Greetings,
More than 36 months ago, the surrounding communities of the City of Inglewood, City of Los Angeles, the County of Los Angeles and Metro initiated a civic engagement process to ensure full community participation in the implementation of the Crenshaw/LAX Transit Project. A group of leading stakeholders including business, civic, faith, corporate and public safety o;cials were brought together to form what is known as the Community Leadership Council.
As co-chairs of the Community Leadership Council (CLC) we would like to take this opportunity to bring you up to date on the accomplishments of the CLC during the pre-construction and initial construction phases of the Crenshaw/LAX Transit Project. This project represents a $2 billion investment in one of our region’s most diverse areas.
The CLC, along with scores of neighborhood stakeholders, have participated in over 60 meetings and project oriented discussions (PODs). These meetings have provided a platform to share concerns and develop solutions for priority issues such as:
> Monitoring local hiring outcomes as outlined in the Project Labor Agreement/Construction Careers Program (PLA/CCP)
> Incorporating the Leimert Park Station in the project design > Enhancing safety outreach strategies to reach a wide audience
of stakeholders > Advocating for increase in diverse and disadvantaged small
business subcontractors
As the project moves further into the construction phase, we remain committed to:
> Expanding access to technical assistance and capital resources to small businesses impacted by construction
> Collaborating with businesses, residents, property owners, patrons, employees, bike riders and pedestrians alike on the short-term, post-construction and long-term parking plans along the alignment
> Remain watchful of the local hiring requirement outcomes
The CLC is a proud voice on behalf of thousands of local stakeholders but could not accomplish any of the above or any future goals without community support.
We take this opportunity to thank all of the community members and partners who have supported this project and the CLC by placing a telephone call, attending a meeting, distributing flyers, providing content via social media, or hosting meeting space. Your ongoing commitment is what will make the Crenshaw/LAX Transit Project a viable community asset.

statement of purpose
The purpose of this report is to collect and highlight the activities and accomplishments of the Crenshaw/LAX CLC during the planning and environmental clearance phase through the beginning of the construction of the Crenshaw/LAX Transit Project.
clc overview
The Crenshaw/LAX CLC is a community stakeholder-led advisory group that was formed by Metro in March 2011 to represent the diverse interests of residents and business owners in the Crenshaw/LAX Transit Project area. The mission of the CLC is to foster, advance and promote community-based dialogue and project information sharing in the specific neighborhoods and communities where the Crenshaw/LAX Transit Project light rail line is being constructed and operated. The 8.5 mile light rail line, which was in the planning process for over two decades, will be the first to serve the Crenshaw and Inglewood communities since 1955 when the Los Angeles Rail Line Yellow Cars stopped service.
The role of the CLC is to achieve broad community consensus on the project’s design, construction, and safe operation. The Council also aims to understand the community’s desire to preserve what is best about the present and lay a new foundation for the future by leveraging the transportation investment in the communities where the Crenshaw/LAX Transit Project will be constructed and operated.

project overview and benefits
The Crenshaw/LAX Transit Project is an 8.5-mile light rail line currently under construction, with eight new stations. The new line will extend from the existing Metro Exposition Line at Crenshaw and Exposition Boulevards to the Metro Green Line and will serve the cities of Los Angeles, Inglewood and El Segundo, and portions of unincorporated Los Angeles County. It is designed to include both aerial (La Brea Av/La Cienega Blvd and 405 Freeway/Century Blvd) and below-grade segments (Exposition Blvd to 48th St/59th Pl to 67th St/Los Angeles International Airport South Runways) with all remaining sections at-grade. Riders will be able to make easy connections within the entire Metro Rail system, municipal bus lines and other regional transportation services.
The Metro Rail extension will bring significant environmental and community benefits to the community by o=ering an alternative transportation option to congested roadways, resulting in improved air quality, reduced tra;c congestion, reduced noise, economic development, streetscape improvements, increased security presence, reduced fuel consumption and new employment opportunities throughout Los Angeles County.
improved accessThe project o=ers major connections with LAX as well as linkages to the Metro Green Line, the Exposition Line, and the countywide bus network.
regional mobility The project will improve transit connections to the entire Metro Rail and Bus system and potentially provide relief for the 405 and 110 freeways.
economic development & job creation The project will provide jobs and community revitalization opportunities in a historically underserved portion of Los Angeles County, and is expected to be a significant engine for economic development in the corridor.

