Minutes of Orientation Workshop for North-Eastern States on"Promotion of Pulses and Coarse Cereals Under NFSM" held on 13-14th June, 2014 at ICAR Research complex, NEH Region, Umiam,

Meghalaya

Two days Orientation Workshop for North-Eastern States on "Promotionof Pulses and Coarse Cereals Under NFSM" was organized at ICAR ResearchComplex NEH Region, Umiam, Meghalaya on 13th and 14th June, 2014. Theworkshop was chaired by Joint Secretary (Crops) & Mission Director (NFSM),Department of Agriculture and Cooperation, Ministry of Agriculture, Governmentof India, New Delhi. The list of the participants is annexed.

Inaugural session:

Director, ICAR Research Complex, NEHR highlighted the importance of pulseand coarse cereals in improving food security, possibility for increasing thecropping intensity in North East Hill Region. He emphasized the need for inclusionof local pulse crops (Ricebean and Kolhar bean) under NFSM. He informed thatoff-late lentil is coming in a big way in rice fallow areas in the region.Collaborative trials and field demonstration of lentil are being undertaken withICARDA in Tripura, Manipur and Meghalaya. Collaborative trials are also inprogress with IIPR, Kanpur for identification of efficient lentil varieties andpackage of practices. The region is having cropping intensity of 117% which canbe increased up to 200% as Tripura state already achieved 186% with limitedresources.

Director of Agriculture, Govt. of Meghalaya reported the progress and futureprospects of the Agriculture in Meghalaya with particular reference to cereals,coarse cereals and pulses under NFSM. She further informed that the StateGovernment is committed to accord top priority to agriculture through increasedallocation in the state plan. She also expressed her concern about rising population,labour scarcity, shrinking farm size, increasing number of small holdings andclimate change effect on agriculture in the state.

Joint Secretary (Crops) informed that the NFSM programme for the year 2014-15has been revamped and pulses have been introduced in all districts and coarse.cereals in identified districts in North- Eastern states. He stated that about 75% ofpulse requirement for North- Eastern part of India is being imported from rest ofthe country. He emphasized to conduct cluster demonstrations on cropping systembasis with inclusion of pulses and coarse cereals focusing on utilization of ricefallow areas and achieving higher cropping intensity. He also stated that ICAR

documents the package of practices for coarse cereals and local pulses and samemay be shared with state governments and DAC. He focused to explore thecultivation of coarse cereals other than maize.

He also suggested that state governments need to place seed indent for next ~-two years in advance to National Seed Corporation (NSC) or other seed agenciesconsidering their budget availability under various crop development programmes.

Representative from NSC informed that the NSC has already signed MoU withSikkim government for supplying seeds and similarly, such MoU can be signedwith other NE states. He also suggested for re-notification of good performing oldvarieties by the concerned breeding institute.

Technical Session

DDG, ICRISAT made presentation on "Enhancing Coarse Cereals and PulsesProduction in North East India". He emphasized the crop diversification for foodand nutritional security especially for women and children. He informed that themandate of ICRISAT is limited 05 crops i.e., sorghum, pearl millet, groundnut,chick pea and pigeon pea and ICRISAT is ready to share information on early toextra early maturing pigeon pea varieties with drought tolerant and suitable to theregion like ICP 7035 (180 days) and ICPL 87091 (130 days). He also emphasizedon use of hybrids in place of varieties like ICPH 2671, ICPH 2740, ICPH 3762,etc. which have 50% higher yield potential and ideal for intercropping. Heinformed that there is about 0.5 million ha rice fallow area in North Eastern regionand cultivation of pulses would to be explored, He also emphasized the importanceof pearl millet (60-75 days duration) and sorghum in the region considering theirdrought tolerance ability, high water use efficiency, wider adaptation, highnutritional value, etc. The state Governments of Mizoram, Nagaland, ArunachalPradesh and Meghalaya requested for supply small quantity of seeds of pigeon peafrom ICRISAT for seed multiplication. He informed that the pod borer problem inpigeon pea has to manage only through IPM as there are no pod borer resistantvarieties.

Director, ICAR Research Complex, NEHR emphasized to include some existinggood performing old varieties (more than 10 years) of pulses under NFSMprogramme especially considering the fact that most of the states do not have seedcertifying agency. In response, the JS(Crops) informed that states may submitproposal for inclusion of varieties ( older than 10 years) of pulses on the basis ofperformance along with adequate documentary evidence and package ofpractices( developed by ICAR/CAU) for consideration under NFSM.

Scientist (Soil Science), Division of NRM, NEHR, Umiam made presentation'Acid soil management' and suggested use of agricultural lime (40% liming) with

FYM (5 t/ha) and recommended dose of NPK as a good option to manage soilacidity and improve crop productivity. The applications of lime mud or paper millsludge are some alternatives to lime as cheaper source of soil amendment.

Scientist (Entomology), Division of Crop Improvement, NEH Region, Umiamhighlighted the use of IPM on rice, maize, coarse cereals and pulses'. Hesuggested that sowing of maize in last week of April, seed treatment in variouscrops, use of bio-pesticides and adoption of recommended IPM package wouldhelp to control the incidence of insect-pests and diseases to a certain extent.

