    I. PROJECT DESCRIPTION AND STATUS The North Carolina Department of Transportation (NCDOT) proposes to construct a new location project in Brunswick and New Hanover Counties. The project is included in the 2018-2027 State Transportation Improvement Program (STIP) as Cape Fear Crossing (STIP Project U-4738). The project would extend from the vicinity of US 17 Bypass and I-140 in Brunswick County to US 421 in New Hanover County, including a crossing of the Cape Fear River. NCDOT has selected six alternatives for detailed study. These alternatives include three alternatives on new location and three “hybrid” alternatives that incorporate components of new location and upgrades to existing roadway. Components on new location would be fully controlled access and upgrades to existing roadway would be partially controlled access. Individual descriptions of the six alternatives are included below.

    New Location Alternatives: o Alternative B: This alternative begins at I-140 and crosses US 17, travels

    between the Brunswick Forest and Mallory Creek developments, and crosses the Cape Fear River to terminate at Shipyard Boulevard.

    o Alternative M Avoidance and N Avoidance: These alternatives begin at the I-140/US 17 interchange, avoid the Snee Farm/Stoney Creek subdivisions, travel south of Brunswick Forest, and cross the Cape Fear River to terminate at either Independence Boulevard (Alternative M Avoidance) or Shipyard Boulevard (N Avoidance).

    “Hybrid” Alternatives: o Alternative Q: This alternative begins at the I-140/US 17 interchange,

    upgrades existing US 17 for approximately two miles, then continues on new location between the Brunswick Forest and Mallory Creek developments, and crosses the Cape Fear River to terminate at Independence Boulevard.

    o Alternative T: This alternative begins at the I-140/US 17 interchange, upgrades existing US 17 for approximately two miles, then continues on new location parallel to Wire Road, and crosses the Cape Fear River to terminate at Shipyard Boulevard.

    o Alternative V (standard widening): This alternative will include upgrading US 17 to the US 17/US 421 interchange, then travel south along Eagle Island on new location, and cross the Cape Fear River to terminate at US 421 just north of the Port of Wilmington.

    The purpose of this Crash Analysis is to evaluate and summarize the recent crash history for the primary roadways on which the proposed project would intersect and could potentially affect traffic volumes and roadway characteristics. The analysis provides information to NCDOT to help identify potential hazardous roadway segments in the project area. This information could be used by the NCDOT in the future to investigate specific safety concerns.

    II. MAJOR ROADWAY EXISTING CONDITIONS US 17

    US 17 enters the study area from the west as a four-lane divided highway with partial control of access and a posted speed limit of 55 miles per hour (mph). West of Gate City Dr US 17 maintains partial control of access but reduces the posted speed limit to 45 mph. West of US 74/US 76 US 17 transitions to full control of access with a posted speed limit of 60 mph. East of NC 133 (River Rd)/SR 1472 (Village Dr) US 17 maintains full control of access but reduces the posted speed limit to 55mph. This is maintained until the end of the segment analysis at US 17 Bus.

    US 17 Bus

    US 17 Bus enters the study area from the west as a four-lane divided highway with full control of access and a posted speed limit of 45mph. West of US 421 maintains full control of access but reduces the posted speed limit to 35 mph at the end of the segment analysis. US 74/US 76

    US 74/US 76 enters the study area from the west as a four-lane divided highway with full control of access and a posted speed limit of 60 mph until the end of the segment analysis at US 17. US 421 (Carolina Beach Rd)

    US 421 enters the project study area from the south at George Anderson Dr/Echo Farms Blvd as a four-lane undivided typical section with two lanes in each direction and a continuous left-turn lane and a posted speed limit of 45 mph. North of US 117 (Shipyard Blvd) this typical section continues but reduces to a posted speed limit of 40 mph. At SR 1100/Front St US 421 transitions to a 4 lane undivided typical section with a posted speed limit of 35 mph. At Greenfield St US 421 transitions to a 4 lane divided typical section with no control of access and a posted speed limit of 35 mph until the end of the segment analysis at Wooster St. US 117 (Shipyard Rd)

    US 117 enters the project study area from the east at SR 1100 (River Rd) as a four-lane divided typical section with partial control of access and a posted speed limit of 45 mph. East of US 421, US 117 transitions to a five-lane divided typical section, three lanes northbound and two lanes southbound, with partial control of access with a posted speed limit of 50 mph until the end of the segment analysis at 17th St. I-140

    I-140 enters the project study area from the north south of US 74 as a six-lane divided typical section with full control of access and a posted speed limit of 70 mph until the end of the segment analysis at US 17.

