CHANDIGARH: While the lockdown restrictions are gradually easing, we are still being mindful about stepping outside. The good news is that it is possible to get that salon-finish if you have the right products. Sobiya Moghul, Content Lead at Amazon Beauty recommends using of Hair Serums which protects the hair from heat damage, dust particles, humidity, pollution and dryness. Choose a serum that provides light hydration for straight and thin hair and intense hydration for frizzy and dry hair. Use dry shampoo, it helps remove excess oil and greasiness making the hair look and smell beautiful. The easiest way to change how your hair looks is to colour it. Remember to use an ammonia-free colour to avoid damage. For softer, hydrated and less frizzy hair, it is very important to use a mask regularly.

Efforts being made to contain corona infection in state: CSAGENCYCHANDIGARH, JUN 15

Haryana Chief Secretary KeshniAnand Arora said that due to ef-fective steps taken by the stategovernment in its fight againstCOVID-19, the situation inHaryana is under control and tomaintain the same situation, con-tinuous efforts are being made bythe government as well as by thedistrict administrations.

The new map of Nepal, incorporating areas likeKalapani, Lipulekh and Limpiyadhura in Ut-tarakhand, which are Indian territory, unanimous-

ly approved by the Himalayan nation’s Parliamentthrough a constitutional amendment bill on Saturday, isa provocative step that is certain to worsen ties be-tween Kathmandu and New Delhi. This crisis wasbuilding up over the past few weeks, since the K.P.Singh Oli government had released the new map inMay, and it was then the Indian government shouldhave fast-tracked the long-delayed foreign secretary-level talks to defuse the issue. Now, while Mr Olisought a dialogue with India after the bill’s passage,New Delhi is unlikely to respond positively to suchsledgehammer tactics. It is quite certain Mr Oli — whohas been under huge pressure domestically for sometime, including a challenge to his leadership from ri-vals in his Nepalese Communist Party — is exploitingthe territorial issue to whip up nationalistic fervour. Itis due to this that all other Nepal parties found them-selves compelled to support the bill in the lower house. Now it will go to the upper house, the Rashtriya Sabha, which is expected to be a formality. Then things willfurther deteriorate.

There is also the China factor. Mr Oli’s govern-ment could survive earlier this year, fending off a chal-lenge from some predecessors like Prachanda andMadhav Nepal, because the Chinese ambassador inKathmandu, presumably on Beijing’s instructions, in-terceded on his behalf to urge they don’t bring downhis government. Mr Oli had a huge political debt topay to the Chinese, who have been systematically rais-ing their profile for decades in the landlocked countrysandwiched between China and India. With their deeppockets, they have also, often successfully, tried to dis-place India from its traditional role in Nepal. And itdoesn’t seem like a coincidence that the fresh crisis inIndia-Nepal ties is happening when Sino-Indian rela-tions are on the edge following the People’s LiberationArmy’s incursion in Ladakh.

But even if Mr Oli is playing the nationalism cardfor domestic reasons, or is being instigated by the Chi-nese (as Army Chief Gen. M.M. Naravane hinted sometime ago), the cartographic crisis with Nepal also rep-resents a huge failure for Indian diplomacy. Grantedthat Kathmandu was acting difficult, to say the least, and violating all norms on the resolution of boundaryissues, it was still the responsibility of India’s foreignoffice to act more mature than our smaller neighbour.

Literature & CultureThat’s experience, aren’t we all? “Single conversation across

the table with a wise manis better than ten years’

study of books.” A college de-gree won’t guaranty you ahigh paying job. It won’teven make you a skilledleader. Developing skills suchas leadership, decision making, people and resource manage-ment takes real practice andexperience. These are the skillswhich can’t be acquired in theclass room. One fine morning, while chatting with myfriends over a cup of tea in asmall xerox shop, I incidentlyhappened to come across acopy of letter, written in earlynineties to the local Dy. Com-missioner by some retd. mili-tary personnel , who had at-tended his school reportedlyfor 3- 4 years only. It remainsconfirmed that this letter isdrafted by him in his ownhandwriting. After having dis-covered scholarly essence ofthis write -up, I personallyfelt, this document must inviteattention of all curious readersespecially the young students. It has attained quite a badshape, after having gatheredimmense dust and facing bru-tal attack of insects for yearstogether. However, every carehas been taken here, for keep-ing originality of its contentsintact.

