CRISIS RESPONSE PROCEDURES
(PLEASE KEEP IN SUBSTITUTE TEACHER FOLDERS)

For after-hour emergencies, contact administration. In case of personal injury or serious threats, call
911. All staff members should be familiar with these emergency procedures so they can act quickly
and appropriately if the need arises.

The Superintendent of Schools will convene and direct the crisis response team when necessary and
will also act as the official spokesperson for the district.

MEDICAL EMERGENCIES:
Administration:
Ensure 911 was called
Make an All-Call throughout the building that the First Response Team is needed in a specific
area
Assign a staff member to meet and escort sheriff / EMS responders to the scene
Notify parents or guardians
Accompany the student to the hospital if unable to contact parent / guardian
Staff:
If there is imminent risk, call 911
Continue to survey scene and call/send a student to either the elementary or secondary office
(whichever is closest) to notify them that the First Response Team is needed at a Specific
Location
Direct any unaffected persons to a safer area. If the scene is not safe i.e. electrocution,
downed wires, chemical spills, wait for EMS
A member of the First Response Team or School Nurse will call 911 and provide Sheriff /EMS
emergency information and updates
Do not move the individual, especially if you suspect a head or neck injury, unless deemed
necessary for safety reasons
Be aware that medications are available in the Nurse’s office and that a portable AED is
available in the commons area. Red folders are also placed in classrooms for students who
may have emergency medication needs.
Continue to assist at the direction of the Nurse or First Response Team
Complete an incident report as soon as possible

LOCKDOWN/LOSS OF POWER:
Intruder/Weapon/Hostage/Active Shooter
Administration:
Will announce " Lockdown The Building"
Call 911, if necessary
Disable the school bells
Coordinate with police / EMS personnel
Keep staff updated thru email or PA system when possible
Check status of classrooms
Staff:
Check hallway for students and instruct them to come into your room
Lock your door
Turn off lights and pull shades
Move students so they are out of sight and away from door
Take attendance when possible
Remain quiet , no talking / Don't let students use their cell phones
Ignore bell system and don't answer your door, police will have a room key
If you are contacted by officials while the intruder is in the room, respond with the phrase " we are locked down"
Remain in place if the fire alarm rings unless fire or smoke is visible. Fire evacuation will be signaled by an intercom announcement
If there is an emergency in your room call 9-911
If you're away from your class room during a lockdown:
Staff and Students who are outside, quickly move to the baseball dugouts.
Staff and Students who are in the commons, quickly move into the kitchen or the computer lab in the media center at the direction of the paraprofessionals or administration.
Staff and Students who are in either gymnasium, quickly move to the AG classrooms or Locker Rooms.
All other area's move into the closest securable room
Lockdown Prior to School Starting /During Passing Periods/After School
Staff gathers all students in the hallways into their classrooms, or other rooms
Staff takes attendance of students in their room
Administration posts an individual at the drop off location alerting parents and students
At all clear, students report to home room or next class to gain 100% attendance

HOSTAGE SITUATION:
Administration:
Immediately announce "Lockdown The Building"
Call 9-911
Coordinate with law enforcement
Staff:
Do not attempt to negotiate or make suggestions with a hostage-taker
Try to remain calm and keep the students as calm and quiet as possible
Ask permission from the hostage-taker prior to taking any action
Try not to make any unexpected or sudden movements
Never exchange yourself or anyone else for a hostage
Follow instructions given by responding public safety officials
If you are contacted by officials while the intruder is in the room, respond with the phrase
" we are locked down"
In the event the intruder starts harming people, exit the room and leave the building through
the nearest exit

SECURED BUILDING/OUTSIDE EMERGENCY:
Administrator:
Will announce " Secure The Building"
Ensure all exterior doors are locked
Disable bells and make announcements on movement and updates by intercom/CrisisGo or
Coordinate with Sheriff / EMS
Ensure all outside classes have been notified and brought back into the school
Staff:
Pull shades in all classrooms
Keep students away from windows
Control student movement keeping them in class/ call for escort
Move on announcement only
Outside classes should come into the school immediately

SEVERE WEATHER:
Blizzard/Fog:
Administrator:
The Superintendent or his/her designee will determine if students/staff will be excused from
the building.
The Superintendent or his/her designee and Transportation Coordinator will determine is
buses will run and at what time. If buses cannot run, then alternative plans will be enacted
for housing students in school or winter storm homes etc.
The Superintendent or his/her designee will notify radio, television stations, food service, and
the transportation company of an early dismissal
Make an announcement to staff over the PA system or via email will be made to notify staff
that school is closing and provide any other pertinent information, such as cancellation of
activities after school, etc.
Activate the Crisis Team as necessary to assist with safety of students/staff
Staff:
Ensure that a student’s safety may not compromised if being excused (student doesn’t know
where to go etc.), notify administration or elementary/secondary office immediately.
Follow instructions provided by Administration
Tornado/Severe Weather:
Administration:
Superintendent or his/her designee will monitor television, radio, weather radio, and
emergency alert situations.
Order students / staff to proceed to shelter area
Ensure all students/staff are brought inside the school
Activate the Crisis Team if necessary to assist with safety of students/staff.
Staff:
Move students to pre-designated shelter areas as specified in each classroom
Staff and students should assume "tuck" position on the floor
Assist any individuals with special needs
If necessary be prepared to follow evacuation procedures.
Provide medical aid to victims as necessary and within your level of training

