The Felicitation of the
50 Best Performing VLEs from across India by DIT with a Cer-
tificate of Appreciation and Cash reward of Rs 5000 was a spe-
cial feature of the CSC Seminar along with the signing of two
MOUs by SPV with IGNOU, and UTI ITSL respectively.
The MOU with IGNOU will enable CSCs across the country to
be seen as IGNOU extension Kendra and also allow them to of-
fer all distant learning courses to the aspirants in rural parts of
India. The other MOU with UTI will enable CSCs across India
to provide PAN cards. Both MOUs ultimately aim to deliver
more and more services for the citizens through CSCs.
Opening the Seminar with his address, Shri Shanker Aggarwal
drew to need to make the entire system work for the common
man. Speaking on the collaboration between CSC SPV and
IGNOU, he said DIT wants to take good quality education to
every nook and corner of the country, so that students will be
able to get the best quality education in their local area and in
own language. He emphasized the need for skill enhancement of
rural youth through CSCs. He also spoke about the benefits of
use of ICT in uplifting the rural population.
Among other distinguished panelists, Dr Ajay Kumar, joint sec-
retary too highlighted the role CSCs are playing in upliftment of
rural India. Dr Kumar informed the audience that approx. 14.6
million people have availed different services from the CSC net-
work and approx. Rs.1.25 crore of revenue has been earned.

The Department of Information Technology‘s
Common Services Centers (CSC) Scheme approved
by the Cabinet envisaged the establishment of a
National level Special Purpose Vehicle – CSC E-
GOVERNANCE SERVICES INDIA LTD (CSC
SPV) – as a competent entity to provide support to
the Scheme. July 16, 2011 was a big day for SPV.
Two years back it was formed on this date.
With over 95,000 Common Services Centers (CSC)
up and running, CSC SPV has not only added value
to the CSC implementation process but also been
making efforts to take forward with it many other
stakeholders associated with the Scheme in a mean-
ingful way. This year along with the other Scheme
stakeholders, SPV celebrated its second anniversary
by organizing a CSC Seminar on ‗Enabling Service
Delivery – Bridging the Digital Gap‘ on July 16 at
Vigyan Bhawan, New Delhi.
Inaugural Session
The Seminar was inaugurated by Prof V.N. Ra-
jasekharan Pillai, Vice-Chancellor, IGNOU in pres-
ence of Shri Shankar Aggarwal, Additional Secre-
tary, Department of Information Technology (DIT),
Government of India (GOI) and other important
dignitaries in the inaugural panel - Shri Ajay
Kumar, Joint Secretary, DIT, GOI; Dr Amarjit
Singh, Joint Secretary, Department of School Edu-
cation & Literacy, GOI; Shri Abhishek Singh, Di-
rector, DIT, GOI; and Shri Puneet Saxena, MD
&CEO of UTI Technology Services Ltd (UTI
ITSL).

Further, one crore applications for certificates gen-
erating approximately Rs. 10 crore revenue at Rs.
10 per service have been recorded, he said. Dr
Amarjit Singh, joint secretary, Department of
School & Education, GoI noted that CSCs could
play a vital role in providing education and health
education to every citizen of the country.
Sharing his experience of a tele-medicine project
being implemented at Mawana in UP, where the
people of the village come to the ICT enabled
health center to get prescription from doctors sit-
ting far away in Delhi. Dr Singh said that CSCs
could play a vital role by acting as an ICT enabled
health center across the country in near future.
―CSCs could also monitor the child growth in the
villages thereby reducing malnutrition in children,‖ said Dr Singh.
Dr. Rajshekhran Pillai, Vice Chancellor, IGNOU said that the University could help achieve inclusive growth in part-
nership with CSC. ―Inclusive growth of the society could be achieved through inclusive education,‖ he said. Dr Pillai
said, ―CSCs could identify what type of knowledge, skills are available within a particular region and what type of
knowledge and skills are necessary for improving the life of that particular region. Subsequently, ICT could be used
for imparting such information, knowledge and skills to the people in their own language.‖ Sh. Punit Saxena, MD&
CEO, UTI Technology Services Limited appreciated the Government‘s outreach to the grass-root level through ICT
enabled CSCs. He said, ―The tie-up between DIT and UTI ITSL will improve the creation of PAN card to a high de-
gree, since they will be reaching the rural masses through the CSCs.‖ PAN cards are of high importance for success-
fully delivering FI services, he emphasized.
During the inaugural Session, Shri Abhishek Singh, director, DIT along with other dignitaries on the dice launched a
book titled ‗Profiles of Entrepreneurship‘ devoted to 50 VLEs rewarded at the Seminar.