A few excerpts from itread as “Sir, local RegionalEngineering College has builta septic tank, which has beenleft open. Tank remains full tothe brim with the human exc-reta brought by sewers fromcollege complex. Besides

emitting bad odour and there-by polluting the environment, its very sight is quite offend-ing. An unending stream ofnight soil water oozes outfrom northern end of tank, which flows to adjacent nul-lah. The presence of night soilwater in entire length of nul-lah has made it breedingground of mosquitoes. Thewater of nullah turns blackduring dry and hot weatherand even the quadrupeds dis-dain from drinking it.

The REC principal hasset a bad precedent by legit-imizing an open septic tank. The trainees spend about halfa dozen years of their impres-sionable age here. An indeli-ble imprint of whatever theysee all around gets framed intheir mind. They, later in life, too will recommend wrongthings on rising to positionsof senior engineers.

The contaminated waterenters the well of ‘water sup-ply scheme’, from where it ispumped to storage tanks. Theinhabitants of about fifteenvillages are made to drink thisimpure water which is bound

to tell upon their health. There is also every likelihoodof water borne diseases, breaking out any time espe-cially during rainy season. Allour plans to stop this nui-sance have proved of noavail”. Thereafter, the appli-cant beautifully recommendsremedial solution for thisproblem before closing hisrepresentation. He advocatesadequate covering of sceptictank and stopping flow ofnight soil water to nullah. Be-sides, he goes on suggesting,“direct the respondent to al-low sharing his institutionalwater supply with all ag-grieved parties, in case of hisexpressly inability to satisfyother two options”. At thisjuncture, it remains difficult topredict, what the readersmight have perceived. Howev-er, I’m unequivocally im-pressed on three counts.Firstly, his lucid writing stylewith calligraphy ; secondly, el-egant voicing of environmen-tal concerns and thirdly, com-ing with relevant solutionsand worrisome vision for fu-ture progeny have whorledme to see a learned social sci-entist in him - a person withno academic degree ! Advanced MRI scans mayimprove treatment of tremorsResearchers have recently devel-

oped MRI techniques that are usedto more precisely target a small

area in the brain linked to Parkinson'sdisease and essential tremor. The discov-ery may lead to better outcomes withoutsurgery and with less risk of negative ef-fects. The new research led by UTSouthwestern researchers was publishedin the journal Brain.

It describes recently refined MRImethods designed to allow neuroradiolo-gists to zero in on a pea-sized region inthe brain's thalamus involved in themovement. Using the images, doctorsthen can use high-intensity focused ultra-sound (HIFU) to ablate, or burn away, problem tissue, says Bhavya R. Shah,M.D., first author of the study and an as-sistant professor of radiology and neuro-logical surgery at UT Southwestern's Pe-ter O'Donnell Jr. Brain Institute.

"The benefit for patients is that wewill be better able to target the brainstructures that we want," Shah says."And because we're not hitting the wrongtarget, we'll have fewer adverse effects."The procedures are already Food andDrug Administration-approved for use inpatients, and UTSW plans to begin em-ploying them to treat patients when it'sNeuro High Intensity Focused Ultra-sound Program opens this fall.

Adverse effects from imprecise tar-geting include problems walking or slur-ring words. While such effects are usual-ly temporary, they can be permanent in15 to 20 per cent of cases, says Dr Shah.

According to the National Institutes

of Health, essential tremor affects up to10 million Americans and Parkinson'sdisease impacts more than 1 million. Both are neurologic diseases thought tohave genetic links. The first line of treat-ment for the involuntary trembling orshaking seen with these diseases is med-ication. However, approximately 30 percent of patients do not respond well todrugs, according to the study.

