Conference on
Ministry of Agriculture and Farmers' WelfareGovernment of India Government of Maharashtra
Agriculture in India is at the threshold of transformation. From the brink of starvation in the 1960s to
food surplus today, agriculture in India has changed from man-driven to science & technology-driven.
Agriculture has come a long way in providing Food Security, Employment Generation and has also
become a Foreign Exchange Earner.
The nation witnessed an all-round development in the agriculture sector in the last few years. The
country recorded a good harvest in most areas. Good rainfall backed by Farm Extension work provided
by the Government and Private Public Partnership helped food grain production soar to a record high of
285 million tonnes. There was also a bigger improvement in crops like horticulture crops.
Despite the commendable strides in food production – from a very poor base since independence, we
have always crossed our targeted growth. We have been able to keep agriculture production ahead of
population growth. This has been a challenging task for our farmers, our industry and our scientists in
Research Institutes has played an important role in increasing the production.
Agriculture production growth in 1970-2000-2016. There is an urgent need to increase our crop
productivity and there are basic inputs in agriculture like seeds, fertilizers, irrigation, crop protection
chemicals, farm machinery etc. For all this, substantial investment (finance) is required for the creation of
infrastructure like village roads, transport facilities and suitable storage facilities.
Today the Private sector is playing a very important role in all the facets of agricultural production. There
are large numbers of private sectors producing seeds, fertilizers, pesticides, farm machinery and other
scientific instruments. An important contribution is also being made by public sectors for the
development and improvement of agriculture in the country. Private Sectors have to invest much more
money in the agriculture sectors. Banks and Financial Institutes can play a very important role.
The challenge before us is to double the farmers' income. We are today the second largest producer of
agriculture in the world. We are the largest producer of milk, poultry, cotton, rice and other commodities.
We have global opportunities knocking at our doors. Though we are price competitive, we are lacking in
marketing ability. We also have large numbers of hungry people to feed. Only agriculture can remove
hunger and poverty from rural India.
The problems in our rural sector are in abject poverty, illiteracy, poor status of health, nutrition,
sanitation, roads and communication and other infrastructure. There is no income-generation
measures in rural areas. All these can only be solved by improvement in agricultural productivity.
With increase in population, and increase in per capita food consumption, we can increase the
agricultural productivity. We can accept the challenges of doubling farmers income with the support of
science and technology.
There are some examples in some pockets in our country where productivity has improved. If the Private
Sector with the support of the Government works together, then we can take up the challenge of
doubling the income of farmers in the future.