    NC 133 (River Rd SE)

    NC 133 enters the project study area from the south at SR 1555 (Mellaney Ln) as a two-lane undivided typical section and a posted speed limit of 55 mph until the end of the segment analysis at Mallory Creek Dr.

    SR 1472 (Village Rd)

    SR 1472 enters the project study area from the north at SR 1437 (Old Fayetteville Rd)/SR 1435 (Navassa Rd) as a four-lane divided typical section with partial control of access and a posted speed limit of 35 mph. SR 1472 transitions to NC 133 just south of SR 1551 (Blackwell Rd) and becomes a two-lane undivided typical section with a posted speed limit of 45 mph until the end of the segment analysis at SR 1554 (Old River Rd). SR 1209 (Independence Blvd)

    SR 1209 enters the project study area from the south at SR 1100 (River Rd) as a two-lane undivided typical section and a posted speed limit of 45 mph. At US 421 SR 1209 transitions to a four-lane divided typical section with partial control of access with a posted speed limit of 45 mph until the end of the segment analysis at 17th St. SR 1140 (Burnett Blvd)

    SR 1140 enters the project study area from the south at US 117 (Shipyard Blvd) as a two-lane undivided typical section and a posted speed limit of 25 mph. At Pine St the typical section continuous but reduces to a posted speed limit of 35 mph until the end of the segment analysis at US 421 (Carolina Beach Rd). SR 1100 (River Rd)

    SR 1100 enters the project study area from the south at SR 1209 (Independence Blvd) as a three-lane undivided typical section, with one through lane in each direction and a continuous left-turn lane and a posted speed limit of 45 mph. At Operations Center Dr SR 1100 transitions to a two-lane undivided typical section with a posted speed limit of 45 mph. At the Kindler Morgan driveway SR 1100 the typical section continuous but reduces to a posted speed limit of 35 mph until the end of the segment analysis at US 117 (Shipyard Blvd). III. CRASH ANALYSIS The analysis included major roadway segments, which the proposed project would potentially affect, and was conducted using crash data provided by AECOM for a five-year period from January 1, 2013 to December 31, 2017 which can be seen in Appendix A. The data included the crash type summaries and the following crash rates: Total Crash Rate, Fatal Crash Rate, Non-Fatal Injury Crash Rate, Night Crash Rate, and Wet Crash Rate. These crash rates were compared to the Statewide Average Crash Rates for the years of 2013 through 2015 for similar routes to determine if the segment exceeded the statewide average which can be seen in Appendix B. However, a more appropriate method is the Critical Crash Rate method, which is a statistically derived number that can be used to identify locations where crash occurrence is higher than expected for a given facility type. Safety measures could be considered for locations identified in this manner.

    For planning purposes, the confidence level used to calculate the Critical Crash Rate is 95 percent. The calculated Critical Crash Rate is beneficial as it accounts for exposure (traffic volumes) and varying segment lengths. If a segment has a crash rate higher than the Critical Crash Rate, the location may have a potential highway safety deficiency and may warrant additional analysis. The following is a crash type summary for each of the primary roadway segments that were analyzed and a comparison of the corresponding crash rate for these roadways to the Critical Crash Rate and/or the Statewide Average Crash Rate for a similar roadway type and configuration, depicted in Figure 1.

    US 17

    Crash data was provided for 11 miles of US 17 from SR 1701 (Zion Church Rd) to US 421/US 17 Bus (3rd St). A total of one thousand four hundred sixty-eight (1,468) crashes were reported along this section between January 1, 2013 and December 31, 2017. Of these crashes, 5 included fatalities. There were a total of 3 pedestrians and 2 bicyclists involved in the total crashes. For comparison to the statewide average crash rate for similar roadway types, the crash data was split into three segments based upon typical section segments, with the exposure and crash rates recalculated. Tables 1a through 1c show the comparison of the recalculated crash rates for the analyzed sections of US 17 versus the 2013-2015 statewide average crash rates for a comparable road type and configuration and calculated critical crash rates. A summary of each segment is discussed below. Table 1a shows the comparison of the crash rates for the analyzed section of US 17 (Ocean Hwy) that is a four-lane divided facility with partial control of access for a 6.92-mile stretch from SR 1701 (Zion Church Rd) to just west of US 74/US 76. This location can be classified as a rural United States route. Crash rates exceeded both the statewide average crash rate and calculated critical crash rate for the total crashes, non-fatal injury crashes, and crash occurring during wet conditions.

This location can be classified as an urban United States route. Additionally, crash rates exceeded the statewide average crash rate for crashes occurring at night.

