EXECUTIVE SUMMARY

The smart city proposal of Kochi submitted for Smart Cities Challenges aims at integrating the

Fort Kochi & Mattancherry area with Central City Area through Water Metro. Thematic areas

for interventions under smart cities mission in Kochi are

• Seamless Mobility

• Reconstitution of Urban Form

• World Class Urban Services & Inclusive Development

• Revival of Identity and Culture

The Smart City proposal of Kochi has adopted retrofitting as the strategy for development

under the Mission. The vision for Kochi is to transform Kochi, into a sustainable, inclusive and

economically vibrant city of opportunities with efficient urban services, traditional hospitality

and smart governance.

a) Area Based Development (ABD) projects

Area Based Development (ABD) as part of Smart City development consists of parts of five

wards west Kochi (1,2,3,4 and 5) and parts of three wards of mainland of KMC (62,66 & 67),

with a total area of 1024.16 acres. There are currently are 64 ABD projects under 18 modules

worth a total cost of Rs. 1323 Crores. Of these 15 projects are those where project scope is

being discussed and confirmed by the stakeholders

In the month of May, the Smart City team worked on Bid evaluation of the tendered projects,

BoQ revision for the West Kochi Road and Tourism Projects. Environmental Impact

Assessment for Clavathy School, Fort Kochi taluk and Mattancherry Hospital, Open air

Theatre and Public Toilets has been prepared and submitted. Detailed Project Report for

Open Space, Anganwadi, Museum for Freedom Struggle along with several other projects

are in progress.

1.3 BRIEF SUMMARY OF KEY MEETINGS

1. Kick-Off Meeting for Integrated Command and Control and Communication

Center on 6th May, 2019

The work for IC4 has been awarded to M/s Fluentgrid in consortium with Bharat Electronics

Limited at a cost of Rs 64.50 cr. In this regard, a Kick of Meeting was organised in which,

detailed structure of the project, high level project architecture and plan, scope of work,

project team and other aspect of technologies were discussed with various Stakeholders.



At the outset of the meeting M/s Fluentgrid team introduced the project and welcomed

Managing Director, CSM along with other Officials from department and other

Stakeholders. A detailed presentation was made for project overview, objective of the IC4,

smart solutions, Architecture of the project, Implementation Schedule, Networking and

cloud based DC & DR. The Fluentgrid informed that, they have sign agreement with BSNL

as a Network partner and for DC& DR, it is Amazon Web Services. M/s Fluentgrid inform

that a Mobile App will also be developed for the Citizens.

Followed by presentation, detailed discussion with other Stakeholder, PMC and CSML

Official were held for integration of different smart solutions for the respective departments.

The Technical Team of M/s Fluentgrid informed that the smart solutions for any department

can be integrated through API which should be provided by the respective department.

2. Workshop on Smart City Innovation Lab by Fraunhofer

Kochi Smart City Lab Kochi Smart City Innovation Lab, a joint venture between Cochin

Smart Mission Limited and Fraunhofer - a German government-backed research

organization has organised a workshop for the project which will be implemented by the

Organisation. The General Manager, CSML welcome the participants and gave the brief

introduction about the Cochin Smart City Mission Limited and activities of it. Mr. Marius

Mohr from Fraunhofer gave the introduction of Smart City Innovation Lab and made a

detailed presentation on project structure, approach and identified focus area.



Mr. Mohr has informed that the Fraunhofer will support CSML in implementation of the

project from Disaster Management, Housing, Energy Efficiency, and Environmental

Protection/Water sector. He informed that the whole programme has been divided into three

phases that is understanding phase, co-creation phase and transformation phase.

The duration of the implementation of the project will be 3 years. He informed that integrated

drainage and canal system rejuvenation and management plan has been identified as focus

area by the organisation.

Managing Director, CSML has discussed the details of financial assistance for the project

(Smart City, PPP, convergence) along with external aid for projects under identified sectors.

He requested Officials to bring up innovative ideas/project to be assist by KFW/Fraunhofer.

Followed by presentation, detail discussion was held for the challenges in implementation

of the projects, capacity building, acceptance of the project, affordable housing for low

income group, plan for disaster management and waste management.

3. Kick-Off Meeting for 3 Roads packages was held on 16th May, 2019

The work for 2 Road Packages that is Development of Other Roads in Ernakulam ABD at

a cost of Rs 43.60 cr, Development of Smart Roads in Ernakulam ABD at a cost of Rs 61.53

cr has been awarded to M/s. Deens Group and M/s. Deens Group in Consortium with

Deens Constructions respectively. The work for Development of Smart Roads in West

Kochi in ABD at a cost of Rs. 30.31 cr has been awarded to M/s. ABC Builders. In this

regard kick off meeting were organised on 16th May 2019 in which project specific details

were discussed.

The key points of the discussion were general requirement of which is to be complied by

the contractor such as:

The suggestions were made to the contractor that they needs to assess the local condition

and also setting up of plants and machineries shall not be too far from the site. The batching

plant location shall have good accessibility. The finalisation of the sub-contract shall be

conducted at the earliest. The CSML instructed to appoint a full time project manager and

support staff matching with the credentials in the tender and also the contractor shall

appoint electrical contractor with Class A registration and experience in similar works for

utility shifting The finalization of location for the site office and laboratory for testing of the

materials shall be done after due inspection and approval by the PMC and CMSL.

