In 2015 alone, 3,477 people were killed in distracted driving crashes. An esti- mated 391,000 people were injured in motor vehicle crashes involving a distracted driver. In New Jersey, driver inattention remains the most significant cause of fatal and incapacitating crashes. Driver inattention was listed as a contributing circumstance in 52 percent of the state’s crashes in 2014 and was a contributing factor in more than 800,000 crashes total from 2010-2014. Distracted driving is any activity that diverts a person’s attention away from the primary task of driving. These distractions include texting, using a cell phone, eating and drinking, talking to passengers, grooming, reading (including maps), using a navigation system, watching a video, and adjusting a radio, CD player, or MP3 player. The statistics regarding cell phone use while driving are particularly troubling. At any given daylight moment in the country, approximately 660,000 people are using their cell phone while behind the wheel. In the average month, more than 150 Billion text messages are sent in the U.S., many by drivers. In response to these troubling statistics, the NJ Division of Highway Traffic Safety (NJDHTS) carried out a statewide distracted driving enforce- ment crackdown from April 1-21, 2017 with the slogan UDrive. UText. UPay. April, 2017 was also National Distracted Driving Awareness Month, which was a time to remind New Jersey motorists of the state’s distracted driving laws, which include tiered penalties for repeat offenders that can subject violators to a license suspension. New Jersey was one of only three states nationally to receive dedicated distracted driving incentive grant funding from the National Highway Traffic Safety Administration. This special funding allocation allowed NJDHTS to award overtime enforcement grants to 188 police agencies in the state. All 495 police departments in New Jersey were invited to support the campaign, whether they received grant funding or not. The UDrive. UText. It is estimated that more than 21,000 enforcement man-hours were worked during the campaign, which included 109 fixed distracted driving checkpoints. 76% (378) of New Jersey’s police agencies par- ticipated in the effort. A number of agencies reported significant accomplishments during the crackdown, including 15 agencies which issued more than 180 cell phone use/texting summonses during the three-week campaign.

THE RESULTS

Distracted driving is a dangerous epidemic on America’s roadways. In 2015 alone, 3,477 people were killed in distracted driving crashes. An esti-mated 391,000 people were injured in motor vehicle crashes involving a distracted driver. In New Jersey, driver inattention remains the most significant cause of fatal and incapacitating crashes. Driver inattention was listed as a contributing circumstance in 52 percent of the state’s crashes in 2014 and was a contributing factor in more than 800,000 crashes total from 2010-2014.
