Overall take: European Union has agreed to reopen external borders with 15 countries outside of the EU.

EU lifted travel restrictions for the following countries Algeria, Australia, Canada, Georgia, Japan,

Montenegro, Morocco, New Zealand, Rwanda, Serbia, South Korea, Thailand, Tunisia and Uruguay from

July 1st.

Attention: The EU Commission has enacted temporary restrictions on non-essential external travel to the

European Union. Citizens, long term residents, family members of EU nationals, diplomats, healthcare

workers, and transportation workers are exempt. These restrictions apply to all Schengen Area participant

countries. Implementation depends on individual member countries. This policy applies to external EU

borders only and internal EU border controls between member states æare not affected. Some EU

countries have implemented their own internal border restrictions.

This is a work in progress and efforts are being made to improve the collection and centralization of relevant inputs. Data collection was performed manually, and sources include national foreign ministries, embassies and consular missions abroad, and select newspapers of record. Note: Keep in mind, information on this sheet it subject to rapid change. This should be referenced as a

starting point only. Travellers and their stakeholders are strongly encouraged to perform regular due

diligence on travel destinations and transit routes before embarking on international travel as

containment measures and travel restrictions change by the hour.

• Residents required to carry identification at all times when outside.

• Masks mandatory in public.

Austria • Borders open to all Schengen area residents and UK.

• Mandatory quarantine and testing for arrivals from Portugal, Sweden, Romania, Bulgaria and Moldova.

• Commercial flights from high infection rate countries banned until July 31st, including Sweden, UK, Albania, Bulgaria and Romania among others.

• Social distancing in effect. Gatherings of more than 100 banned.

• All restaurants, bars and cafes allowed to reopen along with retail, hotels, tourist attractions and other leisure venues.

Belarus • Flights to neighbouring countries suspended and most international flights reduced.

• Social distancing measures eased with businesses and other amenities allowed to return to normal.

• Belarus has suspended flights to Russia, Kazakhstan and Ukraine.

• Mandatory 14-day quarantine for all arrivals from Covid-19 affected countries.

• Estonia flight ban to and from Belarus

Belgium • Borders open to all Schengen area residents only at this time.

• Most restrictions lifted but social distancing remains. Most businesses and services allowed to reopen with social distancing.

• Large scale public events banned until August 31st.

• Government has advised companies to let employees work from home if possible and to avoid public transit during rush hour.

Bulgaria • Non-Schengen travellers banned from entry with exceptions for Britons, Bosnians, Serbs and Montenegrins

• Some EU and Schengen countries are still required to quarantine from entry as well: Italy, Spain, UK, Portugal, Belgium, Ireland, Malta, and Sweden. Flights from Italy and Spain suspended.

• Persons with a positive test result will be placed in quarantine.

• Serbia and Greek borders open.

• State of emergency ended but social distancing measures remain in place.

• Restrictions easing: outdoor restaurants and cafes to open with social distancing measures.

Croatia • Borders open to all Schengen area residents at this time.

• Croatian borders open to most international travellers and tourists provided they test negative upon arrival or undergo 14-days of quarantine.

• Placement in quarantine is at the expense of the traveller.

• Additional health monitoring in place for travellers arriving from all affected countries. These travellers must isolate at home and report their conditions to medical authorities regularly.

• Ban on intercity domestic travel.

• Easing of restrictions: Retail shops allowed to reopen along with the resumption of local public transit.

• Public health system has resumed full operation and many services are reopened with new health guidelines.

• Gatherings of up 10 people permitted. Shopping malls, outdoor cafes, and national parks to reopen. Public transport and domestic travel resuming.

Cyprus • Commercial flights resume between Northern Cyprus and Turkey

• Entry for most Schengen area residents with Belgium, UK, Sweden and Netherlands excluded.

• Incoming travellers from Israel, Poland and Romania subject to testing unless they can show a negative test from the last 72 hours.

• Israel is the only non-Schengen country included in open borders.

• Curfew has been lifted.

• All persons moving about must carry identification and additional proof as to the purpose of their movement.

• Restrictions easing: some non-essential businesses to reopen.