The road contractors were informed regarding other parallel project ongoing under Smart

City and need for integration

- Intelligent Traffic Management System Pan city (Kochi Municipal Corporation area)

- Smart poles pan city

- Smart LED lighting

M/s ABC builders which is the contractor for the Development of Smart Roads in West

Kochi in ABD has informed that they will bring the labour from outside the State hence the

contractor was instructed to set up a labour camp with all standard facilities.

4. Kick-Off Meeting for Intelligent Traffic and Management System (ITMS) on 18th

May, 2019.

The work for ITMS project has been awarded to KELTRON at a cost of Rs 26.90 cr. In this

regard, a Kick of Meeting was organised on 18th May 2019 which was attended by the

KMRL, Police Department, PMC to the Smart City, GIDA and other Stakeholders. At the

outset of the meeting CSML introduced the project and welcomed everyone. A detailed

discussion was held between the stakeholders regarding execution of the projects. The key

points of discussion were:



➢ KELTRON during the meeting submitted PBG, contract document, solution document.

KELTRON added that the solution document is to be revised based on site visits to be

conducted. CSML mentioned that a revised solution document is to be submitted by

KELTRON with 5 modified locations, locations which require dismantling of street

furniture and detail of the project team, Staff schedule and detailed implementation

schedule.

➢ Proposed joint site visit along with members from PWD, Police, KMC, GIDA, GCDA

etc.

➢ Based on the site visit, there are lot of street furniture’s to be dismantled and removed

– CSML replied that, stakeholders will be identified, and request will be made for the

same. CSML requested to have the stakeholders and list required to be added in the

revised solution document

➢ Request for space for storing of equipment – CSML responded that the SPV does not

have any asset hence the material to be stored in space available with KELTRON.

➢ CSML also pointed out that till commissioning supply material is to be taken care of by

the vendor. KELTRON agreed to the same

➢ Keltron stated that, Aroor manufacturing plant can be utilised for storing the equipment.

KELTRON to share facility detail.

➢ To manage delay, the implementation schedule is modified as 6+1 months.

➢ For connectivity, MPLS VPN through OFC and as per proposal, the network partner is

BSNL.

➢ The structural details of poles are provided with solution document.

5. Review Meeting – Development of Smart and Other Roads in Ernakulam

The agenda was to assess and discussed the status of pre-implementation process which

are supposed to be completed by the contractor. The following key points were discussed:

a) Bank Guarantee and Agreement Signing : The contractor informed that PBG will be

submitted as per the timeline committed during the Kick Off Meeting

b) Baseline work Schedule: Shortfalls of the submitted work schedule was explained to

the contractor. The contractor was instructed to discuss with same with Engineer’s

representative.

c) Status of Mobilisation: The contractor informed that they have identified the location

for establishing the office, laboratory and batching plant. A joint visit with PMC and

contractor is scheduled in this regard.

d) Subcontractor for Electrical Utility Works: The contractor expressed difficulty in

finding the suitable subcontractor of electrical utility works. It was informed to the

contractor that Engineer will provide the necessary clarification for electrical works and

will help the contractor to find suitable subcontractor for the same.

e) Commencement of Piling Works: Piling works for the proposed bridges at Abraham

Madamakkal Road were discussed during the review meeting. The contractor was

instructed that for piling work RMC may be used upon submission and approval of mix

designs. Kerb, Paver Tiles etc may be procured from local market which company will

all quality requirement and test from a NABL accredited lab. Also mounted Kerb will be

examined by the KMRL.

6. Combined stakeholder meeting for Canal projects was held on 28 May 2019

Based on the Feasibility report prepared by Project Management Consultant, a combined

stakeholders meeting were organised to discuss Canal Rejuvenation projects. At the outset

of the meeting CSML welcomed all the participants and then detailed presentation were

made. The key points of the discussion were:

➢ Current situation of the canals under ABD area was discussed and the presentation on

the feasibility report submitted was explained by Pradyumna Machhkhand, Canal



Expert, PMC. Current situation, navigability and other constraints like social and

environmental issues regarding the rejuvenation of the canal were elaborated.

➢ Ernakulam Market Re-development - the plan for constructing the Multi storied building

for the Market shops was explained. The possibility of navigability of the market canal

was discussed.

➢ Kalvathy-Rameswarm Canals – the bridges constructed over the canal would be

hinderance to navigability of the canal. It was pointed out that houses and shops were

found constructed at the edges of the canal side wall especially along the Mullasserry

canal and the Kalvathy canal.

➢ Alternative methods for rejuvenation and controlling of the storm water, sewerage and

other wastes flowing to the canals were also discussed. The alternative methods

suggested were: (1) New trunk Sewer System with a proposal of STP. The site of STP

may be proposed at the GCA parting area near the mouth of the canal. (2) New Trunk

Sewer System to be integrated with the existing sewer network.

