Message

Pakistan Petroleum Exploration And ProductionCompanies Association (PPEPCA) is therepresentative body since May 1995 of twenty fourmajor oil & gas exploration and production (E&P)companies operating in Pakistan. It facilitates E&Pcompanies in expressing their views on industry

matters including community development, sharing experiences andchalking out future course of action. It also represents E&P companiesat Federal and Provincial levels and works towards harmonizingnational and business interests to ensure smooth exploration andproduction operations throughout the country. Although E&P Industryis technology intensive and mostly remains busy in geological surveysand drilling exploratory and developmental wells, but it never losessight of the community it operates in. CSR activities by E&PCompanies mainly focus on provision of quality education, health

facilities and on skill and infrastructure development.

These activities are planned in tandem with local notables andadministration. That adds in native ownership of projects contributingtoward their long term sustainability. I would like to mention here thatexploration and development activities normally take five to sevenyears before the field starts producing and giving return oninvestments made to the companies. These investments usually runinto billion of rupees and go waste in case of no commercialdiscovery. Such is the nature of this business and E&P companiesneed understanding of all stakeholders in this regard. Present editionof CSR Newsletter manifests commitment of E&P Companies towardsbetterment of the people. E&P Companies will continue to strive forthe development of Pakistan by reducing its energy deficit and byaddressing direct needs of the people where they operate.

Pakistan Petroleum Limited hasbeen playing a pivotal role in thespread of education, benefittingcommunities living in and around

its operational areas. For this purpose PPL hasestablished schools, developedinfrastructures, funded educational initiativesas well as granted many educationalscholarships to promote education in itsoperating areas. Through award ofscholarships, PPL provides an avenue fortalented yet less-resourceful students from itsoperational areas to have good qualityeducation. Some of these scholarshipsschemes are as:

1. Scholarships Scheme for Students ofBaluchistan and Khyber Pukhtunkhwaunder National Talent Hunt Program ofInstitute of Business Administration(IBA), Karachi.In order to provide opportunity to meritorious

students from poor families and backwardareas to pursue bachelor level education atIBA under its National Talent Hunt Program;PPL has recently agreed to providesponsorship to six students, three each fromKhyber Pakhtunkhwa and Baluchistan duringcurrent fiscal year. Currently, two studentsfrom KPK have qualified IBA requirement toavail this scholarship.

2. Scholarships Scheme for HigherProfessional Education for Students ofDistrict Dera BugtiIn order to promote inter-provincial harmonyas well as good quality education, more than90 students of District Dera Bugti arebenefitting from the scheme, out of whichover 50 are still enrolled to pursuebachelor/master level education at HECrecognized institutions in province other thanBaluchistan, with special consideration tofemales studying in Baluchistan.

3. Scholarships Scheme for HigherProfessional Education for Students ofDistrict Kashmore, Sanghar, KamberShahdadkot and Tehsil Gujjar Khan,District RawalpindiThe scheme was launched in 2011 forpromoting education to the students living inareas where the Company operates. Atpresent, 35 local students are availingscholarships to pursue bachelor/master leveleducation at HEC recognized institutionsacross the country.

4. Scholarships Scheme for 4 YearEducation Plan (Grade IX to XII) forStudents of BaluchistanUnder the scheme the company has awarded70 scholarships to students of Baluchistan topursue grade IX to XII at reputedschools/cadet colleges across the country,including 24 scholars from District DeraBugti.

5. Scholarships Scheme for localstudents of Sui to study at BaluchistanPublic School (BPS), Sui The scheme was initiated in 2009; benefitting12 local students each year for a period of 6years to pursue education from class VII toXII. At present total number of beneficiariesare 48. BPS, a prestigious boardinginstitution enable students to lead adisciplined life with no compromise onquality education.

6. Scholarships Scheme for Students toPursue Education at Lahore Universityof Management Science (LUMS) underNational Outreach Program (NOP)The scheme commenced in 2009; underwhich PPL approved scholarship of 8 brightstudents (2 each year) from company’soperational areas, preferably Baluchistan topursue bachelor level education under itsNOP program at LUMS. Currently, twostudents from Baluchistan have qualified andavailing this scholarship.

reputation of successful and acclaimedenergy sector private company; a companythat has produced positive influence on thelives of local communities and hascontributed in shaping their sustainablefuture. Over this period, eni Pakistan haschanged many lives positively, given hope tothose who dared not to dream, and made theunbelievable realities for many dreamers. eniPakistan has always aimed for a sustainable,long lasting & community owned initiativesfor the local communities. Water is the basicneed of these vulnerable communities and enisupported the community by providing watertanker facility. But since it was not asustainable solution; eni Pakistan came upwith a water sustainable supply project atvillage Hayat Khan Marri.

