1.CanadianParentsforFrench–ANationalOrganization

1A.HISTORYIn1977,KeithSpicerwasservingasCanada’sfirst-everCommissionerofOfficialLanguages.InterestedinthebilingualismofCanada’syouth,hemetwithgroupsofparentsacrossCanadawhowantedtheirchildrentolearnFrenchasasecondlanguage(FSL)butwhoranintoroadblocksatthelocalschoolboard.Togettheballrolling,Spicerofferedtofindsomeseedmoney—enoughtoorganizeanationalconferenceoflike-mindedparents.Theresultwasaneventcalled“Parents’ConferenceonFrenchLanguageandExchangeOpportunities,”whichtookplaceinOttawainMarchof1977.Itwasduringthisweekend-longconferencethatCanadianParentsforFrenchwasofficiallyfoundedasavolunteer-basedadvocacygroup,acollectiveofparentswhowantedtoensurethatchildrenwouldhavetheopportunitytobecomebilingualintheCanadianschoolsystem.ThefirstconferencedeterminedafewthingsthatarefundamentaltothehistoryofCPF.ThegroupoutlineditsgoalsandelecteditsfirstNationalBoardofDirectors,ledbyinauguralpresidentPatWebsterofOntario.HerfellowdirectorswereJudithMadley(BritishColumbia),DavidSaunders(PrairieRegion),ElizabethAnnesley(Quebec),andMaryLouMorrison(AtlanticRegion).ThisoriginalsmallgroupofconcernedparentswhometinOttawanearly40yearsagohasevolvedintoaproactivenationalnetworkwith11Branchofficesandsome150Chaptersincommunitiescoasttocoast.

1B.MISSIONCanadianParentsforFrench(CPF)isthenationalnetworkofvolunteerswhichvaluesFrenchasanintegralpartofCanada,andwhichisdedicatedtothepromotionandcreationofFrenchSecondLanguagelearningopportunitiesforyoungCanadians.

1C.VISIONCPFenvisionsaCanadawhereFrench-andEnglish-speakerslivetogetherinmutualrespect,withanunderstandingandappreciationofeachother’slanguageandcultureandwherelinguisticdualityformsanintegralpartofsociety.

1D.VALUESInCanadianParentsforFrenchwevaluecommitmenttoourmandate,theacquisitionanddisseminationofknowledge,andthetakingofinitiativeandresponsibilitysothatweachievecredibilityandeffectiveness.

1E.CPFPOSITIONSTATEMENTSTherearethe4basicpillarsthatdescribethepositionofCanadianParentsforFrench.TheseofficialpositionstatementsinformCPF’sfocusandeffortstosupportandadvanceFrenchSecond-LanguagelearningforallyouthinCanada.ThesestatementsactasCPF’stouchstoneswhenintroducingtheorganizationandourinterests,andthesepositionsalsodirectandinformouradvocacyefforts.Followingarethepositionstatements.Forexamplesofhowthesestatementstakeshapeinpracticeandpolicy,pleasevisitthewebsitehere.1.UniversalAccessInCanada,everystudenthastheopportunitytolearnFrenchandaccesstheFrenchasasecondofficiallanguageprogramthatmeetshisorherneedsandaspirations.

2.EffectiveProgramsAllstudentshaveaccesstoawidevarietyofeffective,evidence-basedFrenchSecondLanguageprogramsfromkindergartentopost-secondary.3.RecognizedProficiencyLevelsProficiencylevelsandgoalsareinplacesolanguagelearners,parents,teachers,post-secondaryinstitutions,andpotentialemployershaveacommonunderstandingofeachlearner’sFrench-languageabilitiesandtheexpectationsofrespectiveprograms.4.AccountabilityforStudentAchievementGovernmentsareaccountableforreportingonachievementofstudentsandFrenchSecondLanguageprograms.Parentsandcommunitystakeholdersareactivelyengagedandinvolvedindecision-makingwithschoolboards.CPFbelievesthataccountability,transparency,andengagementallworktowardsensuringsuccessofourFSLprograms,andstudentachievement.

