INTRODUCTION This Cultural Heritage Management Strategy and Local Action Plan document describes the actions of preservation, sustainability and development undertaken in order to make the Cultural Heritage of the city of Ravenna a benefit for the quality of life and the social and economical growth of the whole community. The sharing of strategies of knowledge, communication, education, research, training and fruition by all stakeholders, along with the active involvement of the institutions and the support to active fruition and participation of citizens and tourists, is the method through which sustainable and efficient management strategies are agreed upon since the making of the candidacy dossier that led to the 1996 inscription of eight monuments of the city in the Unesco World Heritage List. In particular, this tendency of “making things together” reflects the spirit of a territory characterized by a cooperative and supportive vocation and it allows to face the complexity of management due to the different institutional missions of the owning bodies (Archdiocese of Ravenna – Cervia, Superintendency for Environmental and Architectural Heritage, Municipality of Ravenna) and the various competences on planning, promotion and supervision by other important bodies such as the Regional Directorate For Environmental and Architectural Heritage of Emilia Romagna. This tendency also permits to keep the centrality of the cultural heritage in the cultural production of the territory and the subsequent acceleration of good practices and policies. The development of this strategy document thanks to HerMan project, its activities and Pilot Projects, represents a further step forward in the complex development of the thinking process that is at the basis of the present and future management strategy of the city’s Cultural Heritage. HerMan, acronym for «Management of Cultural Heritage in the Central Europe Area», refers to a project of the European Union partly funded by the European Regional Development Fund and realised from July 2012 to December 2014. Nine project partners from four different European countries pursue the objective of enhancing the knowledge and expertise concerning the management of cultural heritage. The Project provides partners with the opportunity to find solutions to the sustainable management of their

cultural heritage in order to intensify the attractiveness and competitiveness of the Central Europe area. The outcomes will in general address the need for balance between conservation of cultural heritage and development of the area to which the heritage belongs. Main objectives are: to jointly develop and test management strategies, models, procedures, and financial schemes; to identify, adapt, and create innovative services and functions for under-exploited cultural heritage assets; to strengthen the management capacities of the partner organisations (for more info: www.herman-project.eu) PRE PHASE

DESCRIPTION OF THE SITE Ravenna is home of a single standing UNESCO site called “Early Christian Monuments of Ravenna” that is composed by eight late antique Roman, Byzantine monuments of Theodoric’s time. These monuments bear witness of a period (V – VI century AD) in which Ravenna became an extremely important political and cultural centre for whole Europe during the downfall of the Latin world. Capital of the Western Roman Empire at first (402 – 476 AD) then capital of the Goth’s kingdom (493 – 553 AD) and, finally, Capital of the Italian Byzantine Exarchate (568 – 751 AD). The magnificence of those periods has left to Ravenna some unique masterpieces of great artistic skill: the mosaics of the Mausoleum of Galla Placidia and of the Neonian Baptistery from the early Christian period, the Basilica of Sant’Apollinare Nuovo, the Arian Baptistery, the Archiepiscopal Chapel and the Mausoleum of Theodoric from the Goth’s era, the Basilica of San Vitale (coeval of Constantinople’s Saint Sophia) and the one of Sant’Apollinare in Classe from the byzantine time. Basilica of San Vitale Consecrated in 548 AD, it is one of the most important monuments of the Early Christian art. The eastern influence has a dominant role here: no longer a Basilica with nave and two aisles but a central octagonal plan topped by a large cupola. Inside San Vitale, the eyes are drawn up to the mosaic decorations of the apse with the extraordinary representation of the Byzantine imperial couple, Justinian and Theodora. Mausoleum of Galla Placidia This small Mausoleum with a Latin cross plan was built halfway through the 5th century by Galla Placidia, the sister of Emperor Honorius. However, it was never used by the Empress because she was buried in Rome. The simplicity of the exterior contrasts with the lavish decoration of the interior. The countless mosaic stars of the dome have fascinated many visitors of Ravenna, including the jazz player Cole Porter. Arian Baptistery It was built in the late 5th century under Theoderic, when the Arian cult was the official state religion. Nothing remains of the ancient stuccos and decorations of the internal walls, but the original mosaics of the dome depicting the Baptism of Christ and the 12 apostles

