’s three children are now involved in the day to day operations. In addition to son Chad and daughter Amanda, John’s daughter Melissa assists with the com-pany’s accounts payable.

“It’s exciting,” Cropper says. “It’s rewarding, especially with my fam-ily involved.”

The Ridge Scholarship honors former Pennsylvania Governor Tom Ridge’s father, who was a member of the food industry for 25 years, and his mother Laura, who was a great advocate of education for Tom Ridge, his brother David and sister Vikki. PFMA, the North-western Pennsylvania Food Council and the Pittsburgh Associa-tion of Manufacturers Representatives hosted dinners through the years to raise money for the fund, which is now an endowment. Since 1996, 511 students have received the Ridge Scholarships, totaling more than $1.1 million, to continue their education.

Two PFMA board members with strong family histories in the supermarket business have recently retired and closed their super-markets. Carole Bitter, owner of Friedman’s Freshmarkets, closed her remaining three stores on January 27, while Christy Spoa, own-er of Ellwood City Save-A-Lot, closed his store on May 12.

Friedman’s Freshmarkets history spans 117 years and four gen-erations. Bitter’s grandfather Jacob Friedman started selling gro-ceries from a pushcart in 1900. He eventually owned stores in Lyndora, Pa. and in Butler’s west end and West Jefferson Street. Bitter’s father Harold Friedman was a founding member of PFMA. She followed his lead and served on the PFMA board of directors for many years. She was also very active on the boards of the Food Marketing Institute and the National Grocers Association where she served as the first female chair.

Bitter was also the first female and the youngest supermarket manager for Stop & Shop Companies. She served in many roles for the chain before joining the family business as president in 1976.

Christy Spoa, Sr.’s father immigrated to Ellwood City from Yugosla-via as a 16-year-old. His brother operated a small store and after his untimely death, he took over the store’s operation. Spoa worked alongside his father. After two years in the army, he returned to op-erate the Ellwood City Save-A-Lot. Eventually three of his children joined him to work in the 101-year-old supermarket business.

Through the years, Spoa was very active in PFMA. He joined the board of directors in 1987 and served as board chairman from 1993 to 1995 and on the legislative committee. In 2004, PFMA honored him with Keystone Awards for Leadership and for Good Govern-ment.

He was also a fixture at the Food Marketing Institute, serving on its board of directors since 1983 and participating in government and public affairs. In 2002, FMI presented Spoa with the Glen Woodard award for his public affairs work. The National Grocers Association

also honored him with the “Spirit of America” award for his commu-nity and public affairs efforts.

Giant/Martin’s Helps Kick-off ‘Choose PA Dairy Campaign’

Pennsylvania Agriculture Secretary Russell Redding kicked off the “Choose PA Dairy” campaign to promote locally produced milk at a Martin’s Food Store in Altoona on May 18.

Redding said there are two primary ways to find local milk: look for the PA Preferred® logo or the plant code 42 on the packaging. Both indicate that the milk was produced in Pennsylvania. Plant codes, which repre-sent the state in which the milk was processed, are usually printed near the top of the container or on the lid. A code beginning with 42 signals that milk was pro-cessed in Pennsylvania and likely to have come from a farm within the state.

Pa. First Lady Wolf Hosts Anti-Hunger Event for Legislative Spouses

Pennsylvania First Lady Frances Wolf helped bring attention to the Commonwealth’s food insecurity issue with the spouses of the General Assembly during a luncheon at the governor’s residence in Harrisburg. The event focused on increasing access to healthy foods for food-insecure areas in Pennsylvania. Speakers included Agriculture Secretary Russell Redding, Dr. Andrea Feinberg of Geisinger’s Fresh Food Pharmacy and Erin Smith Wachter of the Central Pennsylvania Food Bank.