➢ The hydrological study for all the three canals within the ABD catchment area was

carried out and raising the side wall was recommended in the Feasibility Report. The

construction of sheet piles at the boundaries of the existing walls of the canals was

suggested for avoiding the damages of the side walls. The cost (excluding the urban

designs, sewerage and other miscellaneous cost) for this construction is also

mentioned in the feasibility report.

The presentation was concluded with a note for improvement and additions to the feasibility

report.

7. Introduction and discussion of Smart City Mission Project with Engineering

Wing of KMC on 29.05.2019.

The agenda of the meeting was to appraise the engineering staff of the KMC about projects

undertaken by CSML and implement the projects with guidance & active assistance from

engineering wing. Detailed presentation was made pertaining to status and project proposal

under various sectors.

a) Urban Mobility and Road Projects

a) Smart and other roads

b) Public bike sharing system

c) Parking management

During the discussion the engineering staff were made some suggestions such as Carriage

way of Hospital road seems to be reduced, No provision for Two-Wheeler parking, Subway

as alternative option for pedestrian crossing. CSML/PMC has given the clarifications for the

issues/observations raised by the engineering staff. Followed by the discussion GIZ also

made a presentation on Street design which includes Re-organization of under-utilized

streets and promotion of NMT & Public Transport.

b) Open Spaces and Tourism Projects

Following projects were discussed during the Meeting:

a) Improvements to Marine Drive walkway

b) Vasco Square at Fort Kochi

c) Open Air Theatre at Fort Kochi



d) Parks improvement

e) Fort Kochi Beach upgradation

f) Museums

g) Public walkway at Mattancherry

c) Canal Projects

The 4 Restoration of Canal project were discussed which includes Cleaning and

maintaining water quality, Side wall development urban design aspects along the canal

stretch. The Officials informed that in West Kochi, Calvathy-Rameshwaram Canal work on

desilting & side wall protection has been taken up as part of AMRUT also Restoration of

Calvathy-Rameshwaram & Mullassery canal within ABD alone will not be suffice. They

suggested to integrate the work to be undertaken under AMRUT funds for Calvathy-

Rameshwaram canal.

d) Market projects

Following projects were discussed in the Meeting

a) Ernakulam market development

b) Broadway street upgradation

e) Housing projects

The projects discussed in the meeting were:

a) Bridges construction

b) Thuruthy colony – 1st Tower

c) Integrated development of Slum housing

d) Beneficiary Led housing schemes

During the discussion, the Official suggested that any Vacant space for new construction/

relocation or slums that can be redeveloped to be considered and discussed further for

redevelopment of slums component also CSML can initiate proposal for construction of 2nd

tower for Thuruthy and independent slum redevelopment of specific slums, once KMC

provides consent and necessary details to proceed with the work.

f) LED streetlight and electrical infrastructure, Solar projects

The Projects discussed were:

a) Smart LED street light

b) Solar project

Engineering wing opined that while replacing existing light fixtures with LED light fixtures

and controllers, Poles may also be replaced and maintain lux level requirements of each

roads. The LED light and pole design to be considered as a whole for efficient design. The

Officials informed that there is leak in Fort Kochi Govt. building found after solar panel

installation which is needs to be rectified.

g) ICT – IC4, ITMS, e-health

Detail discussion regarding ITMS project such as Traffic enforcement and management

through VA signals, Pelican Signals, variable message boards, red light violation were

discussed. It was informed that Traffic management command centre will be at North police

station Telecom - Smart Poles



h) Other Projects

Presentations were also made for the IC4, Smart Poles, Cancer block for General Hospital.

The Team Leader clarified the issues raised by the members of Engineering wing and

others. The General Manager concluded the meeting thanking the members attending the

meeting and with the decision to further conduct, sector wise detailed discussion with

concerned officials

8. Review Meeting for The Road Project:- Development of Smart Road in West

Kochi ABD

The CSML noticed that the contractor has not submitted the general document which was

committed during the Kickoff Meeting. The Contractor committed to submit the PBG on 6th

June 2019 and Agreement signing on 7th June, 2019. The CSML instructed the contractor

to arrange the safety measure as per the contract documents. The CSML instructed the

contractor to start casting precast drains. During the review meeting, the contractor was

informed to mobilize the Key personnel for the project as per tender requirement. Also the

contractor was instructed to start clearing works at KB Jacob Road.

2 STATUS OF ABD PROJECTS

2.1 STATUS OF ABD PROJECTS

This chapter provides an overview of all 80 projects listed in SCP for ABD. As envisioned

in SCP only part funding is met from Smart Cities mission fund. Remaining projects to be

funded from various sources such as convergence, PPP, CSR, loans etc. The status of

projects under convergence and under SPV are provided below. All costs provided are in

INR lakhs in this section.

Module 1 Water supply

There were total of 14 projects identified under this module with serial number 1.1 to 1.14.

Based on the meetings conducted with Kerala Water Authority in initial phase of the project

it was suggested by the authority that KWA will implement all projects. Therefore, these

projects are categorized as convergence projects. In the Stakeholder’s meeting, KWA has

requested to take up Smart Meter project for selected area as pilot basis. Hence only one

project Smart Water Meter project is under scope of SPV implementation. The project scope

is under discussion with KWA. It has been noted that under AMRUT RainWater Harvesting

project has been taken up.