    Crash data was provided for I-140, a six-lane undivided facility with full control of access, for a 3.688 mile stretch from US 17 (Ocean Hwy) to Bridge 241/242. Based on this roadway recently being constructed, available crash data, and aerial imagery it is assumed this section of I-140 opened October 2014. A total of nineteen (19) crashes were reported along this section between October 1, 2014 and December 31, 2017. There were no fatal crashes and no pedestrians or bicyclists involved in the total crashes. For comparison to the statewide average crash rate for similar roadway types, this location can be classified a rural Interstate route. Table 2 shows the comparison of the recalculated crash rates for the analyzed section of I-140 versus the 2013-2015 statewide average crash rates for a comparable road type and configuration and calculated critical crash rates. Crash rates exceeded both the statewide average crash rate and calculated critical crash rate for the total crashes and crashes occurring at night. Additionally, crash

    Crash data was provided for US 74/US 76, a four-lane divided facility with full control of access, for a 1.317 mile stretch from SR 1437 (Old Fayetteville Rd) to US 17 (Ocean Hwy). A total of forty (40) crashes were reported along this section between January 1, 2013 and December 31, 2017. There were no fatal crashes and no pedestrians or bicyclists involved in the total crashes. For comparison to the statewide average crash rate for similar roadway types, this location can be classified a rural United States route. Table 3 shows the comparison of the crash rates for the analyzed section of US 74/US 76 versus the 2013-2015 statewide average crash rates for a comparable road type and configuration and calculated critical crash rates.     Crash data was provided for 1.144 miles of SR 1472/NC 133 from SR 1437 (Old Fayetteville Rd) to SR 1554 (Old River Rd). A total of two hundred thirty-two (232) crashes were reported along this section between January 1, 2013 and December 31, 2017. There were no fatal crashes and no pedestrians or bicyclists involved in the total crashes. For comparison to the statewide average crash rate for similar roadway types, the crash data was split into two segments based upon typical section segments, with the exposure and crash rates recalculated. Tables 5a through 5b show the comparison of the recalculated crash rates for the analyzed sections of SR 1472/NC 133 versus the 2013-2015 statewide average crash rates for a comparable road type and configuration and calculated critical crash rates. A summary of each segment is discussed below. Table 5a shows the comparison of the crash rates for the analyzed section of SR 1472 that is a four-lane divided facility with partial control of access for a 0.879-mile stretch from SR 1437 (Old Fayetteville Rd) to SR 1551 (Blackwell Rd). This location can be classified as an urban Secondary route. Crash rates exceeded both the statewide average crash rate and calculated critical crash rate for the total crashes, crashes occurring at night, and crashes occurring during wet conditions. Additionally, crash rates exceeded the statewide average crash rate for non-fatal injury crashes.

    Crash data was provided for 4.451 miles of US 421 from George Anderson Dr/Echo Farms Blvd to Wooster St. A total of nine hundred five (905) crashes were reported along this section between January 1, 2013 and December 31, 2017. Of these crashes, 9 included fatalities. There were a total of 12 pedestrians and 4 bicyclists involved in the total crashes. For comparison to the statewide average crash rate for similar roadway types, the crash data was split into two segments based upon typical section segments, with the exposure and crash rates recalculated. Tables 6a through 6b show the comparison of the recalculated crash rates for the analyzed sections of US 421 versus the 2013-2015 statewide average crash rates for a comparable road type and configuration and calculated critical crash rates. A summary of each segment is discussed below. Table 6a shows the comparison of the crash rates for the analyzed section of US 421 that is a four-lane divided with a continuous left-turn lane for a 3.48-mile stretch from George Anderson Dr/Echo Farm Blvd to SR 1140 (Burnett Blvd). Crash rates exceeded both the statewide average crash rate and calculated critical crash rate for the total crashes, fatal crashes, and non-fatal injury crashes.     Table 6b shows the comparison of the crash rates for the analyzed section of US 421 that is a combination of four-lane undivided and four-lane divided with partial control of access for a 0.971-mile stretch from just north of SR 1140 (Burnett Rd) to Wooster St. Due to the predominant cross section in the city of Wilmington this location can be classified using the total urban United States route. Crash rates exceeded both the statewide average crash rate and calculated critical crash rate for the total crashes, non-fatal injury crashes, crashes occurring at night, and crashes occurring during wet conditions. Additionally, crash rates exceeded the statewide average crash rate for fatal injury crashes.

A total of one hundred sixty-seven (167) crashes were reported along this section between January 1, 2013 and December 31, 2017. There was 1 fatal crash and 4 pedestrians and 3 bicyclists involved in the total crashes. For comparison to the statewide average crash rate for similar roadway types, this location can be classified as an urban United States route. Table 7 shows the comparison of the crash rates for the analyzed section of US 117 versus the 2013-2015 statewide average crash rates for a comparable road type and configuration and calculated critical crash rates. Crash rates exceeded both the statewide average crash rate and calculated critical crash rate for the total crashes and non-fatal injury crashes. Additionally, crash rates exceeded the statewide average crash rate for fatal crashes and crashes occurring at night.

