WELCOME LETTER

TransGlobal Business Systems, Inc. (TransGlobal) would like to thank you for taking your time to consider our real-time situational awareness solution, CrimePROBE® SAMS and web-based solution StarLight. CrimePROBE® Situational Awareness Management System (SAMS) and StarLight (web-based solution) is a proprietary product developed by TransGlobal. It has been described as a “long awaited graphical and geographical user interface for the law enforcement and emergency management industries”. CrimePROBE® SAMS was designed to complement legacy systems; not replace them. Our software (SAMS and StarLight) can be integrated with most CAD databases in order to provide users with a real-time controlled view of CAD calls for service. Both SAMS and StarLight integrates streaming video from city-wide fixed and mobile surveillance camera systems. This feature allows users (Command Center or Field Operations) to easily view camera locations on the map and invoke the camera with a point-and-click of the mouse. In addition, CrimePROBE® SAMS integrates Automated Tracking for GPS-enabled vehicles and devices making it easier to monitor and track essential assets. Finally, at the conclusion of an operation, users can create a very detailed and organized electronic “after action” report in seconds, not days. These searchable PDF reports can be emailed to the appropriate personnel and archived as an official document. Moreover, CrimePROBE® SAMS and StarLight were designed to increase inter-agency interoperability and situational awareness locally, regionally and nationally. It can be hosted by lead agencies to enable surrounding jurisdictions regardless of size (Federal, City, or County), the ability to communicate across geographical boundaries while securely protecting their own data within their own firewalls. In January 2009, Washington DC’s Metropolitan Police Department (MPD) utilized CrimePROBE®

SAMS during the historic 56th Presidential Inauguration of President Obama. The system was utilized to manage and monitor the deployment of 28 CDU platoons, providing users the ability to rapidly and efficiently record valuable field observations. In addition, MPD utilized CrimePROBE® SAMS during the World Bank protests in September 2008, the G20 Economic Summit in November 2008 and three All Hands on Deck (AHOD) operations. EXECUTIVE SUMMARY

OVERVIEW CrimePROBE® SAMS and StarLight are a multi-jurisdictional crime/threat analysis and operations management application in TransGlobal Business Systems’ proprietary Shared Intelligence Solutions product suite. Their purpose is to implement a systematic and reusable business model to improve Public Safety through strategic use of integrated data housed in a central repository for data sharing. CrimePROBE® SAMS and StarLight provides automated threat information/data analysis and intelligence sharing capabilities. Jurisdictions can achieve effective information sharing by integrating existing records management data, geographic information system-based data, satellite imagery, video footage, and photographic images via a centralized data storage and retrieval system. This information can be made available on the desktop or wireless device at department, agency, local, state and federal levels, thus overcoming traditional challenges posed by organizational and geographical boundaries. These solutions support Homeland Security and the Regional Council of Government’s Initiatives: System Interoperability and Regional Information Sharing. CrimePROBE® SAMS and StarLight are designed to deliver an innovative and cost-effective approach for effectively implementing Community Policing/Precision Policing Strategies, Agency-Wide Inter-operability, Intelligence Sharing/Collaboration and Performance Metrics. APPENDIX II: TECHNOLOGY REQUIREMENTS CrimePROBE® SAMS is an integrated set of functional applications built primarily around Microsoft’ commercial off-the-shelf (COTS) MapPoint product using Microsoft .NET programming language and some written back-end SQL Server scripts for the underlying Microsoft SQL Server database. The system integrates with commercially available applications such as Google Earth, Skype, and Vsee.

NETWORK ARCHITECTURE The system requires either good connectivity between server and users via a local area network or a fast broadband wireless connection. As a result, performance of the system is partly dependent upon network bandwidth and the speed and throughput of available broadband (etc., cable, DSL, wireless). If the users are accessing the database server remotely, they can utilize applications such as Virtual Private Network (VPN).

DATA SOURCES CrimePROBE SAMS can pull from and utilize a wide variety of data types from virtually any type of digital data source (e.g., emergency dispatch, GIS, RMS, etc), regardless of platform or application. It can also export data and reports in several formats common in Crystal Reports (e.g., .DOC, .RTF, .XLS, and .PDF).