Session I: Accelerating Delivery of Bharat Nirman Services, Financial Inclusion and Skill Development through the
CSC Platform
Session II: Access to Health & Education through Remote Service Delivery & Management by Mainstream Govern-
ment Departments & Institutions
Session III: Infrastructure Framework & Innovative Services through CSC Network
During the panel discussions, financial inclusion, health, education and other remote & innovative services along with
infrastructure requirements were discussed threadbare. Session 1 started off with an introduction and overview on the
MNREGA Scheme. Also examples of financial inclusion implementation from Jharkhand were shared. Opportunities
in using CSCs for the panchayat banking model were discussed.
Sharing the case of NREGA payment, FI through CSCs in Jharkhand, Shri Ajay Kumar Singh, Commissioner,
MNREGA, Jharkhand endorsed the view, that in order to achieve 100% financially inclusive society, a model where
banking outlets are opened at the door step of the beneficiaries would work well. It was highlighted that to achieve
this, one bank per block pilot project had been initiated in 12 blocks with the help of UIDAI in the State. This model
was later expanded to the entire state.

In the healthcare department, important issues addressed included data privacy, physical privacy of patients amongst
others. It was observed that a National Committee has been set up by Health Ministry, and that efforts have to be
made to link CSCs with public health and doctors working at PHC and CHC level so that value of these Centers may
be increased and clear guidelines made for payment mechanism and legal entities.
Shri Ajay Sawhney, President, National e-Governance Division (NeGD), DIT, pointed out that e-District too is ready
now and that it has 10 sets of services, with CSCs as primary channel of delivery. He said, ―It‘s important to make
health and education services a part of e-District and also UID is another channel of opportunity for CSCs.‖
Talking about challenges in implementing Telemedicine project, Dr. B. S. Bedi, Adviser, Health Informatics, Centre
for Development of Advanced Computing, said ―The major challenge of providing telemedicine at the centers is that
it involves additional investments and complex process which is not as simple as like a G2C or B2C service.‖ How-
ever, he said, despite these challenges a telemedicine centre has a very high and penetrating impact and that new tech-
nology has produced various equip-
ments which can be installed at the
CSCs and connected to computer
like digital ECG machines, Quality
testing equipments etc.‖
While there are challenges in the
implementation of services like tele-
medicine, there are many other inno-
vative services that are in the pipe-
line. During the Session III on infra-
structure framework and innovative
services, key speakers in the panel
stressed on the need for VLEs to
understand the needs of his/her com-
munity in order to act roll out the
innovative services from the CSC
Channel.

VLE into a true Entrepreneurship.
He cited examples of Akshaya Cen-
ters in Kerala where the VLE in
conjunction with Tele-Centre.org
have rolled out innovative services
like selling of village level database
through which villagers get informa-
tion like availability of doctors in
the nearest town or city, nearest
available fertilizer shop or govern-
ment approved fertilizer rates etc at
a cheaper rate.
Many points and issues were debated during the CSC Seminar, and in that context the platform was much successful
in bringing together various stakeholders in the CSC Scheme—SCAs, SDA, financial institutions, VLEs, DIT, SPV—
to brainstorm the effective strategies for further successful implementations.