EVACUATION:
Fire, Bomb Threat, Gas Leak, etc.
Critical Definition: Evacuation procedures are used when conditions are safer outside the building than inside the building.
Evacuation routes should be specified according to the type of emergency: - Bomb threats: Building administrators notify staff of evacuation route dictated by known or suspected location of a device - Fire: Follow primary routes unless blocked by smoke or fire, but know the alternate route
and practice the alternate route. When a fire alarm sounds during cold or inclement weather (i.e. severe cold, thunderstorms) follow your primary evacuation route and stage by the exit until a fire condition has been confirmed or an evacuation order given.
- Hazardous Materials: Total avoidance of hazardous materials is necessary as fumes can overcome people in seconds. Plan route accordingly
Administration:
Determine if evacuation is going to be implemented
Determine evacuation route based on location and type of emergency
Activate the crisis team if needed
Activate sweep team to ensure all students and staff have left the building
Coordinate with sheriff / EMS
Arrange bus transportation to alternate site if needed
Announce "all clear" to return to building
Staff: Follow evacuation procedures as posted unless administrator changes route or posted route is
unsafe and alternate route is used.
Take class roster and classroom emergency go-kit
Do not stop for student / staff belongings
Assist those needing special assistance
Stay calm, your attitude/actions will be mirrored by students
If bomb threat, do not touch, move , or disturb unidentified packages or items.
Do not operate cell phones or electronic devices-they can activate explosive devices
Once outside the building proceed with your class to the walking path toward Barstad Road to ensure transportation to the relocation center if necessary
Account for all students
If all students are accounted for hold up a green flag, if you are missing a student(s) or you have students that are not on your class roster hold up a red flag
Do not consider the "bell" system as a signal to return to the school
Shelter-In-Place
Administration:
Announce students and staff must go to shelter area (Large Gym) Close all exterior doors and windows, if appropriate Turn off ventilation system (HVAC), if appropriate
Monitor the situation , Provide updates and instructions as available Announce “all clear” signal when the emergency has ceased
STAFF:
Immediately clear the halls of students and staff and report to Large Gym (designated shelter area)
All outdoor students and staff move quickly inside the facility.
Assist those with special needs accommodations
Take class roster
Take attendance and report any missing or extra students to building administration
Do not allow anyone to leave the classroom or shelter area
If there appears to be air contamination within the shelter area, place a wet handkerchief or wet paper towel over the nose and mouth for temporary respiratory protection
If sheltering-in-place because of an external gas or chemical release o Close and tape all windows and doors o Seal the gap located at the bottom of the door, wet towels can be used to reduce
airflow under doors
If sheltering-in-place because all evacuation routes are blocked o Seal door o Open or close windows as appropriate o Limit movement and talking o Communicate your situation to administration or emergency officials by whatever
means possible
Stay away from all doors and windows
If there is danger of explosion, instruct everyone to move to an interior area without windows such as a tornado designated areas, duck and cover.
Wait for instructions
Critical Information
Sheltering-in-place is used when evacuation would put people at risk (e.g. environmental hazard, blocked evacuation route). Sheltering-in-place provides refuge for students, staff and the public inside the school building during an emergency. Shelters are located in areas of the building that maximize the safety of inhabitants.
Bomb Threat Procedures (No device located)
Administration:
Evaluate the bomb threat and determine if an evacuation is needed
Call 9-911 to notify law enforcement
Consult with emergency responders as time permits Activate sweep team if necessary Direct staff to implement scanning process for suspicious items
Staff:
Notify school office using school phone, do not use cell phone or two way radio
Don't allow students to use their cell phones
Wait for decision to lockdown or evacuate
Scan your area of responsibility for unusual objects that could contain a explosive device
Do not touch any suspicious objects or packages, notify administration by classroom phone
If threat is received by telephone document all relevant information using the Bomb Threat Report Form

Consideration When Speaking With Caller:
Suggest difficulty in hearing the caller – keep them talking.
If caller seems agreeable to further conversation, ask questions
such as:
o When will it go off? Certain hour?
o Time remaining?
o Where is the bomb located? Building and/or Area?
o What type of bomb?
o If a package, what type of package?
o How do you know so much about the bomb?
o What is your name and address?
o If the building is occupied, inform the caller that detonation
of the bomb could cause injury or death.
Activate malicious call tracing: Hang-up the phone and do not
answer another line.
Immediately contact the building superintendent or principal.
Did the caller appear familiar with the building?
Write the message in its entirety and any other comments on a
separate sheet of paper. Upon completion, attach it to this list.
Give this list and your written description to the building
superintendent or principal.