A Water Supply Scheme –Changing Lives

Sustainable Solution for Village HayatKhan Marri:This water schemes is initiated in response todire need of local community for water. Thewomenfolk had to walk for 6 miles round trip tofetch water for daily use. During this activityusually women used to take their toddlers andnewly born along with them. It was not only ahealth hazard for the women but a big risk fortheir baby as well whom they tie-up along theirwest and then carry water containers on theirhead. This water supply scheme is providingwater through water lining from 2 miles awaywhere the bore and pump is installed. This hasdramatically changed the lives of the women inthe village who are now getting water at theirdoor step. They have now more time to spendon their income generation activities and takecare of their health.

Story of Mrs Hayat Marri……Mrs. Hayat Marri, mother of 6 children used tofetch water, walking 6 miles round trip and ittook almost 3 hours of her daily time. Such along walk made her tired and chronically sick.

This tiresome activity had destroyed herstamina gradually but she couldn’t rest as shehas to perform rest of the household chores.This continually weakened her and affectedher health very badly. She said she can’tescape from this activity even duringpregnancy and post pregnancy. She showedher bald skull, which she says is due tocarrying metal water container on her headwhich used to get very hot in summers andburns her skull’s skin resulting in hair fall.

With this water scheme, her life istremendously changed and she says now sheis happy as her health is improving and shehas more time for her children and house holdwork. She says she feels very secure andsatisfied and has well wishes for the companyfor supporting women development issues.

Across UEP’s concession blocksthere is a lack of educationalopportunities for local youth. AtPost-Matriculation or

Intermediate level, many young adults face anuncertain future, with little or no guidancetowards possible career paths.

In order to enhance the employmentprospects of local youth, UEP sponsored aone year technical & vocational trainingprogramme for 40 young people from theBadin & Mirpurkhas Khipro (MKK) concessionblocks. This project, done in partnership withthe Hunar Foundation, focuses on Mechanicaland Electrical disciplines.

At the commencement of the programme adswere placed in local newspapers. Those whoapplied underwent a rigorous exam andinterview process, supervised by the Hunar

Foundation with only top scoring candidatesselected.

The partner NGO for this programme, HunarFoundation is committed to providing livelihoodopportunities for youth through qualityvocational training of international standards.The NGO has established a campus in TandoAllahyar district which awards certificatesendorsed by the Trade Testing Board and City &Guilds (UK). The Hunar Foundation’s trainingprogrammes test base line skills includingproficiency in English language, basicworkshop practices, HSE and entrepreneurshipalong with specific industry needs basedvocational skills. Apart from professionaltraining, education on work ethics is alsoincluded in the curriculum to ensure that thosewho train under this programme are not onlyhighly skilled but also practice integrity.Graduates of the programmes are readilyemployable both locally and abroad.

Boarding and lodging for the candidates,selected for the UEP funded trainingprogramme, is provided by the RashidMemorial Welfare Organization (RMWO).Rashidabad is located on the Hyderabad-Mirpurkhas road near Tando Allahyar. Theproject is spread over 100 acres of beautifulfertile land. It houses schools, residence

units, healthcare facilities, a vocationaltraining centre and recreational facilities.RMWO focuses on education, health,environment and socio-economic uplift.

UEP’s interest in this project is two-fold.Firstly, to create a sustainable technicaleducation programme for local youth toenhance their employment prospects.Secondly, to cater to UEP’s operationaldemand for local, skilled workforce.

There are plans to provide internshipopportunities for top graduates of theprogramme at UEP. This project highlights thecompany’s commitment towards the youthfrom its concession communities. It is one ofseveral Corporate Social Responsibilityprojects, funded by UEP, which aim to harnesslocal talent by providing valuable technicaltraining opportunities.

