Editor's Note

Despite the relatively tight arable land domestically, China still stressed the importance of arable land for grain production. In 2014,

the sown area of grains reached 112.73 million ha, up by 782,700 ha (0.7%) over 2013. Of this, the sown area of cereals (including

corn, paddy, wheat, barley, sorghum, buckwheat and oat) was 94.62 million ha, up by 854,100 ha (0.9%) over 2013.

From 2004 to 2014, China witnessed continuous increases in total grain output for 11 years. In 2014, the total output of grains

amounted to 607.10 million tonnes, up by 5.16 million tonnes (0.9%) over 2013. Specifically, the output of cereals arrived at 557.27

million tonnes, up by 4.58 million tonnes (0.8%) over 2013.

However, the unit output in 2014 was just 5,385 kg/ha, up by 8.4 kg/ha (0.2%) over 2013. In particular, the unit output of cereals was

5,839.40 kg/ha, down by 4.8 kg/ha (0.1%) over 2013.

Policy Dynamics

Revision on grain law draft completed

On 21 Nov., 2014, the Legislative Affairs Office of the State Council of the People's Republic of China released that the National

Development and Reform Commission (NDRC) had revised the new grain law which was drafted in Feb. 2012 for public

comments, and that the NDRC now solicits public opinions on the revised grain law draft.

According to the draft, it is stipulated that the government shall establish complete subsidy and award principles for grain

production, issue price support policy for key grains, set up grain target price system, improve grain price forming mechanism and

raise farmer's incomes from grain production.

State Council extends two agriculture related tax preferential policies

On 3 Dec., 2014, in the State Council executive meeting presided over by Premier Li, Keqiang, two policies which had already

expired, were announced to be extended to 31 Dec., 2016.

- The interest revenue made by financial institutions from small loans (less than USD8,147.44 – RMB50,000) to farmers will be free

from business tax, and only 90% of the interest revenue will be calculated in the payable corporate income tax. This will mobilize the

financial institutions to loan to farmers.

- The premium revenue made by insurance enterprises from crop and husbandry insurance shall enjoy a 10% discount in calculating

payable corporate income tax, so as to expand the insurance cover and service for farmers.

As farmers majorly demand loans from USD8,147.44 (RMB50,000) to USD16,294.87 (RMB100,000), the small loan shall be less

than USD16,294.87 (RMB100,000), instead of the less than USD8,147.44 (RMB50,000) previously defined. Meanwhile, the 3%

discount on business tax payable by county-level financial institutions from insurance shall be extended to the end of 2016. It is

expected that the preferential policies for farmers will continue to work, propelling the development of agriculture and increase the

income of farmers.

The work related to agriculture, rural areas and farmers has been given top priority in government work. It is of great importance to

strengthen food safety, increase farmers' income, quicken structural adjustment and further agricultural modernization through the

improvement of fiscal and tax policies. This will help ease the problems like high costs and risks in agricultural loans, and hardness

for low-income farmers to get loans.

Central Government Treasury appropriates government transfer of USD5.56 billion toAgriculture Comprehensive Development Office in 2014

The State Agriculture Comprehensive Development Office of the People's Republic of China announced on 1 Dec., 2014 that, by

then the Central Government Treasury had accumulatively appropriated a government transfer of USD5.56 billion (RMB34.10

billion) to the State Agriculture Comprehensive Development Office. The appropriation accounts for 100% of the subsidy budget of

the central government to local governments in the agriculture comprehensive development.

Specifically, USD3.85 billion (RMB23.60 billion) was appropriated for projects of land control, mainly used for the construction of

high standard water-saving and high-efficiency farmlands with guaranteed yields notwithstanding drought or water-logging and with

stable and high yields, speeding up the improvement of the conditions for agricultural production, strengthening the ability to

withstand natural disasters, effectively consolidating and improving the comprehensive agricultural production capacity, so as to

ensure the smooth implementation of the Construction Planning for the State Agriculture Comprehensive Development of High

Standard Farmlands.

Another USD1.19 billion (RMB7.30 billion) was appropriated for projects of industrialized operation, in order to support leading

industrialized enterprises and farmers' cooperatives to develop projects of planting, breeding, processing and circulation

for competitively distinctive agricultural products, to effectively promote the development of agricultural industrialized operation, to

make Chinese agricultural products become more competitive in the market and more able to ensure adequate supplies and to

facilitate both agricultural efficiency growth and growth of income of farmers.

Approximate USD0.52 billion (RMB3.20 billion) was appropriated for other projects of agriculture comprehensive development

projects, to support the agriculture related funds integration of the experimental areas for modern agriculture comprehensive

supporting reform and the construction of modern agricultural park in "Two Major Plains" of Heilongjiang Province, to accelerate the

advancement of the modernization of agriculture, and to facilitate the transformation and upgrading of agriculture and sustainable

development of agriculture. (Remarks: "Two Major Plains" refers to Songnen Plain and Sanjiang Plain, including 51 counties (cities

and districts) of 11 prefecture-level cities of Heilongjiang Province and 114 farms supervised by 9 bureaus in reclamation area of

Heilongjiang Province. The cultivated area of "Two Major Plains" accounts for over 80% of the cultivated area of the whole province.

"Two Major Plains" is also the area where new agricultural business entities are most vibrant.)

Four key points at 2014 Central Rural Work Conference

On 23 Dec., 2014, China concluded a rural work conference in Beijing. Altogether four major points were discussed, including

reform of farming system, reform of the rural land system, agricultural modernization and reform of agricultural produce price.

Therefore, CCM believes that the 2015 No.1 Central Document will further the reform of countryside, agriculture and farmers. Also,

CCM will continue to pay attention.

The Central Rural Work Conference is an annual event for Chinese policymakers to deliberate on and map out rural policies for next

year. Meanwhile, public comments will be solicited at the conference for the next No.1 Central Document.

Stability in agriculture, countryside and agricultural produce specified in Central EconomicWork Conference

On 11 Dec., 2014, the Central Economic Work Conference was closed. It is specified that China shall lay solid foundation for the

development of agriculture, stabilize the upward trend of rural development, maintain the output of grains and major agricultural

produce and increase the farmers' income continuously.

All of these require China to continue to enlarge the input in agriculture and further to deepen the reform. The Central Economic

Work Conference provides guideline for quickening the transformation on development pattern for agriculture. That is to step into an

intensive development pattern emphasizing the balance of quantity, quality and economic returns, the improvement of

competitiveness, the innovation in agricultural technology and the focus on sustainability.

Progress made by subsidy policy on initial processing facilities for agricultural produce in 2014

On 19 Dec., 2014, the Bureau of Produce Processing, Ministry of Agriculture held a symposium for the implementation of subsidy

policy on the initial processing facilities for agricultural produce.

Accordingly, a central fund of USD97.78 million (RMB600 million) has been allocated in 2014, increasing by USD16.29 million

(RMB100 million) year on year. Altogether 10,525 farming houses and 1,504 special co-operatives were supported for the

construction of 18,000 initial processing facilities covering the storage, preservation and drying of agricultural produce. Statistics

has it that the newly established storage capacities for potato and fruit and vegetable have reached 0.30 million t/a and 0.49 million

t/a respectively. Meanwhile, the drying capacity for fruit and vegetable has been expanded by 0.35 million t/a.

Focuses in supporting policies for agricultural produce processing sector

On 3 Dec., 2014, the Ministry of Agriculture of the People's Republic of China issued the Notice for Further Promoting the

Implementation of Supporting Policies on Agricultural Produce Processing, stressing the supporting policies on the agricultural

produce processing sector.

1. Fiscal policy covering initial processing in agricultural production areas, agricultural comprehensive development, poverty-

alleviation development, development of modern agriculture, etc.

2. Tax policy including processing value added tax and income tax, import tariff on processing equipment, export tax rebates, etc.

3. Financial policy on support for credit loan, innovation in financial products, fund raising of small- and medium-sized enterprises,

listing of backbone enterprises, etc.

4. Investment policy mainly on grain and oil processing industries.

5. Insurance policy such as subsidy for agricultural insurance premium.

6. Supporting policy on science and technology to encourage the R&D, introduction and promotion of agricultural technology.

7. Preferential policy on the use of land and electricity included in land transfer, etc.

8. Supporting policy for micro-, small- and medium-sized enterprises on tax, employment security fund, small secured loan, etc.

9. Supporting policy for leading enterprises achieving agricultural industrialization.

Opinions on Guiding the Orderly Circulation of Rural Land-Use Right and DevelopingAppropriately Scaled Operations released

On 20 Nov., 2014, the Chinese government released the Opinions on Guiding the Orderly Circulation of Rural Land-Use Right

and Developing Appropriately Scaled Operations.

(1) Guiding ideology. The rural land under the collective ownership shall be adhered to, to separate ownership, contract right and

use right.

(2) Basic principles. It is not allowed to go against the contractors' will, damage the rights and interests of farmers, change the uses

of land, harm the agricultural comprehensive production capacity or the agricultural ecological environment in the process of the

circulation of land-use rights.

(3) Improve the registration system for land contracting and use right. Perfect the contract and the register and issue ownership

certificate.

(4) Promote the confirmation, registration and certificate for land contracting and use right. The confirmation, registration and

certificate for land contracting and use right shall be finished within about five years.

