EUROPE – In Germany, new restrictions have been implemented to increase social

distancing rules, UPS has been named a component of the critical infrastructure

network and can continue with service. In Italy, the government has ordered the

closure of all non-strategic companies until, at least, April 3, but postal services are

exempted. UK under a 3-week national lockdown, with all cafes, bars, pubs,

restaurants and other public places throughout UK closed. In the UK, the Department

of Transport introduced a temporary relaxation of the enforcement of driving hour’s

rules from March 23 to April 21;

AMERICAS – Cargo flights are now exempt from all restrictions in Ecuador. The

Guatemalan Ministry of Economy released an update to the national curfew,

exempting ground cargo and parcel delivery operations.

ISMEA – UPS secured an exemption for vital UPS activities to be excluded from the

nationwide lockdown in Saudi Arabia.

APAC – In the Philippines, Customs temporarily suspended a seven-day deadline for

lodging customs declarations.

EUROPE

European Union

March 23 – European leaders released guidelines to create green lanes for freight transport, hoping to ease congestion at certain borders.

March 16 – Ursula Von der Leyen called for ban on all non-essential travel to the EU, initially to last 30 days, movement of goods is exempted

Germany March 23 - Germany wide new restrictions have been implemented to increase social distancing rules in Germany, No more than 2 people are allowed to be together in public, unless from the same family or household, Regulation permits going to work, post shops to open (package services are of postal services) and delivery services to drop off and pick up packages

United Kingdom

March 24 – Department for Transport introduced a temporary and

limited urgent relaxation of the enforcement of EU drivers’ hours rules in

March 19 – Introduction of border controls with Germany; only Austrian citizens, EU citizens and those with residential permits allowed to enter via air, exemption for cargo flights

March 19 – Quarantine was extended to whole of Tyrol in addition to the regions in Vorarlberg, movement of goods remains permitted under certain conditions, no impact to UPS network

France March 20 – Removing driving restrictions for 7.5 ft. trucks and above

March 19 – Government plans to establish state of sanitary emergency to eradicate the pandemic and enact legislation to allow government to take exceptional measures to support companies;

Italy March 22 - The Italian Government has ordered the closure of all non-strategic companies until April 3 (at least). People will be ordered to stay home. Land transport, air transport, and postal & courier services are exempted

Malta March 16 – Persons entering Malta from any other country must spend 14 days in mandatory quarantine, truck drivers are currently exempted

The Netherlands

Norway March 16 – Borders closed until April 16th to all except citizens and those with resident or work visas, cargo by road and air still able to move

Poland March 24 – New, tighter restrictions for movement of people introduced,

valid until April 11; Transport of goods not affected. People can go to

work and do shopping for essentials.

March 20 – With border crossings open, more personnel and simplifications of procedures the truck flow has been restored

March 19 – Border control has opened additional crossings and deployed more staff to minimize delays

Canada March 23 – Government of Quebec announces as of Tuesday at midnight, all business activity in the province will be shut down until April 13, Courier and parcel delivery services exempt, Transport, storage and distribution of essential goods exempt, ports and airports exempt.

March 23 – Government of Ontario will order the mandatory closure of all non-essential workplaces effective as of Tuesday, March 24th at 11:59 p.m. This closure will be in effect for 14 days with the possibility of extending this order as the situation evolves. Courier and delivery services exempt. Businesses, facilities and services that support and facilitate two-way movement of essential goods exempt. Businesses and facilities that provide transportation services including by air, water, road and rail, including logistical support, distribution services, warehousing and storage exempt
