AC to RC Transition via CTO

• Career Transition Office– PTS with SELRES Option– Continuum of Service– Direct from AC – No break in service

• Navy Recruiter– No PTS approval– Break in service– Post separation

• CCC submits PTS application with SELRES Option. – In rate – Conversion

• Sailor receives a SELRES PTS quota.• CCC assists Sailor with requesting a NOSC

via CMS-ID.• CCC/Sailor contacts the CTO to begin the

transition process.– Sailors are assigned to a Transition Assistant (TA)

based on their geographic region. The Sailor will work closely with the same TA throughout the entire transition process.

Transition Process

• CCC, Sailor, and TA will discuss the upcoming transition process and exchange information.

• CTO generates and begins sending the paperwork required for the AC to RC transition.

• CTO forwards records release letter to CCC and PSD allowing Sailor to leave active duty with their records.

Transition Process

• CTO is a liaison between the Navy Reserve Activity (NRA) and the Sailor.

• After the TA receives all the required documents, he/she will initiate actions to gain the Sailor in the Navy Reserve.

• Upon successful gain, the CTO forwards the completed affiliation kit to the Sailor as well as the NRA and the local recruiter.

Barriers/Way Ahead

• AC and RC Pay and Personnel Systems– Distinct differences with interface delays– Requires manual intervention to support seamless transitions– Future Pay and Personnel System should bridge the gap

between AC and RC

• Enlisted AC to RC Transitions– PTS throughput less than projected– Communications increased to the Fleet– AC to RC MILPERSMAN– Working with Community Managers/CARITs to increase

throughput

• Way Ahead– Fully man Spiral Two, implement Centralized Transition

Processing/72 Hour Transitions and Spiral Three– Exploit additional sources for Enlisted AC to RC throughput– Continue to refine/improve the process
