Key Design Considerations

• Size– Cryoceiling is 38.5 ft diameter

• Flow characteristics– Specified for both liquid nitrogen and gaseous nitrogen with an MAWP of

190 psi.– Performance characteristics consistent with other panels in terms of

pressure drop and temperature uniformity .• Coated with high-emissivity, low-outgassing black paint• Structural Considerations

– Designed to be integrated with existing cryoshroud panels and mast and boom support structure.

– Suspended from the 60,000 lb chamber hardpoints.– Installed into position using polar crane with cryowalls/doors open.– Transported from assembly area to chamber by cryofloor.

• Reliance upon National Consensus Codes and Standards (NCS) and NASA specifications for defining design, quality and execution considerations.– NASA GRC Pressure System Office buy-off is required for pressure

containing assemblies.• B31.3 is heavily relied upon.

Cryofloor Cart Interface with Handling Fixture

• Description– Cryofloor Cart will be used as storage and

means of transporting the cryoceiling.– 40 ft by 40 ft cryofloor panel rests on a support

cart.– Support cart moves between the assembly

area – chamber - disassembly area on the facility railroad tracks

– Hardpoints penetrate through the cryoshroud floor panel between tube extrusions and carry test article load to the cart

– Rated for 50 lb/ft2 loading– Coated with black paint (Cat-a-Lac) with

measured emissivity of .88– Applicable Existing Drawings is PF-40632.

Assembly Highbay

150 ft long x 75 ft wide x 88 ft high to girders (75 ft to crane bridge)

50 ft x 50 ft East door to outdoor loading area

50 ft x 50 ft West lightweight door to minimize dust entry into test chamber

Overhead bridge crane w/ 25-ton main hoist and 5-ton auxiliaryon same trolley (75 ft lift, 69 ft bridge span, ~62 ft hoist span). Currently no micro-motion capability on this crane.

Currently space is heated only, no air conditioning

Auxiliary penthouse with stationary 2-ton hoist with > 90 ft lift

Three sets of standard gauge rail tracks from outdoor loading area through highbay and into test chamber (100,000 lb per 4-wheel truck with 3’ on-center wheel spacing)

110 VAC, 208 VAC, 480 VAC power available

Middle 37’-4” floor is 1’-7” thick concrete, remaining 6” thick. (Floor live load 40,000 lb on 5’ wheel axle spacing)

Adjacent electrical, machine, welding, and fabrication shop

Vacuum Test Chamber

• Largest space simulation chamber in the world(100 ft diameter cylinder up to 72 ft height, hemisphere up to 122 ft)(Welded 3083 aluminum, shell plates 3003 alloy cladding)

• 6’ – 8’ thick concrete vacuum enclosure surrounds aluminum test chamber and is the primary pressure vessel (Operates @ 20 Torr (0.5 psia))

• Annulus and chamber volumes are each ~800,000 cubic feet• Polar crane Main hoist: 20 ton, Working radius: 0’ to 19’, 360 degree Polar

crane Auxiliary hoist: 10 ton, Fixed radius: 34’-6”, 360 degreeRefurbishment in-process including micro-motion controls

• Removable standard gauge rail tracks through chamber• Chamber pressure: Ambient (740 Torr) to high-vacuum (10-6 Torr)• Rough Vacuum:

– Two parallel roughing mechanical pumping trains(4,000 horsepower, 5-stages each train, pump to ~.01 Torr)

• High-Vacuum:– Ten, regenerating cryopumps (52” dia, high-vacuum isolation valves– Removed 16 oil diffusion pumps, and 16 oil diffusion pumps remain

(welded closed to chamber)(chamber interior ‘cleaned’ in 2007 to remove silicon oil deposits)

– Five turbomolecular pumps (Aid cross-over pumping, removal of non-condensable gases)

Procurement Considerations

• Solicitation Number is NNC10ZH0023J– SOW is Attachment A and reference in Section J of Solicitation– Amendment 1 revises SOW appendix A by updating drawing list and providing interfacing

drawings as PDF’s.• Posted on Federal Business Opportunities

– https://www.fbo.gov– Use Solicitation Number NNC10ZH0023J or keyword “cryoceiling”

• Type of Procurement– Request for Proposal– Competitive Procurement– Small-Business set aside– Best Value

• Two Options identified in SOW– Disruption for Government convenience during assembly period

• 1 day• 1 week

– Warranty to cover workmanship after cryoshock and installation.• Contracting Officer (Primary Point of Contact during proposal phase)

– Mark A Rebholz• Phone 216-433-8706, Fax 216-433-5489, Email [email protected] -

• Contracting Officer Technical Representative– Henry Speier 419-621-3335

Procurement Considerations

• Site-Specific Safety and Health Plan is required.• Work Flow structured into three “phases”

– Design– Off-site Fabrication – On-site Assembly and Acceptance

• Contract does not cover actual installation in the chamber– Only installation procedures.

• Coldshock and in-position testing are not included in contract.– Include warranty as an option to cover workmanship after

cryoceiling is installed and tested in chamber.

Proposal Considerations

• Section L: Instructions, Conditions, and Notices to Offerors needs to be reviewed for preparation of proposal.– L15 through L18 define some of the specific information that will

be required as part of the proposal package.– Each element needs to be addressed.

• Section M describes how the information provided in L15 through L18 will be evaluated. – Is approach fundamentally sound?

• Technically• Project Control

– Does offeror have capability to provide the promised services?– Is offeror’s approach unduly disruptive to government activities?

• Proposals Due by August 30, 2010 by 4:00 pm
