Critical Developments Last Updated: March 24 th , 2020 EUROPE In Germany, new restrictions have been implemented to increase social distancing rules, UPS has been named a component of the critical infrastructure network and can continue with service. In Italy, the government has ordered the closure of all non-strategic companies until, at least, April 3, but postal services are exempted. UK under a 3-week national lockdown, with all cafes, bars, pubs, restaurants and other public places throughout UK closed. EUROPE – In Germany, new restrictions have been implemented to increase social

distancing rules, UPS has been named a component of the critical infrastructure

network and can continue with service. In Italy, the government has ordered the

closure of all non-strategic companies until, at least, April 3, but postal services are

exempted. UK under a 3-week national lockdown, with all cafes, bars, pubs,

restaurants and other public places throughout UK closed. In the UK, the Department

of Transport introduced a temporary relaxation of the enforcement of driving hour’s

rules from March 23 to April 21;

AMERICAS – Cargo flights are now exempt from all restrictions in Ecuador. The

Guatemalan Ministry of Economy released an update to the national curfew,

exempting ground cargo and parcel delivery operations.

ISMEA – UPS secured an exemption for vital UPS activities to be excluded from the

nationwide lockdown in Saudi Arabia.

APAC – In the Philippines, Customs temporarily suspended a seven-day deadline for

lodging customs declarations.

United Kingdom

March 19 – Introduction of border controls with Germany; only Austrian citizens, EU citizens and those with residential permits allowed to enter via air, exemption for cargo flights

March 19 – Quarantine was extended to whole of Tyrol in addition to the regions in Vorarlberg, movement of goods remains permitted under certain conditions, no impact to UPS network

Canada March 23 – Government of Quebec announces as of Tuesday at midnight, all business activity in the province will be shut down until April 13, Courier and parcel delivery services exempt, Transport, storage and distribution of essential goods exempt, ports and airports exempt.

March 23 – Government of Ontario will order the mandatory closure of all non-essential workplaces effective as of Tuesday, March 24th at 11:59 p.m. This closure will be in effect for 14 days with the possibility of extending this order as the situation evolves. Courier and delivery services exempt. Businesses, facilities and services that support and facilitate two-way movement of essential goods exempt. Businesses and facilities that provide transportation services including by air, water, road and rail, including logistical support, distribution services, warehousing and storage exempt