can still be seen. The mosaics are an evidence of the Arian beliefs of the court, though inspired by the iconography of the Baptistery of Neon. Neonian Baptistery It is one of the most ancient monuments in Ravenna, probably dating back to the early 5th century. Its decoration goes back to the time of Bishop Neon (mid-5th century). The brick building is octagonal in shape; the interior is decorated with marbles, stuccos and mosaics of Hellenic-Roman influence. The ceiling mosaic depicts the Baptism of Christ surrounded by the 12 apostles. Archiepiscopal Chapel Built as a private chapel by Bishop Peter II during Theoderic’s rule, it is the only extant intact archiepiscopal chapel of the Early Christian era. The cross-shaped chapel is preceded by a small vestibule, both covered with marble and mosaics showing an anti-Arian glorification of Christ. The decoration of the vault of the vestibule shows 99 species of birds – some of which typical of Ravenna’s natural areas – on a golden sky. Basilica of Sant’Apollinare Nuovo Erected in the 6th century by Theoderic close to his palace, the Basilica was originally a Palatine Church of Arian religion. The original mosaics of the interior document the evolution of Byzantine wall mosaics from the era of Theoderic to the one of Justinian. The 26 Christological scenes from the period of Theoderic are one of the biggest monumental cycles and the most ancient mosaic work of the New Testament of all times. Mausoleum of Theodoric Erected by Theoderic around 520 as his own resting place, this mausoleum of Istria stone is divided into two decagonal orders crowned by a monolithic dome measuring 10 m in diameter. Over the centuries, its decorations were gradually stripped off and the tomb was used for different functions. In its interior, there is a circular porphyry tub where Theoderic was presumably buried. Basilica of Sant’Apollinare in Classe 8 km away from the city centre, the basilica was built in the first half of the 6th century on an ancient burial area, where Saint Apollinaris – one of the first bishops of Ravenna – was probably buried. The church is one of the greatest examples of Early Christian basilica. Despite the plundering over the centuries, the basilica has preserved its original splendour. It is now admired for its polychrome apse mosaics and ancient marble sarcophagi of archbishops. The excellence of Ravenna is not only based on the presence of a prestigious artistic treasure and not even on the basis of a well-structured system of cultural institutions and events of international scale (from Ravenna Festival to Classense and Oriani Libraries, from RavennAntica Foundation to MAR City Art Museum, from Teatro delle Albe to the over thirty theatre and dance companies grown in the city).

First of all, Ravenna represents quite well our country: its scope, history, art, its link with Dante and the origins of our language, the relationship between territory and water. All these aspects outline a model of city that reflects the Italian identity. The eight Unesco monuments are part of other essential CH sites that enrich and vary the city’s cultural offer. All these sites are object of the analysis of the European HerMan project. Ravenna is a city characterized by the centrality of the Cultural Heritage. By taking into consideration this aspect in a contemporary way and by taking benefit of all opportunities generated by the European Capital of Culture candidacy, many new perspectives of redefining an original and distinctive city based on secular knowledge and on its vocation of “making things together” become evident. The combination of the tangible and intangible heritage, together with its exceptional artistic and historic identity, permits a contemporary new vision of the territory thanks to the new opportunities offered by the technologies of information and communication and by the related participation processes. The tangible heritage, of which the eight Unesco monuments are the key elements, is organised in a well-structured and articulated expositive system with high-level museums:

- MAR City Art Museum It hosts high-profile temporary exhibitions characterized by extremely conscientious critics perspectives and a meticulous care of usability and communication of the values of art with major success of critics and visitors. The museum also includes four permanent collections distributed in the prestigious old monastic site called “Loggetta Lombardesca”. The four collections are: Ancient Collection, Contemporary Art Gallery, Contemporary Art Collection and the Collection of Modern and Contemporary Mosaics

- National Museum of Ravenna This museum hosts a series of miscellaneous collections which can be summed up in three main groups: the Lapidarium, finds from the territory and the collections of the so-called minor art. Some of the most important features are the detached frescos from the ancient church of Santa Chiara in Ravenna, the rich collection of epigraphs and funeral steles, the collections of little bronze and plate statues and tools, the great 18th wooden apothecary and the ivory collection