quarterly meetings
Throughout the planning phase, the CLC engaged the community through public quarterly meetings. The CLC conducted four public meetings per year, which drew over 800 stakeholders. At quarterly meetings, the CLC welcomed feedback and input from community members through public comment and worked to address all community concerns.
Throughout the project, the CLC has also engaged the community through Project Oriented Discussions (PODs), which function as small topic-specific working groups where community stakeholders, technical experts and Metro sta= are invited to speak on key issues related to the Crenshaw/LAX Transit Project. The five POD groups include: Economic Development, Transit Oriented Development, Safety and Small Business Resources. Over 550 stakeholders have participated in 43 PODs to date.
economic development podThe Economic Development POD seeks to establish opportunities for job creation and commercial development throughout the project area. An accomplishment of this POD was coordination with Metro on implementation of the Project Labor Agreement/Construction Careers Policy (PLA/CCP), which encourages employment and training opportunities on Metro construction projects to those who reside in economically disadvantaged areas. Through the POD, the CLC initiated the development of a PLA/CCP fact sheet to better inform the community on frequently asked questions related to the PLA/CCP.
transit-oriented development podThe Transit-Oriented Development (TOD) POD conducted transit system tours on established Metro light rail lines to review existing and planned TOD projects in the greater Los Angeles area. This POD also developed plans for community charrettes, working toward its purpose of encouraging economic and housing development along the Crenshaw/LAX rail alignment on Metro-owned parcels. Additionally, the POD advocated for a Park Mesa Heights Parking Analysis Report to evaluate parking utilization and identify parking surpluses and shortages that may occur in the future when selected parking along Crenshaw Blvd is removed to accommodate the light rail line.
project oriented discussions overview & accomplishments
the safety podThe Safety POD’s purpose is to cultivate an environment where light rail service is incorporated into the community in a manner that fosters the highest level of safety between pedestrians, bicyclists, automobiles and transit services. To further this purpose, CLC members who were part of this POD served as Construction Safety Awareness Advocates and assisted in reaching out to community schools, churches, and senior facilities to hold safety trainings to keep members of the community safe during construction. The POD also raised awareness around the need for safety at-grade crossings located at Crenshaw/Slauson and Centinela/Eucalyptus.
small business resources podThe Small Business Resources POD aims to provide small businesses along the rail alignment with information about technical assistance and training programs to support business success during and after construction. In this POD, attendees learned about Metro’s small business outreach initiatives and small business service providers who o=er free assistance and resources to small businesses. In 2014, the POD formed a Joint Chamber of Commerce working group to further support the development of programs to support small businesses during construction. This group also served as local information conduits to provide resources and collateral materials regarding the Project to their constituents and the community at-large. Additionally, the POD advocated for the establishment of the Eat, Shop, Play Crenshaw campaign encouraging the community to shop local; the Business Solution Center to provide hands-on case management services for small businesses along the Crenshaw corridor; the pilot Business Interruption Fund to help businesses located along the Crenshaw/LAX project alignment; and served as a partner for Metro’s Small Business Resource events.
construction update community meetingsIn partnership with the CLC, Metro hosted bimonthly Construction Update Community Meetings. At these meetings Metro Construction Relations provided the community with updates about major construction activities and addressed the concerns of community stakeholders. CLC members served as representatives at these community meetings and reported back to the CLC regarding construction activity updates at the public CLC quarterly meetings.

The CLC serves as an e=ective liaison between Metro and the greater Los Angeles and Inglewood communities. Together, Metro and the CLC worked to cultivate a cohesive partnership between the transportation agency and the community at-large.
In 2013, the CLC introduced a new branding identification kit, launched a website containing content such as news articles, meeting notes, collateral materials and project information. Additionally, the CLC released two fact sheets outlining detailed information about the CLC and their programs.
The CLC has used numerous strategies to engage with project stakeholders, including contributing to the growth of a stakeholder database that contains contact information for nearly 5,000 residents, business owners and tenants, elected o;cials, neighborhood councils, block clubs, churches, schools and community-based organizations. The database is used to share information to keep the community informed of project updates.
CLC members also reached out to their diverse constituent bases to further distribute project information utilizing Facebook, Twitter, weekly e-blasts, the CLC website, and the distribution of collateral materials. The CLC participated in Metro and community-sponsored events such as open houses, job summits, board meetings, community meetings, and groundbreakings to increase project visibility and awareness.

next steps
Throughout the duration of the project, the CLC will remain committed to expanding access to technical assistance and capital resources to small businesses impacted by construction; collaborating with businesses, residents, property owners, patrons, employees, bike riders and pedestrians alike on the short-term, post-construction and long-term parking plans along the alignment; and remain watchful of the local hiring requirement outcomes.
In 2013, Metro recognized the CLC for their commitment and ccomplishments since the council’s formation. The members were presented with a Metro lapel pin and a Certificate of Appreciation signed by Metro CEO Art Leahy.
The CLC set the tone for community engagement for the life of the Crenshaw/LAX Transit Project, which is scheduled to be in operation in 2019.

The CLC membership is comprised of stakeholders who live and/or work within the boundaries of the Crenshaw/LAX Transit Project area and includes individuals with specific knowledge and background in the communities to be served by the Project. CLC co-chairs Tunua Thrash-Ntuk and Arna Fulcher have deep roots and experience in the community. Both are involved in community development corporations in the Los Angeles and Inglewood communities, the West Angeles Community Development Corporation and the First Community Development Corporation. The current CLC membership roster also includes stakeholders from a variety of institutions and organizations representing schools, chambers of commerce, business owners, faith-based organizations and residents.
Los Angeles Co-Chair Tunua Thrash-Ntuk is Executive Director of Los Angeles-based West Angeles Community Development Corporation, the housing and economic development arm of the 25,000-member West Angeles Church of God in Christ. She serves on the executive committee of the Greenlining Institute Board of Directors and is a member of the Urban Land Institute.
Inglewood Co-Chair Arna Fulcher is Vice President of Finance for the Partners in Care Foundation. Previously, Fulcher served as Executive Director of First Community Development Corporation, an affiliate of Inglewood-based First Church of God...Center of Hope. Fulcher has served as Chief Financial Officer for the California Family Health Council, California State Northridge University Student Union, California State University Los Angeles University Auxiliary Services and California Community Foundation.