(5) Encourage innovation of land circulation modes. Contractors are encouraged to transfer contracted land through modes

including sub-contract, leasing, exchange, transferring and shareholding in accordance with the law. Under equal conditions,

members of the collective economic organization shall have the priority of land circulation. Land circulation through transferring shall

be executed among members of the collective economic organization and shall be agreed by the outsourcers. Land circulation

through other means shall be reported to the outsourcers to put on record according to law.

(6) Strictly regulate land circulation. In the case of land contracting and use right belonging to farmers, the contractors shall

independently determine whether to circulate the land, how to confirm the price and how to choose the means of land circulation and

the profits from the circulation shall belong to the contractors. Without the written authorization of the farmers, the rural grassroots

organization has no right to determine the contracting land circulation of farmers by any means. It is not allowed to attract investment

by gathering all the contracted lands of farmers, in the name of adhering to the rule of majority.

(7) Enhance the management and service for land circulation. If lands are circulated to the members of other collective

organizations, or are circulated through collective organization authorized by farmers and are modified and improved with collective

funds, the party outside the collective economic organization shall be charged for using infrastructure and the service for land

circulation management, which will be used for the basic construction of farmlands or other public welfare expenditure.

(8) Reasonably confirm the operation scale of land. Currently, supports shall be given to the party with operation scale of land 10–

15 times larger than the average contracted land of the local farmers, and the party whose farming income equals to the income

from the local secondary and tertiary industries.

(9) Support the large production of grain. Contractors and outsourcers shall negotiate and confirm the ownership of the original

direct grain subsidy, subsidy for improved species and integrated subsidy for agricultural production means. The newly added

subsidy shall give preference to the managing entities of grain production.

(10) Enhance the control of the use of land circulation. It is prohibited to execute illegal non-agricultural construction in the name of

land circulation. Building tourism resort villages, golf courses, villas and private clubs on the circulated farm lands are strictly

prohibited. Digging ponds, planting trees and other actions destroying planting conditions are also strictly forbidden. Destructing,

polluting and occupying the idle farmlands and destroying infrastructure of farmlands are strictly prohibited.

(11) Excerpt the fundamental effects of family operation. Key cultivation shall be provided to family farms that are mainly run by

family members with professional and intensified agricultural production, whose main income are from agriculture. These family

farms shall be enabled to guide the appropriately scaled agricultural operations and drive up the development of modern

agriculture.

(12) Explore new means of collective management.

(13) Accelerate the cooperative management among farmers. Farmers are allowed to develop the industrialized operation of

agriculture by contributing their right to contract and use land.

(14) Encourage the development of modern planting suitable for enterprise management.

(15) Intensify support for new agricultural managing entities.

(16) Enhance the supervision on and risk prevention of contracted lands of farmers leased to industrial and commercial

enterprises.

Changying Huo holds new general manager position of Starway Bio-technology

On 18 Nov., 2014, Starway Bio-technology Co., Ltd. (Starway Bio-technology) claimed that Yunshou Ye, chairman and general

manager of Starway Bio-technology, ceased the position of general manager because of his work. At present, Yunshou Ye holds

53,866,375 stocks, accounting for 36.54% of the company's total share. Yunshou Ye, as the actual controller, still take charge of the

chairman and the member of board of directors remuneration and appraisal committee, the strategy committee. And Changying

Huo will hold the position of the new general manager of Starway Bio-technology.

CITIC Guoan Wine privately issues 313,807,530 shares

On 20 Dec., 2014, CITIC Guoan Wine Co., Ltd. (CITIC Guoan Wine) claimed that it has issued the non-public new-added

313,807,530 A shares to the specific investors by USD0.78/share (RMB4.78/share). After the stock offering, its raised funds

reached USD244.42 million (RMB1,499 million).

The non-public issuing share listed on 19 Dec., 2014. About USD73.33 million (RMB1,050 million) was for the construction of

marketing scheme, while about USD73.33 million (RMB450 million) was for the repayment of bank borrowings.

There are nine issuing companies, which are CITIC Guoan Investment Co., Ltd., Jiangxi High-tech Industry Development Co., Ltd.,

China Universal Asset Management Co., Ltd., Taikang Asset Management Co., Ltd., Caitong Fund Management Co., Ltd., CCB

Principal Asset Management Co., Ltd., Harvest Fund Management Co., Ltd., GF Securities Asset Management (Guangdong) Co.,

Ltd. and Harvest Capital Management Co., Ltd.

The controlling shareholder and actual controller didn't change after the issuing finished. After the issue, CITIC Guoan Wine still is

the biggest shareholder of the company, with the direct share proportion of 30.74%.

COFCO Tunhe delists wholly-owned subsidiary located in Xinjiang’s Yengisar

On 26 Nov., 2014, COFCO Xinjiang Tunhe Co., Ltd. (COFCO Tunhe) announced that it had delisted its wholly-own subsidiary,

COFCO Tunhe Yengisar Fruit Co., Ltd. (COFCO Tunhe Yengisar) located in Yengisar County, Xinjiang Uygur Autonomous Region.

Accordingly, COFCO Tunhe Yengisar had had no regular operation activities since 2005, and did not obtain any certificates for its

land and buildings according to laws and regulations. Therefore, the People's Government of Yengisar County took back its land

and buildings.

Through this delisting, COFCO aimed to improve the managing efficiency, optimize the resource distribution, lower the operation

costs, and further collect the resources to develop main business.

Xinjiang Sayram Modern Agriculture issues private shares of about 59.54 million

On 22 Dec., 2014, Xinjiang Sayram Modern Agriculture Co., Ltd. (Xinjiang Sayram Modern Agriculture) announced that it had

issued private shares to directional investors with a price of USD1.42 per share (RMB8.70 per share). The shares were Share A

newly raised, totaling 59,540,229. Xinjiang Sayram Modern Agriculture intended to collect a capital of USD84.41 million (RMB518

million).

Regarding the raised capital, Xinjiang Sayram Modern Agriculture planned to respectively invest USD45.63 million (RMB280

million) into a 1.50 million t/a activated calcium oxide production line, USD24.12 million (RMB148 million) into a technological

reconstruction project of a cotton processing factory and USD14.67 million (RMB90 million) to enrich the capital flow.

Xinjiang Sayram Modern Agriculture makes profits mainly from ginned cotton products. In recent years, the revenue from ginned

cotton products in each year accounted for over 45% of the total. The cotton processing factory's technological reconstruction

project this time is targeted at improving the processing technology for ginned cotton.

Jinjian Cereals gains fiscal subsidies of USD3.81 million in Dec. 2014

In Dec., 2014, Jinjian Cereals Industry Co., Ltd. (Jinjian Cereals) gained 3 subsidies, over USD3 million in total.

As of 4 Dec., Jinjian Cereals got a special supporting fund, namely the Five Supports for Grain & Oil Processing Project of

USD0.29 million (RMB180 million);

As of 16 Dec., Jinjian Cereals obtained a discount fund of USD2.44 million (RMB15 million) from the Support to Agricultural

Industrial Leading Enterprises Project;

As of 19 Dec., Jinjian Cereals got 2 funds, one namely the Award Fund for Resource Conservation Projects of USD0.81 million

(RMB5 million) from Changde Economic Development Zone, the other namely the Award Fund for Environmental Protection

Projects of USD0.25 million (RMB1.56 million).

Crop Farming Dynamics

China’s agricultural product brands: strong regional characteristics and big developmentdifferences

According to statistics released by the Ministry of Agriculture, the General Administration of Quality Supervision, Inspection and

Quarantine and the State Administration for Industry & Commerce of the People's Republic of China in July 2014, the number of

geographical indications (GIs) by agricultural products totals 2,838, of which 67% are primary agricultural products.

Accordingly, the development of agricultural product brands can be divided into three categories:

1. Regions with advantages in both resources and economy, such as Shandong (358 GIs), Sichuan (244 GIs), Fujian (184 GIs) and

Zhejiang (172 GIs) provinces and the Municipality of Chongqing (100 GIs). Under predominant natural conditions, these regions

present abundant and special agricultural product varieties with large quantities and excellent quality.

2. Regions with moderate resources and economic conditions, or moderately developed regions with complementary resources

and economic conditions, such as Hubei (154 GIs), Henan (121 GIs), Liaoning (118 GIs), Guangdong (110 GIs), Heilongjiang (102

GIs), Hunan (97 GIs), Shaanxi (88 GIs), Jiangsu (82 GIs), Shanxi (82 GIs), Yunnan (82 GIs), Jiangxi (80 GIs), Gansu (76 GIs), Anhui

(66 GIs), Guizhou (66 GIs) and Hebei (61 GIs) provinces, and Guangxi Zhuang (87 GIs) and Inner Mongolia (59 GIs) autonomous

regions. Although some of the regions are underdeveloped, they form specific advantages for the development of agricultural

product brands, thanks to their excellent geographical conditions or historically long humane characteristics.

3. Regions with specifically poor resources or weak economic conditions, such as Xinjiang Uygur (57 GIs), Ningxia Hui (41 GIs),

Tibet (12 GIs) autonomous regions, Jilin (48 GIs), Qinghai (28 GIs), Hainan (14 GIs) provinces, and Beijing (19 GIs), Tianjin (16 GIs)

and Shanghai (14 GIs). Of these, some regions boast developed economy but are poor in agricultural resources, while some are

weak in neither natural resources nor economic conditions.

It can be seen that the development of agricultural product brands should first give full play to the natural resources to develop

regionally specific agricultural products, then introduce funds for the technological innovation, scale expansion, brand promotion and

added-value increase, and finally establish famous, qualified and specific agricultural product brands.