In the late 1990s, neurosurgeons be-gan using a procedure called deep brainstimulation, opening the skull to perma-nently implant metal electrodes thatcould then be stimulated via a batterypack. About a decade ago, a new MRI-guided procedure emerged that useshigh-intensity ultrasound waves to heatand eliminate a small section of the thal-amus linked to the disorders. MRI-guid-ed HIFU is currently approved for thetreatment of essential tremor and tremorsseen in Parkinson's disease patients. Theoutpatient procedure does not requireopening the skull, and the patient isawake while it is performed, says Dr.Shah. "No cuts. No anaesthesia. No im-planted devices." A challenge in bothprocedures has been locating the precisearea inside the brain's thalamus to treat -the pea-sized ventral intermediate nucle-us, says Dr Shah. Traditionally, doctorshave relied on either landmarks or mapsof the brain drawn from cadavers to helpthem pinpoint the correct location. How-ever, every brain is different, Dr Shahsays, and tiny errors can lead to damagein the surrounding tissue, or to missingportions of the correct target.

Myanmar is seen bysome business peopleas the last trade fron-

tier to conquer in SoutheastAsia, maybe even Asia. It isthe largest mainland SoutheastAsia state by land area and hasa population of 53.7 million, not far from neighbour Thai-land which has 66.6 billionpeople living within its bor-ders. Myanmar, a formerBritish colony, has inheritedthe British legal and govern-mental systems. English, though not widely spoken bythe masses is used in by thebetter educated, in govern-ment and in business.

Based on an estimate for2019 by the InternationalMonetary Fund (IMF), Myan-mar has a nominal GDP ofUSD 66 billion which places it72nd among globaleconomies. After taking intoaccount purchasing power par-ity (PPP), it is ranked 51stwith an economy of USD355billion. It has a nominal percapita GDP of USD1,245.Economic growth has aver-aged 7.5 per cent for the pastfive years and is expected togrow at a pace of 7 per cent inthe medium term.

Although not consideredwealthy, with a wide disparitybetween the rich and the poor,it has a huge potential forgrowth. Consumerism is onlybeginning to take shape.

Upon arriving at thespanking new InternationalTerminal 1 at the Yangon In-ternational Airport, one will begreeted and inundated withbanners and billboards plas-tered with advertisementsfrom various international

consumer brands from Sam-sung to Huawei to Heineken.

The overt product promo-tion seen at the airport is re-flected in Yangon, the mainbusiness city. It is a bustlingand congested city of over 5million with all manner ofcommercial and retail activity.Where vehicular ownershipwas not common a few yearsago, today, the streets in thecity centre are jam-packedwith cars and people. It resem-bles those of any SoutheastAsian metropolitan centreslike Manila, Bangkok, orJakarta. Yangon is no longerthe slow-paced last vestige ofthe colonial era in this part ofthe world.

In fact, just 4-5 years be-fore the 2015 election thatbrought Daw Aung San SuuKyi's party to power, therewere only 2 four or five-starhotels of international calibre.Today you will find more than30.

As an investment destina-tion, Myanmar is incrediblyattractive. Its population isyouthful, eager to learn andfull of enterprise. It is alreadyattracting the attention of man-ufacturers looking to diversifytheir supply chains. Further-more, it is resource-rich.

Infrastructure and com-munications are lacking andso is a banking and financialsystem of international stand-

ing. There are plans by thegovernment to invest in theseareas. There are also plans toprivatise state firms. While In-dia companies have a 25 percent market share in the tele-com sector, China leads infra-structure development by fardue mainly to its Belt andRoad Initiative. In compari-son, between 2011 and 2019,India's share of foreign invest-ment in Myanmar was a mere3.7 per cent as reported byBusinessLine.

India's exports to Myan-mar grew almost 25 per centin the fiscal year 2018-19compared with a year ago. However, trade in the oppositedirection declined some 18 per

cent. Overall USD1.7 billionworth of goods were changedhands. Myanmar ranks a low-ly 58th place among India'strading partners whereas Indiais Myanmar's 5th largest trad-ing partner. Only China, Thai-land, Singapore, and Japan areahead of it.

India mainly exports phar-maceutical products, electricaland electronic products, ironand steel, vehicles and parts, and mineral fuels to Myanmarand imports mostly agricultur-al products, fishery, andforestry and wood products.