- Archiepiscopal Museum It includes Saint Andrew’s Archiepiscopal Chapel (Unesco site). It is the first Italian diocesan museum. It was reopened in 2010 after the restoration of the external accesses and the new set-up of the exhibition rooms. The exhibition is divided into four rooms and it shows historical rooms, archaeological finds and artworks. Some of the most important features are the silver cross of archbishop Agnello (VI century), the mosaics of the apsis of the ancient cathedral (XII century) and the ivory throne of Maximian, one of the most famous carved ivory works of all times executed in the 6th century by Byzantine artists

- TAMO – All the adventure of Mosaic The Complex of San Nicolò hosts a permanent exhibition dedicated exclusively to mosaics. The exhibition proposes a suggestive tour through important finds (some of which still unknown to the public) belonging to the Ravenna heritage of mosaics and to its territory, dating back to antique, late-antique and medieval period, up to the productions of modern and contemporary artists and experts in industrial mosaics. Tamo cannot be strictly defined as a museum, but rather as a mosaic stronghold. It represents a fascinating journey through this ancient art allowing visitors to admire, discover, understand, experiment and literally live the whole adventure of mosaic. A section of the museum is dedicated to the 20th century mosaics on the Divine Comedy commissioned by the Municipality of Ravenna to several important Italian artists. Complementary to this complex is the setting project of the ancient Port of Classe that will soon become an Archaeological Park together with a Museum of the Territory. The aim is to let visitors retrace the trail of the ancient travellers by giving them the chance to walk through the old road, the port, the city, the basilica of San Severo, the walls up to the great basilica of Sant’Apollinare in Classe and the new museum built inside an old sugar plant. The set up of the exhibitions of the new museum are the chance to unite in a coherent frame the exceptional concentration of monuments, finds, collections that bear witness of the splendour of the antiquity of Ravenna

- Dante Museum Dante Museum (Museo Dantesco) is located inside Centro Dantesco dei Frati Minori (Dante Centre of Friars Minor), in the charming Old Franciscan Cloisters, just a few steps from Dante’s tomb. Opened on 11th September 1921 during the celebrations for the 6th centenary of Dante Alighieri’s death - occurred in the night between 13th and 14th September 1321 in Ravenna - the museum was designed by architect Ambrogio Annoni (Superintendent of Ravenna at the time) and by the famous Corrado Ricci, who had devoted his studies to the works and life of Dante. The numerous itineraries of the exhibition aim at highlighting the role played in Dante’s life by the city of Ravenna, where the exiled poet spent his last days. Focus of the exhibition is the iconography of Dante, exemplified by busts, paintings, medals and icons. Moreover, the museum traces back the memories relating to the Tomb and to the well-known issue of the translation of Dante’s bones that had been concealed for centuries until their chance finding occurred in 1865. Numerous videos and multimedia products complete the exhibition (among them, a multilingual version of the Divine Comedy), thus meeting the needs of visitors of all ages and nationalities. The Tomb of Dante, Quadrarco di Braccioforte and the Basilica of San Francesco together with the museum are an extremely important CH complex certifying the essential link between Dante and the city. 2021 will celebrate Dante’s anniversary and by that date the whole management of the complex, its exhibitions and usability will be rearranged and optimized

- Risorgimento Museum Since November 2004 the Church of San Romualdo has been home to the Museo del Risorgimento (Risorgimento Museum). Annexed to the building of the Classense library, the sanctuary hosts a collection of relics of the Risorgimento donated by the citizens of Ravenna who took part in the wars of independence and in Garibaldi’s exploits. The collection consists of weapons, uniforms, pictures and

paintings, personal letters and documents. Some of the documents have been collected by scholars of local history, such as Primo Uccellini and Silvio Bernicoli. The exhibition is set up along the central nave of the church and follows a chronological order, starting from the Congress of Vienna up to the era of national unity.