The existing internal roads are to be developed as Access roads between the smart roads

Smart Roads: Construction, operation and maintenance of Smart Roads

Project Profile:

❖ ITMS project was reconstituted as a pan city project as it would be effective only if it

was focused to a larger network than just few junctions and locations ABD.

❖ Based on the reconnaissance surveys, traffic data and discussions with the traffic

police, the locations were identified

❖ ITMS consists of several electronic equipment that work towards improving safety,

enforcement and traffic management

❖ ITMS can be segmented into 2 broad elements - Enforcement, and Traffic

Management.

❖ Enforcement deals with violation detection and fining

❖ Traffic Management deals with flow detection and optimization of signal controls.

❖ The other benefits that would accrue out of ITMS includes incident management and

better Information Dissemination.

2.1.5 SOLAR ROOFTOP PROJECT IMPLEMENTATION PROGRESS

The Contract agreement for the implementation of the project has signed on 24th

September 2018. The BHEL started site feasibility study and other paper works in the month



of December 2018. Clearance for installation of Solar panels has been given to BHEL for

26 buildings. The total capacity of solar panels in these buildings is 1010 KWp.


❖ 26 government buildings selected pan city, for implementation of Solar Roof Top

project.

❖ Design, development and supply of all components of the SPV power system

❖ Supply, transportation, unloading, installation, testing and commissioning of 1000

KWp grid connected solar roof system in various government buildings in Kochi

Municipality. The buildings are either with flat roof concrete structure or slope roof

GI structure.

❖ The scope includes minor strengthening of slope roof structure at additional cost to

install solar roof top system and access to roof top for maintenance.

2.1.8 CANCER BLOCK- GENERAL HOSPITAL


The nature of upgradation required for General Hospital was identified by CSML & PMC

in numerous meetings conducted with KMC & DMO & GH team. During these meetings

the hospital management committee requested Smart City to construct a dedicated

Cancer Ward block as an extension for cancer centre adjacent to the existing cancer

LINAC block building with following facilities.

❖ ICU, Neutropenia ward,

❖ Stand-by dormitories

Projects intends to provide a dedicated cancer specialty ward block as an annex to the

Existing LINAC building under implementation by INKEL & General hospital. Considering

the above requirement, it is currently proposed to construct a 7 storeyed (1 Basement +

Ground floor + 6 floors) building with approximate plinth area of 4500 square meters and

a total of 109 beds and 32 beds for dormitories.

2.1.9 E-HEALTH SOLUTION FOR GENERAL HOSPITAL




General Hospital at Ernakulam is one of the reputed Government Hospital which provides

effective medical care to the citizens of the Kochi Corporation and surrounding areas.

General Hospital has a very old and ineffective IT infrastructure which is an impediment

to its efficient functioning. This requires urgent upgradation. Concurrently e Health

solution is being developed and implemented by state Health department which

integrates all departments and government hospitals into an efficient Hospital Information

and Management system. It’s thus panned to upgrade the IT infrastructure of General

Hospital under the smart city mission project. The project includes two broad

components.

❖ Multiprotocol Label Switching (MPLS) Virtual Private Network (VPN) with

Redundancy to e- Health server hosted in Cloud.

❖ Workstations and Computer Hardware for e- Health implementation

The detail of these components is as follows:

• MPLS VPN with Redundancy to e-Health server Hosted in State Data Center:

This involves the following:

- Passive Optical Fibre Network Internal LAN with IPPBX- The internal network

will be combination of LAN and with Wi-Fi- Optical Fibre Cable (OFC) backbone.

- MPSL VPN – Transfer of EMR (Electronic Medical Records) requires higher

bandwidth; accordingly, a high-speed internet line using Optical Fibre (Gigabit-

capable Passive Optical Networks (GPON)) is best suitable.

• Local Sever, Workstations and other Computer Hardware

- E- Health solutions requires additional Workstations, Printers, Scanners,

Biometric readers and other Computer Hardware for implementing the solution.

The Smart education project aims to bring in state of the art education to students through

Integrated Command, Control and Communication Centre (IC4)

Base Map Updation: The main objective of the project is to develop an updated detailed

GIS Base map on a scale of 1:1,000 for the Project area. The preliminary interpreted map

should be ground verified and the final map is to be prepared by incorporating the ground

truth data. These detailed maps consisting of the planimetric details, Plot boundaries micro

level Land use and utility services underground utilities as available from line departments

need to be generated by contact ground truth collection, updating of map and data linking.

Available data at CSML will be integrated with the Base Map in GIS during the survey

preparation of base map. The data will be collected in proper field data sheet format. The



base map prepared through on-screen digitization of imagery will be used for survey for the

updating purpose and finalization of layer wise Base Map with the attributes.

Final base map is to be prepared incorporating the data collected from survey and the data

for different entities. Hard copy base maps are to be prepared at 1: 1000 scale ward wise/

ABD area wise. The base maps will be prepared in various layers for ease of operation in

GIS. Layer and data structures can be modified depending on the local requirements of

CSML.

KMC has proposed to implement the project. Scope of work based on DPR prepared by

CSML has been shared with KMC & Town Planning department for further action. KMC to

tender the project at the earliest.