Czech Republic • Most Schengen area residents can enter except for travellers from Belgium, UK Portugal and Sweden.

• Advanced screening in effect at Prague International airport. Citizens returning from high risk areas must stay home in isolation for 14-days.

• Czech nationals may travel abroad only if willing to undergo two-week quarantine upon return.

• Social distancing measures in effect.

• Police enforcing quarantine measures on high risk individuals. Visitation to hospitals and social service facilities suspended.

• Face masks are mandatory when outside of home.

• Restrictions Easing: Reopening of some non-essential businesses and outdoor venues.

Denmark • Borders are open to nationals from Germany, Iceland and Norway.

• Borders open for other Schengen area residents only if they can present a valid reason, such as business or visiting family - proof of purpose must be validated by authorities at entry port.

• Danish residents can now travel to most Schengen countries without requiring a quarantine upon return to Denmark if said country has less than 20 new infections per 100,000 inhabitants: Sweden, Portugal, UK and Romania remain restricted.

• Social distancing in effect.

• Schools open.

• Reopening of hairdressers, beauticians, dentists, masseurs, tattooists, driving schools, courts, prisons for newly sentenced, and research labs.

• Restrictions eased: restaurants, gyms, cafes, personal services, shopping malls and some high education facilities open with social distancing.

Estonia • Borders open to all Schengen area residents, UK, and EU council approved countries.

• Only travellers arriving from countries with more than 15 infections per 100,000 inhabitants required to quarantine.

• Ferry routes to Finland and Sweden suspended.

• Lockdown has been lifted but social distancing remains in place. Many institutions and businesses have reopened. Cultural institutions and events, sports etc. are open.

• Schools and non-emergency healthcare services open.

• Outdoor spaces and cultural venues open as are restaurants and religious venues.

Finland • Borders to open for non-essential travel to select countries of Andorra, Austria, Belgium, Cyprus, Germany, Greece, Hungary, Italy, Ireland, Liechtenstein, Malta, Netherlands, San Marino, Slovakia, Slovenia, Switzerland and the Vatican, as well as to work and other essential travel from Algeria, Australia, China, Georgia, Japan, New Zealand, Rwanda, South Korea, Thailand, Tunisia and Uruguay.

• Essential business travel within the Schengen area open.

• Social distancing measures are recommended and high-risk groups including seniors and those with chronic conditions urged to take extra precautions. Events with more than 50 banned.

• Restaurants, cafes and bars open with social distancing restrictions.

• Tougher border controls with Sweden, cross border workers must have permission slips from employers stating essential duties to cross.

• Gatherings of up to 500 to be permitted.

• International flights operating out of Helsinki-Vantaa, Mararianhamina and Turku only.

France • Borders open to Schengen area residents and EU Council approved countries only.

• All arrivals must fill out entry forms indicating personal details and purpose of travel prior to arrival.

• Mandatory quarantine for all travellers arriving from a country that imposes mandatory quarantines on French citizens.

• Travel restrictions lifted for France oversea territories.

• Some cities have made face masks mandatory for going outside such as Cannes and Nice.

• Easing restrictions: Some retail businesses excluding cafes, restaurants and bars open. Domestic transport services to gradually resume service.

• Most businesses, cultural venues and tourist spots open.

Germany • Borders closed with France, Poland, Czech Republic, Denmark, Luxembourg, Austria and Switzerland, however workers can cross borders if work is essential.

• Germany has implemented the use of passenger locator cards for all individuals entering Germany by air, rail, ship, and bus.

• Social distancing measures are recommended and high-risk groups including seniors and those with chronic conditions urged to take extra precautions.

• Ban on large scale public gatherings until August 31st.

• Lockdown rules in Germany vary slightly from state to state – see local authorities for precise information.

• Face masks mandatory across the entire country.

• Restrictions easing: all shops regardless of size allowed to reopen. People from two different households are allowed to meet. Social distancing to continue until further notice.

Greece • Borders open to most travellers but based on EU’s aviation safety agency (EASA) list.

• Arrivals from France, UK, US and Belgium face mandatory testing and quarantine.