Recognising the potentialfor Indian businesses inMyanmar, there have beenvarious attempts to cementtrade ties with its neighbour.

The latest being just lastweek when the PHD Chamberof Commerce and Industry or-ganised an interactive webinartitled "India-Myanmar Busi-ness Promotion, Challengesand Opportunities PostCOVID-19".Distinguisheddelegates and panellists fromboth countries attended withthe aim to strengthen mutuallybeneficial business partner-ships.

As reported by Myanmarmedia house Mizzima, whenthe Indian Ambassador toMyanmar, Mr Saurabh Ku-mar, addressed the attendees,he emphasised the mainte-nance of high-level exchangesover the past few years andaffirmed that the momentumshould be carried forward. Headded that Myanmar has beenan important centre of ex-change of trade and businessfor India as it is a land bridgebetween India and countries

of Southeast Asia. While In-dia-Myanmar shares trade re-lations in many areas, post-COVID-19, they can expandtheir trade relations in areassuch as pharmacy, healthcare, transport, food processing, steel, renewable energy, com-munication and education.

His counterpart, Mr MoeKyaw Aung, Myanmar's Am-bassador to New Delhi, India, continued that India andMyanmar share trade relationsin energy, infrastructure, health, transport and commu-nication.

He emphasised that Indiahas been an important countryfor Myanmar. He also briefedthe attendees on steps andmeasures taken by the Myan-mar government to control thespread of COVID-19. He fur-ther said that post-COVID-19,there will a lot of business andtrade exchanges that will ben-efit businesses and companiesin both countries to help thembounce back and grow in thefuture.

Other delegates called forimprovements in air, land, andsea connectivity to boost rela-tions and globalisation whichcan help lead both countriesout of the COVID-19 eco-nomic slump.

They further added thatalthough COVID-19 has cre-ated a challenging businessand economic environmentfor all, they should look pastthe pandemic and focus onwhat can be done together tolift businesses in both coun-tries post COVID-19 with theIndian pharmaceutical indus-try expected to play a leadingrole.

India-Myanmar aim to expand trade

(BY T. S. ELIOT )

The whole world isin the grip of an un-precedented pan-

demic. India is nowamong the worst affectedcountries. The number ofinfections is rising alarm-ingly. The fatality ratesare creeping up. Hospitalinfrastructure is undergreat stress, and in somecases in danger of col-lapse. There are reports ofcrematoriums unable tokeep pace with the bodiesbeing brought in. Mil-lions of the urban poorhave been displaced. They are living on thebrink of survival. Theeconomy has taken a bat-tering. Production hasshrunk, demand has col-

lapsed, exports haveplummeted, significantsectors like hospitalityand tourism are stillclosed, unemploymenthas spiralled to unbeliev-able heights, supply linesare destroyed, and mil-lions of commercial es-tablishments are close toclosure. India is in thegrip of a crisis like neverbefore.

In such a grave situa-tion, the ruling BharatiyaJanata Party’s proclivityto carry on with politicsas usual, as though every-thing is still hunky-dory,strikes an extremely jar-ring note. Union homeminister and former partypresident Amit Shah held

a “virtual” rally in Bihar, which is the next statethat will go for Assemblypolls. As per reports, some 72,000 LED TVswere installed all over Bi-har to facilitate his out-reach. This at a timewhen millions of the ur-ban poor have returned toBihar in abject condi-tions, the state is woefullyshort of funds, its infra-structure to cope with thisinflux is pathetically in-adequate, the disease isspreading, and miseryabounds. One would havethought that the homeminister of the countrywould eschew partisanpolitics for the momentand focus on what can be

done to ameliorate the sit-uation for those most inneed. The same abrasiveapproach is seen for WestBengal too. It is true thatthe state will have elec-tions in April next year, soon after Bihar, and theBJP, as the principal Op-position party, wants des-perately to win.

But there is almost ayear until then, and therewill be a right time forthe political slugfest tocommence. But the BJPis a party in a politicalhurry. It does not wish topostpone its electoral ap-petite. It does not want todefer its desire to trounceits political opponents im-mediately.