Progress of the Project

2.1.10 INTEGRATED COMMAND CONTROL & COMMUNICATION CENTER


IC4 is the brain of the smart city, which gathers all the information of smart solutions of

different departments of the city using ICT (Information and communication technology).

IC4 is where information from different departments and various applications is collected

and analyzed for better planning of the city. It has Business Intelligence and Artificial

Intelligence (AI) engine which will process all the information and generate insights.

These insights will be helpful in managing incidents across the city and do a better

planning for the development. It also plays the role of decision support system.

Accordingly, CSML has embarked to implement the project.

Major Components of the IC4 Solution

❖ Cloud Service Provider (CSP)

❖ Internet of Infrastructure (IoI) which is an IOT platform which integrates all solutions

and facilitates, aggregation of data, big data analysis, visualization, Management,

Reporting, etc.

integration of the respective departments. For this purpose, stakeholder meeting is

essential. Stakeholder meeting is expected to start after mobilisation of MSI team.

3 WAY FORWARD

3.1 KEY CONCERNS

• KMC to start with confirmation of land for rehabilitation and agreements with

vendors Ernakulam market area

• Confirmation from KMC regarding Broadway market project

• No progress made by KMC regarding housing project. Smart city has limited time

for implementation hence same needs to be expedited by KMC.

• Discussions centred around the extent of intervention, clarifications on execution

timeline, maintenance, management of existing advertising contracts, electrical costs

and revenue issues.

• Mr Rajesh, Senior Town Planner of GCDA, was appointed as the point of contact for

further interactions with GCDA on the project. Co-ordination with various GCDA teams

will be done through Mr Rajesh.

Action Points • CSML to forward an official letter to GCDA (within a week), along with a project brief and

detailed drawings explaining the exact scope of intervention, and clarifications on

maintenance of infrastructure, advertisement areas, potential revenue and issues post

CSML’s maintenance period.

SUMMARY All the suggestions by Market association members shall be incorporated and the final

Brief of Site visit:

• A Site visit was conducted by the Ernakulam Market stall owners Association (EMSOA) president along with other members of association to explain the current functioning of the market to MD of CSML and other officers of CSML and PMC.

• The visit started from Market road moving around the Ernakulam market, inside the existing market, the market square, auction area, banana stalls and other roadside vendors along basin road.

• Representatives of the Ernakulam Market explained all the activities and movement pattern to MD and other staff in detail at all the locations.

• Upon completing the site visit, MD, CSML took an overview of the locations of all the critical areas and the activities involved and decided to review the CSML proposal in detail in EMSOA office in Basin road.

Brief of Meeting:

• MD, CSML requested all the representatives of EMSOA to confirm and agree to the proposal of market redevelopment and assured that the proposal would only be having ground floor and 2 upper floors along with a basement.

• EMSOA expressed their support for the proposal and also confirmed that some stalls shall be shifted to the 1st floor in the new proposal which would include, Fish, meat, poultry and some other goods.

• EMSOA insisted that the ground floor plinth height be reduced in order to facilitate easy loading of goods by labour workers. CSML explained the use of push/pull carts and trolleys to be used within the market complex to assist the movement of goods.

• EMSOA were supportive with the provisions of internal truck loading bays within the proposed complex but expressed a concern that it would affect and reduce the internal shop area.

• It was suggested by EMSOA president and agreed by MD, CSML that the proposal will try to adjust the maximum number of stalls on the ground floor.

• It was decided that the level drop adjacent to canal and behind the hawkers sitting on basin road shall be raised up to road level and increase the road width in basin road. Also, it was suggested the hawkers would be allowed to sit only on the canal side of basin road with a fence between the road and hawking area to restrict encroachment.

• The stalls seated on the market square shall be incorporated in the square itself and mostly be shifted to upper floor on market square which is acting a bridge between market square and complex.

• The proposed development comprises of the following components a. Market complex (B+G+2), b. Market square with MLCP, compactor, goods lift and truck parking, c. Skywalk from Marine drive to Market, d. Canal rejuvenation, and B e. Vehicular Bridge connecting kuttapayi road to Basin road across canal.

Among these, Skywalk, Canal, and road bridge are to be taken up separately under other modules in smart city.

• The EMSOA president suggested to modify the proposals as per their requirements and discussions but give a detailed plan with all shops and areas mentioned.

• It was decided by MD, CSML and agreed by all market association members that the Sizes of shops allotted to each shop keeper shall be standardized into 3 types of modules, viz., small, medium and large units. The detailed shop sizes shall be formulated by CSML and shared in next meeting.

• The next meeting is scheduled for 13th May 2019 at 3 pm with the Market association members to discuss the final proposal and finalize the design. After which the proposal shall be shown to Mayor, Collector and GCDA chairman to get the approval and consent to use GCDA ground as temporary rehabilitation land during the construction of the complex.

