Speaker Biographies

Dr Joe Morrow QC, Lord Lyon & President of the Mental Health Tribunal for Scotland – Conference Chair

Dr Joe Morrow QC is the current Lord Lyon King of Arms. He is a member of the Faculty of Advocates and took silk in2015. In 2008 he was appointed President of the Mental Health Tribunal for Scotland. He has previous served as HM Commissioner for the Mental Welfare Commission for Scotland, as a First-tier Tribunal Judge and as President of the Additional Support Needs Tribunals for Scotland.

In 2009 he was appointed Vice Lord Lieutenant of the City of Dundee having served as a councillor until that year. He held various Convenerships and was Depute Lord Provost during his time as an elected member. Dr Morrow is an incumbent of the Chapel of Glamis Castle, a former Chancellor of the Diocese of Brechin, and an Honorary Canon of St Paul’s Cathedral, Dundee.

Dr Melanie Baker Dr Melanie Baker is a Consultant in Forensic Psychiatry based at Leverndale Hospital, which post she has held since 2003. She works in low secure conditions, rehabilitating mentally disordered offenders to the community. She also has a particular interest in prison psychiatry, offering sessional input to HMP Barlinnie and HMP Low Moss. She has previously worked in medium and high security as well as in the community. Melanie has provided input to different prisons, including HMP YOI Cornton Vale, HMP Gateside and HMP YOI Polmont. Dr Baker completed higher psychiatric training in Glasgow and has worked as a psychiatric trainee in both Tayside and Fife. She worked as a junior doctor in Tayside, having obtained a medical degree at Dundee and St Andrews Universities.

Karyn McCluskey Karyn McCluskey was appointed Chief Executive of Community Justice Scotland in September 2016. She previously worked in the police for 21 years, latterly as the Director of the Scottish Violence Reduction Unit. She is a member of the WHO Violence Prevention Alliance. She helped set up Medics Against Violence charity in Scotland, which attends schools to give inputs on violence reduction, injury and keeping safe. In 2009 she was seconded to the Metropolitan Police to develop a violence plan. She has published work on Armed Robbery teams, Alcohol and Violence interventions in a clinical setting and Violence Reduction. She is Non-Executive Director at Scottish Professional Football League and a board member of Simon Community Scotland tackling homelessness.

Chief Inspector Rosie Wright Rosie Wright joined Strathclyde Police in 1989 and has enjoyed a variety of roles since then including Community Policing, CID, Force Communications and Road Policing. Since the formation of Police Scotland, she has undertaken an Area Commander’s role in Lanarkshire and national roles in Local Policing and Safer Communities. Rosie has a particular interest in the policing of mental health and distress within our communities and is a strong advocate and practitioner when it comes to partnership and collaboration to improve outcomes for those who are vulnerable and in need of intervention and support.

May Dunsmuir May Dunsmuir was appointed as President of the Additional Support Needs Tribunals for Scotland in 2014. Prior to that she served as a Convener with the Tribunals. May is also a Convener and with the Mental Health Tribunal for Scotland. She previously served as a Lead Convener for child and adolescent mental health tribunals. May was a Children’s Reporter and Authority Reporter in Ayrshire for a number of years before accepting her judicial appointments.

Dan Johnson Dan Johnson is a Forensic Psychologist and heads the psychology service at Kibble. Dan worked as a residential care worker prior to practicing forensic psychology in the prison service. While there he was awarded a Butler Trust Certificate Award and Governor’s Meritorious Contribution Certificate. He has been Honorary Lecturer at Glasgow Caledonian University and a Lead Assessor with the Forensic Psychology Qualifications Board. He is a Fellow of the Churchill Memorial Trust, researching international models of trauma care.

Dr Jenni Ashmead Jenni Ashmead is the Associate Clinical Director for GIFT, Glasgow Infant and Families Team and is a Child and Adolescent psychiatrist. GIFT provide an attachment based, relationship focused intervention for children recently removed in to care and their carers. Jenni joined the GIFT team in November 2014. Prior to this post, Jenni worked as a consultant psychiatrist in CAMHS for 14yrs. For the majority of this time, she was based in West CAMHS with the child mental health team, and laterally was based in North CAMHS where she worked with both children and adolescents age groups. This work included children and adolescents residing in secure units. She also worked in a specialist team for pre-school children with neurodevelopmental disorders at Royal Hospital for Sick Children, prior to this. She enjoys working with children and their families using a broad range of psychiatric, psychotherapeutic, and family based approaches.

Dr Julia Donaldson Julia Donaldson is the Clinical Director with the Glasgow Infant and Family Team (GIFT), NSPCC. GIFT is an infant mental health team which was established in 2012. GIFT provides relationship-focussed assessment and intervention to young children who have recently been placed in foster care, and their birth families. GIFT then makes recommendations to Social Work and Children’s Hearings about whether the child can return safely to their parents’ care or whether adoption is indicated. Julia is a Consultant Clinical Psychologist and Paediatric Neuropsychologist. Julia previously worked for 9 years with children and young people who were Looked After and Accommodated in a specialist CAMHS Service in NHS Greater Glasgow and Clyde. Prior to that, Julia worked in an Early Intervention Service for children and families in East Glasgow and in the Neurosciences Unit at the Royal Hospital for Sick Children, Glasgow. She has a longstanding interest in developing and providing effective early intervention for children and families who have experienced early adversity.