It is noteworthy that of all GIs by agricultural products, 67% are primary agricultural products, followed by primarily processed

agricultural products (24%) and intensively processed agricultural products (9%). Therefore, the development of primary agricultural

product brands can resort to the development of regional brands with GIs by agricultural products at the core.

Three reasons for increases in grain output in China in 2014

On 5 Dec., 2014, the State Council of the People's Republic of China held a press conference, giving expositions to the grain

production situation in China this year.

Three reasons were stressed for the grain harvesting in 2014:

1. The planting area of autumn grain was expanded by 0.78 million ha (11.65 million mu) from 79.33 million ha (1.19 billion mu). In

particular, the planting area of high-yield corn was increased by 0.76 million ha (11.37 million mu). Thanks to the rising planting area

and structural adjustment, the grain output was driven up by around 5 million tonnes. This partially offset the losses caused by

disasters.

2. The regions not hit by disasters, such as Heilongjiang Province, witnessed distinct increases in output. This largely covered the

losses in stricken areas.

3. The disaster stricken provinces in 2013, including Anhui, Hunan, Guangdong, Guizhou and Zhejiang provinces, saw recovered

rises in output, since the conditions this year bettered.

At the conference, the spokesman from the Ministry of Agriculture of the People's Republic of China (MOA) stated that the MOA

was forwarding the formulation of a sustainable and strategically comprehensive implementation plan to assure the national grain

safety, as China encounters problems in grain production, such as tightening production resources, aggravating ecological

environmental pressure and lessening arable land and water resources.

Guangxi to establish largest industrial base for Se-enriched agricultural produce in China

Since 2012, Guangxi Zhuang Autonomous Region carried out a series of activities concerning the selenium (Se)-enriched

agricultural produce. For instance, its Department of Agriculture of has issued the Development Opinions on Se-enriched

Agricultural Produce in Guangxi Guangxi Zhuang Autonomous Region and the Local Standards on Se-enriched Agricultural

Produce in Guangxi Zhuang Autonomous Region and has established Guangxi Se-enriched Agricultural Produce Association. As

of the end of 2014, the region has set up 46 production demonstration bases for Se-enriched agricultural produce, covering an area

of 2,800 ha (42,000 mu) and including over 30 products like rice, peanut, tea, edible mushrooms, grape, kiwi, vegetable and pitaya.

Specifically in 2013, the total output value of the Se-enriched industry in Guangxi exceeded USD11.90 million (RMB73 million),

increasing by over USD7.82 million (RMB48 million) over that in previous years. It is predicted that the output value will reach

USD32.59 million (RMB200 million) in 2014.

In China, about 72% of population in 22 provinces (regions) lives in Se-deficiency areas. However, Guangxi is rich in selenium

resources. Statistics has it that the Se-enriched land area in only 4 cities (Nanning, Qinzhou, Beihai and Guigang) is up to 2.12

million ha (31.81 million mu). Moreover, the 18 Chinese Longevity Townships in Guangxi have been detected to be Se-existence

areas. Therefore, Guangxi aims to establish the largest industrial base for Se-enriched agricultural produce in China and construct

the China Se-enriched Agricultural Capital within 5 years or so.

Mid- and low-yield arable land accounts for over 70% in China

On 17 Dec., 2014, the Ministry of Agriculture of the People's Republic of China (MOA) released the Report on the Quality Grade of

the Arable Land in China. The arable land covering an area of 121.73 million ha (1.83 billion mu) are classified into 10 grades:

Grade 1–3 (high yield): 33.20 million ha (498 million mu) and 27.27% of the total. The arable land presents relatively high

productivity, having no obstacle factors as a whole.

Grade 4–6 (mid yield): 54.53 million ha (818 million mu) and 44.80% of the total. With suitable environment and climate conditions,

some solid foundation for infrastructure and not obvious obstacle factors, the arable land plays a role in increasing grain output. By

2020, the newly established comprehensive production capacity will exceed 80 billion kg annual, on the basis that the basic

productivity could be raised by 1 grade on average.

Grade 7–10 (low yield): 34 million ha (510 million mu) and 27.93% of the total. The arable land shows relatively weak productivity

and distinct obstacle factors. In a short term, it cannot be improved basically. It is required to continuously carry out construction

regarding infrastructure and productivity.

High pass rate of agricultural produce in 2014

On 17 Dec., 2014, the Ministry of Agriculture of the People's Republic of China announced that no big events concerning the quality

safety of agricultural produce has happened throughout the country in 2014. The pass rates of vegetable, livestock & poultry and

aquatic product reach 96.30%, 99.20% and 93.60% respectively. As a whole, it stays at high levels and sustains an upturn.

Soil pollution threatens safety of agricultural produce in China

At the end of Oct. 2014, the 4th Strategic Forum on China Environmental Remediation Development was held. Accordingly, the soil

pollution in China is very serious as a whole, along with strong potential risks in some regions. This has threatened the safety of

agricultural produce.

In addition, according to the Report on the Investigation on Soil Pollution in China jointly released by the Ministry of Environmental

Protection and the Ministry of Land and Resources of the People's Republic of China, the excess standard rate of soil pollution

nationwide has reached 16.10%.

Therefore, the soil condition in China is not optimistic, calling for urgent restoration.

National Qualified Agricultural Essence Center opens in Beijing

On 7 Dec., 2014, the National Qualified Agricultural Essence Center located in the National Agriculture Exhibition Center opened.

Accordingly, as an entity, it will explore the combination of online and offline sale patterns and lay out offline entities throughout the

country, so as to establish a wide sale network covering varied agricultural produce.

At present, nearly ten thousand kinds of qualified agricultural produce from ten provinces (regions) have been gathered in the

center. All the produce reaches the world-level food safety standards, regarded as the concentrated demonstration of pollution-free,

green and organic agricultural produce in Beijing.

Food Crop Primary Commodity Market Dynamics

Increases seen in both sown area and output of grains in China in 2014

On 4 Dec., 2014, the National Bureau of Statistics of the People's Republic of China issued a circular that in 2014:

The national sown area of grains was 112.74 million ha, up by 0.70% (0.78 million ha) over 2013. Of this, the sown area of cereals

(mainly including corn, rice, wheat, barley, Chinese sorghum, buckwheat and oat) reached 94.62 million ha, up by 0.90% (0.85

million ha) year on year.

The national unit output of grains was 5.39 t/ha, up by 0.20% (8.40 kg/ha) year on year. Particularly, the unit output of cereals was

about 5.89 t/ha, down by 0.10% (4.80 kg/ha) year on year.

In addition, the total output of grains amounted to 607.10 million tonnes nationwide, up by 0.90% (5.16 million tonnes) over 2013.

Specifically, the output of cereals summed up to 557.27 million tonnes, up by 0.80% (4.58 million tonnes) year on year.

Sown area of winter wheat declines in Hebei Province in 2014

On 26 Nov., 2014, the Department of Agriculture of Hebei Province announced that this year the sown area of winter wheat

throughout the province reached 2.30 million ha (34.51 million mu), 0.04 million ha (0.55 million mu) less than that in 2013. This can

be mainly attributed to the pilot programs concerning the comprehensive treatment of overdrawn groundwater in the province which

required a cut-off of 0.05 million ha (0.76 million mu) of wheat. Currently, all wheat in Hebei Province has entered into the tillering

stage. Accordingly, the wheat is investigated to grow well.

Meanwhile, a special fund of USD24.44 million (RMB150 million) was allocated by the provincial government for the promotion of

water-saving wheat varieties in four cities in this autumn, including Hengshui, Cangzhou, Xingtai and Handan and covering 0.20

million ha (3 million mu) in total. Altogether 29 varieties have been promoted by experts organized by the agricultural departments

before sowing.

China initiates 2014/2015 temporary corn purchase and storage project

On 25 Nov., 2014, the National Development and Reform Commission, the State Administration of Grain, the Ministry of Finance of

the People's Republic of China and the Agricultural Development Bank of China jointly released a notice that the government would

as from the day begin to purchase corn with flat prices over 2013.

Specifically, the purchase price was USD368.26/t (RMB2,260/t) in both Inner Mongolia Autonomous Region and Liaoning

Province, USD365.01/t (RMB2,240/t) in Jilin Province and USD361.74/t (RMB2,220/t) in Heilongjiang Province. The purchase will

end at the end of April 2015.

The purchase price of corn in China is 20% higher than the international corn price, aiming to support the domestic price and

increase farmers' income.

Heilongjiang Province started to implement the China Corn Acquisition and Temporary StoragePolicy

Heilongjiang Province claimed that it started to carry out National Corn Acquisition and Temporary Storage Policy since 18 Dec.,

2014, and the implemented period is as of 30 April, 2015. Corn in storage after acquisition must be the domestic corn produced in

2014, which meets the national quality products standard. As for the non-standard corn which the actual moisture and impurity are

higher than standard index, it could storage only when the corn reaches the standard after the drying finishing and the non-standard

corn is not allowed to be stored. The acquisition of non-standard corn is implemented by the Regulations on Relevant Issues

Concerning the Implementation of the National Standard of Grain and Oil Quality and Supplementary Notice about 2014 Corn

Acquisition Problems of Mildew Grain with Exceeding the Standard in the three Northeastern Provinces and the Inner Mongolia

Autonomous Region.