• Once the proposal if confirmed by all the concerned stakeholders, the proposal shall be discussed in an open forum with all stall owners of the market.

e) Mr. Ravi explained the overall solution architecture of the project, Integration

architecture. Also explained how smart elements are going to integrate with IC4

application. Also he explained about the network architecture and data security

at all levels like API manager, Basic authentication, IP blacklist & IP whitelist,

Logging, Time restricted access etc.

f) Mr. Vikas explained about the high level project plan with time limits for setting

up the command control room with common cloud based DC & DR also he

explained about the list of deliverables like inception report, Detailed project plan,

orientation workshop and feasibility report for IC4 physical site.

g) The Fluentgrid team will be develop a Mobile app for the citizen services as

additional scope of work

3. The KSEB officials interacted with Fluentgrid team as well as PMC team for

integration of their SCADA system. The Fluentgrid team explained that the SCADA,

Smart grid, Bill Payment system and Grievance Management can be integrated by

providing the API of their smart solution.

4. Mrs. Usha Mol, Asst. Engineer , KWA interacted with Fluentgrid team as well as PMC

team regarding water SCADA, The Fluentgrid team explained that the water SCADA

system is possible by implementing IoT devices to the entire water network structure,

and based on the inputs coming from the IoT devices the water consumption analytics

can be calculated.

AGENDA Finalize the proposal for Market redevelopment

SUMMARY Market association shall discuss the proposal with all member and giving final decision on

the layout while CSML shall share the revised layout based on the discussion.



Brief of Meeting:

• MD, CSML clarified that currently there is funding available for the complete development of the market to its full potential under smart city projects, but funds for this project may not be available for its redevelopment in future under any scheme.

• MD, CSML specified that the upper 2 floors above the 2 floor of existing Ernakulam market would be beneficial to the shopkeepers and there would be a need to provide office spaces, banks, storage, and facilities like e-commerce would be a common factor for the business development of the market.

• MD mentioned that the skywalk would benefit more pedestrian access into the market and enhance the business potential of the market.

• EMSOA expressed their support for the proposal and also confirmed that some stalls shall be shifted to the 1st floor in the new proposal which would include, Fish, meat, poultry and some other goods.

• CSML proposed a layout incorporating all the stalls in market within 2 floors (ground and first) having standard modules of 50, 100, 150, & 200 square feet area.

• Market association insisted on having all the stalls on the ground floor itself, to which CSML clarified that if al the stalls are required on ground floor, then the shop area of shop shall be further reduced and standardized with most of getting 100 square feet area.

• MD, CSML, suggested that all shop owners can be provided space on ground floor with smaller shop area, and any individual who has more area presently, shall be provided the additional area on the 1st floor which can be used for storage of goods or other functions.

• Market association suggested the existing shops on roadside would need to be provided on the roadside itself, and they can be provided with a mezzanine level within the shops.

• MD, CSML added that CSML shall provide 2 options of the layout with either smaller shops on ground with additional on upper floors or standard shop areas divided across 2 floors.

• Regarding rehabilitation land, MD suggested that the proposal shall be discussed with the councillor, Collector, and Mayor and finalize on the transit land.

• MD suggested the market association to discuss the project with GCDA chairman, about the transit land for during the construction period, but Marine drive cannot be guaranteed as an option. Meanwhile CSML shall also present the proposal to GCDA chairman and finalize land options.

• The revised proposal with shop areas shall be provided by CSML to market association.

• President of the market association requested time to discuss the project with all members and conclude on the final proposal, but requested MD, CSML to convene a meeting with all the shopkeepers to get a fruitful result.

AGENDA Implementation of Intelligent Street Pole at Kochi Under PPP on DBOOT model

SUMMARY Mayor shows interest in the concept of Smart Pole project however, mention various

challenges in executing the project discusses action plan

1. Project Background: The project was formulated on Public Private Partnership (PPP) mode and based on in-

principle approval from Worshipful Mayor, EOI was floated. The pre-bid meeting of the EOI with various operators

and was chaired by KMC, Standing Committee Chairman of Works – Mr. Harris. There was interest from five

different concessionaires and is presently in RFP stage. To proceed further with project implementation stage,

support from KMC and its members are a necessity. In this regard, a meeting was conducted under the

chairmanship of Worshipful Mayor and other council members to discuss about the support required from KMC.

2. PMC CSML briefly explained the scope and benefits of the Smart pole project as follows.

3. Scope of the Project.

a. Optimized Telecom Network for 4G and above using Intelligent Street Poles- Inter se distance of 400M.



b. 400 Kms of Optical fibre interconnecting the pole will provide a fail proof super-fast data backbone for the

City.

c. Integrated Wi-Fi network with a minimum speed of 10 Mbps.

d. Smart Billboards for mass communication. Smart billboard will also earn advertisement revenue.

e. PA system for announcements and recorded messages pan city to be controlled from the Command and

control centre.

f. Pollution sensors will indicate the condition of the environment and broadcast environmental parameters.

g. SOS application (panic button) for citizen to communicate with command and control Room.

4. Revenue Benefits from the Project: There are two modes of revenue stream from this project as mentioned

below.

a. A fixed premium of Rs.12000 per pole per year for 9m – 12m poles with 10% escalation (minimum 600

poles).

b. A fixed premium of Rs.50000 per pole per year for 25m-30m poles with 10% escalation every year.

c. A fixed annual gross revenue share of 3%.

