The arts and culture sector plays a key role in contributing to the social, cultural, and economic health of Brampton. Many artists and arts organizations are particularly vulnerable to the impacts of COVID-19 due to the unprecedented loss of revenue caused by the cancellation of performances, exhibitions, productions, and community events, the closure of venues and the prohibition of public gatherings. To assist Brampton based artists and arts organizations in dealing with the negative impacts of COVID-19, the City of Brampton has created the COVID-19 Relief Fund for Artists and Arts Organizations. The Fund offers:

Up to $15,000 in relief funds for Brampton-based charitable and non-profit arts organizations.

Up to $1,000 in relief funds for Brampton-based individual artists. These funds are intended to help offset a portion of revenue losses and expenses as a result of COVID-19 and will play a role in helping Brampton’s arts sector to stabilize, strengthen, and contribute to the city’s economic recovery from the pandemic. Eligibility Criteria

Arts Organization Funding

To be eligible for Arts Organization Funding, the following eligibility

criteria must be met:

The arts organization must be a Brampton-based registered charity or incorporated non-profit with its head office located within Brampton.

o Registered charities: Provide the organization’s charitable registration number.

The arts organization must have been located in Brampton for a minimum of 12 months prior to the date of application.

Important Advisory: To confirm that the organization has legal status as a registered charity and/or incorporated non-profit and that it has held a Brampton head office address for a minimum of 12 months, the City of Brampton will search the Canada Revenue Agency’s database and obtain a Corporate Profile Report from the appropriate government jurisdiction (Provincial or Federal).

o These documents must provide evidence that the applicant arts organization meets the aforementioned eligibility criteria; otherwise, the application will be deemed ineligible, and the applicant advised as such.

o If the application is successful, a charge-back fee of $16 will be

deducted from the awarded funding amount to cover the administration cost associated with obtaining a copy of the Corporation Profile Report. This is a preferred rate that the City has access to, and represents a substantially lower cost for the Report than if an applicant organization was to obtain a copy of the report on its own.

The arts organization must meet the following definition of an “Arts Organization”:

o An Arts Organization is defined as being generally led by arts professionals who observe best industry practices and pursue standards of excellence within their discipline. These are organizations that work with other arts professionals whom they pay, at minimum standard fees, for their work and/or may include participants who are not generally paid for the work they do in the organization.

The arts organization must focus its artistic practice on one or more of the following disciplines: dance, literature, media arts, multi and inter arts, music, theatre, visual arts.

The arts organization must have experienced loss of revenue as a direct result of COVID-19.

Only one application per organization may be submitted.

It is respectfully requested that arts and culture organizations who have been able to retain steady income and have not been unduly affected financially during the present crisis refrain from applying to the COVID-19 Relief Fund for Artists and Arts Organizations so that the Fund’s limited resources can assist the most vulnerable in the arts and culture community.

Individual Artist Funding

To be eligible for Individual Artist Funding, the following eligibility

criteria must be met:

The applicant must have a residential address within the city of Brampton and must have been located in Brampton for a minimum of 12 months prior to the date of application. As part of the application, applicants will be asked to submit the following documentation as proof of Brampton residential status:

o A picture or photocopy of valid Federal or Provincially issued photo identification (i.e. Ontario driver's licence, Canadian passport) that shows a Brampton residential address.

OR

o Copies of leases or utility bills for a Brampton residential property that demonstrates Brampton residence.

Applicants must declare that they have held residence in Brampton for 12 months prior to the date of making the application.

The applicant must be 19 years of age or older.

The applicant must be a self-employed “Professional Artist,” which is defined as follows:

o A Professional Artist is defined as someone who has developed skills through training or practice, is recognized by artists working in the same artistic tradition, has a history of public presentation or publication, seeks payment for their work and actively practises their art.

The applicant’s artistic practice must be focused on one or more of the following disciplines: dance, literature, media arts, multi and inter arts, music, theatre, visual arts.

The applicant must have experienced loss of revenue as a direct result of COVID-19.

Funding received from the COVID-19 Relief Fund for Artists and Arts Organizations will result in the issuing of a T4A (Statement of Pension, Retirement, Annuity, and Other Income) tax slip to the applicant. Such income may be subject to taxes as per the Canada Revenue Agency. For more information, please visit: https://www.canada.ca/en/revenue-agency.html

Funding received from the COVID-19 Relief Fund for Artists and Arts Organizations may affect eligibility for the Canadian Emergency Relief Fund (CERB). The applicant is responsible for determining whether they are eligible for CERB if they receive COVID Recovery and Stabilization funding. This Fund is intended for Individual Artists who are self-employed and not eligible for Employment Insurance (EI). This is to ensure that the Fund is assisting as many self-employed artists as possible and that funds are distributed to those who do not have access to other benefit resources. Complete the application and prepare the supplementary materials required for a

Applicants will receive an automated confirmation email when the application is

submitted.

City staff will review all applications received for Arts Organization Funding.

Those who meet all eligibility criteria will be considered for relief funding.

Funding announcements are anticipated to occur in August 2020. Applicants will

be informed by email regarding the status of their application.

4. COVID-19 Lost Revenue and Expense Details

Applicants must use the COVID-19 Lost Revenue and Expense Details Excel spreadsheet to capture the details of the organization’s lost revenue and expenses to a maximum of $15,000. These losses and expenses must have occurred after March 17, 2020, and up to December 31, 2020, as a direct result of COVID-19.