OTHER RESOURCES OF THE CULTURAL HERITAGE OF THE CIT Y Water and sea Ravenna is a city with a deep relationship with water and sea too. The presence of water determined the birth of the city and its location: the confluence of two rivers and a rich lagoon system. Water determined the destiny of the city and the one of its inhabitants. Nowadays, Ravenna is a few kilometres away from its beaches that represent one of its main environmental and economical features. The nine seaside resorts have all their own features ranging from natural environments to new fashionable trends, from sport and wellness facilities to family and children services and they can provide everything is needed for a pleasant and enjoyable holiday. Their names are: Casalborsetti, Marina Romea, Porto Corsini, Marina di Ravenna, Punta Marina Terme, Lido Adriano, Lido di Dante, Lido di Classe, Lido di Savio. Nature and Environment The territory of Ravenna is composed by an extremely rich and wealthy environmental heritage. The natural oasis of Punte Alberete, the silent valleys of the delta of the river Po, the Pinewood of San Vitale, the “piallasse” (flooded forests), the Pinewood of Class are one of the biggest green areas of northern Italy and hosts rare plants and animals. These areas are nowadays part of the Parco del Delta del Po natural reserve and they have a deep historical and cultural meaning for Ravenna. Mosaic art The art of mosaic has found in Ravenna its greatest expression. Here the Christian iconography was born with a mixture of symbolism and realism and with Roman and Byzantine influences. Today, this ancient knowledge lives on in the schools and workshops that still use and re-elaborate the traditional typical method of the time of Galla Placidia, Theodoric and Justinian. In the city, it is possible to follow three different mosaic itineraries:

- the Unesco monuments itinerary (Mausoleum of Galla Placidia, Neonian Baptistery, Archiepiscopal Chapel, Basilica of Sant’Apollinare Nuovo, Arian Baptistery, Basilica of San Vitale and Basilica of Sant’Apollinare in Classe)

- the ancient mosaics itinerary (TAMO museum, Domus of the Stone Carpets and Rasponi Crypt)

- the modern and contemporary mosaics itinerary (MAR City Art Museum Contemporary mosaics collection and other site-specific artworks around the city)

In particular, our Platform Stakeholders PSP activity inside the HerMan project has led to the creation of a new promotional leaflet connecting the visit of MAR Contemporary Mosaics collection and of TAMO Museum with a special discount, thus promoting the modern and contemporary mosaics itinerary. Cultural events These are some of the most important cultural events of the city:

- Ravenna Festival International Summer festival with music (classical, jazz, folk), theatre, dance, cinema, exhibitions, reading events

- Ravenna per Dante – Settembre Dantesco Celebration of the works of Dante with readers and actors performances, seminars, meetings, etc.

- Ravenna Mosaico / International Contemporary Mosaic Festival Celebration of the new techniques and works of the mosaic art with exhibitions, workshops, installations and seminars

- Notte d’Oro The old town centre celebrates culture and entertainment with a one night only special series of events (music, poetry, exhibitions, storytelling, open museums and shops)

- Mosaico di Notte Summer night opening and guided tours of a series of monuments and CH sites

- Ravenna Bella di Sera Old town centre summer festival with concerts, readings, performances, street markets, etc.

STATE OF THE ART THE CONTEXT OF THE ECONOMIC CRISIS As we all know, the most serious global economic crisis since the second post-war period has occurred since 2008. Italy, as many other countries, has suffered and is still suffering from this situation and it is still not possible to foresee when and how the economic and welfare system of the country will be able to recover. In this general context, it even seems more difficult to manage the cultural heritage scenario. Now, more then ever, the choice of effective cultural policies respecting budget

