1 Overview The guide is mostly applicable to V6.20 (Minos).

This guidebook collected the Key Performance Indicators (KPI) for CS and PS, which are now commonly adopted in presales bidding projects; and the definitions of different KPIs and counter formulas for V6.2 is described here as well.

Generally, KPIs can be classified into four types: statistical KPIs, testing KPIs, equipment performance KPIs, and user perception KPIs. Only statistical KPIs and testing KPIs are elaborated here. KPI involves different factors. It is also closely related to the network radio environment.

    2.1 Availability

2.1.1 SDCCH Availability KPI SDCCH availability KPI

Definition Number of available SDCCHs 100%/(Number of available SDCCHs + number of unavailable SDCCHs)

    KPI Formula V6.2

    T C900060122 100%/(C900060122 + C900060123)

    Notes

The ratio of the available SDCCHs to the SDCCHs allocated in network is mainly used to check the equipment performance, especially to inspect the availability of SDCCHs of the cells. It is directly related to the stability of equipment, transmission and power supply. It reflects the availability ratio of network equipment and the stability of the network operation.

    Counter Description

2.2.2 SDCCH Blocking Rate KPI SDCCH blocking rate

    KPI Definition

Number of signaling channel congestions 100%/Number of signaling channel call attempts, including the condition when SDCCHs and TCHs are used as signaling channels.

    KPI Formula V6.2

    (C900060005 + C900060011 + C900060039) 100%/(C900060003 + C900060010 + C900060038)

    Notes

This is mainly to evaluate the consistency between the preplanned network and the actual network. It will be affected by the following factors: 1. The consistency between the desired capacity and actual capacity of the network; and the consistency between the estimated traffic model and the actual one. 2. Sudden traffic. 3. Lack of SDCCH capacity. 4. Internal & external interference. 5. Preplanned redundancy. 6. Operators special requirements. 7. FR and HR used as signaling channel.

    Counter Description

C900060003: Number of SDCCH seizure attempts for assignment C900060005: Number of SDCCH seizure failure for assignment C900060010: Number of signaling TCH/F seizure attempts for assignment C900060011: Number of signaling TCH/F seizure failure for assignment C900060038: Number of signaling TCH/H seizure attempts for assignment C900060039: Number of signaling TCH/H seizure failure for assignment

2.2.3 TCH Blocking Rate KPI TCH blocking rate

    KPI Definition

    C900060047) 100%/(C900060019 + C900060030 + C900060042 + C900060046) It excludes handovers.

    Notes

This is mainly to evaluate the consistency between the preplanned network and actual network, and the precondition is that the precise traffic model, network capacity and redundancy should be provided in the preplanning period. It is related to the following factors: 1. The consistency between the desired capacity and actual capacity of the network; and the consistency between the estimated traffic model and the actual one. 2. Sudden traffic. 3. Lack of TCH capacity. 4. Internal & external interference. 5. Preplanned redundancy.

2.2.4 SDCCH Drop Rate KPI SDCCH drop rate

    KPI Definition

Formula 1 (default): Number of SDCCH call drops 100%/(Random access call attempts + number of voice channel call attempts (handover excluded) (signaling)) Formula 2 (recommended): Number of SDCCH call drops 100%/Number of SDCCH assignments success

    KPI Formula V6.2

    Formula (default): C900060053 100%/(C900060003 + C900060010 + C900060038)

Notes Formula 1 is the old one in the previous Guide. Its problem is that the

numerator does not include the number of call drops but the denominator includes the number of call attempts when TCH is used as signaling. Theoretically, call drop always occurs after successful channel assignment. Then the denominator should be the number of SDCCH assignment successes instead of the number of SDCCH attempts.

    Counter Description

2.2.5 SDCCH Assignment Success Rate KPI SDCCH assignment success rate

    KPI Definition

Formula 2 (recommended): (Number of MOC access successes + number of MTC access successes)/(Number of MOC access attempts + number of MTC access attempts)

    KPI Formula V6.2

    Formula : (C900060002 + C900060236)/(C900060001 + C900060136)

Notes SDCCH assignment success rate is involved with many factors, such as LAPD link, frequency interference, access parameters, and external interference.

    Counter Description

C900060001: Number of MTC access attempts C900060002: Number of MTC access success C900060136: Number of MOC access attempts C900060236: Number of MOC access success

Notes This KPI is directly related to radio environment, carrier problems, assignment methods, and application of data service. This formula does not include the condition when TCH is used as the signaling channel.

    Counter Description

C900060028: Number of voice TCH/F assignment success C900060029: Number of voice TCH/F assignment failure for assignment C900060036: Number of data TCH/F assignment success C900060037: Number of data TCH/F assignment failure C900060199: Number of voice TCH/H assignment success C900060200: Number of voice TCH/H assignment failure C900060210: Number of data TCH/F assignment success C900060211: Number of data TCH/H assignment failure

    Notes

Voice channel call drop rate falls into two types: one is with handover included; the other is with handover excluded. If handover is not included, the indicator value will be about 0.2% higher than the one with handover included. This discrepancy is not universally defined yet, for it can be larger in dual-band network. This KPI value differs a lot in varied types of network. The discrepancy can reach 0.3%.