5. Infrastructure and other Benefits to the City

a. 10 Core OFC for use for the government ( minimum 400 KM)

b. One 40mm HDPE PLB Telecom Duct for laying OFC( min-400 Km)

c. Billboard – 10 minutes per hour for government messages.

d. PA system covering Pan City centrally operated from command and control Room.

e. SOS button for citizens to contact command control centre

f. 30 minutes of free Wi-Fi per day.

6. Support Required from KMC :KMC Support for the project is paramount for the success of the Project

a. KMC should not give any further license for any installation of any new Telecom tower.

b. Single Window Clearance.

c. ROW for laying the Optical Fibre Cable (OFC) has to be granted by IT Dept., GoK.

d. Waiver of permit fee and Road Restoration fee.

e. Relaxation of KMBR rule with respect to setback limits for poles.

f. Support for providing Electric Power connection to the Smart pole.

1 Removal of existing towers

Mayor enquired about what will happen to the

existing towers (2G/3G).

It was mentioned that together with the old telecom

poles and new smart poles the beauty of the city

will be affected.

So CSML has to take initiatives to remove the old

poles.

• The smart poles will ensure best telecom

coverage in the city with minimum number of

telecom towers. The smart pole being hi-tech

and uniformly designed will add to the beauty of

the city.

• With advent of 4G and higher technology

existing towers shall become redundant. All

operators will get a readymade, state of the art

pan city telecom infrastructure with smart pole

project.

• There will be no need to rely on primitive

technology. Operators are likely to shift onto

smart pole network voluntarily.

• The existing towers can be decommissioned and

removed in a phased manner by not renewing

the license.

2 Mayor wanted a meeting of the telecom operators

providing 2G/3G to ensure coordination in the

transition to smart pole and removal of old telecom

poles

• The meeting of the telecom operators may be

convened by KMC or CSML

permission to Reliance Services to lay poles

5. Agenda: Kick off meeting for ITMS project was organized on 18 May 2019. Same was attended by the implementing agency, KMRL, Traffic Police, GIDA, PMC and the Contractor. At the outset of the meeting CSML introduced the project and welcomed everyone present.

➢ KELTRON during the meeting submitted PBG, contract document, solution document. KELTRON added that the solution document is to be revised based on site visits to be conducted. CSML mentioned that a revised solution document is to be submitted by KELTRON with 5 modified locations, locations which require dismantling of street furniture and detail of the project team, Staff schedule and detailed implementation schedule.

➢ Proposed joint site visit along with members from PWD, Police, KMC, GIDA, GCDA etc.

➢ Based on the site visit, there are lot of street furniture’s to be dismantled and removed – CSML replied that, stakeholders will be identified, and request will be made for the same. CSML requested to have the stakeholders and list required to be added in the revised solution document

➢ Request for space for storing of equipment – CSML responded that the SPV does not have any asset hence the material to be stored in space available with KELTRON.

➢ CSML also pointed out that till commissioning supply material is to be taken care of by the vendor. KELTRON agreed to the same

11. KELTRON was informed regarding other parallel project ongoing under Smart City and need for integration if any

• Since, the proposal mainly includes streetscaping measures. GCDA shall further confirm whether an actual confirmation is required from Ar. Kuldeep Singh for the proposed development.

• CSML/PMC mentioned the tendering dates for the Marine Drive Walkway project.

• GCDA informed to prepare a construction schedule in consultation with the bidder so that the convenience of visitors and vendors can be maintained.

Brief of meeting: Freedom Struggle Museum:

• The sub-collector was keen to get the projects implemented in fort Kochi and inquired about the status of tendered projects of Vasco square development.

• Sub-collector (SC) approved the proposal for Freedom struggle museum, and but informed that he had a proposal to build a single storey senior citizen counseling room building as an extension of RDO in the additional vacant land of 8 cents which CSML is proposing to develop along with the Museum project.

• PMC clarified that constructing a building in that land would require approval from Archaeological survey of India as it is within 300 meters from ASI protected monument of St. Francis Church. Hence, CSML may not be in a position to propose construction of that building.

• But CSML agreed to revise the existing proposal such that a sufficient space allotted for a small building to be constructed in future by RDO.

• SC confirmed that he shall issue a letter from revenue department confirming the proposal and usage of additional land for the Museum project.

Other projects:

• With regards to parks and open spaces project, Sub collector reviewed the proposal and mentioned that he has some suggestions of outdoor gym furniture which can be added in the proposal.

• Regarding Beach upgradation proposal, PMC requested SC to coordinate or inform if the Irrigation department would be interested to take up the construction of sea wall all along the fort Kochi water edge under smart city funding.

• SC agreed to coordinate with irrigation department and inform about the possibility of construction of sea wall.

• PMC clarified, that CSML can proceed with the beach upgradation project only if the seawall construction taken by another agency.

Stakeholder consultation to discuss Canal Rejuvenation finding based on

feasibility report prepared by PMC. At the outset of the meeting CSML

introduced the project and welcomed everyone present.

2. Key points of internal discussions:

➢ Current situation of the canals under ABD area was discussed and the presentation of the feasibility report submitted was explained by Pradyumna Machhkhand, Canal Expert, PMC. Current situation, navigability and other constraints like social and environmental issues regarding the rejuvenation of the canal were elaborated.