    Crash data was provided for 2.009 miles of SR 1209 from SR 1100 (River Rd) to 17th St. A total of eighty-four (84) crashes were reported along this section between January 1, 2013 and December 31, 2017. Of these crashes, 1 included fatality. There were no pedestrians or bicyclists involved in the total crashes. For comparison to the statewide average crash rate for similar roadway types, the crash data was split into two segments based upon typical section segments, with the exposure and crash rates recalculated. Tables 8a through 8b show the comparison of the recalculated crash rates for the analyzed sections of SR 1209 versus the 2013-2015 statewide average crash rates for a comparable road type and configuration and calculated critical crash rates. A summary of each segment is discussed below. Table 8a shows the comparison of the crash rates for the analyzed section of SR 1209 that is a two-lane undivided for a 1.24-mile stretch from SR 1100 (River Rd) to US 421 (Carolina Beach Rd). This location can be classified as an urban Secondary route. Crash rates exceeded the statewide average crash rate for the total crashes and non-fatal injury crashes.

    IV. HSIP CONSIDERATIONS The Highway Safety Improvement Program (HSIP) is a federally-mandated program used to identify potentially hazardous roadways and features within the state. The study area associated with this project has a number of locations that were identified in the most recent HSIP, which was assembled in 2017 which can be seen in Appendix C. Table 11 shows sections and intersections listed in the HSIP that are surrounding or located in the study area, as well as their statewide rank for each particular warrant. The warrants used in the table are defined as follows in the 2017-HSIP:

    Intersection Warrants

    Warrant I-1: Frontal Impact Locations with 25% of the total crashes having occurred in the last 2 years AND at least one of the following conditions:

    (a) A minimum of 12 frontal impacts crashes AND a minimum of 50% of all crashes were frontal impact crashes.

    -OR- (b) A minimum of 9 frontal impacts crashes AND a minimum of 35% of all crashes were frontal impact crashes AND a minimum severity index of 6.0 for the frontal impact crashes.

    For the purposes of this warrant, a frontal impact crash is considered to be one of the following crash types:

    Angle Left Turn (same or different roads) Right Turn (same or different roads) Head On

    Warrant I-2: Last Year Increase Locations with a minimum of 25 total crashes AND a minimum of 35% of the total crashes occurred in the last year.

    Warrant I-3: Frequency with a Severity Index Minimum Locations with a minimum of 25 total crashes AND a minimum severity index of 6.0 AND a minimum of 40% of the total crashes occurred in the last 2 years.

    Warrant I-4: Night Location Locations with a minimum of 25% of the total crashes occurring in the last 2 years AND a minimum of 12 crashes occurring at night AND a minimum of 38% of the total crashes occurred at night.

    Warrant I-5: Chronic Crossing Pattern (NOTE – this warrant is only used if none of warrants I-1 through I-4 are met) (NOTE – this warrant is based on ten years of data)

    Locations with a minimum of 15 crossing pattern crashes, 15% of the total crashes occurring in the last 3 years AND a minimum of 75% of the total crashes were crossing pattern crashes.     For the purposes of warrants F-1, F-2, N-1 and N-2, a run off road (ROR) type crash is considered to be one of the following crash types:

    In addition, the following crash types are reviewed and may be considered as run off road crashes during the analysis.

    Sideswipe Opposite Direction Parked Motor Vehicle Head On

    Currently, the animal crash type has been removed from the section warrant analysis to assist in identifying target crash locations. This is done because animal crashes, predominately deer crashes on rural routes, are not applicable to the current warrants. Eliminating these crashes helps to focus the attention on to crash locations that counter measures can be applied based upon the current warrants.

    Warrant F-1: Run Off Road during Wet Road Conditions (Freeway) Freeway locations that met the minimum total crash and crash rate for freeways AND a minimum of 40% of the total crashes were run off road crashes occurring during wet road conditions.

    Warrant N-3: Wet Road Condition (Non-Freeway) Non-freeway locations that met the minimum total crash and crash rate for the respective facility type AND a minimum of 48% of the total crashes occurred during wet road conditions.

    Warrant N-4: Non-Intersection Night Location (Non-Freeway) Non-freeway locations that met the minimum total crash and crash rate for the respective facility type AND a minimum of 38% of the total non-intersection crashes were run off road crashes occurring during dark lighting conditions.

    V. CONCLUSION Several roadway segments in the study area exceeded the Statewide Average Crash Rates and/or Critical Crash Rates or are identified in the 2017 HSIP as meeting one or more safety warrants.