balance, cost-effectiveness and social/cultural efficiency requires a big deal of effort. Anyway, since the nineties, the territory of Ravenna has started a deep process of review of its development model. Since then, indeed, the crisis of the growth performance had already underlined the key factors that have become the core of the present competitive capacity of the area: port, tourism, cultural supply, regeneration, “cooperative and association” attitude. Ravenna has finally recognized its own identity as a city of culture and, therefore, as a destination of cultural tourism, as a city producing cultural events, as a city willing to experiment new models of cultural organisation with new forms of coordination and association of cultural institutions and bodies. A city still inspecting its own past and story, still willing to study and research to return knowledge and awareness to its inhabitants and visitors. The will to pursue this direction was so strong that, in 2006, Ravenna was the first Italian city that decided to compete for title of 2019 European Capital of Culture. 2013, then, marked a crucial phase in the candidacy route because Ravenna passed the first selection by entering the final short-list. ACTIONS In this context, all actions have been undertaken with the aim to foster knowledge and culture as key elements of the welcoming policies and of the promotion and preservation of the territory. A general strengthening of the opportunities of fruition and knowledge of the cultural heritage has been arranged. The availability and accessibility of traditional paper tools (leaflets, books, etc.) has been increased and the supply of information has been enhanced with the use of new technologies in order to support the cultural fruition in a contemporary way. Video art 3D visual mapping New fruition models for the monuments have been successfully introduced: the cultural heritage has become the subject of cultural and entertainment events with the production of video-art 3D visual mapping projections right over the most important architectures of the city with massive audience participation and no risks for the assets. These installations are the result of a thorough historical and iconographical research for the production of an evocative texture of images and sounds, a counterpointed architecture of visions for a fertile dialogue between monumental art and digital video art. Specific lighting enhancements have been realized too for the completion of such interventions. This project is funded by governmental Law n. 77/2006 Special Measures for the Safeguard and Fruition of the Italian UNESCO sites. Each year a different Unesco monument of Ravenna is chosen and becomes the subject of the video-mapping event. The first edition was made in 2011 with the work on Galla Placidia’s Mausoleum, second edition was dedicated to Theodoric’s Mausoleum, and third edition was dedicated to Sant’Apollinare Nuovo. This year the focus will be on the Neonian Baptistery. After the use of all Unesco sites of the city by 2018, the project will continue with the involvement of other cultural heritage sites and the methodology will be transformed in a sort of video mapping festival with temporary projections all around the old town.

RavennAntica Foundation activities RavennAntica Foundation was established on 23rd October 2001 for the promotion of part of the ancient heritage of the city: the old town of Classe, the Domus of the Stone Carpets in Ravenna, the 18th century church of Sant’Eufemia and the 14th century complex of San Nicolò (the actual TAMO museum). In these last years, the activities of the Foundation have deeply increased. In particular, extremely important are the fulfilment of the Archaeological Park of Classe and the Museum of the Territory that is going to be realized inside an old sugar plant building thanks to the funding of the Italian Government, the Municipality of Ravenna, the European Community and the Cassa di Risparmio Foundation. This museum will tell the story of Ravenna and its territory. Charter members of RavennAntica Foundation are: Municipality of Ravenna, Province of Ravenna, University of Bologna (School of Literature and Cultural Heritage Campus of Ravenna), Archdiocese of Ravenna and Cervia, Ravenna Cassa di Risparmio Foundation, Del Monte Foundation of Bologna and Ravenna. The Foundation operates in agreement with the Regional Directorate For Cultural Heritage of Emilia Romagna, the Superintendency for Archaeological Heritage of Emilia-Romagna, the Superintendency for Environmental and Architectural Heritage of Ravenna and the University of Bologna. Furthermore, RavennAntica promotes the restoration of finds and mosaics in particular. The restoration workshop has already restored the mosaics of the citadel of Damascus in Syria and it is destined to become a real international centre of excellence. The Domus of the Stone Carpets was opened in 2002 and has been visited by more than 500.000 people up to now with an average of 60.000 people per year. The 14th century church of San Nicolò was reopened in 2003 becoming home of major exhibition events organised in collaboration with the Superintendency for Archaeological Heritage of Emilia-Romagna and recording more than 450.000 visitors (the names of the exhibitions were: “Domus del Triclinio”, “Convivium”, “Santi Banchieri Re”, “Felix Ravenna”, “Otium”, Otium ludens” and “Histrionica”). In 2011, RavennAntica Foundation set-up the permanent exhibition of “TAMO. Tutta l’avventura del Mosaico” in the whole complex of San Nicolò and entirely dedicated to mosaic art. Since March 2012, TAMO collections have been increased with a new section entitled “Mosaici tra Inferno e Paradiso” dedicated to works inspired by Dante Alighieri’s Divine Comedy and commissioned in 1965 by the Municipality of Ravenna to great Italian artists of the 20th century to commemorate 7th centenary of the birth of the Poet. Finally, RavennAntica manages the Rasponi Crypt and the roof Gardens of “Provincia” Palace a few steps away from the tomb of Dante. Though it was intended to be the funeral chapel of Rasponi family, the little Rasponi crypt (Cripta Rasponi) was never used for that purpose. It is the most ancient part of the complex and is divided into three spaces: the entrance, which corresponds to the base of a Neo-Gothic tower from the 19th century; a room containing a stone sphere with the inscription "sic vita pendet ab alto” and another space where a small altar for religious ceremonies stands. The most interesting part of the crypt is the mosaic floor, originally belonging to the 6th century Church of San Severo (located in Classe). Its colourful decoration consists of ornamental patterns and animal figures (hens, ducks, geese, ram heads and snakes), depicted in spontaneous positions and brightened up by enamels. The Roof gardens (Giardini pensili) show a nice fountain and a Neo-Gothic tower. From the roof passage overlooking Piazza San Francesco that used to connect Rasponi Palace to its horse stables and warehouses, visitors can enter the near terrace situated on the