More and more farmers are seeking
expert advice from Kisan Call Centres (KCCs)
using the free phone facility available throughout
the country.
The huge inflow of calls has let the Agriculture
Ministry to decide on increasing the number of
seats of KCC representatives at the call centre so
that not a single call goes unanswered. What is
even more significant is the fact that efforts are
also being made to involve Common Service Cen-
tres (CSCs) to answer farmers‘ queries with the
help of Kisan Knowledge Management System and
other portals developed by the Ministry.
States have also been requested to support the
KCCs in all possible ways. Block, District and
State level officers will reply escalated queries of
farmers from KCCs/CSCs in a time-bound manner.
In 2011-11, over 20 lakh calls were received by the
KCCs as compared to nine lakh calls in the previ-
ous year. Since its inception in 2004, KCCs have
received more than 62 lakh calls. At present, 25
KCCs are operating in the country.
Farmers can use toll free number 1800-180-1551
from any telephone and seek expert advice on dif-
ferent aspects of farming and allied activities in
their own language. All KCC locations are accessi-
ble through the toll free number from 6.00 A.M to 10.00 P.M. on all days, nationwide. This number is accessible
through all land lines and mobile phones.
When a call is received by a KCC representative, he/she answers the query based on his/her knowledge and a comput-
erized knowledge database created over the years. Call centre representatives are of various levels ranging from Agri-
culture graduates / post graduates to subject matter specialists and scientists. In case a higher level of expert advice is
required, the representative arranges for a call-conference with the expert and also sends the query to his/her nodal
officer. Nodal officers are senior agricultural scientists and experts located in the government system, agricultural
universities and ICAR institutes.
In order to monitor the activities of Kisan Call Centres, a State-level monitoring committee has been constituted com-
prising Secretary (Agriculture), Directors in Agriculture and allied Departments, a representative of local BSNL of-
fice, and the nodal officer. The committee reviews the issues related with organization of training programmes, pub-
licity and telephone connection issues, and ascertains the authenticity and accuracy of answers given by KCC repre-
sentatives to farmers.

Hyderabad, Andhra Pradesh: People in Andhra Pradesh will soon be able to get digitally-signed revenue certifi-
cates such as birth certificates, encumbrance certificates and market value statements through e-Seva right at their
doorsteps. The Chief Minister of Andhra Pradesh, Mr N. Kiran Kumar Reddy said, ―They need not run from pillar to
post and visit Government offices to get such basic things. We can give it to them over electronic networks.‖
In order to roll-out this service, the Government proposes to start a pilot in Khammam, Krishna and Chittoor districts.
At a review meeting, the CM directed all the departments to bring all citizen-facing services on to the e-Seva fold.
To facilitate delivery of legally valid certificates to be delivered electronically, AP Information Technology
(Electronic Delivery of Services) Rules 2011 are planned to be issued. This would enable departments to issue digi-
tally signed certificates and deliver these services directly at the doorsteps of the citizens.
To begin with, the CM said citizen services of Revenue, Registration and Municipal departments should be offered
over electronic networks. Apart from the three districts, these services would also be offered in the Greater Hyderabad
Municipal Corporation limits as well.
Mr Reddy asked IT and Communications Department to create an Aadhaar-enabled State Resident Data Hub in the
State Data Centre to enable all departments to roll out their services to the citizens effectively and efficiently. He
sanctioned an additional Rs 50 crore for the department for implementing e-governance initiatives.
The IT infrastructure, which was created at a cost of Rs165 crore, allow officials to hold vide-conferencing with man-
dal level officials also.

Guwahati, Assam: Solar Power PV Packs have been successfully installed in five Common Services Centers (CSCs)
of different districts of Assam. Out of five CSCs selected on a pilot basis, two are of Service Centre Agency (SCA)
Srei Sahaj E Village Ltd. and three of Zoom Connects Services Assam Ltd. The installation of Solar Power PV Packs
of 0.5 KW in each CSC was initiated by Assam Electronics Development Corporation Ltd. (AMTRON), the State
Designated Agency (SDA) of the State in collaboration with Assam Energy Development Agency, (Science & Tech-
nology Dept., Govt. of Assam) Guwahati.

Punjab: Service Centre Agency (SCA), AISECT organized a technical training program for the Village Level Entre-
preneurs (VLE). Around 55 VLEs attended the training in which the SCA primarily intended to promote more under-
standing on IGNOU education services and admission procedure. Most VLEs were found to take keen interest in the
education services. Also, apart from education services, training was also imparted in Suvidha online services like air
ticketing (domestic & international), mobile recharge, dishTV recharge, insurance premium, IDEA bill payment etc.
Maharashtra: The Pune district collectorate will distribute the domicile, creamy layer; non-creamy layer; income and
residence certificates from all the 38 CSCs in the district.