• Borders with Turkey, Albania and North Macedonia only open for essential business travellers.

• Restrictions easing: many retailers, small shops, beauticians and other non-essential businesses have opened.

• Cultural venues are open again. Interregional travel permitted with proper health declarations forms.

• Restaurants and cafes reopen.

• If within 14 days of travelling to a risk area you develop symptoms contact National Public Health organization 1135.

• Borders with Serbia and Bulgaria open.

• International flights have resumed from Athens and Thessaloniki to some destinations.

• Arrivals may have to undergo mandatory Covid-19 testing

• Arrivals from France, UK, US and Belgium face mandatory testing and quarantine.

• Arrivals by sea allowed but subject to random testing.

Hungary • Borders open to Schengen residents without controls.

• Hungary has introduced its own country risk ranking system with travellers arriving from green countries not required to quarantine upon arrival.

• Only those from red countries are banned. This list is subject to rapid change.

• Travellers from yellow countries must be tested and quarantined unless test is negative.

• Nationwide lockdown lifted. State of emergency in effect indefinitely.

• Over 60 years old advised to avoid crowds.

• Foreigners failing to comply with enforcement subject to deportation. Fines and jail terms for those convicted of spreading coronavirus misinformation.

• Emergency measures allow government to rule by decree. Laws and rules are subject to rapid change.

• Restrictions eased: Exercise and travel to and from work to resume along with reopening of some retail shops outside of the capital, Budapest. Budapest to remain under lockdown.

• Face masks mandatory in public.

• Curfew in rural areas lifted.

• Retailers nationwide allowed to reopen.

• Restrictions eased: Hotels, playgrounds and park to open in rural areas while restaurants, cafes and bars to open indoor seating everywhere but with distancing measures.

Iceland • Borders open to all, but arrivals must test negative or quarantine for 14 days upon arrival.

• Travelers must fill out a preregistration form within 72 hours of arrival and be at their own cost of undergo 14 day self-quarantine.

• State of emergency in effect. Ban on public gatherings of more than 100. Social distancing measures in effect. Select grocery stores have specific hours open for elderly and chronically ill persons only.

• Random Covid-19 testing in effect.

• Easing of restrictions: Some non-essential businesses, schools, and cultural centres to reopen. Limits on social gatherings increased from 20-50 people but social distancing remains in place.

Ireland • Reduced service on flights both domestic and international.

• Advisories against travel to China, Iran and Italy, Czechia, Cyprus, Denmark, Malta, Poland and Slovakia.

• All travellers arriving required to self-isolate for 14 days upon arrival and fill out a passenger locator form.

• The Irish government advised against all non-essential travel from Ireland.

• Country wide lockdown ended

• Gatherings of up to 50 people allowed indoors and 200 outdoors.

Italy • Borders open to Schengen area residents only.

• Italy maintain ban on travellers from outside EU

• Restrictions have been eased for non-essential businesses and venues.

• Retail shops, museums, exhibitions and outdoor cultural venues open.

• Gyms, pools and other recreation venues are open with two metre social distancing.

• Social distancing continues.

Kosovo • Air and land travel is severely restricted with most international flights suspended and most land

• Curfew re-imposed in major cities from 21:00-5:00.

• Social distancing measures in effect.

• Face masks mandatory in public.

Latvia • Borders open to all Schengen area residents but quarantines for those arriving from countries with cumulative 14-day number of 15 cases per 100,000 inhabitants.

• 2-meter social distancing in effect. Schools and universities closed.

• No more than 25 people may assemble in public spaces unless they are members of the same family or performing essential work duties.

• Face masks mandatory on public transit.

Lithuania • Borders open only for those coming from UK and Schengen countries if less than 25 confirmed cases per 100,000 inhabitants in the past 14 days.

• State of emergency declared and policies currently under review.

• All passengers required to wear PPE, pass a health screening, and assessment of symptoms in order to travel.

• Schools, universities and nurseries closed. Gatherings of more than 100 peoples banned.

• Security forces deployed to prevent travel between all cities and town across the country during the Easter weekend.

• Shops, museums and some sports facilities open.