National temporary corn purchasing price is USD0.18/500g (RMB1.11/500g). Standardized by national the third standard corn

produced in 2014, the specific quality standard is as follows. That is, the bulk density is 650g/L-685g/L, and the content of unsound

kernels is within 8.0%, which mildew grain, moisture and impurity are within 2.0%, 14.0% and 1.0% respectively. The grade

difference between adjacent grades is RMB0.02/500g. Besides, the listing purchasing price refers to the warehouse purchasing

price that directly purchases from the farmers' specific warehouses.

Altogether 8 billion kg/a for grain production added in Hebei Province in 1988–2013

On 27 Nov., 2014, the National Information Construction & Publicity Work Conference on Agriculture Comprehensive Development

was held in Shijiazhuang City, Hebei Province.

Accordingly, Hebei government has continuously increased the input into agriculture comprehensive development. From 1988 to

2013, the fiscal fund put into this field reached USD2.85 billion (RMB17.52 billion) accumulatively. Furthermore, the government

drove up a social investment of nearly USD3.10 billion (RMB19 billion), constructed an arable land of 2.46 million ha (37 million mu)

and newly established a capacity of 8 billion kg/a for grain production.

Shandong Province: output of wheat and corn to increase by over 2 billion kg by 2020

On 30 Nov., 2014, the Proposal Demonstration and Initiating Meeting of the Innovative Demonstration Project for Super High Yield

Wheat and Corn was held in Jinan City, Shandong Province. Responsible person from the Department of Science and Technology

of Shandong Province stated that the province would spend 5–10 years increasing the planting area of wheat and would drive up

the output of wheat and corn by over 2 billion kg by 2020 in the province.

In order to effectively deal with the new situation for grain production – increasing rigid demand for grains, declining arable land and

enlarging resource pressure, Shandong Province carries out the innovative demonstration project for super high yield wheat and

corn. This will play a leading role in the production of wheat and corn in China.

China doesn't approve imports of MIR162 corn from Syngenta

On 12 Dec., 2014, it is reported that Syngenta expected to win the Chinese government approval in the near future for the imports

of a kind of genetically modified corn, MIR162 corn. The enterprise would make an announcement when it receives the official

documentation of China's approval on MIR162 corn. However, China has not yet publicly approved the imports of MIR162 corn from

Syngenta.

This indicates a big progress for corn trading between the US and China. Since Nov. 2013, China has returned over 1.25 million

tonnes of MIR162 corn and products to the US in total. Actually, it marks a shutdown to the US corn.

China's first corn starch futures listed on 19 Dec., 2014

On 19 Dec., 2014, corn starch futures officially listed inDalian Commodity Exchange, with the first batch listing and trading contracts

of CS1503, CS1505, CS1507, CS1509, CS1511. Yingkou Port Group Corp. is the specific delivery warehouse of corn starch.

While the specific delivery factories of corn starch are COFCO (Yushu) Bio-energy and Bio-chemical Co., Ltd., COFCO

(Gongzhuling) Bio-energy and Bio-chemical Co., Ltd., Shandong Shouguang Juneng Golden Corn Co., Ltd., Baolingbao Biology

Co., Ltd., Shandong Zhonggu Starch Sugar Co., Ltd. and Shandong Fuyang Biotechnology Co., Ltd. Until this, the amount of

agricultural produces in Dalian Commodity Exchange will increase to 10. And the variety amount of futures will reach 16, while that

in China will reach 46.

Industrial Crop Primary Commodity Market Dynamics

Planting area of winter rape sees 20%–30% YoY decline in 2014

According to the market survey in Nov. 2014, the planting area of winter rape this year declined by 20%–30% compared with that in

2013 and the decline would continue in the future.

The main reasons for the reduced planting area of winter rape in 2014 are as follows:

1. Policy adjustment. It was put forward in the No. 1 Central Document issued this year that the system of target price for

agricultural produce would be gradually established and the market pricing principle would be insisted continuously. In 2014, the

prices of agricultural produce, such as cotton and soybean, are priced by the market, resulting in the reduced planting areas in

mainland China. In 2015, the government may carry out the target market pricing system on rapeseed, which will discourage

farmers from planting rape.

2. Economic benefit. The income from planting rape is less than the income from planting other crops such as wheat. On the basis

of the purchase price and the planting input, the earning from wheat is USD366.63/ha (RMB150/mu) higher than the earning from

rapeseed on average.

3. Labor. Planting rape, especially the field management during the growth of rape, requires more labor. What's more, many

procedures including planting, harvesting, etc. completely rely on manpower instead of machinery. Farmers are more willing to plant

crops that can be sown, harvested and even completely finished by machines, such as wheat.

Rapeseed: change of planting method causes 10% YoY decline in unit output in 2014

According to the planting status of rapeseed in the last two years, direct sowing has been adopted in many areas of China.

Compared with the transplanting method mostly adopted before 2012, the change of the planting method results in about 10% of

decline in the unit output on average.

Compared with transplanted rape, sown rape is unordered regarding the plant spacing, row spacing, etc. Despite thinning out

seedlings at last, the growth of root system, branches and leaves and silique would still be restricted in the late growth of rape.

Sowing is simpler than transplanting and is labor-saving. However, it cripples the output at last. The high level yield of transplanted

rape is 3,000 kg/ha (200 kg/mu) and the medium and low level yield of transplanted rape is 2,625 kg/ha (175 kg/mu). The yield of

directly sown rape is only around 2,250 kg/ha (150 kg/mu).

At present, mainly elderly people and women are involved in the agricultural production in many regions of China. Transplanting is

labor-consuming. In order to save labor, farmers have to change the planting method from transplanting to direct sowing. Direct

sowing is expected to be the mainstream for the planting method in the following years. And the unit output of rapeseed is

estimated to decline year by year.

MOA: guidelines on scientific fertilization for winter rape

On 24 Nov., 2014, based on the problems of winter rape in the region of the Yangtze River Basin, such as uncoordinated proportion

of nutrient in fertilization, insufficient organic fertilizer, low popularizing rate of returning straw to farmlands, lack of medium trace

elements like sulfur and boron occasionally and low utilization rate of fertilizer due to low planting density of rape, considering the

unceasing rising proportion of direct sown rape, the Ministry of Agriculture of the People's Republic of China (MOA) gave the

following guiding opinions on fertilization.

Fertilization principles:

(1) Appropriately adjust the amount and proportion of fertilizer based on the result from the testing soil for formulated fertilization;

(2) Attach importance to boron fertilizer and apply it appropriately according to the effective boron content in soil and the target

yield;

(3) Reduce fertilization amount of nitrogen fertilizer and highlight the application of bolt fertilizer and increase the proportion of bolt

fertilizer in the fertilization of transplanted rape;

(4) Follow the principle of prompt fertilization at the beginning and steady fertilization later in the fertilization of directly sown rape;

(5) Apply more organic fertilizer and advocate returning straw to farmlands, coordinating with inorganic fertilizer;

(6) Adopt the formulated fertilizer with similar proportion of nitrogen-phosphate-potassium (NPK) as that in base fertilizer;

(7) Fertilization combines with cultivation techniques for high yield and high quality, especially paying attention to the improvement

of planting density and early sowing of directly sown rape.

Fertilization suggestions:

1. Suggestion for the fertilization of transplanted rape:

Apply 60% of the total amount of nitrogen fertilizer as base fertilizer, 20%–30% as overwintering seedling fertilizer, 10%–20% as

bolt fertilizer; apply 60% of potassium fertilizer as base fertilizer, 40% of bolt fertilizer; use phosphate fertilizer and boron fertilizer as

base fertilizer.

2. Suggestion for the fertilization of directly sown rape:

Apply 50% of the total amount of nitrogen fertilizer as base fertilizer, 20% as improvement seedling fertilizer, 20% as overwintering

seedling fertilizer, 10% as bolt fertilizer; apply 80% of potassium fertilizer as base fertilizer, 20% as overwintering seedling fertilizer;

apply phosphate fertilizer and boron fertilizer as base fertilizer.

Apply 30 kg/ha–45 kg/ha (2 kg/mu–3 kg/mu) of sulfur as base fertilizer or apply fertilizer with sulfur in areas lacking sulfur; if organic

fertilizer is applied as base fertilizer, the fertilization amount can be reduced accordingly; reduce 1/3 of potassium fertilizer if straw

is returned to farmlands previously.

Add nitrogen fertilizer, potassium fertilizer and boron fertilizer and adopt other disaster reduction and anti-disaster techniques timely

in the case of climatic disaster (such as drought and cold injury).

Total output of cotton reaches 6.16 million tonnes in China in 2014

Statistics released by the National Bureau of Statistics of the People's Republic of China on 17 Dec., 2014, has it that in 2014:

1. The total output of cotton is 6.16 million tonnes, down by 0.14 million tonnes (2.20%) year on year;

2. The sown area of cotton is about 4.22 million ha, down by 126,500 ha (2.90%) year on year;

3. The unit output of cotton is 1,460.30 kg/ha, up by 10.80 kg/ha (0.70%) year on year.

Vegetable and Fruit Crop Primary Commodity Market Dynamics

MOA to formulate fruit brand catalogue

On 3 Dec., 2014, the Ministry of Agriculture of the People's Republic of China (MOA) held a press conference, stating that the MOA

would explore to formulate the fruit brand catalogue, so as to guide the cultivation and establishment of agricultural product brands

and further develop national brands boasting strong regional and national power.

The MOA would focus on two aspects to enhance fruit brands in strength and size:

- Give support to regional brands. Specifically, it would center guiding production base in the cultivation and promotion, along with

necessary integration of production entities, so as to establish competitive state-level agricultural product brands.