The Millennium DevelopmentGoals (MDGs) were set at2000 Millennium Summit onthe platform of United Nations

in order to accelerate global progress indevelopment. The development goals are setso as to reduce extreme poverty and hunger,to achieve universal primary education, toreduce child mortalities and improvingmaternal health etc. MDG 5 was set with theaim of ‘reducing maternal mortality ratio threequarters by 2015’. One of the vital indicator,set for gauging progress against MDG 5 wasto ‘increase the proportion of deliveriesattended by skilled health personnel’.

Presence of skilled health personnel is afundamental factor in reducing maternal andchild mortality.

OMV being signatory of UN Global Compact,through its CSR program is trying to share itsshare of responsibility for achievingMillennium Development Goals (MDGs) 2015for Pakistan. OMV’s CSR interventions arealigned in the direction, so as to contribute inachievement of MDGs either directly orindirectly. For achieving the target ‘to increasethe proportion of deliveries attended by skilledhealth personnel’ against MDG 5, OMVinitiated its ‘Technical Education Project’ inyear 2010. OMV under this TechnicalEducation Project, sponsored female youth ofthe area for Midwifery course at Aga KhanMaternal & Child Care Centre, Hyderabad.

Story of Zahida MallahIn September 2010, Zahida along with otherfemales of the area was approached by OMVfemale Community Development Officer andwas offered to opt for entry test of Midwiferycourse at Aga Khan University. Along withother females, Zahida was also selected byreps. of Agha Khan University for 18 monthsMidwifery course. Upon deciding to pursuewith the course, Zahida had to face a strong

family pressure, as she has to leave her 5year old son and 2 year old daughter behind. Itwas a difficult decision for Zahida, but herpassion to serve the community andmotivation provided by OMV’s communityofficer, guided her to avail this opportunity.Zahida joined the course in January of 2011.Initially Zahida had to face difficulty with theEnglish language but her strong commitmenthelped her. Besides her regular courses shetook additional coaching from teachers toimprove her English language skills.

She has become a source ofinspiration and a symbol of‘Women Empowerment’ forothers to follow.

Upon completing her Midwifery course inSeptember 2012, she returned back to hervillage. Not only her family but her wholevillage is happy upon her return and areproud of her achievement. She has become asource of inspiration and a symbol of‘Women Empowerment’ for others to follow.Zahida is thankful to OMV for providing herwith the opportunity, to equip her-self withthe skills required to reduce maternalmortality in the area.

The Corporate Social Responsibility (CSR)activities are carried out for the compliancewith the law and Poverty Alleviation. It is thestrong belief of our company that “Businesscannot succeed in societies that fail”, hence,poverty alleviation, is essential to reap thereturn from business investment. At the sametime, the large numbers of poor represents aunique and hitherto unexplored opportunity forbusiness. Our CSR Policy reiterates the notionthat the development is not the exclusiveresponsibility of the government. Business toohas a legitimate and responsible role to play.Very few activities/achievements of CSR are:

OGDCL Bags another CSR Award at 5thCSR International SummitThe fifth CSR International Summit was heldon 28th March 2013, at Marriot Hotel,Karachi. The event was organized by theNational Forum for Environment & Health.held on 28th March 2013. During the summita conference was held in which participantsfrom different organizations and

related to CSR in Pakistan. At the occasionCSR Gallery was also planned.

OGDCL was represented by Mr. Irfan BabarKhan, General Manager (CSR) and Mr NasrWarraich, Deputy Chief (CSR). Theyshowcased their exemplary CSRactivities/initiatives undertaken for the welfareof communities. Achievements of OGDCL inSocial Sector were also highlighted. OGDCLnot only achieved 5th Excellence Award on thebasis of remarkable performance in the areaof CSR initiatives. The company was alsobagged with two additional awards “the BestCSR Company Award (ranked No. 1) and BestEmployment giving Company Award.

Developed Effective relations withCommunity by taking RevolutionaryMeasures in Health SectorOGDCL is utilizing all out resources for theuplift of health sector besides takingrevolutionary measures in this regard. Inaddition to improvement of rural and basichealth centers, the project of mobiledispensaries has also been launched for the

provision of treatment facilities to the peopleof backward and far-flung areas. Solidmeasures are being taken for the uplift ofhealth sector and special attention is beingpaid to the provision of modern treatmentfacilities in less-developed areas.