    Testing Method

For DT and CQT, when either of Connect and Connect Acknowledge appears after one call attempt begins, it is counted as one completion. When either of Disconnect and Channel Release appears during one conversation, it is counted as one normal released. When none of the above stated two messages appears and the special mode is changed to idle mode, it is counted as one call drop. If the release occurs when the call duration does not meet the requirement, find the cause based on Layer 3 signaling decoding.

takes into consideration many factors, including BER, FER, handover frequency, handover conditions, DTX activated (or not), and the encoder in use, to finally get the speech quality indicator (SQI). There are different SQI top limits for different types of encoders. For half-rate encoder, the SQI top limit is 19; for full-rate encoder, 21; for enhanced full-rate encoder, 30. SQI ranges from 18 to 30. SQI value will increase when EFR or AMR is applied.

3.3.5 Mean Opinion Score (MOS) KPI Mean opinion score (MOS) KPI

Definition It is related to testing equipment.

    Testing Method DT

    Notes

The commonly used MOS assessment method consists of subjective and objective scoring parts. In the subjective part, engineers subjectively compare the original voice material and the deteriorated voice material according to ITU-T Proposal P.800 and P.830, and give their MOS scores respectively, then average the scores from different engineers. While in the objective part, PESQ method from ITU-T Proposal P.862 is used, that is special equipment or software (e.g. the VQT test equipment of Agilent) is used to perform the assessment. In MOS, 0 means the lowest quality, 5 stands for the highest. Standard PCM Quality should reach around 4.4. The MOS values for commonly used coding formats are as follows: G.711 MOS = 4.8 G.721, G.723, G.726 MOS = 4.2 G.728 MOS = 4.2 G.729 MOS = 4.2 G.723.1(5.3) MOS = 3.5 G.723.1(6.3) MOS = 3.98 MOS can be affected greatly by the performance of test equipment. The test results from different vendors are different. Currently, the test equipment from Actena performs the best.

    4 CN CS KPIs

4.1 Paging Success Rate KPI Paging success rate KPI

Definition Number of paging responses 100%/Number of paging requests

Testing Method See MSC counter indicators.

Notes BSC can indirectly provide this KPI, but its statistical point differs from that of MSC. The difference lies in call loss at Interface A. Query Paging overflow: 1How to query paging overflow in BSC Paging overflow is location in TRX paging Measure. There are two counter regarding paging discard. C901640001Number of PS paging message discarded due to full of the queue C901640002Number of CS paging message discarded due to full of the queue Attention: It is not correct for M8206/BS20. It is correct for B8018/B8112/SDR. So please distinguish BTS type. 2Regarding BTS paging capacity If there is only one CCCH channel in the cell and AGCH block is two. Paging block is 7(9-2=7) in one 51 multiframe. Total PCH block are 26808. The max capacity of sending paging is 107232 under using TMSI on a quarter of one hour(Paging Type 3). But the number of paging is random. Paging type is shifty and paging type3 don't hold. In fact ,the max capacity can't achieve on Um interface. When bulk paging comes sometime, some paging message will be discarded because of paging queue. Remark: one multiframe is 235ms. Before we repeatedly calculate BTS capacity. BTS capacity is about 400000.it is correct. But peak value is not considered.

3 the affecting for the BTS when TMSI&IMSI paging The paging type is 3 types

Type 1:Send 2paging message in one CCCH block(2 TMSI or 2 IMSI )

Type 2:Send 3 paging message in one CCCH block ( 3 TMSI or 2TMSI+1IMSI)

  • CS KPIs Internal Use Only

ZTE Confidential Proprietary 2013 ZTE CORPORATION. All rights reserved. 18

Type 3:Send 4 paging message in one CCCH block(4 TMSI)

When using TMSI paging, MS maybe receive one type paging message of Type1 or Type2 or Type3. Paging message busy degree decide that BTS send which type paging message.BTS will send Type 3 message when paging message of is very busy. BTS send Type 2 message when it is not too busy. BTS send Type1 when it is not busy. When paging message is little or no paging message, Ms can receive Type 1 paging message. But message content maybe is null.

When BTS only send IMSI paging, BTS can't send Type 2 or Type 3 and only send Type 1 message. Every block have up 2 paging message. So TMSI paging capacity is double of IMSI paging capacity. BTS paging capability when extreme cases(4 TMSI or 2 IMSI in CCCH block )

In fact, paging message is not smooth. BTS sometime send TMSI and sometime send IMSI.Therefore, practical and effective sharing of CCCH blocks should be discounted. Lets assume that 50% of its. So the result is as follows.

BCCH 61172 244688 122344 about 200000 BTS will discard some paging message which can't be handled when bulk paging come. Because there are a variety of paging type of the mixed, so handling paging capability can't up to capacity. 4. BSC70 and 43 need to be splited LAC.

4.2 T305 & T308 Timers According to the Protocol, Channel Release message is sent from MSC. If MSC can send CLCMD message to force to disconnect link before T200 expiry (No response from MS to MSC), this call isnt deemed as radio drop. This case only occurs after one Party ends the call normally. Two timers of MSC are related to above flow. 1. T305: When MSC sends Disconnect Message, T305 starts. This message carries the cause of disconnection. T305 stops when MSC receives Release message from MS. If T305 expires, MSC sends Forced Release to MS. 2. T308: After MSC sends Release Message, T308 starts. T308 stops when MSC receives Release Complete from MS. If T308 expires, MSC repeats Release and starts T308 again. If T308 expires twice, MSC sends Clear Command to BSC forcing to release radio resource.

4.3 Location Update Success Rate KPI Location update success rate KPI

Definition Number of location update successes 100%/Number of location update requests