- Explore the formulation of fruit brand catalogue. This will help guide the cultivation and establishment of product and farmer

brands.

Of the geographical indications by primary agricultural products in China, fruit and vegetable occupy the most (49%), followed by

livestock products (15%), medicinal materials (8%), aquatic products (7%), grain and oil crops (4%) and flowers & seedlings (3%).

The proportion of tobacco, raw tea and edible fungi does not exceed 2% respectively.

The low proportions of grain and oil crops, raw tea, etc. can be ascribed to the fact that relatively large parts of such primary

agricultural products have been processed into higher added-value agricultural products (primarily processed or intensively

processed).

Ningxia Helan County: build permanent vegetable production bases

On 5 Dec., 2014, according to the Notice of 2014 Implementation Scheme Demonstration Meeting about government

procurement in Helan County Permanent Vegetable Production Base Construction issued by the Bureau of Agriculture, Animal

Husbandry and Fisheries in Helan County, Ningxia Hui Autonomous Region, in 2014, it has totally built 600.47 ha (9,007 mu)

permanent production base in Helan County.

Among these, it has one facility base, where constructs in Xinping Modern Agricultural Demonstration Park, with the total

construction area of 393.33 ha (5,900 mu) and 2,360 sunlight greenhouses of involving two generations. Besides, the facility base

mainly produces tomato, cucumber, celery, bean, watermelon and muskmelon, which is the guarantee of supply in spring and

autumn.

In addition, it also has three open field bases. Relying on village collective, professional farmers cooperatives and scaled farmers,

to construct three open field permanent vegetable production base by the way of land circulation. The total construction area of

these three production bases is 207.13 ha (3,107 mu), which is the guarantee of supply in summer and autumn. Among them, first,

it built a production base with the construction area of 66.67 ha (1,000 mu) in Sishili Dian Village, Changxin Town. Its planting

varieties are tomato, lotus dishes, potato, cauliflower, broccoli and celery. Second, the villages of Guinan and Guiwen in Changxin

Town built a production base with the construction area of 70.47 ha (1,057 mu), and its planting varieties are tomato, cucumber,

eggplant, cabbage, hay, radish, and screw dishes. Last, In Lanxing Village, Ligang Town, it built a production base with the

construction area of 70.00 ha (1,050 mu), with its planting varieties of tomato, pepper, eggplant and celery, etc.

Other Crop Primary Commodity Market Dynamics

Largest tea trading center in northern China built in Shandong’s Qingdao

On 27 Nov., 2014, Qingdao Ziyunlai International Tea Trading Center, located in Jiaozhou City (under the administrative

management of Qingdao City, Shandong Province), opened for business. With a total investment of USD325.90 million (RMB2

billion), the tea trading center has over 1,600 specialized commercial net sites, covering 133.33 ha (2,000 mu). It is a

comprehensive service center involving trading, culture and tourism, and the largest tea trading center in Bohai Rim Economic

Circle and northern China.

The tea trading center will provide operation sites for tea farmers and enterprises, offering tea processing hardware and machines,

such as large freezers, tea sorters, color sorters and completely automotive packers. Currently, the construction of the first phase

has been finished, with an investment of USD32.59 million (RMB200 million) and a construction area of 5 ha. Altogether over 180

tea enterprises have signed investment contracts with the center, of which 70 have entered into the center.

Natural Disasters Dynamics

NATESC finishes overwintering investigations on major pests and diseases

On 16–23 Nov., 2014, the National Agri-Tech Extension and Service Center (NATESC) organized experts to go to 27 counties

(districts), 17 cities (prefectures) and 7 provinces, covering Gansu, Jiangsu, Anhui, Henan, Shandong, Hebei and Shanxi provinces.

They finished the overwintering investigations on major pests and diseases, such as wheat stripe rust, proxenus lepigone, cotton

bollworm, corn borer and oriental migratory locust.

Wheat stripe rust: It appeared dispersal and slight in the autumn seedlings in Gansu; situation in Northwest China in this winter and

next spring will be grave, due to the appropriate conditions, fine soil moisture previously and adequate climate currently.

Oriental migratory locust: Locust eggs showed up in Yongji City (Shanxi) and Cangzhou City (Hebei); specifically, it presented high

density in sorghum land along Huanghe River, Yongji City.

Proxenus lepigone: It was observed to be low-density in corn fields in places such as Fengxian County (Jiangsu), Xiaoxian County

(Anhui), Feicheng City (Shandong) and Wenxi County (Shanxi).

Cotton bollworm: It arose in cotton and corn fields in places like Minquan County (Henan), Kenli County (Shandong), Wuyi County

(Hebei) and Wenxi County (Shanxi), especially in soft soil around corn roots.

Corn borer: It was found in Huang-Huai-Hai area.

In addition, the occurrences of pests and diseases in autumn seedlings in Shanxi and Anhui provinces were investigated to be

much severer than previous years. Of this, the average rate of diseased plants caused by leaf rust and powdery mildew in Wenxi

County (Shanxi) reached 23% and 12% respectively; the number of aphids on the basis of 100 plants amounted to 600; the

average rate of plants with red spider mites was 10%.

Disasters caused by continual rain in China in autumn 2014

In autumn 2014, continual rain appeared in many regions including Shaanxi, Henan, Shanxi and Shandong provinces, causing

trouble to the harvesting and sun dry of grains and furthermore the germination and mildew of kernels. The fruits of the economic

forests in some regions even decayed. Meanwhile, the multi-period rain hit Southwest China and the middle and low reaches of

Yangtze River. Part of the farmland even showed waterlogging, and the winter wheat, rape and outdoor vegetable were also

influenced.

Drought hits China in autumn 2014

In early and mid-Sept. 2014, the rainfall in western and southern areas, Liaoning Province continued the low volume. This forwarded

the drought. As of the end of Sept. 2014, the incomplete statistics shows that, the stricken areas: Panjin City: about 14,400 ha, of

which the area with failed crops reached 14,000 ha; Sujiatun Dist., Shenyang City: about 19,900 ha; Liaoyang County, Liaoyang

City: about 45,500 ha.

Regarding most areas of Jiangxi Province and Southeast Hunan Province, the rainfall also appeared to be relatively small.

Therefore, the soil moisture lost quickly and some areas even suffered from slight and medium degree drought, causing the

negative growth to rape without irrigation, the delayed transplant of rape seedling and the retarded sowing of directly sown rape.

The drought was reported to be worse than that in the same periods of 2012 and 2013.

In addition, the continuously small rainfall in southern and western Fujian Province accounted for the drought showing in some land

with little irrigation. As of the end of Nov., the stricken area in the province amounted to about 8,000 ha.

Flood hits China in autumn 2014

In Sept. 2014, rainstorm and flood hit many provinces and regions, including Liaoning, Shaanxi, Shandong, Shanxi, Henan, Anhui,

Hubei, Zhejiang, Jiangxi, Hunan, Guangxi, Sichuan and Guizhou provinces, Inner Mongolia Autonomous Region and Chongqing, in

which crops like rice and corn were stricken to different degrees.

On 19–21 Oct., 2014, the moderate and heavy rains and regional rainstorm appeared in southern Huang-Huai Area, and western

and Southeast Jianghan Plain, thus crops stricken in some areas.

On 23–26 Oct., 2014, eastern Hainan Province was hit by rainstorm and heavy rainstorm, thus crops and aquatic products in some

area stricken.

On 27–31 Oct., 2014, the eastern Southwest China and middle and low reaches of Changjiang River encountered heavy rains and

rainstorm, while southern Hanjiang Plain and north Hunan Province suffered from heavy rainstorm. Therefore, crops like rice and

corn in some places of provinces covering Anhui, Hubei, Hunan, Sichuan and Guizhou were stricken.

Disasters caused by typhoon in China in autumn 2014

In autumn 2014, altogether three typhoons had relatively large impact on China's planting industry. They were Typhoon Kalmaegi

landing at Hainan and Guangdong provinces, Severe Tropical Storm Fung-wong landing at Zhejiang Province and Shanghai, and

Typhoon Vongfong.

Affected by these three typhoons, the southern South China, southeastern Southwest China and the coastal areas of East China

were hit by furious storm. This caused low-lying farmland to be flooded, economic forests and fruits to be damaged, and water

conservancy facilities and aquaculture to be seriously stricken.

According to the primary statistics, influenced by Typhoon Kalmaegi, the stricken area of agricultural crops in 5 provinces (regions)

covering 34 cities (prefectures) and 166 counties (districts) reached 877,100 ha, of which 82,500 ha of crops failed. Specifically,

the 5 provinces (regions) were Guangdong, Hainan, Guizhou and Yunnan provinces and Guangxi Zhuang Autonomous Region. At

the meantime, Severe Tropical Storm Fung-wong caused Zhejiang Province, covering 6 cities and 35 counties (districts) to have an

area of 39,500 ha of agricultural crops stricken, of which 2,800 ha of crops failed.

Frost hits China in autumn 2014

From 9 to 13, 15 to 16, 18 to 22 and 25 to 26 in Oct. 2014, altogether four cold airs hit northern China. Then the agricultural crops

and economic forests and fruits in six provinces (regions) such as Gansu, Qinghai, Shaanxi and Shanxi suffered from cold damage

to different degrees.

On 9 Oct., 2014, Huocheng County, Ili Kazak Autonomous Prefecture, Xinjiang Uygur Autonomous Region was hit by frost. This

caused quality reduction of grapes.