2.CPFBC&YukonBranch

2A.ABRIEFHISTORYFollowingthe1977conferenceOttawawhenCanadianParentsforFrenchwasborn,directorswereelectedtorepresentOntario,BC,thePrairieregion,QuebecandtheAtlantic.BCopeneditsownbranchofficein1978,thoughwithnobricksandmortarofficeuntil1985.Fastforwardtothelate1990sandsuddenlygrowthinFrenchimmersionstartedtotakeoffinBC.In1999therewere29,979studentsenrolledinthisprovince.Today,seventeenyearslater,thereare52,545,withanother670FrenchImmersionstudentsinYukon.Supportingthosestudentsareour40veryactivechapters.

2B.THEBRANCHFUNCTIONThebranchisgovernedbyitsownboardofdirectors,incompliancewithCPFNationalBylawsandPolicy.Additionally,theCPFBC&YukonBranchisincorporatedprovinciallyundertheBCSocietyAct;it’salsoanincorporatedcharityfederally.ThebranchleadspolicyandpedagogyresearchasitrelatestothecontextofFrenchSecondLanguage(FSL)learningintheregion.ItalsoconductsannualanalysisofFSLenrolmentandattritionnumbers.Foracomprehensivelookatframeworkwithinwhichthebranchoperates,youcanrefertotheBranchAnnualReportshere,andtheBranchBylawsandPolicyManualhere.Thiswillgiveyouasenseofthework,andthebranch’sapproachestoit.

2C.BRANCHKEYCONTACTSThebranchofficeisstaffedwithamixoffull-timeandpart-timestaff,andacoupleofcontractors.Thekeypeopleyou’llencounterare:ChapterOutreachCoordinator

TheOutreachCoordinatoriswhoyourchapterwillliaisewiththemost.Theroleisspecificallydesignedtosupportlocalchaptersinmattersrelatingtolocaladvocacyissuesandcampaigns;toworkwithchaptersaroundmembershipinquiries;andtoprovidedirectionandsupportresourcesformembershipengagementanddevelopment.TheOutreachCoordinatoralsoworkstosupportchapterswithgovernanceandadministrationissuessuchasboardworkandrunningmeetings,[email protected]

ExecutiveDirector

Theexecutivedirectoroverseesthegovernance,strategicdirection,andadvocacyworkofthebranch;asaswellasoverseeingtheinternaloperationsoftheofficeintermsofhumanresourcesandotherpolicy-relatedadministrativematters.Ordinarily,chapterswillworkfirstwiththeoutreachcoordinator,[email protected]

3.FunctionsofchaptersCPFchaptersarecommunity-based,volunteer-ledgroupsofCPFmemberswhocometogetheratthelocalleveltoforwardthegoalstheCPFasanorganization.Tothatend,chapters,ledandmanagedbyavolunteerboardofdirectors,organizeeventsandresources,memberandcommunityengagement,andleadlocaladvocacyeffortsasneeded—allinsupportofqualityFrenchSecondLanguage(FSL)learningopportunitiesinthecommunity.Chapterworkincludessuchthingsas:organizingextra-curricularFrench-languageactivitiesandevents(forexample,filmfestivals,readingclubs,fieldtrips,wintercarnivals,springbreakandsummercamps);providinginformationandresourcesforparentsandchildren;workingwithschooldistricts,principals,andteachers;representingparentsondistrictFrenchAdvisoryCommittee;recognizingstudentsuccessthroughawards,giftexchanges,andlocalpublicspeakingcompetitions;welcomingnewvolunteersandnewideas.CPFwasestablishedasathree-tieredorganizationbecausethemostfundamentaldecisionsabouttheprovisionofFrenchSecondLanguagelearningtakeplaceatthreelevels:

• thefederalgovernment(whichencouragesandsupportsFSLlearning)• provincial/territorialgovernments(whichhaveconstitutionalauthorityovereducation)• schoolboards(towhichmanydecisionsaredelegatedbytheprovinces/territories)

4.FormingachapterWhenyouhavedecidedtobecomealocalCPFChapter,youmustapplytotheCPF-BC&YukonBranchtogainChapterstatus.InordertoformaCPFChapterinyourschooldistrictorlocalarea,youneed:

• Atleastsix(6)CPFmembersingoodstanding(ie:theirmembershipfeesareup-to-date)inthesameschooldistrictorlocalareaoftheschooldistrict;

• ToadopttheCPF-BC&Yukonbylaws• AnelectedBoardofDirectorsconsistingofatleastthree(3)Directors;(mandatoryboardrolesare

PresidentandVice-President);ChapterBoardDirectorsmustbeat18yearsoldandmustbeingoodstanding

studentsinyourarea• ImmediatelyadviseCPF-BC&YukonofanychangestoyourBoardofDirectors• SubmitChapterreportsbythedeadlinestotheCPFBC&YukonBranchoffice• BeanactivepartoftheCanadianParentsforFrenchnetworkby:

o Participatinginoccasionalprovince-wideprojects,programsandfundraisingactivitiesofCPF-BC&Yukon

o MaintainingregularcommunicationwiththeCPF-BC&Yukonofficeo KeepingCPF-BC&Yukoninformedofissuesandtrendsinyourareao Sharingideas,experiencesandresourceswithotherchapters.

4A.CHAPTERBOARDROLESTherearetwo(2)requiredofficerrolesthateveryCPFchapterboardofdirectorsmustinclude:PresidentandVice-President.ThisisrequiredaccordingtheCPFBC&Yukonbylaws.Inaddition,westronglyrecommendthepositionsofSecretary,Treasurer,andMembershipCoordinator.It’scommontoseetherolesofTreasurerandSecretarycombined,butthiscanmakeforalotofworkforoneperson,andifpossiblewesuggestthatyourboardmakethesetwoseparatepositions.ThechapterboardofdirectorsiselectedatthechapterAGM,andadditionalofficersmaybeaddedbytheboardbetweenAGMs.Here’sabriefsummaryofwhatthevariousboardrolesentail:President(mandatory)Volunteertimerequired:approximately1-10hoursamonth

TheChapterpresident’sroleisakintothatofachiefexecutiveofficer,ensuringthatthechapterbaseitsactionsontheMission,VisionandValuesofCanadianParentsforFrench,andthatthechapterfollowtheCPFBC&YukonBylaws.Thismeansthatthepresidentoverseesthechapter’sgovernance,planning,communityengagement,advocacy,chapterreporting.Thespecificworkthatfallswithintheresponsibilityofthepresidentincludes:

• chairingallchaptermeetings,includingtheboardmeetingsandtheannualgeneralmeeting

chapterboardandgeneralmembership• representingthechapteratcommunityandschooldistrictevents,includingadvocacyefforts• seekingouteventsinthecommunitywherethere’sanopportunitytonetworkandraisethe

profileofthechapterandoftheworkCPFdoeso Thebranchhaspromotionalmaterial,includingabanner,posters,andanassortmentof

brochuresthattalkaboutFrenchSecondLanguagelearninganditsbenefits.YoucanobtainthismaterialthroughthebranchOutreachCoordinator.

• staysabreastofchapteractivitiesandopportunitiesatthelevelsofadvocacy,communityevents,andmembershipdevelopment,and,crucially,understandshow,when,andtowhomtodelegatewhentherequiredworkextendsbeyondthedirectfunctionsoftheirrole.

