Ladies and Gentlemen
It is with utmost joy that I address you this morning on this occasion of your admission
into one of the noblest professions, the Information Technology (IT) profession, as
practitioners. I congratulate you on your being found fit and worthy, both in character
and in learning to be so admitted to the IT profession. At this induction ceremony, you
will be exposed the more to the profession and what it offers with a view to preparing
you to practice as it should be.
Given that you are new entrants into the very dynamic world of Information Technology
(IT),it is pertinent to provide a brief about the Computer Professionals
(Registration Council of Nigeria), the apex regulatory body for the practice of
Information Technology (IT)in Nigeria.
thCPN was established by Act No 49 of 1993. The Act was passed into law on 10 of June
and gazetted on the 9th of August that year. It is a regulatory body charged with the
regulation, control and supervision of the computing profession and practice in Nigeria
in line with Section 1 (2) of the Act, and is under the supervision of the Federal
Ministry of Education.

The functions and responsibilities of CPN include, but are not limited to the following:
1. To determine the standards of knowledge and skills to be attained by persons
seeking to become members of the computing profession and improve those
standards from time to time as circumstances may permit.
2. To secure, in accordance with the provision of the Act, the establishment and
maintenance of a register of persons seeking to be registered under the Act to
practice the computing profession and the publication from time to time of the
list of such persons.
Consequently, the Council is responsible for the following among other things:
a. Organization, control and supervision of computing practice in Nigeria
b. Screening of individuals seeking to be registered to engage in the sale or
use of computing facilities and the provision of professional services in
computing in the country.
c. Ensuring high computing professional Ethics and Standards.
d. Creation and sustenance of local and international contacts for our
members,
e. Reduced charges for some specific professional services and facilities.
f. Determining academic standards in Computer Science, Computer
Engineering and other related disciplines.
g. Accreditation of institutions' courses and programmes as well as
evaluation of certificates in computing.
h. Conducting professional examinations in computing.
i. Opening of Regional Offices covering all the geo-political zones in Nigeria.
Our offices presently exist in Abuja, Lagos, Ibadan, Owerri, Port-Harcourt,
Gombe, Jos, Kaduna and Yola.
j. Publication of the Register of Computer Professionals and other
professional works like journals, books, magazines and newsletters.
Act 49 of 1993, earlier referred to, makes it mandatory for all persons and
organizations seeking to engage, or already engaged, in the sale and/or use of
computing facilities, and in the provision of professional services in computing or
related computing machinery in Nigeria, to be registered by the Council and licensed

to carry out such activities. The Act makes it illegal to engage in computing and
professional practice without satisfying the aforementioned condition -
that is, registration and possession of a current valid license.
Consequently, persons and corporate bodies that are registered and hold current valid
licenses, apart from being eligible to carry out their businesses, stand to enjoy several
benefits including but not limited to:
· Elevated professional standing/status
· Protection from the public from exploitation and harassment in the course of
performing bonafide and legitimate professional activities.
· Right to use the Council's insignia: individualized seal, crest, plaque, ties, clips
and brooches
· Reduced rates for computing professional books, publications and events
· Access to and attendance at regular professional programmes like Conferences,
Seminars, Symposia, Workshops and Mandatory Continuing Professional
Development programmes (MCPD) for registered members of the
profession.
· Facilitating local and International contacts with relevant associations and
bodies abroad to ensure the international mobility of our members
· Reduced charges for some specific professional services and facilities.
· Our registered members enjoy reciprocal registration with foreign Computer
professional bodies abroad
One of the hallmarks of professionalism, especially in Information Technology (IT), is
training and retraining, given the high rate of obsolescence of Information Technology
and the need to be updated on regular basis; it is therefore your responsibility to keep
abreast of current developments in the industry if you are to remain competent and
competitive. It is toward this end that the Council has put in place a platform for
Mandatory Continuing Professional Development Programmes (MCPD)held
at various locations at different times across the country. Your attendance of these
MCPD trainings is a prerequisite for the renewal of license and upward mobility in the
profession.

Further, we are conscious of the impact of the use of computational machinery and
related techniques on the public - employers, clients and the professionals. This is
what informed the introduction of the Code of Ethics and Professional Conduct
that details the standards of conduct expected from professionals in the IT industry, as
it exists in older professions such as Law, Medicine, Architecture and Pharmacy. The
Council's minimum expectation of you as ambassadors of the IT profession is high
moral standards and good ethical conduct. As provided in the Act that established CPN,
the Code of Ethics and Professional Conduct is enforceable, and as a matter of fact,
continued membership of the profession depends on strict adherence to it. I enjoin you
therefore to endeavour to be good ambassadors of this profession and tread the path
of honour and integrity at all times.
Please be informed that Council has a mechanism. Let me inform you that we have a
mechanism for sanctioning erring members that go against the Code of Ethics. A
disciplinary panel is constituted to try reported cases of unethical conduct by
members. The Chairman of that panel is vested with a power that is equivalent to that
of a High Court judge. The implication of this is that the pronouncement of the panel
can only be reviewed by the Court of Appeal.
In closing, as you join the league of professionals in the IT industry, you must resolve
to imbibe and exhibit the virtues of honesty and integrity in your professional dealings.
It is only by doing this that you can be a model worthy of emulation by members and
non-members of the profession.

Ladies and Gentlemen
I feel honoured to address this gathering of distinguished professionals on the
occasion of the induction of new members into the IT profession. I want to use this
opportunity to congratulate you for the rare privilege of being counted worthy, both in
learning and in character to be inducted into the most dynamic profession in the world,
Information Technology profession.
Information Technology (IT) profession is a discipline that cannot be ignored by any
country. It is the revolution that is making waves in the world presently because of its
capacity to change the lives of all and sundry in the world. Information Technology has
become a tool for building a better life through the acquisition of knowledge and
experience. It is also a weapon for participating in global markets, promoting political
accountability, improving the delivery of basic services and enhancing local
development opportunities. Information Technology has the potential of eradicating
poverty and can assist tremendously in the achievement of the Sustainable
Development Goals (SDGs).

As new inductees to this profession, the legitimization of your professional practice in
Information Technology starts today and I will charge you to make good use of the
opportunity by channeling your energy and talents towards positive things that would
be of benefit to you and your various organizations. The growth of the profession will
impact positively on the nation and will facilitate the realization of the objectives of the
Federal Government's Next level agenda. As professionals, we are duty bound to work
towards the actualization of making this country a force to be reckoned with in
Information Technology.
We look forward to popularizing Information Technology, increasing its penetration
and improving the lives of our people by making them active participants in the
Information Technology revolution. By virtue of your induction today, you have
become part of the process for the total eradication of quackery and promotion of
professionalism.

It is my wish that you will be well guided in the course of discharging your professional
services to the nation and humanity.