Heilongjiang's Raohe: over 200 ha of crops stricken by snowfall and fail

According to the Bureau of Civil Affairs of Heilongjiang Province, on 12–14 Nov., 2014, Raohe County, Shuangyashan City,

Heilongjiang Province was hit by heavy wind and snow. With a wind speed of 15.40 m/s, the snowfall reached 14 mm, and the snow

depth was 16 cm. This caused losses to crops like corn and soybean and damage to vegetable greenhouses.

As of 9 am on 17 Nov., 2014, over 600 people suffered. Regarding crops, the stricken area amounted to over 400 ha. Of this, over

200 ha of crops failed. The direct economic loss reached more than USD0.81 million (RMB5 million).

Output of peanut with new production decreased and its price was high

According to the latest market investigation, at present, the purchasing price of peanut in the main producing areas commonly

reaches over USD1.30/kg (RMB8/kg). While the wholesale price of high-quality peanut meat in the market hit about USD2.28/kg

(RMB14/kg) and its retail prices was over USD2.61/kg (RMB16/kg), which got a historical high.

Peanut with new production listed one after another in late August to the beginning of Sept. 2014. For now, the market price is

being higher compared with the same period in the past. Normally, in every year, after the listing of peanut with new production, with

the supply increase, its price should be decreased. However, it didn't fall but rise in 2014, the reason for this is that the planting area

of peanut in China has reduced about 10% in 2014. At the same time, when it comes to flood season, the main production areas

like Shandong and Henan provinces not only has less precipitation, but also has an uneven distribution. In the maturing period of

peanut, it suffered a serious drought in July and flood in August, which resulting a substantial reduction and poor quality, it is

expected that the total output of peanut in China will be decreased by over 20% compared with last year.

It is indicated that domestic peanut market's resistance ability to fall is strong in the short term in the case of tight supply. However,

because the downstream products of soybean oil and meal for feed are still vulnerable and the terminal consumption is slow,

coupled with the reduction of foreign trade orders, the export situation of China's peanut is not optimistic. So, it still needs to pay

continuous attention to the quotation of peanut in future.

Price information of China's vegetables market on 1 Dec.-7 Dec. 2014

According to Ministry of Agriculture of China, during 1 Dec.,-7 Dec., 2014, the weekly wholesale prices of the 28 kinds of

vegetables with key monitoring were USD0.59/kg (RMB3.64/kg), with a week on week growth of 4.6% and up 0.8% YoY. As for

species, the prices of 23 kinds of vegetables rose, while other 2 kinds' reached even and the last 3 kinds' decline. Among them,

the prices of cucumber, courgettes, leek, rape and lettuce increased largely, with a week on week growth of 24.3%, 19.4 %, 14.3 %,

18.6% and 10.3% respectively, while those of the last species increased with different levels. Onion and celery' remained, but

ginger, pumpkin and mushroom' declined 9.2%, 0.6% and 0.3% respectively. The trading volume of 28 kinds of vegetables in last

week was 48,040,000 tonnes, with a week on week growth of 5.7%.

The 28 kinds of vegetables with key monitoring are spinach, cruciferae, rape, cabbage, lettuce, eggplant, green pepper, tomato,

bean, white radish, carrot, onion, potato, lettuce, celery, lotus root, cucumber, white gourd, pumpkin, courgettes, pteurorusostreatus,

mushroom, leek, scallion, cauliflower, broccoli, ginger, garlic.

Price information of China’s fruit market on 1 Dec.-7 Dec. 2014

According to Ministry of Agriculture of China, during 1 Dec.,-7 Dec., 2014, the week wholesale price of seven kinds of fruit with key

monitoring was RMB5.30/kg, with a week on week growth of 1.0%, down 3.5% YoY.

Among them, the week wholesale prices of orange, kyoho grape, watermelon, pear and apple were RMB2.77/kg, RMB8.62/kg,

RMB3.09/kg, RMB4.56/kg and RMB8.12/kg respectively, with a week on week growth of 4.9%, 4.2%, 3.0%, 1.8% and 1.8%

respectively. However, those of banana and pineapple were RMB5.65/kg and RMB4.26/kg respectively, with a week on week

decrease of 4.9% and 4.5% respectively. All in all, the trading volume of seven kinds of fruit in last week was 6,060,000 tonnes, with

a week on week growth of 1.3%.

- Prices of soybean, soybean oil, palm oil and sugar decreased

The closed week average price of recent futures contract of soybean and soybean oil in the US Chicago Mercantile Exchange

(CME)was USD372/t and USD700/t respectively, with a week on week decreases of 2% and 4%, down 23% and 21% YoY

respectively. Malaysia palm oil's week average CIF price in Rotterdam Port of the Netherlands was USD688/t, with a week on

week decrease of 3% but down 25% YoY.

Moreover, week average price of sugar of International Sugar Council was USD0.156/pound, with a week on week decrease of 4%

but down 8% YoY.

- Prices of rice and corn both basically got even

FOB week average price of rice with 100% B grade and 5% broken rate in Bangkok of Thailand was USD428/t and USD419/t,

which got even compared with last week, both down 6% YoY. The closed week average price of recent futures contract of corn in

the US Chicago Mercantile Exchange (CME) was USD147/t, which also got even compared with last week, with a YoY decrease of

11%.

- Prices of wheat and cotton rose

The closed week average price of recent futures contract of wheat in the US Chicago Mercantile Exchange (CME) was USD222/t,

with a week on week increase of 8% but down 6% YoY. The week average price of international cotton price index (SM grade) was

USD0.7454/pound, with a week on week increase of 1% but down 17% YoY.

Corn and rice from Myanmar allowed to enter into China in common trading ways

On 25 Sept., 2014, the 4th ASEAN-China Ministerial Meeting on Quality Supervision, Inspection and Quarantine on Strengthening

Sanitary and Phytosanitary Cooperation (SPS cooperation) was held in Naypyidaw, Myanmar.

Zhi Shuping, director of the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of

China attended the conference and signed a Memorandum of Understanding (MOU) on SPS, and a protocol regarding the

supervision, inspection and quarantine on rice and corn imported from Myanmar to China. This would solve the problem concerning

the access of Myanmar's rice and corn to China, indicating that the rice and corn from Myanmar will depend on common trading

means to enter into China.

Total value of import and export of agricultural produce witness YoY increase in GuangdongProvince in Jan.-Oct. 2014

According to China Customs, in the first ten months of 2014, the total value of import and export of agricultural produces in

Guangdong Province reached USD20.31 billion (RMB124.62 billion), up by 8.6% over the same period of 2013 (similar

hereinafter).

Specifically,

Total export value: USD6.70 billion (RMB41.13 billion), up by 2.7%;

Total import value: USD13.60 billion (RMB83.49 billion), up by 11.7%;

Trade deficit: USD6.90 billion (RMB42.36 billion), up by 22%.

Of this:

Export value in Oct.: USD0.77 billion (RMB4.75 billion), up by 1.2%;

Import value in Oct.: USD1.12 billion (RMB6.87 billion), up by 7.1%.

In Oct., grains imported by Guangdong were valued at USD0.33 billion (RMB2.03 billion), up by 5.5%;

From Jan.–Oct., paddy and rice imported by Guangdong were valued at USD0.53 billion (RMB3.28 billion), up by 8.6%.

From Jan.–Oct., fresh and dry fruits and nuts exported by Guangdong were valued at USD156.43 million (RMB960 million), down by

38.3%;

From Jan.–Oct., fresh and dry fruits and nuts imported by Guangdong were valued at USD2.06 billion (RMB12.62 billion), up by

8.7%.

Price up and volume down seen in exports of vegetable in Guangdong Province in Jan.-Oct.2014

According to China Customs, in the first ten months of 2014, Guangdong Province exported 507,000 tonnes of vegetable, down by

6% over the same period of 2013 (similar hereinafter), which were valued at USD239.53 million (RMB1.47 billion), up by 11%. The

average export price was USD474.02/t (RMB2,909/t), up by 18.2%.

In Oct., Guangdong exported 51,000 tonnes of vegetable, down by 4.6%. These were valued at USD24.44 million (RMB150

million), up by 6.8%. The average export price was USD494.22/t (RMB3,033/t), up by 12%.

Guangdong's imports of edible sugar see YoY decreases in volume and price in Oct. 2014

According to China Customs, in the first ten months of 2014, Guangdong imported 396,000 tonnes of edible sugar, down by 30.2%

over the same period of 2013 (similar hereinafter). These were valued at USD 175.98 million (RMB1.08 billion), down by 33%. The

average import price was USD443.77/t (RMB2,723.4/t), down by 4.1%.

Of this, the import in Oct. reached 86,000 tonnes, down by 42.6%, which were valued at USD34.22 million (RMB210 million), down

by 46.9%. The average import price was USD391.63/t (RMB2,403.4/t), down by 7.5%.

Guangdong's exports of traditional Chinese medicine see sharp YoY increase of 2.1 times inOct. 2014

According to China Customs, in the first ten months of 2014, Guangdong Province exported 120,000 tonnes of traditional Chinese

medicine (including patent prescription), up by 4.4% over the same period of 2013 (similar hereinafter). These were valued at

USD127.1 million (RMB780 million), up by 10%, with an average price of USD11.05/kg (RMB67.8/kg), up by 5.4%. Of this, the

export in Oct. reached 2,377.3 tonnes, sharply increasing by 2.1 times, with the value of USD17.92 million (RMB110 million),

soaring by 93.3%.

