This Theory Module Workbook is composed of a number of sections

Questions and activities within the workbook provide opportunities for the crew to engage

with the theory aspects in a variety of ways. The workbook provides a record of interaction

and is designed to be kept by the crew member

1. Legislation

Key learning: WorkSafe NZ is the H&S regulator under HSWA for land-based activities. MNZ is the

regulator under HSWA for work on board CRVs

1.1 The following activities are regulated by MNZ, WorkSafe NZ or both. Place the activity into the

1.2 Describe the purpose of the H&S at Work Act?

The HSWA shifts the focus from monitoring and recording health and safety incidents/events

to proactively identifying and managing risks so everyone is safe and healthy.

1.3 The CRV crew went into a high risk situation during the incident off Kaikoura (Module, p5) knowing

that they had the correct equipment, training and safety management systems to ensure that they

were well prepared for the task and all risks were well managed.

Carefully consider those ways that risk has been managed in terms of equipment, training and safety

management systems. An example has been provided for each aspect below.

Any sensible answer that connects importance of equipment, training and systems that allowed crew

to complete task.

2. CNZ- A Volunteer Organisation

2.1 Who is the PCBU?

Health and Safety at Work Act (2015) and Maritime Transport Act (1994)

2.3 Who is the current Officer of PCBU?

Patrick Holmes (CEO of CNZ)

2.4 What is the main duty of the worker of the PCBU (you!)?

A duty to take reasonable care of their own health and safety and ensure that their actions – or

inactions – don’t put others at risk when carrying out work.

responsibilities are explained.

3.1 Activity - HSWA responsibilities

Have Crew rank the responsibilities described on p8-9 of the H&S Module.

Rank the set of responsibilities 1-10 with the most important to the individual Crew ranked 1

and the least important ranked 10.

Discuss the results of the ranking

o Ask why they placed them there and foster challenge and discussion.

o Was everyone the same?

o What were the key differences?

o How might these differences influence the way the PCBU approaches H&S at the Unit

level?

Key Learning: Methods of identifying, reporting and managing hazards and risk are explained. The

Walk around the inside and outside of the Unit and identify hazards and any potential risks.

Complete an analysis of the risk to H&S for each hazard and the control measure. Use the ‘Risk Rating

Table’ to determine both the probability of injury and the consequences of injury to determine the

risk rating for the hazard.