Examples of Lost Revenue:

Lost revenue due to cancellation of events, performances or programs

Lost revenue due to cancellation of reading, speaking engagements

Lost revenue due to cancelled workshops, classes, etc.

Lost revenue for teaching artists and arts organization led programming due to school closures and cancelled private lessons

Lost revenue due to cancellation of recording sessions

Examples of Expenses: Note: Expenses may be pre-paid, out of pocket, or fixed expenses, as well as expenses related to supporting operation during COVID-19.

Rent or mortgage, utilities, insurance (for office, studio, or venue spaces)

Payroll, audit, or other banking fees

Pre-paid or unrecoverable travel costs for touring

Provision of software and technology to support working remotely

Documentation

Applicants must provide documentation for each reported loss or expense up to a maximum of $15,000, as part of their application.

For each reported line of lost revenue, applicants must submit with their application evidence of this loss (i.e. formal contracts or more informal offers or agreements such as emails, with notices of their cancellation. These documents must include the agreed-upon fee for service).

For each reported line of expenses, applicants must submit with their application evidence of this expense (i.e. detailed invoices or receipts, leases, copies of utility bills).

Note: Lost revenue and expenses that have been or will be reimbursed via insurance or other COVID-19 relief programs (i.e. Canadian Emergency Wage Subsidy, Canadian Emergency Response Benefit) cannot be included in your application.

Provide a brief explanation of how the funding requested will help the organization stabilize and recover from the effects of the COVID-19 pandemic. (250 words maximum.)

6. Declarations

Applicants must declare that all the information provided in their application is true, accurate, and complete, and they acknowledge that they may be called upon to provide further documentation to verify claims.

Applicants must declare that the revenue losses and expenditures detailed in the application have not been or will not be reimbursed via insurance or other COVID-19 relief funds (i.e. Canadian Emergency Wage Subsidy and Canadian Emergency Response programs).

Applicants must declare that they have the authority to submit this application on behalf of the organization named in this application.

Applicants must declare that they understand that the City of Brampton will run a Corporate Profile Report search with the appropriate government jurisdictions to verify the legal status of the organization as a registered charity or incorporate non-profit and to provide evidence that the organization’s head office is located in Brampton. They understand that these are eligibility requirements for this Fund, and should these requirements not be proven, my application will be rendered ineligible.

Evaluation Process

Arts Organization Funding Upon the application close date of Thursday, July 30, 2020, at 11:59 pm, City staff will review all applications received. Applicants that submit a complete application and meet the eligibility criteria will be considered for funding. While applicants can request up to $15,000, final funding amounts will be dependent on the number of eligible applications received. City staff will follow-up with applicants via email regarding the status of their application and the funding decision.

Individual Artist Funding Applications will be received from the application open date of Thursday, July 9, 2020, and will continue to be received and reviewed on an ongoing basis up to Friday, December 4, 2020, at 11:59 pm, or until all available program funds have been exhausted. Applicants that submit a complete application and meet the eligibility criteria will be considered for funding. City staff will follow-up with applicants via email regarding the status of their application and the funding decision.

Contracting

Successful applicants must enter into a contract with the City of Brampton, acknowledging that they have received funds from the COVID-19 Relief Fund for Artists and Arts Organizations. Successful applicants will be contractually obligated to submit to City staff a testimonial about the impact of receiving these funds and acknowledging the City’s financial support during the COVID-19 pandemic.

Final Reporting

There is no formal final reporting requirement associated with the COVID-19 Relief Fund for Artists and Arts Organizations.

Definitions

Arts Organization

An arts organization is defined as being generally led by arts professionals who observe best industry practices and pursue standards of excellence within their discipline. These are organizations that work with other arts professionals whom they pay, at minimum standard fees, for their work and/or may include participants who are not generally paid for the work they do in the organization.

Dance

Includes and may not be limited to: traditional, classical and contemporary dance styles from around the world.

Incorporated Non-Profit

Under the Income Tax Act of Canada, a non-profit organization is an association organized and operated exclusively for social welfare, civic improvement, pleasure, recreation, or any other purpose except profit (for example, a club, society, or association). The organization will generally

be exempt from tax if no part of its income is payable to, or available for, the personal benefit of a proprietor, member, or shareholder unless the proprietor, member, or shareholder is a club, society, or association whose primary purpose and function is to promote amateur athletics in Canada. Literature

Includes and may not be limited to: writers, storytellers and spoken-word artists in all forms.

Media Arts

Includes and may not be limited to: film, video, audio, digital, new media, video and electronic games, and virtual reality.

Multi and Inter Arts

Practices, initiatives and events that have two or more artistic forms present in equal balance in the creation, production and presentation of work. Artistic forms may remain separate or be combined to create new, unified forms.

Music

Includes and may not be limited to: traditional, classical and contemporary music styles from around the world.

Professional Artist

A professional artist is defined as someone who has developed skills through training or practice, is recognized by artists working in the same artistic tradition, has a history of public presentation or publication, seeks payment for their work and actively practises their art.

Registered Charity

A registered charity refers to a charitable organization, public foundation, or private foundation registered with the Canada Revenue Agency. A registered charity is issued a Registration Number once approved. It is exempt from paying income tax and can issue tax receipts for donations it receives. It must be established and resident in Canada, operate for charitable purposes, and devote its resources to charitable activities. Theatre

Includes and may not be limited to: new Canadian work, text-based theatre, collective creation, theatre for young Audiences, clown, physical theatre, music theatre, interdisciplinary work, classical work and adaptations of