Guangdong's imports of soybean see YoY increase of 19.2% in Jan.-Oct. 2014

According to China Customs, Guangdong Province imported 3.63 million tonnes of soybean in the first ten months of 2014, up by

19.2% over the same period of 2013 (similar hereinafter). These were valued at USD2.13 billion (RMB13.06 billion), up by 13.5%,

with an average price of USD585.64/t (RMB3,594/t), down by 4%.

In Oct., Guangdong imported 385,000 tonnes of soybean, up by 6.8% year on year and 82% month on month. The average price

was USD523.88/t (RMB3,215/t), down by 16.1% year on year and 2.6% month on month.

Guangdong's imports of cotton see YoY decreases in volume and price in Oct. 2014

According to China Customs, in the first ten months of 2014, Guangdong Province imported 610,000 tonnes of cotton, down by

55.4% over the same period of 2013 (similar hereinafter), which were valued at USD125.47 million (RMB770 million), down by

56%. The average import price was USD2,120/t (RMB13,000/t), down by 1.5%. Of this, the import in Oct. was 6,878 tonnes, down

by 24.6%, with an average price of USD1,790/t (RMB11,000/t), down by 13.3%.

Fujian's imports of grains see large YoY decreases in Jan.-Oct. 2014

In the first ten months of 2014, the imports of grains (including cereals, cereal starch, beans and root and tuber crops) in Fujian

Province were 5.71 million tonnes, up by 41.9% over the same period of 2013 (similar hereinafter). These were valued at USD2.66

billion (RMB16.33 billion), up by 17.4%, with an average price of USD466.36/t (RMB2,862/t), down by 17.2%. Of this, the average

import price saw a large YoY decrease of 23.4% and a MoM decrease of 11.7%, to USD384.88/t (RMB2,362/t).

In the first ten months, the exports of grains from Fujian Province reached 10000 tonnes, down by 24.9%. These were valued at

USD9.78 million (RMB60 million), down by 38.4%.

Soybean was the major variety imported by Fujian Province. In the first ten months, the imports of soybean were 3.29 million tonnes

(up by 4.5%), accounting for 57.6% of the total. Meantime, the imports of wheat were 367,000 tonnes (down by 29.4%), accounting

for 6.4% of the total. Moreover, the imports of corn amounted to 422,000 tonnes (no imports in 2013), accounting for 7.4% of the

total.

Fujian's imports of wheat see YoY decrease of 29.4% in Jan.-Oct. 2014

According to China Customs, in the first ten months of 2014, the imports of wheat in Fujian Province reached 367,000 tonnes, down

by 29.4% over the same period of 2013 (similar hereinafter). These were valued at USD120.58 million (RMB740 million), down by

35%, with an average import price of USD328.98/t (RMB2,018.9/t), down by 8%.

In Oct., the imports of wheat saw a sharp decrease to 1327 tonnes, down by 98.9% year on year and 95.1% month on month. The

average price was USD265.31/t (RMB1,628.2/t), down by 23.3% year on year and 24.8% month on month.

Fujian's exports of vegetable see YoY decrease of 9.2% in Jan.-Oct. 2014

According to China Customs, in the first ten months of 2014, the exports of vegetable in Fujian Province reached 336000 tonnes,

down by 9.2% over the same period of 2013 (similar hereinafter). These were valued at USD0.73 billion (RMB4.5 billion), down by

1.5%, with an average price of USD2,820/t (RMB17,300/t), up by 5.2% year on year and 5.6% month on month.

Among all the vegetable varieties exported from Fujian, carrot, cabbage and sweet corn were the major varieties. In Jan.–Oct., the

exports of carrot were 63,000 tonnes, down by 23%; the exports of cabbage were 35,000 tonnes, up by 20.1%; the exports of

sweet corn were 22,000 tonnes, up by 3.5%. The exports of these three vegetable accounted for 35.7% of the total.

Fujian's exports of fruits see increase in volume and price in Jan.-Oct. 2014

In the first ten months of 2014, the exports of fresh and dry fruits and nuts (mentioned as fruits hereinafter) reached 240,000 tonnes,

up by 4% over the same period of 2013 (similar hereinafter). These were valued at USD0.34 billion (RMB2.1 billion), up by 7.6%,

with an average price of USD1,428.5/t (RMB8,750/t), up by 3.5%. Specifically in Oct., Fujian exported 42,000 tonnes of fruits, down

by 21.5% year on year and up by 64.5% month on month. The average price was USD1,161.82/t (RMB7,130/t), down by 0.3% year

on year and 3.2% month on month.

Among the exported fruits, oranges and pomelo were the major varieties. From Jan. to Oct., the exports of oranges reached

122,000 tonnes (up by 1.3%), accounting for 50.8% of the total. Meanwhile, the exports of pomelo were 65,000 tonnes (down by

6.9%), accounting for 27.1% of the total.

In the first ten months of 2014, Shandong Province exported 297,000 tonnes of grains (including cereals, cereal starch, beans and

USD0.17 billion (RMB1.02 billion), up by 43.1%. Meanwhile, the imports of grains reached 17,350,000 tonnes, up by 22.7%. The

import value amounted to USD9.11 billion (RMB55.93 billion), up by 14.3%.

In Oct., the exports of grains were 27,000 tonnes, up by 47.6% year on year and down by 17.4% month on month. These were

valued at USD16.29 million (RMB100 million), up by 23.6%. Meantime, the imports reached 954,000 tonnes, down by 23.2%.

These were valued at USD0.48 billion (RMB2.94 billion), down by 30.8%.

In Oct., Shandong exported 27,000 tonnes of root and tuber crops (up by 48.3%), accounting for 99.1% of the total. In addition, the

exports of cereals and cereal starch were 159 tonnes, down by 18.6%. The exports of beans reached 75 tonnes, up by 34.5%.

Meanwhile, the imported soybean was 795,000 tonnes (down by 17.8%), accounting for 83.4% of the total. Moreover, the imported

wheat reached 29,000 tonnes, up by 4.5 times; the exported wheat was 4,000 tonnes, down by 94.9%; the imported paddy and rice

were 2,000 tonnes, up by 11.3%.

Shandong's imports of soybean see YoY increase of 21.7% in Jan.-Oct. 2014

In the first ten months of 2014, Shandong imported 14.08 million tonnes of soybean, up by 21.7% over the same period of 2013

(similar hereinafter). These were valued at USD8.18 billion (RMB50.22 billion), up by 15%, with an average price of USD581.08/t

(RMB3,566/t), down by 5.5%.

Specifically, the imports in Oct. were 795000 tonnes, down by 17.8%. These were valued at USD0.43 billion (RMB2.64 billion),

down by 27.6%, with an average price of USD539.85/t (RMB3,313/t), down by 12%.

Shandong's exports of vegetable see YoY increase of 6.4% in Jan.-Oct. 2014

In the first ten months of 2014, the exports of vegetable in Shandong Province reached 3,991,000 tonnes, up by 6.4% over the

same period of 2013 (similar hereinafter). These were priced at USD3.17 billion (RMB19.44 billion), up by 3.5%, with an average

price of USD934.35/t (RMB5,734/t), down by 2.7%. Of this, the exports in Oct. reached 355,000 tonnes, up by 12.3%. These were

valued at USD0.33 billion (RMB2.04 billion), up by 15.5%, with an average price of USD936.63/t (RMB5,748/t), up by 2.8% year on

year and 1.9% month on month.

Accordingly, garlic was the largest exported vegetable, accounting for one third of the total. In Oct., the exports of garlic witnessed a

YoY increase of 46.6% and accounted for 74.7% of the total. Moreover, its average export price increased by 7.8%.

In the first ten months of 2014, Shandong exported 1,111,000 tonnes of fresh or frozen garlic bulbs, up by 7.3%. The exported fresh

or frozen onions totaled 396,000 tonnes, up by 0.3%. They accounted for 44.4% of the total imported vegetable.

In the first ten months of 2014, the average export price of fresh or frozen garlic bulbs was USD0.72/kg (RMB4.4/kg), while the

average price of onions was USD0.37/kg (RMB2.3/kg), down by 17.5% and 19.4% respectively.

Shandong's imports of edible sugar witness YoY decrease of 30.8% in Jan.-Oct. 2014

In the first ten months of 2014, the imports of edible sugar in Shandong Province reached 1,038,000 tonnes, down by 30.8% over

the same period of 2013 (similar hereinafter). These were valued at USD0.43 billion (RMB2.63 billion), down by 36.6%. The

average price was USD412.91/t (RMB2,534/t), down by 8.4%.

In Oct., the imports amounted to 160,000 tonnes, down by 56.4%. These were valued at USD61.92 million (RMB380 million), down

by 61.3%, with an average price of USD387.66/t (RMB2,379/t), down by 11.1%.

Xinjiang’s exports of agricultural produce see increase in volume and price in Jan.-Oct. 2014

According to China Customs, during Jan.-Oct. 2014, the export volume of agricultural produces in Xinjiang Port was 314,000

tonnes, with a YoY increase of 21.8% compared with the same period in last year. At the same time, its export value reached

USD0.4 billion (RMB2.45 billion), up 35.1% YoY, and its average export price was USD1,273.18/t (RMB7,813.4/t), up 10.9% YoY.

The main varieties of agricultural produces export are ketchup and fresh apple. In the first ten months of 2014, ketchup was the

highest one by value in the export of agricultural produces (canned weight>5kg), with its export value of USD70.07 million (RMB430

million), up 57.3% YoY. In the meantime, the export value of fresh apple was USD61.92 million (RMB380 million), down 1.4% YoY.