• Wearing of face masks in public places recommended.

• Kindergartens, beauty and dental practices open with social distancing.

• Outdoor events of up to 700 and indoor for up to 150 allowed.

Luxembourg • Individuals who have stayed in high risk areas and show symptoms of COVID-19 are asked to self-quarantine.

• All commercial flights through LUX are suspended.

• Border with Germany open

• All events are suspended. All schools closed. Only essential services and businesses remain open.

• Everyone is ordered to stay at home.

• Restrictions easing: Public transit and non-emergency medical care open.

• Restrictions easing: Most retailers, cultural venues, and salons allowed to open with social distancing measures.

Malta • Borders and tourism open with residents of certain countries not required to quarantine upon arrival: Austria, Cyprus, Czech Republic, Denmark, Estonia, Finland, Germany, Hungary, Iceland, Ireland, Israel, Latvia, Lithuania, Luxembourg, Norway, Slovakia, Switzerland, Italy with regional exceptions, France and

Netherlands • Borders closed to all non-Schengen travellers with UK travellers exempt.

• Travellers with suspected symptoms are asked to remain at home and to call ahead to Dutch medical authorities.

• Trains run as normal.

• Events with more than 100 people banned. Locations frequented by more than 100 people closed, such as cultural centres and museums.

• Social distancing measures in effect.

• Face masks required at airports.

• Most businesses and venues open with social distancing.

• Schools open.

North Macedonia

• International airports remain closed to commercial traffic.

• Land borders open for all travellers.

• Curfew Lifted: Curfew lifted immediately, and businesses allowed to reopen with social distancing measures in place.

• Essential businesses and services remain open.

• Mandatory to wear face masks in public.

Norway • Open to Schengen residents only.

• No entry restrictions for arrivals from: Andorra, Austria, Belgium, Czech Republic, Cyprus, Denmark, Estonia, Finland, France, Germany, Greece, Iceland, Italy, Ireland, Latvia, Liechtenstein, Lithuania, Malta, Monaco, Netherlands, Poland, Slovakia, Slovenia,

• Gatherings of up to 200 people permitted.

• Most restrictions eased and business activity normalized.

Spain, Switzerland, United Kingdom and Vatican City

• All other Schengen area residents required to quarantine for 10 days upon arrival.

Poland • Polish Airlines partially resume domestic flights.

• Social distancing measures implemented, if these are not followed fines will be issued.

• Masks in public is mandatory.

• Parks and forests are reopened to the public.

• Reopening of hotels, restaurants and malls.

Portugal • Borders open to all Schengen countries, UK, Brazil and other Portuguese language countries, Canada, Venezuela and South Africa.

• State of calamity extended in Lisbon until July 31st.

• Restrictions re-imposed in Lisbon: gatherings restricted to 10 people maximum and businesses must close by 20:00.

• Authorities advise individuals from Porto and Lisbon to avoid unnecessary travel and not to attend large meetings/gatherings.

• Businesses with restricted operating hours. Prohibition on public consumption of alcohol. All campsites and motorhome parks closed.

• Temporary citizen rights granted to all migrants in order to ensure access to social security and health care during Coronavirus event.

• Restrictions eased: reopening of small shops, hairdressers, car dealerships, and other small retailers.

Romania • Borders open to all Schengen area residents, but conditions apply.

• All arrivals subject to mandatory quarantine except those arriving from Austria, Bulgaria, the Czech Republic,

• Less restrictive state of alert: freedom of movement within localities restored and select businesses to reopen. Gatherings larger than 3 prohibited.

• All schools closed.

Cyprus, Croatia, Switzerland, Germany, Greece, Iceland, Latvia, Liechtenstein, Lithuania, Malta, Norway, Slovakia, Slovenia and Hungary.

• Police escorts for high risk individuals to ensure proper quarantines procedures are followed.

• Masks mandatory in all indoor public places and transport.

• Most international arrivals must self-quarantine upon arrival.

• Penalties for those caught spreading misinformation or lying on health declarations.

• Over 65’s allowed outside for work related activities for up to one hour each day. For other essential activities such as shopping and exercise, only between 07:00-11:00 and 18:00-22:00.