Amid corona crisis, it’s politics as usual for BJP

Expressing Punjab’s reservations onthe amendments, Punjab Chief Min-ister Captain Amarinder Singh onMonday urged Prime MinisterNarendra Modi to review the three re-cently issued central government or-dinances related to the farming sector,in the interest of the farmers, and tak-ing into account the spirit of `cooper-ative federalism’ which the letter hasalways strongly championed.

Underlining the need for the Cen-tre and States to work together to se-cure the collective good of the peopleof the country, who reside in theStates, the Chief Minister has, in a let-ter to Modi, sought a reconsiderationof the three ordinances - for permit-ting trade in agricultural produce out-side the physical boundaries of theset-up of the agricultural market un-der APMC Act, easing of easing re-strictions under the Essential Com-modities Act, and facilitating contract

farming. All three should be revisitedkeeping in view the concerns and theinterests of the farmers, said CaptainAmarinder, seeking protection of thefarmers’ interests at all times.

The Chief Minister pointed outthat Punjab has been at the forefrontof ensuring food security for thecountry. The development of cropproduction technology for wheat andpaddy as well as its dissemination, supported by the assured procure-

ment at minimum support price(MSP) by FCI in the notified markets, has played a key role in building upbuffer stocks and making the countryself-reliant, he stressed The results ofthis policy, observed CaptainAmarinder, were most visible in therecent past when the country was ableto face the unprecedented crisis ema-nating from the Covid-19 pandemicwith confidence, with no threat ofhunger and food deprivation. Further, the Chief Minister pointed that Agri-culture is a subject entrusted to Statesby the makers of the Indian Constitu-tion and features at entry 14 on theState List. On the other hand, Tradeand Commerce feature in entry 33 ofthe Concurrent List, which enablesboth the Union and States to legislateon the subject provided the State leg-islation, is not repugnant to the legis-lation of the Union. Referring to thespecific ordinances, the Chief Minis-ter said the Agriculture Produce Mar-keting System in Punjab had stoodthe test of time and served the State

and the country well over the last 60years. It had in fact been an importantcontributor to the success of the‘Green Revolution’, he said, addingthat it had helped in ensuring food se-curity on the one hand and securinglivelihoods of millions of farmers andfarm workers on the other.

Further, he pointed out that awell-developed infrastructure hasalso been created in Punjab, both foropen marketing and storage of pro-duce and seamless transportation ofproduce from farm-gate to mandisand godowns. The State Governmentis in the process of further upgradingthis infrastructure to support modernfarming and agri-marketing practices,he added. However, the changes asper the Ordinance dated June 5, 2020,in the agricultural marketing system, had led to widespread apprehensionamong the farmers of the State thatthe Union Government was planningto withdraw from the assured pro-curement of food grains produced bythem.

Virat Kohli is undoubtedly among the greatest batsmen in the modern-day generation, however, despite having a series of records to his name, an ICC trophy is something that has been eluding the Indian skipper. And talking about the same, Gautam Gambhir has said the swashbuckling batsman has still a lot to achieve as a captain.

Virat Kohli had expressed earlier that winning an ICC trophy is an obsession for him like any other captain in the world, however, his team has not been able to bring home any of the coveted trophies.

Talking about Kohli's, former India batsman Gautam Gambhir said, “You can keep scoring your own runs. There are people like Brian Lara who’s got so many runs. People like Jacques Kallis who have won nothing, Virat Kohli, at the moment, has won nothing to be honest, as a leader.”

MELBOURNE: Cricket Australia (CA) Chief Executive Kevin Roberts is set to be replaced by an interim CEO after losing support of the board over his stewardship of the game during the coronavirus shutdown, local media reported on Monday. Members of the board held an emergency meeting on Sunday to put handover arrangements in place for a replacement, The Australian newspaper said. The reports did not give details about the interim CEO, while CA did not immediately comment when contacted by Reuters. Roberts has been criticised for his handling of the shutdown since a decision to furlough about 80% of staff at head office in April to "proactively" manage the impact of COVID-19. State associations that nominate members to the CA board have pushed back against proposed cuts to their grants, while the players' union has called for dispute resolution with the governing body after rejecting its forward estimates for the revenue that underpins player payments.