Vice-President(mandatory)Volunteertimerequired:approximately1-5hoursamonth

ThekeyresponsibilityoftheVice-Presidentistoassumethepresident’sroleandresponsibilitieswhenthePresidentisunabletodoso.TheVice-PresidentalsoassiststhePresidentinlargeprojectsandtime-consumingduties,includingassistingwithemails,andwithcommunicationstothemembershipandtothepublic.Whennotrequiredtoassumetheresponsibilitiesofthepresidentintheirstead,thevice-president’spositionhasflexibility,andcanbecustomizedtoaddressyourlocalneeds,interests,andcapacity.Forexample,thevice-presidentcanbetaskedwithoverseeingaspectsofyourboardoperations,and/orprojectsyourchapterhasplannedtoundertake(asagreedtobytheboard),suchas:ManagingSuccessionPlanningmaterials,year-to-year.Assuch,thevice-president’sroleisauniqueandintegralpartofyourboardandchapterwork.

TreasurerVolunteertimerequired:approximately1-5hoursamonth

Asanot-for-profitorganizationreceivinggovernmentfunding,wehaveadutytoreportonallourfinancialactivity.CPFChaptersareconsideredpartofBranchactivityandmustthereforeprovidecompletefinancialreportingtoo.(TheBranchcanalsousetheinformationprovidedbychaptersaboutadditionalfundstheyraiselocallytoleveragefurtherfundingwithmatchinggrants.So,it’sveryimportanttoremainup-to-datewithreporting,andtoclearlyreportallactivitiesandmoniesattheChapterlevel.)Chaptersmaintaintheirownbankaccountsandarerequiredtohaveatleasttwo(2)signingofficers—thetreasurerisoneofthesetwo.Thetreasurerisresponsiblefor:preparingandmonitoringthechapter’sannualbudget;maintainingthemonthlybooks(monthlyspending;moniesreceived);keepingtrackofmonthlybankreconciliations;managingthechapterrebates;andpreparingtheannualfinancialsforthechapterAGMandforannualchapterreportingtothebranch–thisincludes:approvedbudget;balancesheet;incomestatement.Insum,theroleisresponsiblefor:

• beingasignatoryonyourChapterbankaccount• Managingandreportingonthechapterbankaccount,chapterrebates,financialtransactions,

andbudgeting• Preparingtherequiredfinancialsfor:

SecretaryVolunteertimerequired:approximately1-5hoursamonth

Thechaptersecretaryrecordsandcirculatestheminutesofallmeetings,andmakesthemavailabletoanyvotingmemberofthechapter.ThesecretaryalsopreparesandsendsnoticesofmeetingsandAnnualGeneralMeetings.Insum,theroleisresponsibleforwhat’scommunicated,recordinganddocumentingdecisionsandactions,aswellasmaintainingthefiling/archivingsystemoftheserecords.Incollaborationwiththepresident,beforeeachboardmeeting,thesecretarycreatesthemeetingagenda;givesemailnoticetotheboardmembersofthemeetingaminimumof14daysinadvanceofmeetingdate.Duringthemeeting,thesecretarytakesminutes(accordingtoRobertsRules),andrecordsthevotesonallmatterspertainingtofinancialandgovernancematters.Afterthemeeting,thesecretaryfinalizestheminutesandhasthemreadytosendtotheboardpriortothenextmeeting.IntermsofthechapterAGM,thesamestepsarefollowed,howeveradvancenoticeofthemeetingmustbegiventoallchaptermembers,andmustbegivenaminimumoffourteen(14)daysinadvanceofthedateofthemeeting.

MembershipCoordinatorVolunteertimerequired:approximately1-5hoursamonth

Themembershipcoordinatorhasavaluableroletoplay.Akeyaspectofthepositionistowelcomenewmembersastheyjoinyourchapter–animportantfunctiontomaintainingarobustandengagedmembership–andthispersonliaiseswiththebranchregardingyourchaptermembershipliststoensureaccuracy.