1839 vault. Inside this venue, a series of events have taken place such as the exhibitions modern and contemporary mosaics of the festival “Contemporary Mosaics in Ancient Sites”. RavennaMosaico – Contemporary Mosaic International Festival The biennial festival started in 2009 and it is organised by the Municipality of Ravenna in collaboration with the International Association of Contemporary Mosaicists (AIMC). The event involves all cultural institutions of the city, it is dedicated to the contemporary expressions of the mosaic art and it is a great opportunity to host in Ravenna artists from all over the world. Events range from exhibitions to meetings, from seminars to performances, from guided tours to concerts and workshops all organised in the most evocative places of the city (cloisters, abbeys, churches, libraries, historical buildings, schools, workshops, shops, etc.). The festival reflects the peculiar feature of the cultural production of the city of Ravenna: the relationship between ancient cultural heritage and cultural innovation. It is a project founded on the system of collaborations, it is an event that is strongly appreciated by the local community and that it is perceived as a catalyst of the varied mosaic world. Cultural institutions, associations, private foundations, artists, schools, universities, inhabitants, all contribute to the making of this event. The potential audience of is extremely varied thanks to the innovative working method that systematizes different competencies, experiences and vocations. Such an amazing array of events and activities is possible thanks to the fruitful collaboration of all stakeholders and thanks to the fact that mosaic becomes the trait d’union of a common research of identity and fusion, of preservation and innovation, of vision and dialogue. The idea of mosaic as high road and, at the same time, as tool of research, traditional heritage and tool for comparison has been appreciated by a big audience that has visited the exhibitions and events of the first three editions of the festival. City Dock involvement & regeneration programme The dock of the city is the last part of the Candiano Canal that connects the city of Ravenna to the Adriatic Sea. Historically, this area has always been dedicated to the industrial and manufacturing port activities. The goal is to transform it into an urban district with a homogeneous project. This is a relevant urban area because it is really close to the old town centre, only the railway line separates the two elements, and because it is a fascinating landscape, a water canal entering into the city with many industrial archaeological buildings. Obviously, this area represents the core element of the future development of the city. It can become the ideal place for the future cultural heartbeat, the thinking engine of the future economy, the green and smart soul of the next urban texture. The design of this new city centre looking at the sea while assembling the old town can outline new: processes of participation, integration and aggregation. The current involvement and regeneration (institutions, stakeholders, inhabitants) programme has pointed out the following ideas and desires for the development of the future city dock area:

- Public and private venues for aggregation and culture Venues concentrated around the Candiano Canal and in the many existing archaeological buildings as focal points of multicultural exchange with a European dimension

- Reversibility and temporariness Development of a project capacity that can foster temporary and reversible actions permitting to reduce soil consumption and to recover possible mistakes and misuses

- Mobility Reduction and rationalisation of heavy urban traffic, development of walking routes and cycling lanes

- Green areas and sustainability Environmental safeguard is the most voted priority. The whole area still suffers from pollution and the building of a healthy and liveable district is the way to go. Excessive urbanization must be avoided too. Bio-building and energy saving are the other unavoidable factors