Director of Research, CAU, Imphal elaborated 'Package and practices forincreased rice productivity in NE Region. The breeder seed of varieties (CAUR-l, CAU R-3 and CAD R-4.) of rice is available for multiplication of seed. Thereis potential of cultivation of hybrid rice however farmers are not accepting thehybrid rice due to some quality (taste). He stressed that the cost of cultivation ofrice in NE states would be reduced through mechanization of various farmoperations and strengthening of custom hiring centers in the region.

Head, Crop Improvement, IIPR, Kanpur made presentation on 'Research anddevelopment in pulses with focus on NEH states'. He informed the package ofpractices of various pulse crops like mungbean, urdbean, pigeon pea, lentil etc andFLDs to be conducted in NE region during 2014-15. He also suggested thecultivation of varieties (Uday, Utkarsh and Ambar) of Rajmash.

South Asia and China Regional Programme Coordinator, ICARDA, NewDelhi made presentation on 'Enhancement of pulses production in NE states'.He stated that lentil varieties like HUL-57, Moitree, NDL-l, PL-6 and PL-8performed well and success of relay cropping of grasspea (Var. Ratan andNirmal) in rice fallow in the states of Assam, Meghalaya, Tripura and Manipur).He emphasized that both vertical as well as horizontal production enhancement inpulses can be achieved in NE states provided with price and market assurancegiven to the farmers.

Dr. A.K. Gogoi, ZPD for NE region (Zone III) discussed about various issuesrelated to cultivation of pulses and coarse cereals in NE region. The availability ofquality seeds in time and place is the most important concern. The FLDprogramme is being undertaken to explore the potentiality of cultivation of pulsesand cereals.

Principal Scientist, DMR, Delhi deliberated on "Recommended varieties,package of practices and Roadmap of maize development in NE Region". Theclimate of the NE states is more suitable for cultivation of maize and baby com Healso highlighted various varieties of maize recommended for cultivation in NEregion. The region has diverse variability in land races of maize and their

conservation is of paramount importance. Timely availability of seed and capacitybuilding of farmers is the major concerns in enhancing productivity of Maize in theregion. He also suggested that cultivation of maize is more profitable than uplandrice. Considering potential of hybrid maize in the region, seed production should betaken up.

Project Coordinator, AICSMIP, Bengaluru informed that six small milletsunder the programme in India and AICSMIP activities are limited to somecollaborative demonstrations in Sikkim and Arunachal Pradesh. Small milletsparticularly fox-millet and finger millet can be grown easily in North-easternregion as sole crop as well as intercrop. He informed various varieties of fingermillet and foxtail millets suitable to different agro-ecologies of region would bepromoted in NE region based on the results in Uttarakhand.

Scientist, ICAR RC for NEH Region, Regional Centre, Tripura deliberated on"Increasing pulse production in NEH region-varietal options, scope, majorconstraints and strategies". He highlighted the varieties of different pulse cropssuitable for growing in NE Region (particularly in Tripura Region).

JS (Crops) suggested that the State government officials in North East Regionshould take the help of ICAR for selecting the varieties of pulses used fordemonstration and distribution. DMR, IIPR and AICSMIP should conduct FLDsand varietal testing programme in North East Region in collaboration of NEH,ICAR. He also requested to Director, ICAR for NEH that more FLDs may be taken(if possible). under their TSP and may submit proposal under NFSM. He furtheremphasized that State government officials should work in collaboration ICAR forintroducing standard varieties and agronomic practices to the farmers.

Director, NEHR, ICAR in his concluding remarks suggested that all stakeholdersin North East Region should work in collaboration to improve the food andnutrition security in North East Region.

Representative from SFAC 'shared information regarding role Farmer-Producerorganizations (FPOs) in procurement of pulses and coarse cereals. He alsoinformed various Resource Institutes identified in NE region.

After detailed discussion during two days workshop on "Promotion of Pulses

and Coarse Cereals Under NFSM", the following actions were agreed to:-

ICRISAT would take pilot project forexploration of potentiality of chickpeacultivation in Assam

ICRISAT would liaise with states to supplysmall quantity of seed of pigeonpea for seedmultiplication.

12 Availability of breeder CAU would ensure the availability of breederseed of improved seed of newer varieties to states forvarieties of rice multiplication of seeds

13 Inclusion of districts State may submit proposal for inclusion allunder NFSM-coarse districts under NFSM -coarse cereals withcereals in Nagaland justification for utilization of allotted funds

14 Multiplication of seed of NSC would take initiate action for seedpulses and cereals multiplication of recommended varieties of

cereals and pulses in NE region and have aliaison with states for advance contract of-- seeds to ensure seed availability of newervarieties.

15 Promotion of FPOs 111 SFAC would organize a one workshop withprocurement of coarse states to get them acquainted with Resourcecereals and pulses Institutes (RIs) in the region.