Additionally,thereareotherboardpositionsthataren’tmandatorybutthatperformavaluablefunction.Afewofthemforyourconsiderationarethefollowing:FISchoolRepresentatives

TherearechaptermemberswhorepresentFrenchImmersionschoolsintheirdistrict;thegoalistohaveeachFIschoolrepresented.Thesearen’talwaysvotingboardmembers;theirfunctionismoreoneofcommunicationratherthangovernance.

ResourceCoordinatorThisrolehelpsfindlearningresourcesforthechapter,FSLfamilies,and/orforstudentsandschoolsthatfallwithinyourchaptergoalsandfundraisingefforts.Therolewilloftenworkintandemwiththepresident,thefundraisingcoordinator(ifthereisone),aswellastheeventcoordinator(ifthereisone).

FundraisingCoordinatorThisroleoverseasfundraisingefforts,coordinatingandcommunicatingfundraisingeventsatthelocallevel.Thisroleisalsoresponsibleforgrant-writingonbehalfofthechapter.Theroleworkswiththepresident,andcanalsoinvolvecollaborationwiththeeventcoordinator(ifthereisone).

EventCoordinator

ThisroleworkswiththeboardandwiththechaptermemberstoidentifyFrenchculturaleventsandperformerstobringtotheschools.Theworkincludesplanningtheevent/s;bookingtheentertainer/s;applyingforsocio-culturalgrants,andothergrantsapplicable.

5.ChapterGovernance

5A.BYLAWSAllCPFchaptersoperateaccordingtheCPFBC&YukonBranchbylaws.TheBranch’sbylaws,policiesandoperationscomplywiththeframeworkofmandatoryobligationsadoptedbyCPFNational,andhavebeenadaptedtomeettheneedsoftheregion.Bylawsaretherulesandregulationsadoptedbyacorporationforitsinternalgovernance.Bylawsusuallycontainsprovisionsrelatingtodirectors,officersandgeneralbusiness.Atthecorporation’sinitialmeetingthebylawsareadopted.Bylawsaremoreflexiblethanthearticlesofincorporationbecausetheyareeasiertoamend.WheneveraChapteramendsitsbylaws,acopyofthenewbylawsshallbesubmittedinatimelyfashiontotheBranchExecutiveDirector,whoshallreviewthemtoensurecompliancewithCPFBranchandNationalBylawsandPolicy.

5B.TYPESOFMEETINGSThereare4differenttypesofmeetingsthatcanbeheldatthechapterlevel.Thetwomostcommonmeetingsyou’llencounterasaboardmemberareChapterBoardMeetingsandtheChapterAnnualGeneralMeeting,bothofwhichcomplywiththebylawsthatoutlinetheirfrequencyandgovernance.Quorumwillalsovary,dependingonthetypeofmeetingyou’reholding.(Quorumistherequirednumberofmembersinattendanceinordertovoteonmotionsrelatedtogovernanceandfinances.)AllmeetingsarechairedbytheChapterPresidentoradesignatewho’sratifiedattheAGM–thismeans,someone’swho’sbeennominated,seconded,andapprovedbythemembershippresentattheAGM.Thefourtypesofmeetingsare:

1.ChapterAnnualGeneralMeeting(AGM)a. Requirednumberofmeetings/year:

I. Atleastonemeetingineverycalendaryear,andnotmorethan15monthsaftertheadjournmentofthepreviousAGM

II. TheAGMshouldnotbeheldmorethan6monthsafterthefiscalyearend.i. YourChapterfiscalyearfollowsyourBranch’s–April1toMarch31–sothismeans

7.MembershipListsTheOutreachCoordinatoremailsmembershipliststochaptersonamonthlybasis,andtheyarevaluableforseveralreasons.WithanoptionfornewmemberstojoinCPFonline,alocalchapterdoesn'treceivethenewjoininformationdirectly(it’sprocessedbythenationaloffice);thesamecanhappenforrenewals.Up-to-datemembershiplistshelpchaptersreachouttonewmemberstowelcomethem;toreachouttomemberswhoseexpirydateisapproaching;toverifycontactinformation;andtoensurethatallmembersoftheirchapterareassignedassuch.Here’swhatyoureceive,andhowyoucanmakethemostofit:

8.MembershipRebatefundsMembershipRebatefunds–80%ofmembershipfeesarereturnedtochapters,basedonthenumberofmembershipsyouhave(newjoinsandrenewals);thispercentageoftenrisesto90%duringtheMembershipDrive(September-October).Therebatestakeplace3/year,anddisbursementisassessedaccordingtothehealthofyourchapter,i.e.:reportingrequirementsareuptodate,chaptersaredemonstratingactivitiesandinitiative.Incertaincases,moreanecdotalelementswillbetakenintoconsiderationwhenextenuatingcircumstancesmaybeimpactingachapter’scapacitytobepro-activelocally,and/ortocomplywithreportingrequirementsinatimelyfashion.

10C.BENEFITSOFCPFMEMBERSHIP

TherearealotofreasonstojoinCPF,butnoteveryreasonwillappealtoeveryperson.Whatconvincesonepersonmaybeoflittleornointeresttoanother.Thinkaboutwhomyouaretryingtoreach,whatyouknowaboutthem,andwhatyouthinkmayattractthem,thengearyourapproachaccordingly.Thinkaboutthecommonthreepointsofengagement;thatis,whatmightmotivatesomeonetojoinCPF:

• thepractical:"What'sinitforme?"• theidealistic:"HowcanIhelp?"• thepolitical:"HowcanImakechanges?"

Usuallythethreearecombinedinanypitch,butsometimescircumstanceswilllendthemselvestoemphasisononeparticularaspectofmembership.So,inadditiontoconsideringyouraudience,considerthecontextforyourmessage.

11.ChapterDissolutionIt isthe intentofCanadianParentsforFrench(CPF)–BC&YukonBranchtoencourageandsupportChapters intheirvitalworkofaddressingtheneedsofFrench-second-language(FSL)learningatalocallevel.Giventhenatureof volunteerism as well as the potential for changes in educational programming, theremay be timeswhen aChapter is unable to fill its obligations as a part of CPF or to continue its work in support of French SecondLanguagelearning.Thiswouldinclude,butisnotlimitedto:

• Afailuretohaveatleastsix(6)votingmemberswithinitsjurisdiction;• Afailuretoabidebytheprovisionsofitsbylaws;• AfailuretoprovidereportingtotheBranchasisrequiredofChapters;• AnynoticetoCPFBC&YukonfromtheChapterexecutivethattheChapterisunabletocontinueitswork;• Anynotice fromCPFBC&Yukon that theChapterhasbeendeemed inactiveorunable to continue its

workThechapterpresidentwillworkwiththebranchOutreachCoordinatortocompletethestepstoclosethechapter.

12.ChapterDormancyIf a chapter’sboarddetermines that itmustdissolve, there is still a chance to re-establish itselfasa continuingchapter,ratherthananewone.

• OnceChapterassets, recordsanddocumentshavebeenturnedovertotheBranch, theChapterwillbeconsideredinastateofdormancy.

• TheBranchwillholdalldormantChapterassetsandresourcesintrustforthirty-six(36)months,orthree(3)years.

• ShouldtheChapterbereinstatedwithinthirty-six (36)months,or three(3)years, fromthe initiationofthe Dissolution Process, all assets held in trust and all records and documentswill be returned to theChapter.

• Should therebenoresolutionto reinstate theChapterwithin thirty-six (36)months,or three (3)years,fromtheinitiationoftheDissolutionProcess,theChapterisconsidereddissolved.

Upondissolution,all assetswill revert toCPFBC&YukonBranch. If aChapter is later re-establishedwithin thesamejurisdiction,itwillbeconsideredanewChapter.