Other relevant cultural projects

- Implementation of an enhancement trail of Dante’s heritage with the reorganization of the poet’s related assets (i.e. Dante’s tomb and museum) and, most of all, with the realization of high profile scientific and accessible events that from 2015 (750 years since Dante’s birth) to 2021 (700 years since Dante’s death) will make Ravenna the renowned city of Dante

- Conclusion of the restoration and extension of the Classense Library in order to appraise its prestigious historic value and, at the same time, transform the traditional library in a modern center for information services

The candidacy to 2019 European Capital of Culture In 5th and 6th Century AD, Ravenna has been the capital of the Western Roman Empire, of the Goths’ Kingdom and of the Italian Byzantine Exarchate. Nowadays, Ravenna is a candidate because the challenge of becoming the European Capital of Culture provides a unique and extraordinary opportunity for the development of this territory. The Capital of Culture is first and foremost the way to imagine the future of the city, to reflect on critical issues and to develop a concept of the city that stems from the past in order to renew it in the present and project it into the future. Through a joint effort that brings together the collective and emotional intelligence of the city dwellers, Ravenna aims to become today an outpost of avant-garde culture after having been the capital of the ancient world three times over. Acknowledged at an international level, able to look to the future without fear, by building a new future of knowledge, culture, disciplines and using methods and tools to address the current times. Ravenna has the potential for improvement: the European Capital of Culture can help fulfil this potential and turn it into reality.

All projects aiming at re-reading the cultural heritage of the city in a contemporary way are positioned in such a framework of ideas and common thinking. Most important examples of this attitude are:

- development of innovative technologies for the promotion of the fruition of the cultural heritage of the city (especially the eight Unesco monuments)

- enhancement of the Archaeological Park of Classe and the Museum of the Territory Ravenna and Dante. Towards the 7 th centenary of the Poet’s death Classense Library and Opera Di Dante are some of the most important cultural institutions of the city acting for the promotion of the life and works of the Dante Alighieri and with the aim to spread the modernity and richness of his poetical message. The library with its precious archives, the Franciscan Cloisters recently restored and reopened, the tomb are treasures that make Ravenna a fundamental element of the Western culture. The deep relationship between Ravenna and Dante appears with the abundance of events that distinguishes the month of September with the festival Ravenna per Dante including Dante 2021, Settembre Dantesco, Annuale di Dante, Transitus Dantis Poetae. Readings, lectures, seminars, exhibitions, performances, concerts, study meetings, researches, etc. are some of the events that involve many venues and institutions. Another international event celebrating the Poet’s works is Le Letture di Dante nel Mondo (literally the reading of Dante in the world) organised by Centro Relazioni Culturali. Every year the works of Dante are read in different languages of the world underlining the importance of the poet’s work in the language and culture of the world. Another chapter of Dante’s legacy in the city is represented by Letture Classensi, a forty year long series of conferences on Dante by the most influential and renowned international scholars with the subsequent publication of the work’s acts representing a fundamental tool for the study and research on the poet’s works and life. This huge amount of activities is characterized by a deep work of coordination and participation involving all stakeholders of the territory and those of all those territories that have been involved by the presence of Dante too. Anyway, the ten-year trend is negative and except from the Arian Baptistery there is a loss of visitors for all other monuments. The bigger decrease happened between 2002 and 2005, while later the loss is slower and, apart from Sant’Apollinare in Classe, these numbers show a reverse trend compared to the general increase of visitors for all monuments of the city (2008 – 2013) shown, for example, in the following chart reporting the visitors of the most important monuments of the city apart from the Unesco ones. This last factor is a good signal for a future recovery.

OWNERSHIP The cultural heritage of the city of Ravenna includes many different kinds of assets. The owners of these assets are different public and private institutions. These are the assets that we have chosen to analyse in the HerMan project (PACHA) and their respective owners:

Ownership: Museum building is owned by a Bank Foundation, loaned free of charge to the Municipality of Ravenna for the exhibition of the museum dedicated to Dante Alighieri while Dante’s tomb is property of the Municipality of Ravenna

The mosaics belong to the Superintendency for Architectural Heritage and Landscape of the province of Ravenna, the walls of the building belong to RavennAntica, the book shop and ticket office belong to the Municipality of Ravenna, the entrance to the underground domus is property of the Archdiocese of Ravenna – Cervia