Xinjiang's exports of ketchup see increase in volume and price in Jan.-Oct. 2014

During Jan.-Oct. 2014, Xinjiang Port has exported 71,000 tonnes ketchup, up 16.3% YoY compared with that of the same period in

2013. Its export value was USD79.84 million (USD490 million), up 44.6% YoY. Besides, the average price of ketchup was

USD1,110.07/t (RMB6,812.4/t), up 24.3% YoY. In particular, in Oct., 2014, the export volume of ketchup was 10,000 tonnes, up

50.7% YoY, with its export value of USD9.87 million (RMB60.57 million) and increased by 58.4% YoY. Its average price in Oct.,

2014 was USD1,006.24/t (RMB6,175.2/t), up 5.1% YoY, with a month on month decline of 4.7%.

Xinjiang's import volume of licorice sees YoY decrease of 1% in Jan.-Oct. 2014

According to China Customs, during Jan.-Oct. 2014, Xinjiang Port has imported 37,000 tonnes licorice, down 1% YoY compared

with that of the same period in 2013. Its export value was USD50.51 million (RMB310 million), up 3.2% YoY. Meantime, the average

import price of licorice was USD1,372.81/t (RMB8,424.8/t), up 4.3% YoY. Of this, in Oct., 2014, the import volume of licorice in

Xinjiang Port was 6,000 tonnes, up 26% YoY, with its import value of USD7.32 million (RMB44.92 million) and increased by 12.6%

YoY. The average price of licorice in Oct., 2014 was USD1,266.88/t (RMB7,774.7 million), down 10.7% YoY, with a month on month

decline of 4.9%.

Hebei's import value of agricultural produce sees YoY decrease of 1.5% in Jan.-Oct. 2014

According to China Customs, during Jan.-Oct. 2014, both import and export value of agricultural produces in Hebei

Provincereached USD3.99 billion (RMB24.46 billion), up 1.4% YoY compared with that of the same period in 2013. Among them,

the export value of agricultural produces reached USD1.43 billion (RMB8.78 billion), up 7.1% YoY. And its import value was

USD2.56 billion (RMB15.68 billion), down 1.5% YoY. In Oct., 2014, both export and import value of agricultural produces together

reached USD0.31 billion (RMB1.90 billion), down 24.9% YoY. Of this, its export value reached USD0.16 billion (RMB1 billion), up

13.6% YoY, while that of import hit USD0.15 billion (RMB0.9 billion), down 45.5% YoY.

As for the export value of agricultural produces in cities of Hebei Province, Cities of Qinhuangdao, Shijiazhuang, Baoding took the

first three places. During Jan.-Oct. 2014, the export value of agricultural produces in Qinhuangdao City and Shijiazhuang City was

USD0.54 billion (RMB3.33 billion) and USD0.3 billion (RMB1.83 billion), up 17.5% YoY and 7.6% YoY respectively. Also, the export

value of agricultural produces in Baoding City was USD0.2 billion (RMB1.21 billion), down 6.1% YoY.

While on the other hand, according to the import value of agricultural produces in cities of Hebei Province, Cities of Langfang,

Shijiazhuang, Qinhuangdao took the first three places. During Jan.-Oct. 2014, the import value of agricultural produces in Langfang

City and Shijiazhuang City was USD1.13 billion (RMB6.95 billion) and USD0.42 billion (RMB2.57 billion), up 11.3% YoY and 16.3%

YoY respectively. Also, that in Qinhuangdao City was USD0.37 billion (RMB2.3 billion), down 27.1% YoY.

During Jan.-Oct. 2014, the export value of vegetables in Hebei Province reached USD115.69 million (RMB710 million), up 27.7%

YoY. Plus, that of fresh, dried fruits and nuts was USD92.88 million (RMB570 million), up 1.1% YoY.

At the same time, the import value of soybean in Hebei Province hit USD1.35 billion (RMB8.27 billion), down 2.6% YoY. Also, that

of grain and grain powder together reached USD52.14 million (RMB320 million), up 94.3% YoY.

Hebei's import volume of soybean sees YoY decrease of 2.2% in Jan.-Oct. 2014

According tothe Shijiazhuang Customs, during Jan.-Oct. 2014, the import volume of soybean in Hebei Province was 2,186,000

tonnes, down 2.2% YoY compared with that of the same period in 2013. And its import value reached USD1.35 billion (RMB8.27

billion), with slight decrease of 2.6% YoY. In particular, in Oct., 2014, the import volume of soybean was 71,000 tonnes, down 71.2%

YoY, with a month on month decrease of 43.3%, while its import value reached USD35.85 billion (RMB220 billion), down 77.7%

YoY, with a month on month decrease of 4.3%.

During Jan.-Oct. 2014, only Langfang City and Qinhuangdao City imported the soybean around Hebei Province. As for Langfang

City, it has imported 1,760,000 tonnes soybean, up 10.3% YoY. While the soybean import volume of Qinhuangdao City was only

426,000 tonnes, down 33.5% YoY.

Heilongjiang's import volume of grain sees YoY increase of 12.5% in Jan.-Oct. 2014

According to China Customs, during Jan.-Oct. 2014, Heilongjiang Province imported 2,827,000 tonnes grains (including grain and

grain powder, potato, starchy tubers and beans ), up 12.5% YoY compared with that of the same period in 2013. And its import

value was USD1.6 billion (RMB9.83 billion), up 6.4% YoY. Besides, its average import price was USD566.34/t (RMB3,475.6/t),

down 5.4% YoY.

Soybean is a main commodity variety of grain imports. In the first ten months of 2014, Heilongjiang Province's import volume of

soybean was 2,753,000 tonnes, up 12.9% YoY, accounting for 97.3% of the total grain import in the same period. Plus, it also

imported wheat and corn with the volume of 39,000 tonnes and 9,000 tonnes respectively and other varieties of grain commodity

with a small amount.

Zhejiang's imports of edible vegetable oil see decrease in volume and price in Jan.-Oct. 2014.

According to Hangzhou Customs, during Jan.-Oct. 2014, Zhejiang Province accumulatively imported edible vegetable oil for 97,000

tonnes, down 48.8% YoY compared with that of the same period in 2013. Its import value was USD94.51 million (RMB580 million),

down 58.9% YoY. The average import price of edible vegetable oil was USD982.25/t (RMB6,028/t), down 19.6% YoY.

The main imported varieties are rapeseed oil and mustard oil. In the first ten months of 2014, Zhejiang Province imported 69,000

tonnes of rapeseed oil and mustard oil, with a YoY decrease of 54.9%, accounting for 71.1% of the total imports of edible vegetable

oil over the same period. Besides, it also imported 22,000 tonnes palm oil, down 36.5% YoY, which accounted for 22.3% of the

total imports.

Yunnan's export value of agricultural produce sees YoY increase of 20.5% in Jan.-Oct. 2014

According to China Customs, during Jan.-Oct. 2014, Yunnan Province exported 1,177,000 tonnes agricultural produces and its

export value was USD2.29 billion (RMB14.04 billion), up 20.5% YoY compared with that of the same period in 2013. In particular,

its export value in Oct., 2014 was USD0.34 billion (RMB2.11 billion), with a YoY increase of 35.9%.

In the first ten months of 2014, Yunnan Province exported fruits for USD0.64 billion (RMB3.91 billion), up 35.9% YoY, accounting for

27.8% of the total export value of agricultural produces in Yunnan Province. For this, fruit has become the largest varieties in

agricultural produces exports in Yunnan Province. The export value of vegetables was USD0.61 billion (RMB3.74 billion), up 21.4%

YoY, which accounted for 26.6% in total. At the same time, that of tobacco and tobacco products together reached USD0.39 billion

(RMB2.37 billion), which got even with the same period in 2013. Besides, the export value of coffee, spice oil, fresh cut flower and

tea leaf was USD140.14 million (RMB860 million), USD60.29 million (RMB370 million), USD240 million (RMB39.11million),

USD22.81 million (RMB140 million) respectively, with a YoY increase of 4.7%, 13%, 29.3%, 4.4% respectively. In addition, the

export value of Chinese herbal medicine increased largely, which was USD52.14 million (RMB320 million) and up 59.3% YoY.

Hainan's exports of agricultural produce see slight increase in Jan.-Oct. 2014

According to Haikou Customs, during Jan.-Oct. 2014, the export value of agricultural produces in Hainan Port reached USD0.48

billion (RMB2.92 billion), up 5.8% YoY compared with the same period in last year. It accounted for 14.1% of the total export value in

Hainan Port, which is the second largest export product. In particular, that of in Oct. 2014 was USD52.14 million (RMB320 million),

with a YoY increase of 6.3% and a month on month growth of 28%.

Shanghai's import volume of corn largely decreases in Jan.-Oct. 2014

In the first ten months of 2014, the import volume of corn in Shanghai Port was largely decreased, which was 45,000 tonnes and

down 87.2% YoY. Also, its import value was USD24.44 million (RMB150 million), down 77.9% YoY, but its average import price

was USD539.39/t (RMB3,310.2/t), up 73.3%. In particular, it imported 4,000 tonnes in Oct. 2014, with a sharp increase of 1.7 times

and with a month on month increase of 34.9%. In the meantime, the average import price of corn was USD633.15/t (RMB3,885.6/t),

which the trend of YoY was from rising 1.8% by last month to falling 11.2% this month, and with a month on month decrease of 20%.
