1 COUNTRY PROGRAMME MANAGER VACANCY Background; Since 2005, the AAH Kenya Programme has been working in the 14 sub-locations of the Mara Division of Narok County through the “Improving the Standard of Living of Pastoralist Communities in Mara Division Kenya” project aimed at initiating development activities within a strongly community-based approach in partnership with local communities and the Mara Division Development Programme (MDDP). In view of the success and impact of the Mara project, AAH Kenya is seeking to expand its programmes in several areas in Kenya. AAH-I is therefore seeking to recruit a Country Programme Manager to lead the implementation of all its projects and programmes within Kenya. 1. JOB TITLE: COUNTRY PROJECT MANAGER (CPM) # Position: One (1) Reports to: Executive Director Duty Station: Nairobi Start Date: 1 st January 2014 Project Duration: 12 months ROLE To implement AAH-I’s strategic goals and objectives within Kenya. To provide leadership to the AAH Kenya programme team towards advancement of AAH’s mission, philosophy and country programme goals and objectives. RESPONSIBILITIES: 1) Programme Development and Management: With overall responsibility for programme development and management, works in consultation with the Directorate and the Kenya National Board to develop the country strategy in line with the overall AAH-I strategy and prioritize programme strategies. Keeps abreast of the country priority development areas and ensures that the country strategy addresses them so that AAH Kenya remains relevant to its stakeholders. Takes the lead in identifying new projects and gap areas in existing projects with a view to soliciting new funding. Ensures that programme and project activities outlined in the overall AAH-I and AAH Kenya Country Strategic Plans and donor contracts are effectively implemented in accordance with contractual obligations and AAH-I’s goals and mission. Ensures that the quality of AAH Kenya programs and services delivered is maintained. 2) Human Resource Management: Effectively manages the AAH Kenya programme staff according to the approved HR policies and procedures, and ensures that AAH Kenya fully conforms to the Kenya labour laws and regulations. Effectively manages the programme team and partners by setting performance targets and continuously monitors to ensure the attainment of the programme objectives and country strategy.

3) Financial Management

Has oversight responsibility to ensure appropriate management of the AAH Kenya programme budgets in compliance with both AAH-I’s and Donor policies and procedures and ensures the agreed reporting deadlines are fully complied with. Draws up annual work plans and budgets for the country and seeks AAH-I Directorate and AAH Kenya Board approval and monitors implementation.

4) Representation

As the senior staff in AAH Kenya, advocates on behalf of AAH Kenya’s operations in the field and maintains a strong profile of the organisation in appropriate coordination and other external fora. Works with the AAH Kenya staff and Directorate in deciding on the development network the programme should invest time in. Represents AAH Kenya with Local Authorities, Donors, and NGOs fora and assists in the management of both internal and external communications.

5) Budget management Ensure appropriate and prudent use of funds allocated to project he/she is responsible for during implementation and all field missions as per AAH-I and specific donor policies. MINIMUM REQUIREMENTS

o Master’s degree in the social sciences with significant experience in development projects management;

o Proven track record of leadership, with at least 5 years progressive senior management experience supervising complex programmes funded by major multilateral or bilateral donor agencies;

o Demonstrated field leadership in strategic programme and project development, implementation, and evaluation;

o Proven track record in resource mobilization; o Commitment to promote AAH-I’s Vision, Mission and its strategic goals; o Inspiring leadership with excellent communication and interpersonal skills; o Exellent diplomatic skills and ability to create positive relations with senior government officials,

heads of diplomatic missions, international organizations, NGOs and CBOs to enhance AAH-I’s programmes.

o Experience with financial management and compliance with donor requirements. o Entrepreneurial orientation, self-starter able to work independently and cope with demanding

work situations. o Working Knowledge on participatory methodologies of empowerment of communities including

Community based approaches in development – Community Managed Disaster Risk Reduction (CMDRR), Asset Based Community Development (ABCD), and Village Community Banking (VICOBA).