As soon as the evaluation of the indicators will be completed we will extend them to the whole urban context for a general SWOT analysis. - there are still many improvement opportunities for the integration of the itineraries for the visit of the Unesco sites (in particular, concerning the sites owned and managed by the State and those by the Church)

- it is necessary to improve the digital communication / promotion (visibility) in order to give a homogeneous and integrated image of the cultural heritage. The websites of the Municipality, of the Superintendency and Archdiocese are all detailed but an integration of their contents is necessary in order to ease the search of information. Our Pilot Project has been developed to start facing this problem

- it is necessary to improve accessibility of some monuments - it is necessary to improve the so-called “additional services” for visitors in order to

VISION Cultural assets and cultural production are the poles of a tangible and intangible heritage constituting a thematic, methodological and relationship – wise system. Research, study, preservation, enhancement and promotion are the guidelines for an elaborated route of relationships and innovation processes that outline Ravenna as cultural workshop of excellence.

OBJECTIVES The management plan aims at promoting the objectives of knowledge, safeguard, preservation, enhancement, communication and sustainability of the cultural heritage in an integrated and shared way with all stakeholders. These objectives can be obtained with:

- common policies considering the knowledge and safeguard of the cultural heritage at the centre of the perspectives of development of the territory

- integration of the cultural resources in the social and economic strategies of development of the territory

- consideration of the cultural heritage as one of the main factors of competitive development of the territory

- enhancement of the cultural heritage as essential element of the cultural and touristic system

- coordination, management and promotion of the local potentialities and features - coordinated and shared use of the resources destined to cultural policies and to

promotion - development of a sustainability concept deeply connected to the cultural heritage

LOCAL ACTION PLAN The Local Action Plan is based on five relevant dimensions:

KNOWLEDGE Knowledge refers to the diffusion and acknowledgement of the cultural heritage value. Knowledge of the cultural heritage is based on the activities of study and research of the

managers of the assets and on the activities of those institutions devoted to study and research. Dialogue and connection are fundamental in this elaborated process characterized by technical and scientific contents. Analysis of the historic – artistic context in relation to management, financial and cultural aspects is also mandatory. At the same time, it is necessary to examine the knowledge of the cultural heritage by the relevant stakeholders. SAFEGUARD AND PRESERVATION This dimension doesn’t really need to be explained, its meaning is evident. The goals of safeguard and preservation are not opposing the enhancement ones. Both goals must be integrated in a fruitful relationship. ENHANCEMENT A thorough definition of cultural heritage enhancement can be found in the Code of Architectural and Environmental Heritage (D.lgs. 42/2004): “Enhancement consists in the exercise and discipline of those activities meant to promote the knowledge of the cultural heritage and to ensure its best conditions of use and fruition. It also includes promotion and support of actions of preservation. Enhancement is made through actions that are compatible with safeguard and that don’t compromise their requirements”. In this context, the activity of enhancement must be deeply connected to knowledge, safeguard and preservation and it becomes: development of knowledge, sustainable development, and economic development. COMMUNICATION Promotion is often intended as a communication process towards tourists. The expression communication here is used to refer to a sort of promotion that is addressed both outwards and inwards. Inwards communication to guarantee a balanced and full involvement of all managers and stakeholders of cultural heritage in order to fulfil the goals of related safeguard and preservation, enhancement and knowledge. SUSTAINABILITY Sustainability must be developed according to social, environmental and economic dimension.

Policies of Local Community participation and socia l inclusion The actions related to the five dimensions should be developed with the involvement of the local communities, both politically and culturally. The actions of description of the cultural heritage must have an historic attitude and a social attitude too. The use of the CH must be described too in order to show its social value and function. In this process, the aspects of the CH that can be enhanced can be identified and ad hoc policies can be developed. The involvement of the local community has a strategic role for the local management and action plan. Tools that can be used for this purpose are surveys, active participation methods, communication actions, and inclusion cultural policies management projects. The 2019 European Capital of Culture candidacy is another strong factor supporting the social participation and inclusion processes: an association of volunteers for Ravenna 2019 has been created, thematic working groups have been launched, open calls for ideas and suggestions have been released, public debates have been promoted, schools have been involved too.
