What is a National GIS for Uzbekistan ?

A National Geographic Information System for Uzbekistan (NGIS) is a complex of information resources, created by responsible ministries and authorities, integrated into a unified system which is based on standard data models.

NGIS is an open system for professional as well as for educational and public using.

What means a National GIS for Uzbekistan ?

NGIS should be considered as a basic component of the national information system and also as a part of e-government of Uzbekistan.

As a result of NGIS creation, we should get a standardized and harmonized data and knowledge about natural and other resources in the country.

NGIS should include :

• A series of standard sets of geographical data, organized as data bases and accessible to support different applications in public, scientifi c and private sectors

• A series of business processes, supporting and updating the data sets.

A main principle is that data should be collected from different sources (ministries and authorities) at one level and be used on all levels .

Main preconditions for creation of an NGIS in Uzbekistan

• Intensive development of Information and communication technologies (ICT) in the country• Legal basis for ICT, geoinformatics, geodesy, cartography and cadastre• Institutions and authorities: National Centre of Geodesy and Cartography - NCGC (leading organization), aero geodetic and cartographic enterprises, territorial (regional, district, town) cadastre services, cadastre/GIS departments in responsible ministries and authorities etc .

Legal basis for NGIS

• Law “On Geodesy and Cartography” (1997)• Law “On State cadastres” (2000)• Law “On Informatization” (2003)• Law “On Electronic Document Flow” (2004) etc.• Around 20 governmental resolutions in ICT (includin g

state information systems and e-government) and cadastre

• A number of normative acts approved by responsible ministries and authorities

Creating and updating the NGIS thematic layers

GIS layers are created once, updated as necessary and used multiple times

At present, the number of different thematic layers, created andupdated by respective ministries and authorities, is around one hundred

which in the future will rise to several hundreds of layers

An Integrated National system for real property cad astre and forregistration of property rights (INSPCR)

Basic features of INSPCR are:

• INSPCR has data about legal status, geographical location, value and other characteristics of real property

• New INSPCR is based on transfer to “one-stop-shop” principle including on-line services.

• New INSPCR is developed by International Land Systems and its Ukrainian branch “ILS-Ukraine Ltd.”. It integrates the Land Registration System (LRS) and the Cadastre System «MultiCadastre»

LRS• LRS contains powerful capabilities for

automating real property rights registration offices, including document intake, cashiering, scanning, indexing, and property title reporting.

• LRS also contains a workflow engine allowing flexible configuration of data models, user profiles, document types, workflows and reports.

• LRS consists of a core application server, document management and scanning servers, client applications, administrative tool, and integrated applications such as ILS Cashier.

Presentation layer –controls the appearance and functionality of pages, screen and forms seen by a user of LRS;

Business layer -implements a registry’s business rules;

Persistence layeris a group of classes and components responsible for the storage and retrieval of data from one or more data sources

MultiCadastre Server is a server based product that combines and integrates:

• Spatial processing, analysis and visualization functionality provided by ArcGIS Server,

• Spatial data management implemented using Enterprise GeoDatabase,

• Workflow, Reporting, Document Management,• Data integration and replication functionality.

CONCLUSION

A National GIS will allow analyzing and valuating in real time different actual and reliable cartographic and other data, in order to support decision makers in different spheres, like territorial development, land administration, environmental protection, social development etc.

• A draft governmental resolution on NGIS project realisation is under consideration