Russia • All international flights grounded until the 31st of July except those repatriating Russian citizens.

• Borders are closed to all except citizens and permanent residents until further notice.

• Transit passengers, diplomats, and air crews not affected.

• Temporary closure of Terminal D of Moscow’s Sheremetyevo Airport.

• Restrictions lifted in Moscow and St. Petersburg: Many businesses and cultural venues are open with social distancing. Public transit and freedom of movement restored.

• Reopening of industry and construction.

• Restrictions vary across Russia – check with local authorities for up to date information on quarantines.

Serbia • All borders are open.

• Advanced screening at entry points.

• Gatherings of more than 20 are banned.

• Many businesses and venues open with distancing.

• Face masks mandatory on public transport and encouraged in public spaces in general.

• Select lockdown measures eased:

Slovakia • Border open to residents of Austria, Bulgaria, Cyprus, the Czech Republic, Denmark, Estonia, Finland, Greece, Croatia, Hungary, Iceland, Liechtenstein, Lithuania, Latvia, Hungary, Malta,

• Rail service to Austria suspended.

• Quarantines in effect for all persons who have come in contact with confirmed cases.

• International flight ban lifted

• Only a few border checkpoints with Croatia are open at this time and only from 6:00-22:00

• Social distancing measures in effect.

• Face coverings or masks must be worn outside.

• Hotels, health centres and gyms allowed to reopen.

• Gatherings of up to 200 people allowed.

Spain • Borders open to Schengen area and countries recommended by EU Council.

• Re-imposition of restrictions in Huesca as Covid-19 cases spike.

• Restrictions Eased: Authorities allow outdoor exercise. Small businesses including hairdressers, hardware stores, some personal training, and take away restaurant services open.

• Face masks are mandatory in spaces where it is not possible to meet 1.8m social distancing rule and at all times in region of Murcia.

• Phase 2 Exit Strategy: Groups of 15 allowed and 40% capacity allowed in all service and businesses venues.

Sweden • Borders open to Schengen area residents only.

• Anyone experiencing flu like symptoms who has recently been to affected areas is asked to seek medical attention and to get tested.

• SA mandates face masks for passengers until 31st of August.

• Sweden announced that entry of foreign nationals arriving from countries other than EU member states, UK,

• Large public gatherings of over 50 people are now banned. Ban on visits to elderly homes and hospitals.

• Persons are encouraged to work from home.

• Voluntary social distancing encouraged with shops and public transit potentially limiting the number of clients.

Norway, Iceland, Lecthenstein and Switzerland, as well as EU-Appored low-risk countries is extended until the 31st of August.

Switzerland • Advanced screening at borders.

• Mandatory 10 day-quarantine for travellers from high-risk countries: Argentina, Armenia, Azerbaijan, Bahrain, Belarus, Bolivia, Brazil, Cape Verde, Chile, Colombia, the Dominican Republic, Honduras, Iraq, Israel, Kosovo, Kuwait, Moldova, North Macedonia, Oman, Panama, Peru, Qatar, Russia, Saudi Arabia, Serbia, South Africa, Sweden, the Turks and Caicos Islands and the United States.

• Borders open to all.

• Social distancing measures in effect.

• People at high risk, such as over 65s and those with chronic health conditions advised to stay home.

• Easing of some restrictions: small businesses, DIY and garden supply stores to be reopened, hospitals open to non-urgent care and restrictions on funerals services to be lifted. Limited public transport to also resume.

• Restaurants, pubs, museums, art galleries, libraries, sporting events with no audiences and primary and lower secondary schools are open. Public transport will also resume.

• Extraordinary Situation ended. Gatherings of up to 1,000 people permitted.

Ukraine • Border checkpoints with Moldova and EU reopens.

• Slovakia and Moldova borders open.

• Most international flights suspended until August 1st.

• Entry for arrivals from countries with low levels of transmission.

• National lockdown strategy in effect.

• All educational institutions closed.

• All mass gatherings banned.

• Police have been deployed in Kiev to enforce lockdown measures.

United Kingdom

• Borders are open.