In order to improve medical services atNashpa, OGDCL hired state-of-the-artCaravan for Social Welfare Dispensary andproviding free of cost medicines amounting toRs. 40,000/month. As, the situation regardingmedical facilities in rural areas is pathetic. Thecompany has deployed caravan at preidentified sites to provide basic health careservices to the local community at Nashpa.

Provision of Uniforms and copies OGDCL provided Uniforms and booksamounting to Rs.0.295 million to the studentsof Government Primary School Yousaf khoso,Union Council Tando Haider, districtHyderabad. In this way facilitated indeveloping safe and disciplined learningenvironment at school. School uniformsproved to be positive and creative way toreduce discipline problems and increasedschool safety and also enhanced the learningenvironment.

Basic needs of the ruralpeople are met by POLby making the access tosafe drinking water easy

and less time consuming. People centeringdevelopment is therefore to be implementedin order to ensure the provision of cleanwater suitable to human consumption.Several projects have been undertaken in thisregard.

Between 1997 & 2012, POL has spent morethan 8.5 million rupees on development ofwater supply schemes in different villageslocated around its Pariwali Field. Theseprojects range from installation of turbine &motor pumps and construction of overheadwater tanks to setting up a wide distributionnetwork to supply clean drinking water tomore than 6,500 households in severalvillages.

Such projects have also bought employmentopportunities for the locals in the form oflabor & operators. The community hasparticipated well by taking ownership ofthese projects for maintenance &sustainability through village based watermanagement committees.

In Pariwal field, inhabitant of Ahmadal Villagewere facing major problem of ‘Safe DrinkingWater Facility’ as the available water supplystructure were not enough to fulfill their basicneed. In order to facilitate the localcommunity of ahmedal village, POLmanagement constructed underground waterstorage tank that estimated cost of Rs. 3.5million which capacity is 150000 gallon, size(60’x30’). More than 17000 inhabitants ofthe local community are directly andindirectly enjoy this clean water facility. Thisproject is inaugurated by POL in presence ofrespective notables of surrounding areas.This project is well appreciated by theirrespective community.

In 2010, Premierinitiated a long-term

environmental project in the vicinity of our Islamabad office at Margallah HillsNational Park. The park stretches along thenorthwest border of Islamabad and covers anarea of approximately 174 square km. Theproject, which is a joint public-privatepartnership in collaboration with theHimalayan Wildlife Foundation (HWF) and theCapital Development Authority (CDA) focusesmainly on the remediation of environmentaldamage caused partly by the continuedimpacts of local communities. The projectwas formally inaugurated in January 2013 byPakistan’s Federal Minister for Information andBroadcasting.

Over the last three years the project hasassisted in the delivery of additional eco-tourism facilities including a visitor informationcentre, number of hiking trails in the hills andvalleys of the park, and the opening of a bikingtrail to the public. It has also enabled the

improvement of local vegetation managementpractices, the removal of invasive species andvalued M.Phil research into rare, threatened andendangered species. Findings from thisresearch were presented at a seminar inDecember 2012 to senior representatives of theCDA, Premier, and HWF, as well as faculty andstudents from the Department of WildlifeManagement, Pir Mehr Ali Shah Arid AgricultureUniversity Rawalpindi. A number of protectionmeasures, including a watch and ward system,have now also been implemented to safeguardendangered anteater and ungulate species. Adetailed map of the park and its trails has beendeveloped and is readily available from HWFand the project website. Based on the flora andfauna studies of the area sponsored by Premier,posters of the flowers and reptiles have beenprinted. The posters are distributed amongstudents and journalists whose visits to thenational park are arranged by the HWF.

Annual academic and local charitysupportPremier continues to support the followingorganisations through regular contributions:• Academic chair: Premier funds an

academic chair in the Department ofPetroleum and Gas Engineering at theUniversity of Engineering and Technology inLahore, a leading institution in the field

• Care for Special Persons: Premier providesmonthly donations to the Care for SpecialPersons

Foundation (CSPF). CSPF is a local charitythat provides education, training andpsychotherapy to the mentally and physicallyhandicapped of poor families. In 2012, wehelped CSPF to replace a minivan used aspart of the children's transportation fleet.