➢ Regarding the Ernakulam Market Redevelopment Abhishek Xavier- PMC, explained the plan for constructing the Multi storied building for the Market shops. Navigability of the market canal was also discussed

➢ Regarding the Kalvathy Rameswarm Canals – the bridges formed over the canal was a topic of discussion. It was pointed out that many constructions including houses and shops were found to be constructed at the edges of the canal side wall especially the Mullasserry canal and the Kalvathy canal.

➢ Alternative methods of the rejuvenation and controlling of the storm water, sewerage and other wastes flowing to the canals was also a topic of discussion. Suggested alternative methods were (1) New trunk Sewer System with a proposal of STP. The site of STP may be proposed at the GCA parting area near the mouth of the canal. (2) New Trunk Sewer System to be integrated with the existing sewer network.

➢ Had carried out the hydrological study for all the three canals within the ABD catchment area and recommended for raising the side wall in the Feasibility Report. Also suggested the sheet piles construction at the boundaries of the existing walls of the canals for avoiding the damages of the side walls. The construction cost (excluding the urban designs, sewerage and other miscellaneous cost) for this construction is also mentioned in the feasibility report.

➢ Concluded the presentation with a note of improvement and additions to the feasibility report.

the report presentation.

1. Mention the width of the canals in the Feasibility report. 2. A holistic development with a combined system (STP and New trunk

system has to be combined and considered) 3. Water metro, suggested for pile and slab construction for the walls for

the canals. CSML & KMRL suggested to evaluate value for money engineering solutions.

4. How the construction of walls along the canal will be done should be detailed in the DPR.

5. Also informed Rameswaram canal renovation is put in consideration of the tourism project. And advised CSML to take forward with the Kalvathy and Mullassery Canal.

8. CSML mentioned that external agencies such as GIZ are keen to support CSML in funding for surveys. Detailed survey of canal including for that outside ABD covering entire canal stretch can be taken up by GIZ

9. Navigation of small tourist boats should also be proposed after the rejuvenation of the canals

10. The sewerage flowing to the canals has to be prevented and the alternatives has to be considered and discussed.

11. The Market Canal is already under the water metro project. For this 36 houses needed to be rehabilitated. It has to be confirmed whether design and implementation of Market Canal is to be taken up under Smart City or Water Metro.

12. Enhance the existing sewer system not required as the 50% of the pumping is only in use.

5. Suggestion from KMC AMRUT team

1. Catchment area to be taken into consideration including the drainage systems attached to the canal. Sewerage network area should also be considered along with the storm water area.

2. Reconstruction and protection of walls and residential areas near the canal has to be considered

3. How the sewerage coming to the canal can be stopped to be planned

6. KWA Sewerage: Asked what action or support has to be taken from their

side. If so, it may be discussed with the ExE. Hours of pumping at present

is 16 Hours not continuous.

KWA enquired whether planting or gardening is planned on the sides of the

canal for the recycling of canal water.

7. Irrigation Department

Present width has to be increased as the present width is not the actual

width for navigation.

Encroached areas has to be taken over.

What measures are taken to safeguard the canal and what operational

mechanism is referred after the redevelopment of the project?

CSML informed that land acquisition and associated tasks such as

encroachment removal is not under purview of Smart City. As per Smart city

guidelines same is to be taken up by ULBs

1. In PPP mode, usually, LED fixtures

along with controllers and minor wiring is

done and O&M of LED fixtures for a fixed

tenure say 7 years be done in Energy

saving mode and all the cost are met from

the energy saving and duration is

dependent on the cost benefit analysis.

2. Cost of replacing poles and brackets

etc will be additional cost in the PPP

(energy saving mode). And the number of

poles required will be more than the

present quantity as the lighting design

may reduce the spacing between poles.

3. Currently, CSML is doing the LED

project in Capex mode (in ABD) and in the

project, the new LED fixtures, control

panels and poles are provided in smart

roads. In access roads, LED lights along

with GI poles suitable to carry Arial Bunch

cables are provided. The pole spacing and

size of the poles are based on lighting

design.

4. Technical assistance regarding new

proposal with new pole design can be

provided for pan city area for LED lighting

along roads

5. In the electrical infra project,

undergrounding of 11 KV and 415 volt

lines are done in ABD area along with

installation of Compact Substations,

Feeder pillars and smart Meters.

6. CSML has installed about 1000 KWp

grid connected solar roof top system in

government and Corporation buildings

(total 27 nos) in Kochi Municipal area.

Water leak reported by KMC in Fort Kochi

government hospital building will be

inspected and accordingly. BHEL will be

instructed to rectify the leak due to solar

panel installation at the earliest.

1. CSML explained that two type of poles

shall be used based on their height. Smart

poles shall be placed along the roads but

depending upon the availability of space.

CSML & KMC and Engineering wing.

3. CSML requested Engineering wing to

assist KMC to share information on

existing number of mobile towers within

KMC limit.

4. City gas project status to be updated

in order to avoid cutting after road

development.

13. The Team Leader clarified the issues raised by the members of Engineering wing and others. The General

manager concluded the meeting thanking the members attending the meeting and with the decision to

further conduct, sector wise detailed discussion with concerned officials.
